Standing Orders

In order that the proceedings of the Congress be carried out expeditiously, the following Standing Orders will be observed:

1. The proposer of a Resolution or an Amendment thereto may speak for 5 minutes, but not more than 5 minutes 2. A delegate speaking to a Resolution or an Amendment must not exceed 3 minutes. A maximum of two delegates from any one county shall speak on any one motion. 3. The proposer of a Resolution or Amendment may speak a second time for 3 minutes before a vote is taken, but no other Delegate may speak a second time to the same Resolution or Amendment. 4. The Chairman may at any time he considers a matter has been sufficiently discussed call on the Proposer for a reply, and when that has been given a vote must be taken. 5. A delegate may, with the consent of the Chairman, move “that the question be now put”, after which, when the Proposer has spoken, a vote must be taken. 6. A speaker to CEO’s report or to any other general discussion shall not exceed 3 minutes on any one topic. 7. Any motion seeking to amend a rule in Fo-Rialacha (GAA Handball Ireland) must have a majority equal to two-thirds of those present entitled to vote and voting. 8. Standing Orders shall not be suspended for the purpose of considering any matter not on the agenda, except by the consent of a majority equal to two-thirds of those present entitled to vote and voting. 9. The Chairman may change the order of items on the agenda with the support of a simple majority of those present entitled to vote and voting.

As we gather here in Co.Clare for today’s Annual Congress we can reflect on what has been a tough but very successful year for GAA Handball in 2013. When we look back at 2013 we will reflect on the many challenges that faced our Association. Following on from a very succesful 2012 with the culmination being the hugely successful World Championships it was always going to be hard to match the heights of 2012 in 2013.

However at the end of an action packed year we can reflect on another hugely successful 12 months in GAA Handball with many highlights and some outstanding games of Handball. In the past year a few of the highlights were:

• Paul Brady reaffirmed himself as possibly the greatest ever player with a tenth 40x20All Ireland title as the four time World Champion was easily ahead of the pack as he completed his 9 in a row and tenth All Ireland title in Abbeylara. • In the Ladies game it was a fantastic year for Cork’s Catriona Casey who held 3 out of 4 of the major Ladies titles alongside collegiate and US titles. • We had the first ever live streaming of our 60x30 Finals which was a tremendous success, • Our 60x30 Mens Singles & Doubles finals saw two excelent games of Handball showcasing the brilliant fitness, stamina and skill of our athletes. • In an historic first a young Irish team represented their country with great pride at the orldW games in Cali, Columbia. • A hugely successful Junior Nationals was held in Clare and the One Wall Nationals were a roaring success as we went back to Breaffy, • Breaffy also hosted a fantastic She’s Ace tournament that showcased the wonderful talent there is currently in the Ladies game • Over 70 new schools have introduced handball as one walls have been erected all over the country.

I have recently being appointed as National Manager of GAA Handball and it is a tremendous honour for me to be chosen in this position. I have been working with GAA Handball since 2009 and have seen a lot of ups and downs along the way. One thing that has remained constant though is the brilliant volunteeers we posess as an association. The strength of the GAA is it’s volunteers and we posess many passionate people who give up so much of their time for the game that they love. It is this passion and drive to succeed that makes me believe that together with the full time team in Croke Park we can drive this great sport forward and get it the recognition it deserves. I have been truly overwhelmed by the messages of support and goodwill I have received since I was appointed and I have no doubt that if we continue in a positive vein and we all work for the common goal that is the good of Handball then together we can increase the profile and awareness of GAA Handball not only in Ireland but on the world stage,

Today see’s a change in the head position in GAA Handball as Meath’s Walter O’Connor will step down as Uachtarán CLLE. Walter is one of the most passionate Handball people you will ever meet and despite having business commitments abroad he committed himself to the position of Uachtarán over the last three years. Undoubtedly the highlight of his three year tenure will have been the World Championships in CItywest. I want to thank Walter for his contribution over his tenure and wish him well for the future and I have no doubt we will see him in the future in some capacity in Handball.

It is a proud day for Willie Roche, his family and all in Clare Handball as Willie takes over the Presidency here in his native county. Having worked with Willie over the past number of years I know he is relishing the task ahead and he will drive the association on in the next three years at all levels. I know you will join with me in wishing Willie well in his tenure as Uachtarán CLLE.

