1. Introduction The Sport Entry Guide is jointly formulated by the Olympic Council of (OCA) and Sanya Asian Beach Games Organising Committee (SABGOC) in order to help National Olympic Committees (NOCs) complete sport entry for the Sixth Asian Beach Games Sanya 2020 (SABG). This Guide is intended to provide information on the sport entry process for the participating NOCs and relevant policies and regulations to be followed in filling out the entry forms. SABG will take place in Sanya, from November 28 to December 6, 2020. The sport entry process is divided into three phases: Phase 1: Entry by Sport - December 18, 2019 to January 30, 2020 Phase 2: Sport Entry by Number - March 15 to April 13, 2020 Phase 3: Sport Entry by Name - September 1 to 28, 2020

2 Instructions on Sport Entry According to Article 57 of the current OCA Constitution and Rules, only OCA recognised NOCs may enter their respective athletes for SABG. NOCs must complete the following entry forms and submit them according to the dates specified as below. a. Entry by Sport Form (submitted by e-mail) - A scanned copy of the completed form, with signature and stamp of an NOC, shall be sent to SABGOC’s designated e-mail address at [email protected] between 00:00 December 18, 2019 and 24:00 January 30, 2020 (Beijing time). b. Sport Entry by Number Form (submitted by e-mail) - A scanned copy of the completed form, with signature and stamp of an NOC, shall be sent to SABGOC’s designated e-mail address at [email protected] between 00:00 March 15, 2020 and 24:00 April 13, 2020 (Beijing time). c. Sport Entry by Name Form (Online Entry System) - The form shall be submitted online between 00:00 September 1, 2020 and 24:00 September 28, 2020 (Beijing time); SABGOC will send the user names and their respective passwords for this online system to NOCs before April 28, 2020. If the online submission of the form is not successful, please send it by fax or e-mail before the deadline. The Chef de Mission must submit the original of the Entry by Name Form at the Delegation Registration Meeting (DRM).

2.1 Entry by Number Form Entry by Number refers to the process in which the NOCs submit the numbers of their respective athletes to compete in each event (if a single athlete competes in multiple events, a single entry will be counted) according to Article 58 of the OCA Constitution and Rules and the event programme and entry policy of SABG as approved by the OCA. Presidents, secretaries general, or authorised representatives of NOCs or National Federations (NFs) shall sign and stamp the Sport Entry by Number Form of the Sixth Asian Beach Games Sanya 2020. When affixing the official seal, please avoid covering the information provided in the form. 2.2 Entry by Name Form All athletes (teams) sent by their respective NOCs to compete at SABG shall submit their qualifications on the Online Entry System, complete the Entry by Name Form, and sign the Statement of Participation, which will be considered as the final legal entry documents for the Games. Presidents, secretaries general or authorised representatives of NOCs or NFs shall sign and stamp the Sport Entry by Name Form of the Sixth Asian Beach Games Sanya 2020. When affixing the official seal, please avoid covering the information provided in the form.

3. Accreditation All participating athletes shall be properly accredited by SABGOC through their NOCs. For the detailed accreditation procedure, please refer to the Accreditation Guide for the Sixth Asian Beach Games Sanya 2020 in China.

4.Late Replacement Policy The sport entry for SABG will be officially concluded on September 28, 2020. If an athlete who has confirmed to participate needs to withdraw from the Games due to injury or illness, a replacement can be nominated in accordance with the Late Replacement Policy approved by the OCA. 4.1 Submission of the Athlete Replacement Form NOCs must submit the Athlete Replacement Form and the Sport Entry by Name Form for Replacement. The presidents or Chefs de Mission of NOCs must sign the Athlete Replacement Form and the Sport Entry by Name Form for Replacement, and the team health professionals must sign their names on the Athlete Replacement Form. (1)comply with the provisions of the OCA Constitution and Rules regarding the eligibility of athletes; (2)have completed the accreditation procedure and obtained the eligibility for the Games; and (3)not be implicated in any pending issues involving prohibited substances. 4.3 Deadline for replacement NOCs must complete the replacement before the technical meetings for relevant sports are convened. 4.4 Invalidation/validation of Asian Beach Games Identity and Accreditation Cards (ABGIACs) If the NOCs’ replacement applications are approved, the ABGIACs of the replaced athletes must be invalidated, while at the same time the ABGIACs of the replacement athletes are validated. 4.5 The Athlete Replacement Form must be submitted to the Front Desk of the Sports Information Centre at the Athletes’ Village. 5. Instructions on Filling in the Entry by Name Form 5.1 General Instructions Before filling in the entry form, please read through the Sport Entry Guide. Please follow the notes and instructions on each entry form and ensure the required information is completely furnished. 5.1.1 All athletes shall read the Athlete Eligibility Code attached to the Sport Entry Guide. The contents of the Athlete Eligibility Code must be confirmed before using the Online Entry System to submit the Entry by Name Form. 5.1.2 Athletes participating in team events must fill out the Entry by Name Form. 5.2 Detailed Form-Filling Instructions 5.2.1Family Name Family name indicated on the passport. 5.2.2 Given Name Given name indicated on the passport. 5.2.3 Internationally Recognised Name Internationally recognised name (if any) used by the athlete at sports competitions. 5.2.4 Passport Number The number of the passport held by the athlete when entering China. The passport must be valid for at least six months starting from November 20,

