Outline of Requested Action: The applicant, Wil Anderson wants to preliminary plat three (3) industrial lots to define specific leasing areas. The property is 74.39 acres.

KEY ISSUES

Fairfax Trafficway right-of-way Public Works comments

STAFF COMMENTS AND SUGGESTIONS

Urban Planning and Land Use Comments: 1. Per Sec. 27-763(d) The proposed right-of-way of class B thoroughfare is 100 feet. These are thoroughfares having up to four lanes. Medians may be required and such streets may include on-street parking in the older commercial areas of the city. The following are class B thoroughfares: (3) Fairfax Trafficway, from Kindelberger Road to 3rd Street.

The current plat depicts 90 feet of right-of-way along Fairfax Trafficway. Please adjust the plat to include an additional 10 feet, totaling 100 feet of required right- of-way.

Applicant Response: We cannot provide an additional 10 feet on the east side and that would put the ROW line through Building “E” which is built on or close to the existing easterly ROW of Fairfax Trafficway. The ownership of the land on both sides of Fairfax Trafficway is with the Unified Government. It would be possible for the 10 feet to be taken on the west side of Fairfax Trafficway when required.

Staff Response: Since the easterly right-of-way bisects Building “E”, additional 10 feet of right-of-way is not required.

Public Works Comments: A) Items that require plan revision or additional documentation before engineering can recommend approval: 1) None B) Items that are conditions of approval (stipulations):

C) Comments that are not critical to engineering’s recommendations for this specific submittal, but may be helpful in preparing future documents: 1) The County Surveyor makes separate technical review of final plat and submits comments directly to the preparer of the plat.

STAFF RECOMMENDATIONS

Staff recommends that the City Planning Commission make the findings contained within the staff report related to Factors to be Considered, and Key Issues and APPROVE Preliminary Plat of Kaw Point Industrial Park, subject to all comments and suggestions outlined in this staff report.