I want to say a huge thank you to Uachtarán CLG Liam O’Neill and Ard Stiurthoir Paraic Duffy for their unwavering support for GAA Handball. Both have been fully commited to supporting our efforts going forward which is tremendous news for our Association. I want to especially wish Liam O’Neill well in his final year as Uachtarán CLG and thank him for the support he has given GAA Handball over his tenure. To hear the President of the GAA speak in such glowing terms of our game is a lift to us all as we strive to take our game forward. The Uachtarán’s vision of an integrated GAA is certainly one that I would support and see as a major step forward if it were to come to pass.

I wish to thank Tony Hannon for his work as Interim Manager earlier in the year and wish him well in his second retirement. I also thank the GAA Accounts Department in particular Joan Kelly and Paula O’Brien for their work throughout the year and on this year’s accounts. I extend a thank you to all GAA Departments for their assistance throughout the year and look forward to working with you all in the future.

The last year has been a tough year in the National Office with job losses creating an extra burden on the full time team. However despite the challenges faced I must commend the work carried out by Darragh Daly & Brigid Doheny in challenging circumstances in managing to get the work completed to a high standard throughout the year. The level of dedication and hard work put in especially in the last year is often not seen but it is very much appreciated.

Our competitions are only as strong as our Referees & Venue Officials and in this regard we as an association are very lucky. Our volunteers are among the best in the country and time and again they go the extra yard for the game they love. I wish to acknowledge the massive contribution made by our venue officials who can look back on a year of competitions and fixtures with great pride in the work they have done. Being a referee is one of the most difficult jobs in any sport not to mention handball. I would appeal to all players and supporters to show respect to our referees whether you agree or disagree with their decision, they are volunteers and they are helping run our games because they love the sport and want it to succeed. The Association owes a huge debt of gratitude to the men and women throughout the country who referee our games.

Once again it was the fantastic work carried out by the volunteers that meant a huge programme of fixtures could be accomodated at venues throughout the country in the past year. A lot of volunteer work goes unnoticed around the country yet clubs are always open, lights are on, showers are working and refreshments are provided. This is all thanks to the volunteer. You are a credit to your club, county and province and your help and support is much appreciated.

In the tough economic climate we find ourselves it has never been more important to acknowledge the tremendous support of our main sponsors Martin Donnelly & O’Neills. Their support in the face of economic adversity is greatly appreciated and welcomed and it enables us to grow our support Without this support we would face a far greater challenge so we thank Martin and O’Neills sincerely for their generous sponsorship.

Looking towards the future I have no doubt that there are many challenges to be faced but if we approach these challenges with a positive mindset and a can do attitude I am fully convinced we can overcome them. We need to remember too that despite or disagreements and despite the fact that we do battle on the courts we all are fighting for the same thing and that is the good of Handball. I can assure you that any decision or initiative that will be introduced in my tenure will be done with the good of Handball in general in mind.

In the next 12 months I feel it is essential to address some key areas some of which I have outlined below.

If we as a sport want to be taken seriously then we have to take ourselves seriously, We need to have a structure in place that will allow our sport to prosper and also will allow our staff to function to the best of their abilities. In the coming months I plan to communicate to all members the official procedures for contacting the office and for queries regarding different aspects of the game. If we all stick to the proper procedures we will be able to run a much more effective sporting organisation.

I feel it is vitally important for us to attract new sponsors in order to help us achieve our goals. In the next 12 months I plan to make a major push to acquire new sponsors to our game. This will also help to increase our profile and provide funds for further promotion of our game.

I plan to introduce a full media and communications plan to increase the exposure of Handball in the media. This will include a major overhaul of the current website which when completed will provide a complete resource for all GAA Handball members and the general public which aswell as providing News and Fixtures/Results will also provide GAA Handball Rules, Coaching downloads, contact details, forms, downloadable resources, advice for new clubs and other relevant material. I will also work with the new National PRO to ensure that Fixtures & Results are displayed in all National, Provincial and local media.

The Live streaming of the 60x30 finals was a historic first for GAA Handball and I feel that we need to progress this further in the year ahead. Our major finals deserve to be broadcast and our players deserve this exposure to display their talents. We are currently working on proposals to hopefully ensure that at a minimum our major finals are streamed live.

In recent years the coverage of GAA Handball has been poor with little or no coverage despite the best efforts of a few people. I plan on addressing this and hopefully developing strong working relationships with various media outlets to increase the exposure for GAA Handball.