2020. 5.2.5 Registration Number The registration number, which consists of six digits, is used to identify the athlete. SABGOC will distribute registration numbers to NOCs upon receipt of their registration applications. The athlete’s registration number must be written on his/her Entry by Name Form. 5.2.6 Height and Weight Please use centimetre and kilogram as the units for the height and weight of the athlete, respectively. 5.2.7 Date of Birth Format: Day/Month/Year Example: July 27, 2020 should be written as 27/07/2020. 5.2.8 Nationality Athlete’s nationality Please refer to “Chapter 6 Instructions for Specific Sports” for the specific information of each event required for the Entry by Sport Form. 5.2.9 Eligibility The Athlete Eligibility Code of the OCA Constitution and Rules will be implemented. All athletes shall read the Athlete Eligibility Code (see Annex 2). Only athletes who acknowledge the Athlete Eligibility Code, comply with Article 57 of the OCA Constitution and Rules and the relevant rules of Asian Federations (AFs)/International Federations (IFs), and confirm the “Competitor’s Declaration” in the Entry by Name Form are eligible for participation in SABG. Note: Please ensure that the required information such as NOC name, Registration Number, Date of Birth, Preferred Family Name, and Preferred Given Name must be consistent on the Application for Accreditation Form and the sport entry forms.

6. Instructions for Specific Sports 6.1 Aquathlon  Event programme and number of entries Aquathlon encompasses the events of Men Swim, Women Swim, and Mixed Relay Swim. NOCs may enter their athletes for each event. A single athlete may enter for multiple events. Each team may enter up to four male athletes and four female athletes.

Aquathlon

Each NOC may enter up to two athletes for each event of Open Water Swimming. A single athlete may enter for multiple events. Each NOC may enter up to eight athletes. Water Polo includes Men Water Polo and Women Water Polo, and each NOC may enter up to seven male athletes and seven female athletes.

The uniform of each team must be consistent in style and colour. 6.4 Powerboat  Event programme and number of entries Powerboat encompasses the events of E-MotoSurf Men’s Circuit Race, E-MotoSurf Women’s Circuit Race, MotoSurf Men’s Circuit Race, MotoSurf Women’s Circuit Race, (GP2) Men’s Ski Division SX-R1500cc Stock Class Circuit, (GP3) Women’s Ski Division 701cc Stock Class Circuit, (GP2) Men’s Runabout Limited Class Circuit, and (GP3) Runabout 1100cc Stock Class Circuit. Each NOC may enter up to two athletes for each event. To promote MotoSurf events and involve as many as possible athletes in these events, it is not recommended that an athlete concurrently enter for a MotoSurf event and an E-MotoSurf event.

6.5 Dragon Boat  Event programme and number of entries Dragon Boat encompasses the events of Small Boat (12) Men’s 100M Straight Race, Small Boat (12) Women’s 100M Straight Race, Small Boat (12) Men’s 200M Straight Race, Small Boat (12) Women’s 200M Straight Race, Small Boat (12) Men’s 400M Straight Race, Small Boat (12) Women’s 400M Straight Race, Standard Boat (22) Mixed 100M Straight Race, Standard Boat (22) Mixed 200M Straight Race, and Standard Boat (22) Mixed 400M Straight Race. An athlete entering for one of these events may concurrently enter for other events. For Small Boat (12) Men’s Straight Races, each team shall consist of 14 athletes (including one drummer, one coxswain, 10 paddlers, and two alternates); for Small Boat (12) Women’s Straight Races, each team shall consist of 14 athletes (including one drummer, one coxswain, 10 paddlers, and two alternates); for Standard Boat (22) Mixed Straight Races (no gender requirement for the drummer or coxswain), the male athletes and female athletes will be selected from those competing at the Small Boat (12) Straight Races and the gender ratio will be determined in accordance with the Competition Rules for Dragon Boat Races of the SABG. 6.7 Sport Climbing  Event programme and number of entries Sport Climbing encompasses the events of Record Format Men, Record Format Women, Classic Format Relay Men, and Classic Format Relay Women. Each NOC may enter their athletes for each event of Sport Climbing. For Record Format events, each team shall enter a total of four athletes, including two male ones and two female ones; for Classic Format Relay Men and Classic Format Relay Women, each NOC may enter two teams consisting of four athletes (including one alternate) each, with a total of 16 athletes (20 participants). Each team may enter up to 10 male athletes and 10 female athletes.

