Below are a series of questions asked to each candidate on the Primary ballot for 8/11/2020 • SB262/AB248: Would eliminate the personal conviction exemption for children to attend school and/or daycare. • CR 19-079: Would modify DHS 144 to include the meningococcal vaccine on the required immunization schedule for children to attend school and would require parents to obtain a formal medical diagnosis of varicella for their children (currently parents can report a history of chickenpox in their children). As a result of the JCRAR committee vote to reject points 1-5 in May 2020, a bill number will be assigned next session, and the full legislature will be voting on this issue. o Would support the JCRAR committee’s vote to reject points 1-5 to not make any changes to DHS 144 o Would support the Department of Health Services’ proposed rule changes and would be in favor of adopting these changes into law • AB 863: Would allow 16-17 year old minors to choose to be vaccinated without parental consent • AB 864: Would allow dentists to administer vaccines • AB 865: Would make an appropriation to enable the state to purchase and distribute vaccines for children. • SB 751: Expands the definition of public health emergencies and the authority of the Department of Health Services to respond to public health emergencies. • While the religious exemption for vaccines for children to attend school and/or daycare was not threatened in Wisconsin last session, we are aware that the potential exists for legislation targeting this exemption to be introduced next session. How do you feel about the removal of the religious exemption for school and daycare children in Wisconsin? • The Department of Health Services currently has rule-making authority under s. 252.04 to add additional vaccines to the required schedule for school and daycare children. In many other states, the route in which the vaccine schedule is modified is through introduction of a bill in the legislature. Do you support legislation to remove the rule-making authority of DHS regarding s. 252.04? • Some states are already proposing to add a COVID-19 vaccine to their mandatory vaccine schedule in order for children to attend daycare or school. Do you support adding COVID-19 to the mandatory list of vaccines in Wisconsin? *asterisk signifies additional comments from candidates Based on the candidate’s submissions and/or history of supporting/not supporting health freedom we have rated the likelihood of them supporting health freedom in the 2021-2022 legislative session. 1 – Proven non-supporter of health freedom 2 – Submission states lack of support for health freedom 3 – Inconclusive 4 – Likely to support health freedom 5 – Proven supporter of health freedom ➢ Incumbent – Current representative STATE SENATOR DISTRICT 2 Incumbent: Robert Cowles Robert L.