A streamlined approach to our fixtures needs to be adopted and all players and officials will be advised of same. A worrying trend is the number of pull outs in our game at present. An even more worrying aspect is when players pull out of a game but do not notify the venue official or their opponent. This is unacceptable behaviour and strict measures need to be put in place to prevent this from happening. Our venue officials and opponents deserve the respect to be informed that the game will not take place as very often these people are giving up their free time to be at the venue on time. Also changes in fixtures especially at short notice cannot be tolerated. The dates for fixtures are clearly stated on the Clár and these must be adhered to. Changing one fixture creates problems for a lot more than just the opponent and it also makes it impossible to advertise our fixtures in the media. The fact that Handball is an individual sport means it is easy to see things from just your own point of view but we need to remember that there are many other people involved in running our fixture programmes.

It is essential that we continue to attract new members to the game and this work begins at club level. As the National Office we will continue to provide as much support as possible to clubs in order to attract new members to the game. Handball can be played not just as a competitive sport but also as a means of exercise, as a complimentary training tool for other sportspeople to improve hand eye co-ordination, fitness etc. or as a recreational sport. It is vital that we offer all these options to potential members and I am sure we will see a rise in membership numbers as a result.

I believe it is vital going forward to build strong working relationships wth our sister associations in Ladies Gaelic Football and The Camogie Association who are leding the way in terms of Women in Sport and also with GAA Rounders. I would like to see Handball working with all the other codes of the GAA as we can learn many good things and hopefully spread the Handball web further through sharing our ideas and working together.

I have no doubt that there are many other areas that need to be addressed and these will be outlined throughout the year and the points above are just a sample of the items I would like to address in my first year as National Manager of this great Association. I look forward to working with each and every one of you and to building a bright future for our game.

National Competitions

There was a total of 274 competitions run at National Level in 2014. This is a massive undertaking and could not be achieved without the help of the wonderful volunteers around the country. Entries in the Junior 40x20 Nationals and the One Wall Nationals were up on previous years which was a welcome development. One disappointing decision was the decision to cancel the 60x30 Nationals due to low entries however it is hoped that a more favourable date this year will lead to increased entries.

40x20 Championships – Brady continues to dominate

In the O’Neills 40x20 Championship Cavan’s Paul Brady took home the coveted 9 in a row and a brilliant tenth title overall as he overcame Westmeath’s Robbie McCarthy in a thrilling final in Abeylara in March. Brady teamed up with long time Doubles partner Michael Finnegan to take the Doubles title, their 9th title overall defeating Cork’s Killian Carroll and Brendan Fleming in the final.

In the Ladies final Cork’s Catronia Casey continued her exceptional winning streak when beating Maria Daly of Kerry to claim her first 40 x 20 Senior singles crown. In the ladies doubles final Kerry’s Maria Daly & Ashley Prendiville defeated Cork’s Catriona Casey & Aisling O’Keeffe to ensure that the title went back to Kerry.

Clare’s Colin Crehan became minor champion when he defeated Wexford’s Galen O’Riordan in the final in Abbeylara and the Clare youngster completed the double when he partnered Barry Nash to claim the Minor doubles title at Meath’s (Evan & Dylan Sheridan) expense.

The Ladies Minor title went to Galway’s Ciana Ní Churraoin following her victory over Tyrone’s Maeve McElduff in an action packed programme as part of the She’s Ace day held in Kingscourt, Cavan.

In Team events Ballaghaderreen claimed another club title when getting the better of Tipperary Club Ballina in the open final. The Brackey club in Tyrone completed a double in the Intermediate & Junior grades while Cork side Mallow won the Junior title with a win over Carlow’s Tinryland.

Overall the most titles went to Cork in the 40x20 grade with an impressive 21 counties claiming one or more titles in the 40x20 code.

GAA Handball All ireland Hardball Championships

Kildare’s Niall O’Connor claimed his first Senior hardball crown when he defeated Limerick’s C.J. Fitzpatrick in a hard fought Senior final.

In the Minor final Wexford’s Galen Riordan defeated Cork’s Michael Hedigan. Kilkenny won both the Junior & Masters doubles titles with Wexford taking home 2 titles and Mayo and Cork taking one each.

Despite a low number of entries of just 38 across the four grades, the Hardball championships were fiercely competitive proving that the age old game is still revered in parts of the country.

