Please find enclosed for your review and approval, seven Open Burning Request Forms for prescribed burns planned for the Fernald Preserve for spring 2010. Maps and a copy ofthe Fernald Preserve Prescribed Burn Plan pertinent to the Open Burn Request are also enclosed. The first map identifies smoke sensitive facilities within fire miles ofthe Fernald Preserve and prescribed acceptable wind directions. The second map shows the location ofthe fire on the Fernald Preserve property. The third map identifies the fire boundary and close proximity. The Fernald Preserve Prescribed Burn Plan contains the smoke management strategy for the planned burn.

The Burn is located just north of Butler/Hamilton County line. This Is the NW corner of the Fernald Preserve. The area Is a developing tall grass savannawith old field and some native grasses sur~ounding scattered burr oaks and swamp white oaks. The area is slow to drain and retains water for an extended Time. There are a number of cottonwoods that bordering the area al1.~.some bush honeysuckle within the burn boundary. The purpose of the burn Is to accelerate conversion to native grass and forbs, remove or control undesirable grasses and woody species, and prepare area for seeding with native prairie mix. A buffer area will be left between the proposed burn and Morgan-Ross Road; also between Paddy's Run Creek and the burn, Cool season grasses will be sprayed at least two weeks prior to the burn with a glyphosate herbicide product to prepare the undesirable grasses for burning. Bush honeysuckle will be cut off the stump.

8) What methods or actions will be taken to reduce the emission of air contaminants? Current and forecast meteorological data will be utilized to identify wind and atmospheric conditions for the area. The effects ofsmoke to the local area and the ambient air quality will be minimized by Burning only on days with upward air movement. Prescribed burns will be limited to days when the air currents would lift the smoke to altitudes above 1700feet. Weather thresholds would also include Direction of wind. If the smoke could be blown towards sensitive areas without sufficient atmospheric 11ft, then the burn would be postponed.

The area has a shelf along Morgan-Ross Road that slopes eastward down to a slOWly draining flat. There is one low knob in the center of the area. The ground gently slopes to the south to a drainage ditch flowing to the east. The east bOundary is a tree line, vernal pools, and a drainageswale. The north boundaryis a gravel parking lot and drive. The vegetation consists of Burr Oak and SwampWhite Oak saplings in a field of old field grasses along with some native grasses and forbs. There are a few large Cottonwood trees adjacent to the parking lot with some limb debris. The shelf on the west has a number of honeysuckle growing, The land drains slowly and has standing water for a number of days following a rain event.

Site Preparation/Fire Breaks Spray cool season grasses priorto burn with glyphosate product (Rodeo, etc.) at least twoweeks prior to burn. Bush-hog a fire break around the perimeter edges of the fire boundary. On the west side, the mowngrassalong the road should be extended another pass width with bush-hog. On the south, the shouldextend 30 to 40 feet in from edge of stream in drainage with a 10 foot bufferbetween firebreak and stream bank. Firebreak on the east flank must be a minimum of 20 feet wide. Bush-hog additional firebreak to east of the area -50 feet outsideof 1st firebreak of equal proportions. On the north, cut a 20 foot firebreak from east corneroverto the gravel parking lot. Gravel parking Jot will act as Safety Zoneandfirebreak on north. Ensurecut grass is not bunched or piled within fire break. Cutlarge wood logs into lengths and remove from burnarea. Weed around each burr oak andswamp white oak sapling in the burn area. Rakegrasses awayfrom the base of eachtree. Weed around wildlife boxes in burn area. Wet sapling circles and wildlife boxes priorto burn if needed. Wet downwind priorto beginning burn. The burn is located across Paddy's Run Road from a trucking company and a pallet factory. The area is a developing tall grass prairie with native grasses and wildflowers. There is a wet prairie component enclosed within the area and adjacent to Pat!~y's RUlL~(iiad. Some Canada thistle has been found in the area; the thistle has been treated with herbicides in the past to it)' to controi them. Site PreparationfFire Breaks Bush-mow a fire break around the perimeter edgesof the fire boundary. Fire breakwill be a minimum of 20 feet in width. Mow additional fire breaks to the north and south of the area approximately 50 feet outside of 1st firebreak. Ensurecut grass is not bunched or piled withinfire breaks. Provide a brief written description of your proposed burn: Bader Corner Fire is located on the Fernald Preserve adjacent to Paddy's Run Road. The burn is located at the intersection of Paddy's Run Road and Willey Road. This area has scattered homes and small businesses. The burn area is a developing tall grass prairie with native grasses and forbs with some remnant cool season grasses. The site is a level shelf frcm which Ihs'Iand drops off sharply on three sides that fall to surrounding roads and terrain; the banks to the east and south have tree and shrub cover, and the bank on the west has a line of trees along the road drainage. the purpose of the burn is to promote growth and health of the native grasses and to reduce the cool season grass component. Burn conditions will be limited to winds blOWing smoke onto site and away from roads. A buffer area will be left between the proposed burn and the tree line. Firebreaks will not extend into wooded areas.