Each athlete shall wear a bib on the back of the dobok as provided by SABGOC. The bib will indicate the name of the Games, the home country of the athlete, and relevant marks. ◆ Uniform Colours In principle, the dobok must be white-coloured and free from any commercial logos not recognised by SABGOC. 6.13 Beach Kabaddi  Event programme and number of entries Beach Kabaddi encompasses the events of Men and Women. Each NOC may enter two teams for the Men and Women events of Beach Kabaddi respectively. Each team shall consist of four athletes and two alternates and an NOC may enter six male athletes and six female athletes. Beach Kabaddi

6.14 Surfing  Event programme and number of entries Surfing encompasses the events of Men Shortboard, Women Shortboard, Men Longboard, Women Longboard, Men SUP, and Women SUP. Each NOC may enter a team of 16 athletes for each of the Men Shortboard, Women Shortboard, Men Longboard, Women Longboard, Men SUP, and Women SUP events, and each team may enter up to two athletes for each event; athletes entering Shortboard or Longboard events may concurrently enter SUP events; each NOC

may enter up to four athletes for each of the SUP events; the team of the host NOC consists of 32 athletes, and the host NOC may enter its athletes for all the events, i.e. up to four athletes for Shortboard and Longboard events and up to eight athletes for SUP events. Surfing

For Longboard and Shortboard events, the uniform respectively in red, yellow, blue, green, and white shall be used, and no uniform number is needed. For SUP events, the colour of uniform shall be consistent and the uniform number is required. The top of the uniform shall be a wear-resistant surfing top, and the bottom shall be self-provided. ◆ Uniform Colours Please specify the colours of the top and bottom of the uniform to be worn by the athletes in the competitions.

Annex 2: Athlete Eligibility Code As an athlete participating in the Sixth Asian Beach Games Sanya 2020 (SABG), I understand that the event(s) I compete in will have far- reaching significance for the entire Asia. Now that my request to participate in the Games is accepted, I hereby agree that I can be videotaped, televised, photographed, introduced, or otherwise recorded in the process of my participation in the Games according to the current conditions or those approved afterwards by the (OCA). I agree to obey the Rules of the OCA and the rules and by-laws of the NOC to which I belong (including Rules 41 and 42). Besides, I will abide by the World Anti-Doping Code, the rules for media coverage and publications (Rules 48 and 49 and the by-laws thereto) of the International Olympic Committee, and its rules against publicity or propaganda on any article of clothing or equipment worn or used by all competitors (Rule 50 and the by-law thereto) at SABG. I understand that the OCA Anti-Doping Code which is applicable to SABG will be applied to the Games from November 6 to December 6, 2020. During this period, I may be required to provide urine or blood samples according to relevant regulations. I understand that the OCA Anti-Doping Code refers to the World Anti-Doping Regulations Prohibited List and any applicable amendments thereto. The NOC and NF to which I belong have brought the relevant rules and regulations to my attention. I agree that all the photos and motion pictures I took during SABG, including the images of athletes competing at the competition venues of the Games, will be used only for personal and non-commercial purposes unless approved by SABGOC in advance. I also confirm that: a. I will participate in SABG and bear the relevant risks on my own. I will take all reasonable measures to protect myself from the risks of participation in the Games. b. During the participation, I will be responsible for the safety of personal property. Neither SABGOC nor the OCA will be held liable for any loss of my property. c. I understand that the OCA Anti-Doping Code which is applicable to SABG will be applied to the Games from November 6 to December 6, 2020. I agree that any dispute, conflict, or claim arising from, relating to, or during SABG will be submitted to the Court of Arbitration for Sport (CAS) for final and binding arbitration, provided such dispute, conflict, or claim cannot be settled through the legal remedies established by the NOC I belong to, the IF/AF governing the relevant sport, the OCA, and SABGOC. The CAS will make the arbitration award according to the applicable laws of its jurisdiction and has the discretion to order interim and preservation measures. The arbitration award made by the CAS shall be final and have legal binding force.