A total of 11 counties took part in Hardball competitions. Overall the breakdown of Hardball titles were as follows Kildare 2, Kilkenny 2, Wexford 2, Cork 1, Mayo 1.

A Hardball review committee has been set up to investigate possible ways to revive the game and to increase numbers and i wish this committee every success and thank them for their hard work.

M Donnelly 60x30 Championships

McCarthy’s 3 in a row following epic final. Casey dominates Ladies.

Westmeath’s Robbie McCarthy captured his third senior title at the expense of Dublin’s Eoin Kennedy following a titanic tussle in Williamstown, Galway. The first game was one of the best games of Handball seen this year as the players were locked at 20-20 before McCarthy captured the decisive ace and from there he never looked back.

This year also saw the first ever live streaming of GAA Handball as the 60x30 finals from Williamstown were streamed live to over 1,000 people in what was a tremendous boost for the game.

The Mens Doubles Final saw Meath pairing Tom Sheridan & Brian Carroll defeat Mayo’s Dessie Keegan & Joe McCann in a thrilling tie break battle in Broadford Limerick as both teams gave an exhibition of 60x30 Handball.

Cork’s Catrionia Casey defeated Kerry’s Maria Daly in straight games in the Ladies singles final. Casey completed the double winning the Senior Doubles with her partner Aisling O’Keefe defeating Mayo’s Pauline Gallagher & Amy Corrigan.

Tipperary’s Fergal Collins & David Hickey defeated Mayo’s Stephen Cooney & Ian McLoughlin in the Intermediate Doubles final while Stephen Cooney made amends in the Intermediate singles defeating Collins. Limerick’s Paudi Quish retained his minor singles title with a tiebreak win over Wexford’s Galen Riordan. Cork’s Michael Hedigan & Daniel Relihan took the Minor doubles title defeating Meath’s Evan Sheridan & Robert Fox.

Kells collected yet another club title when they defeated Ballaghaderreen in the Open Club final while Ballydesmond from Cork collected the Intermediate title, Hospital in Limerick were the Junior winnners and Kells in Kilkenny took the Junior B title.

Overall entries were on a par with recent years and the standard of play was exceptional as the big alley season gave us plenty of thrills. 19 Counties collected one or more 60x30 titles in 2013 which is a terrific spread and proves that the game of 60x30 is alive and well.

Juvenile Competitions

The 23rd Annual Gael Linn Competition was held in Kingscourt. Tyrone dominated with Carrickmore’s Corman Munroe & Ciara Mullen defeating Loughmacrory’s Antoin Fox & Caitlin Conway in the final. In the Plate section, Catriona Millane & David O Byrne of Model School Limerick overcame Micheal Breathnach’s pairing John Ó Biadha & Roisín Ní Ghionnúin. 11 An Chomhdháil Bhliantúil 2014

In the 40x20 Colleges finals Martina McMahon Colaiste na Trocaire Rathkeale defeated Maeve McElduff Loreto Convent Omagh to capture the Senior Girls title while Colin Crehan Ard Scoil Ris Limerick overcame Galen Riordan St. Peters Wexford in an exciting Senior Boys final.

The 60x30 Colleges saw Ciana Ni Chuarraoin of Colaiste na Coirbe take the Senior girls title defeating Col Mhuire Johnstown’s Niamh Dunne while Daniel Relihan of Charleville CBS, Cork took the Boys Senior Singles title defeating Galen O’Riordan from St Peter’s Wexford.

In the Interprovincial Girls team of 10 competition Munster defeated Connacht by the minimum 67-66 in an exciting final held in Kingscourt.

The 40x20 Boys team finals saw Cork taking the Boys U-14/15 & U-16/17 titles while Tipperary took the Boys U-12/13 title demonstrating the strength in depth of handball in Munster at Juvenile level. The 60x30 Boys team event was again dominated by Munster as Tipperary took the U12/13 title with Cork the U14/15 victors and Limerick taking the U16/17 title to complete a clean sweep for Munster in the Boys Team events.

Kilkishen Handball Club in Co Clare achieved a rare double as they captured both Division 1 titles at the Féile na nGael competition. Sixty three handball teams took part from all over the Country in what was a festival of handball with some excellent displays from the youngsters on show. Limerick hosted the event with a number of venues in Cork also hosting the games. Congratulations to Limerick on a very succesful event and to all the winners in Féile na nGael.