Wetland vegetation has closedcanopy on most of the vernal poolswith the others havlnqdeep enough waterto havean opening in the middle. Uplandareas are covered with grassesfrom prairie mix and weed species. The finger to the south has a stand of reedcanarygrass and other wetland grass and sedgespecies. There is a small stand of dying pines inset on the eastern end of the burn area. The area of the pinescontains a lot of downwood and standingdead trees. There is a line of power poles for overhead lines running from road on SE end of burn to the CAWWT. Thereare switch boxes attached to plywood boardadjacent to one powerpole outside fence at CAWWT. Underground utilities run across the burn areawith standing water riser pipeswithin the burn. Signage on metalpoles mark path of utilitieswithinthe area.

Site Preparation/Fire Breaks Grasses will be cut within a threefoot circlearound each tree in the burnarea to limitheat to tree. A tenfoot bufferwill be cut between burn area andsplit rail fences, wells, and signage priorto burning. Trail will be mowed and a ten foot buffer cutadjacent to trail to provide bufferfor the trail. Thirty foot firebreaks will be mowed around the boundary on thenorth and south where thetrailis not the boundary for the prescribed burn. The grass clipping will then be removed fromthe firebreak (e.go/aking or mulching). A zonewill be cut in the yard grassto the south of the proposed burnarea (seeattached map).' The area will be cleared of grass clipping to preclude burning Within the zone. Safety zone will be marked with flags.

Trailwill be closedoff during prescribed burn operations. Signs will be set up at the trailheaderand on trail at edge of main site entrance to Jet the publicknowthatthe Fernald Preserve is conducting the prescribed burn. Mowed portions of trail will be wet down priorto starting burn along with the split rail fencing.

Site Restoration Work Over-seed any the area sprayed with herbicide along With any barren or sparseareas. Sprayed areas will be seeded with prairie grass mixture using a seed drill.Smallareas will be broadcast seeded anddragged or raked to ensure soil to seed contact. Monitor areafor native grasses and forbscontent.

Provide a brief written description of your proposed burn: 2010 OSDF Fire is located on the north end of the On-Site Disposal Facility which is in the northeast corner of the Fernald Preserve. The burn area is on top of the disposal facility; the land gently slopes toward the sides. The vegetation consists of a developing prairie with native grasses, forbs, and cool se~son grasses and weeds. The purpose of the burn is to controfu~desirable grasses and weeds and to promote growth of native grasses and forbs,

8) What methods or actions will be taken to reduce the emission of air contaminants? Current and forecast meteorological data will be utilized to identify wind and atmospheric conditions for the area. The effects ofsmoke to the local area.and the ambient air quality will be minimized by Burning only on days with upward air movement. Prescribed burns will be limited to days when the air currents would lift the smoke to altitudes above 1700 feet. Weather thresholds would also include Direction of wind. If the smoke could be blown towards sensitive areas without sufficient atmospheric lift, then the burn would be postponed.

Burn Location Burn islocated at the Fernald Preserve at7400 Willey Road. It is found on the On-Site DisposalFacilit¥ (OSDF) located in the NEquarterof the site. The burn is restrained to the 10 to 1 and 20 to 1 slopesof the 2" and 3rd cell caps on the north end of the OSDF. To the east and westare 6 to 1 slopes of prairie grasses. Cell cap 1 prairie is to the north and cell cap 4 prairie is to the south. See attached map.