National Tournaments

Clare was the setting for this year’s Junior nationals and it proved an outstanding success. Over 200 games were played and 9 courts were used. Tyrone came away from Clare with 5 titles followed closely by the home county with 4 titles. Sincere thanks to Pat Hayes, Tommy Hegarty and all venue officials and anyone who helped out over the weekend.

The Adult Nationals were played in Ulster venues. The major shock saw tournament favourite Robbie McCarthy knocked out in the quarter finals by Galway’s Martin Mulkerrins. In the Men’s final Diarmuid Nash won an absorbing encounter against Meath’s Brian Carroll on a tiebreaker 11-3 and took the Men’s open title back to Clare. In the Ladies final Antrim’s Aisling Reilly got back to winning ways as she gained a measure of revenge for her defeat in the All Irelands with a win over Cork’s Catriona Casey.

The One Wall Nationals returned to Breaffy House and a record entry and bumper crowd enjoyed a fantastic weekend of action. There was an International dimension to this years event as Herman Mendez from Puerto Rico took part and indeed went on to claim the Mens Open title his second Irish One Wall title in 3 years defeating Cork’s Killian Carroll in an outstanding Men’s final that went to a tie breaker. Down’s Lorraine Havern collected another Open title as she defeated Mayo’ s Amy Corrigan in the

Ladies Final. The Irish team to travel to Cali, Columbia was selected at the Nationals with Killian Carroll, Lorraine Havern & Amy Corrigan qualifying as Mens & Ladies Finalists with Armagh’s Conall McCavitt clinching the final spot following a third place play off victory over Vinnie Moran.

One disappointing development was the cancellation of the 60x30 Nationals due to low entries. This was a disappointing decision to have to make but unfortunately it was the only decision that could have been made. The date has beeen changed for this year’s competition which will hopefully see a much larger entry field.

Other Tournaments

The standard of Club tournaments in GAA Handball is increasing each year and last year was no exception with tournaments in various codes held across the country.

Westmeath’s Robbie McCarthy captured the 2013 Gaffney tournament which was officially recognised as a ranking tournament. Mayo’s Joe McCann captured the other ranking tournament the Golden Gloves 40 x 20 Tournament in Belfast.

The Annual trip to Inis Mor took place once again and the Williamstown and Mount Talbot tournaments were once again major successes in the One Wall code.

The Gardai defeated the Defence forces in the annual handball challenge played in St. Coman’s Roscommon. The Annual Garda All-Ireland 60x30 Championships were hosted at The Garda Depot, Phoenix Park, Dublin in September. The Junior competition for the Paddy Perry Cup was won by Sean Cunnane. The Masters doubles was won by Frank Macken & Seamus O’Connor. Paddy Donovan took the Senior title while in the senior doubles Bob Byrne & Des Dowd defeated Paddy Donovan & Gerry Clogher in the final. Several other big alley tournaments took place around the country.

International Scene

2013 was a great year for our players on the International stage with many of them travelling abroad and returning home with various titles.

Martin Mulkerrins UCD defeated Daniel Cordova in the Men’s Open final at the USHA Collegiates in the doubles final Mulkerrins & Sean Foley were just edged out by IsaacAcosta & C.J. Laffey in a tie breaker. In the Ladies Catriona Casey UL had a comprehensive victory over Aoife McCarthy AIT and she then followed this up by partnering Lisa Loughnane to defeat Samantha Zendar & Amalia DeSardi in the ladies doubles final.

Armagh’s Charly Shanks became only the 4th Irish player to win a pro stop capturing the pro stop in Salt Lake City. Shanks follows in the footsteps of Paul Brady, Tony Healy & Robbie McCarthy as the only Irish players to have won a Pro stop.

Paul Brady continued his fine form taking the Seattle Pro Stop defeating Shanks in the final. Mallow’s Killian Carroll captured the Boston Open title.

The Irish team of Amy Corrigan, Lorraine Havern, Conal McCavitt, Killian Carroll & team manager Darragh Daly flew out to Cali Columbia for the world games on Thursday 27th July in what was a historic first for the sport.

The mens team finished a respectable 6th defeating England and France before losing out to Puerto Rico, Mexico and the USA. The Ladies team finished third losing out to Columbia in a narrow tie break. They had earlier defeated the UK and Columbia in the group stages.

Belfast hosted the World Fire & Police Games from July 31st – August 3rd last with Irish Handballers competing and taking home a number of titles. Congrats to all involved.

Mayo’s Dessie Keegan & Joe Mc Cann captured the US Open Doubles title in California as Cork’s Catriona Casey continued her incredible year taking the Ladies Open title defeating Antrim’s Aisling Reilly in the final. Galway’s Morgan D’Arcy took the 65+ title.

Third Level Handball

Third Level Handball continued to grow in popularity throughout 2013 and great credit must go to the ICHA for their excellent promotion of the game at third level. The 60 x 30 Intervarsities were held in Kilkenny and were dominated by Kilkenny handballers with Ciaran Neary (Banking), Ciara Mahon (Trinity) winning the major titles. In the team event WIT retaining their softball crown once again for the sixth successive season. Catriona Casey UL & Martin Mulkerrins UCD became Irish Collegiate champions for 2013 in the Open Divisions. St. Joseph’s handball club in Wexford hosted the 40 x 20 team’s Intervarsities. University of Limerick took the major honours defeating UL’s second team. Catriona Casey and Martina McMahon University of Limerick captured the Ladies Doubles defeating DCU’s Aisling O’Keefe, and Niamh Farrell.

The Sportslann in Castlebar, as well as Aughagower, Claremorris, Kiltimagh, Newport and Carnacon Handball alleys hosted the She’s Ace handball weekend in November. Overall 120 took part in the weekend’s handball with some fantastic displays of Handball on show especially from the Under 11s. A novel Mother and Daughter competition was held on the Sunday and was a great success.

Coaching & Development

There was some excellent work carried out throughout the year on the Coaching and Development front.

A total of 30 Handball Coaching Courses took place in 2013 this included 7 Foundation/Level 1 courses, 18 Teacher Courses and 5 Transition Year Courses. In total 573 participants attended these courses. There were 2 newly qualified Tutors, with one further tutor nearing completion of training.

The One Wall Schools Initiative is proving to be a tremendous success with a further 80 new One-Wall courts built in Schools & GAA Clubs across the country.

GAA Handball Coaching Material was released on three new national GAA platforms throughout the year. These were the GAA Ceim ar Aghaidh Primary Curriculum Resource, Learning.gaa.ie and gaauat.enovation.ie

Also in 2013 GAA Handball was incorporated into a new certified joint GAA 3rd Level Teachers Training course. The new course is to be delivered in a minimum of 4 Teacher Training Colleges per year with an average of 25 new student teachers per course. The inclusion of GAA Handball

Material in both GAA platforms and training courses is a significant sign of our standing in the association and a great boost for the promotion of our game.

Credit must go to our National Development officer Darragh Daly who has embraced this role with great enthusiasm and professionalism since he took the position two years ago. Also a big thank you to our Coaching Committee chaired by Ryan Daly for their work and input throughoout the year.

Awards

The 2012 GAA Handball National All-Star Award Winners were presented with their awards at a ceremony in Croke Park by Uachtarán CLG Liam O’Neill and Uachtarán CLLE Walter O’Connor.

Congratulations go to Carlow’s Sean Ryan, from the Garryhill club who was the recipient of the prestigious GAA Presidents Handball Award. Sean has given outstanding service to Handball over 40 years as a player, coach, referee and an administrator.

(P) All players are confined to one grade of singles or doubles in inter-county competition in 40 x 20, Softball and Hardball in any one year, except players competing in the Senior championship who can also compete in their own grade, and players in Masters grades who do not have a doubles partner in their grade in their own county who can play singles in their own grade and play doubles in another grade, for which they are eligible, with a player from their own county. (P) New All players are confined to one grade of singles or doubles in inter-county competition in 40 x 20, Softball and Hardball in any one year, (i) Senior players can play singles or doubles in the senior championship and singles or doubles in another champion- ship for which they are eligible. (ii)Players in Masters grades who do not have a doubles partner in their grade in their own county can play singles in their own grade and play doubles in another Masters grade, for which they are eligible, with a player from their own county.

(Q) Juvenile Championships under the jurisdiction of the Central Council shall be held each year in Softball and 40 x 20 Singles and Doubles. The All-Ireland 40 x 20 Championships to be completed by 31 May each year and the 60 x 30 Championships by 15 November each year. All-Ireland Juvenile Championships in the following age groups will apply: (i) Under 14, 15, 16 and 17 Grades: The Under 15 is for non-winners of gold, silver or bronze medals at Under 14 and non-winners of gold at Under 15. The Under 17 grade is for non-winners of gold, silver or bronze medals at Under 14 or Under 16 and non-winners of gold medals at Under 15 or Under17. Duplication is not permitted i.e. a player may not play in both Singles and Doubles nor in more than one age group in the same year. A player defeated in an earlier round may not be used as a substitute in the same year. (ii) Under 12/13Team of Six National Competition in Softball and 40 x 20. Teams to consist of three Under 12 and three Under 13 players who have not represented their county at Under 14 level or over. Rule.45.Q (iii) Under 14/15 Team of 6 National Competition in Softball & 40x20 Teams to consist of three Under 14 and three Under 15 players who have not won an a provincial championship in any age group. Rule.45.Q (iv) Under 16/17 Team of 4 National Competition in Softball & 40x20 Teams to consist of two Under 16 and two Under 17 players who have not won an a provincial championship or a team event in any age group.

New Rule (R) (R1) (i) Inter-Provincial Competition Inter-provincial Girls Team of Ten 40x20 competition at Under 13, Under 14, Under 15, Under 16 and Under 17 levels. (ii) Players who have won All Irelands at Under 14 & Under 16 are ineligible. (R2) (i) Inter-Provincial Competition Inter-provincial Girls Team of Six 60x30 competition at Under 13, Under 15, and Under 17 levels. (ii) Players who have won All Irelands at Under 14 & Under 16 are ineligible.

(S) County Championships (i) Senior, Intermediate, Junior, Junior B, Minor and Juvenile in Hardball, Softball and 40 x 20 and One-wall Singles and Doubles. (ii) Team Championships (iii) Players can only compete in two grades of competition in 40 x 20, Softball and Hardball in any one year. CCCC/ARD COMHAIRLE

Over 35 ‘B’ - Confined to players over 35 years of age (i) who have not won Minor, Junior B, Junior, Intermediate, Senior, O35A All Ireland Titles (ii) Who have not won Over 35 ‘B’ Championship.

Masters ‘B’ - Confined to players over 40 years of age (i) who have not won Minor, Junior B, Junior, Intermediate, Senior, Over 35’A’, Masters A’, Silver Masters ‘A’ All Ire- land Titles (ii) Who have not won Over 35’B’, Masters ‘B’ Championship.

Silver Masters ‘B’ - Confined to players over 45 years of age (i) who have not won Minor, Junior B, Junior, Intermediate, Senior, Over 35’A’, Masters A’, Silver Masters ‘A’ All Ire- land Titles (ii) who have not won Over 35’B’, Masters ‘B’ Silver Masters ‘B’ Championship.

Golden Masters ‘B’ - Confined to players over 50 years of age (i) who have not won Minor, Junior B, Junior, Intermediate, Senior, Over 35’A’, Masters A’, Silver Masters ‘A’ or Golden Masters ‘A’ All Ireland Titles (ii)who have not won Over 35’B’, Masters ‘B’, Silver Masters ‘B’ ,Golden Masters’B’, Championship.

Emerald Masters ‘B’ - Confined to players over 55 years of age (i) who have not won Minor, Junior B, Junior, Intermediate, Senior, Over 35’A’,Masters ‘A’ Silver Masters ‘A’ , Golden Masters ‘A’ or Emerald Masters ‘A’ All-Ireland titles. (ii) who have not won Over 35’B’, Masters ‘B’, Silver Masters ‘B’ ,Golden Masters’B’ Emerald Masters ‘B’ Championship.

Diamond Masters ‘B’ - Confined to players over 60 years of age (i) who have not won Minor, Under 21, Junior B, Junior, Intermediate, Senior, Over 35’A’, Masters ‘A’ Silver Masters ‘A’ , Golden Masters ‘A’ or Emerald Masters ‘A’ Diamond Masters ‘A’ All-Ireland titles. 11. 46. UNDER-AGE CHAMPIONSHIPS & COMPETITIONS (A) A minor player must be under 18 years of age on 1 January of the current year’s championship. (B) The Under 21 Championships are confined to players in the 17-21 age bracket. Players must be 17 years of age or over and under 21 years of age on 1 January of the year of the championship.

12. (D) The age qualification for overage Championships shall be based on the qualifying age being reached in the year of the Championship. CCCC/ARD COMHAIRLE

13. 47 (B) (i) A Junior B shall not have won a Provincial and/or All-Ireland Singles or Doubles Championship in Minor, Under 21 B, Junior B, Junior, Intermediate or Senior and must be over 21 years of age on the 1st January of the current year’s championship. (C) The Junior Singles/Doubles Championships shall be confined to following player (iv) Players who have won a Junior B Singles/Doubles All Ireland and Under 21 B Singles All Ireland. (F) All Ireland Club Championships (i) A Junior B player in the All Ireland Club Championships, must be eligible to play Junior B in the singles/doubles championship and or eligible to play in the new U21B singles/doubles championship and must not have played on a winning Junior B championship team and must be over 16 on the first of January in the year of the competition CCCC/ARD COMHAIRLE

14. 48 (A) All Ireland Championship Finals & All Ireland Finals shall be decided on the one-day match system CCCC/ARD COMHAIRLE

15. All Counties competing in 40x20 and 60x30 inter county juvenile team championship must submit the names of the players on their team, six in U12/13, six in U14/15 and four in U16/17 to the GAA Handball Office not later than the Monday prior to the scheduled fixture. That Fó Rialacha 31(a) be amended to read: The Ard Comhairle shall consist of President: the National Handball Manager, without voting rights: The President Elect if in office, the immediate Past President for the year following his term as President: the Vice Presidents, being the Presidents of each Provincial Handball Council: the Handball Representative on the GAA Central Council: the GAA Liaison Officer, The four Provincial Handball Ad- ministrators: The National Children’s Officer: the ICHA Representative. 18. That the issue of Minutes of all National Handball Committee meetings to all relevant units of Liathróid Láimhe CLG na hEireann recommence immediately. 19. That Fó Rialacha 35(f) be amended to read: The Central Competitions Control Committee shall consist of Chairperson, as appointed by the Uachtarán of the day: the National Handball Administrator, as Secretary and without voting rights, the four Provincial Handball Administrators. It shall have a three year term of office. It shall be responsible for the control and arrangement of any matter arising from competitions under the jurisdiction of the Ard Comhairle, including disciplinary matters other than those functions reserved to the GAA Cental Hearings Committee. It shall investigate and process matters relating to the enforcement of rules, including hearing objections and counter objec- tions, from competitions under its control. 21. That the following rule be addd to the Handball Fó Rialacha: “Player(s) failing to fulfil a Central Competitions Control Committee fixture shall, in addition to the authorised fine, be barred from taking part in a similar championship game the following year. Chontae Chill Mhantáin

22. To include 1-wall as an official GAA Handball Championship code. This impacts rules under a number of sections including: a. ‘championship’ (Rialacha 45 - sections a-q) b. ‘grading (Rialacha 47, sections a, b and e) c. Rialacha 49 (A): championship entries d. Rialacha 50 (B): ladies senior one-wall e. Rialacha 51: ladies – other adult grades f. Include period for one-wall championships as per 52-54 for other grades g. 23. Inclusion of a junior C All-Ireland Championship in all codes. Rialacha 47: Grading. (g) The Junior C Singles and Doubles All-Ireland Championship shall be confined to the following players: (i) A Junior C shall not have won a Provincial and/or All-Ireland Singles or Doubles Championship in Minor, Under 21, Junior C, Junior B, Junior, Intermediate or Senior. (ii) A Junior C shall not have won an All-Ireland Championship in Masters ‘A’ or ‘B’, Silver Masters ‘A’ or ‘B’, or Golden Masters ‘A’ or ‘B’. (iii) A Junior C shall not have played on a Junior B, Junior, Senior or Open All-Ireland Club Championship winning team. (iv) A Junior C shall not have won an Under 11, 12, 14, 16 or Under 17 provincial Singles or Doubles Championship. (v) A Junior C shall not have represented his/her county in Junior B, Junior, Intermediate or Senior Singles or Doubles Championship (unless subsequently regraded). (vi) A Junior C shall be over 16 years of age. (vii) A Junior C, having commenced a playing year in that grade, retains Junior C status for the duration of the year, regardless of the number of Junior C Championships, provincial or national, he may win in the course of that year. (viii) (This section could be left out) That Ladies Junior C All Ireland Singles and Doubles Championship in 40x20 and 60x30 be confined to players who have not won a LadiesAll Ireland

Junior C Singles or Doubles Championship or any All Ireland championship above this grade. Provincial Junior C Championship success does not rule a player from competing in the Ladies Junior C Champion- ship in the years following said success. Chontae Ros Comáin
