63. *Shehryar Afridi:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that circular debt is surging again;

(b) if so, the steps being taken by the Government to combat the said problem?

Minister for Water and Power (Khawaja Muhammad Asif): (a) Circular debt builds mainly due to non-availability of required funds to pay off the liabilities of Power generators. Circular debt re-emerges due to short remittance by DISCOs in the wake of less recovery and excess line losses than determined by NEPRA and non-release / short release of subsidy by Government of Pakistan. Resultantly, receivables of Power Sector stand at 499 billion, as on 30-11-2013. Heavy amounts have been stuck up with AJ&K and all provincial Governments mainly due to non-implementation of policy decisions and details of which are as under:

1. AJ&K Government does not accept NEPRA’s jurisdiction for tariff determination. Receivables of Rs. 30 billion are outstanding against AJ&K Government at present.

2. Receivables against KESC have been increased to Rs. 50 billion due to non-payment of energy dues (July-November) 2013, despite the fact that Power is being supplied to KESC. 2 3. Receivables of Rs. 70 billion are outstanding against agri tubewell consumers. The agri – consumers of Baluchistan have been provided subsidy which was withdrawn w.e.f. 01-07-2010. During the visit of Prime Minister in Baluchistan peoples were assured to continue agri-subsidy. After the announcement bills to consumer are being issued on regular tariff but consumers are not paying resulting accumulation of receivables. In order to resolve the issue decision of the Government of Pakistan is required on either side. So that, issue of non-payment may be resolved. Further Baluchistan Government also has to pay Rs. 7.0 billion.

4. Receivables against Government of Punjab are outstanding to the tune of Rs. 5.4 billion on account of energy and Rs. 5.6 billion on account of agriculture subsidy. Punjab Government does not own the liability on the pretext that the decision was taken by the Cabinet without its consent when agri-subsidy was provided to the farmers. Issue may be resolved by asking the Punjab Government to implement the decision of Federal Government as three provinces made no objections over the decision.

5. Receivables against Government of Sindh are outstanding Rs. 50.9 billion. Government of Sindh has not been making payments on the pretext of wrong billing done against Government connections. It is quite unreasonable to object the payment of bills after years while not getting correction of the bills in the respective months.

6. Receivables against Khyber Pakhtunkhwa are outstanding to the tune of Rs. 19.9 billion out of which Rs. 18.6 billion relates to tariff differential after withdrawal of Khyber Pakhtunkhwa petition from Peshawar High Court. Khyber Pakhtunkhwa Government is not paying on the plea that WAPDA is not paying markup on their hydel profit. Issue of hydel profit rests with the WAPDA while payment to PESCO on account of supply of energy not to be stopped. Further Peshawar High Court has also granted stay on the tariff determination made by NEPRA w.e.f 11-06-2011, resultantly tariff allowed has been increased for the year 2013. Moreover, decision of NEPRA regarding Fuel Price Adjustment is also not applicable on the grounds that hydel energy is being generated in Khyber Pakhtunkhwa of which Power Sector faced financial hit of Rs. 15 billion. Moreover, no tariff can be increased without the consent of Khyber Pakhtunkhwa Government. 3

7. The strength of Power Sector mainly depends upon the behavior of all the stake holders to meet their obligations relating to clear the liabilities of Power Sector alongwith the provision of administrative support. Disturbance in the Power system due to non-availability of Finance will definitely have economic implications for the provinces. Smooth flow of Power according to energy need of the provinces would lead to economic development which is ultimate objective of the Government.

The solution of above issue depends on the implementation of policy decisions by Government of Pakistan so that the problem of re-emergence of circular debt may be avoided.

(b) Following steps are being taken by the Government to combat the problem of surge in circular debt in future:

a. To convert oil based plants to coal to reduce cost of generation. b. Installation of plants on hydel sources. c. Provision of maximum gas for gas based plants. d. Improvement in recovery position and reduction in losses. e. To control theft of Power. f. To control law and order situation in the country. g. Maximum provision of energy to industrial Sector to improve revenue and overall economy of the country.

100. *Dr. Nafisa Shah:

Will the Minister for National Food Security and Research be pleased to state the projected/estimated import of wheat during the year 2013-14 alongwith the total expenditure to be incurred thereupon?

236. *Jamshed Ahmad:

Will the Minister for Water and Power be pleased to state whether it is fact that the audit of payments made to the NEPRA has not been conducted during the last five years; if so, the reasons thereof?

Minister for Water and Power (Khawaja Muhammad Asif): NEPRA is a quasi-judicial autonomous body. It generates its own funds and does not obtain any kind of financial support from Government of Pakistan. NEPRA’s financial accounts are duly prepared and audited by the independent auditors firm. Further, it is also subject to Federal Audit conducted by Auditor General of Pakistan.

242. *Dr. Nisar Ahmad Jatt:

Will the Minister for Water and Power be pleased to state the month- wise progress made through the measures taken by the Government to control/reduce the difference between cost of the generation of electricity and determination of tariff since April, 2013 till date?

Minister for Water and Power (Khawaja Muhammad Asif): NEPRA determines the tariff based on cost of supply of each corporate entity. The tariff determined by NEPRA is charged to consumers after its notification by Government of Pakistan. Government however notifies less tariff than the tariff determined by the National Electric Power Regulatory Authority. The difference between NEPRA determined and Government of Pakistan notified tariff is being paid by the Government as tariff differential subsidy. No Government can provide subsidy for idefinite period as provision of huge subsidy hampers the economic development of country. So, Government has increased consumer end tariff.

In addition to provision of subsidy to masses, Government has been making efforts to control/reduce the difference between cost of the generation of electricity and determination of tariff for which following medium/long term efforts are being made.

- Installation of Hydel Power Plants.

- Conversion of existing oil based Power plants to coal based plants.

- Increase inefficiency of existing Power plants.

- Establishing the new coal based Power plants.

This Ministry assure that materialization of such efforts will bridge the gap between cost of supply and consumer end tariff.

363. *Tahira Aurangzeb:

Will the Minister for Water and Power be pleased to state:

(a) the reasons for not eliminating loadshedding in the country from 2008 to 2013 by the Government;

(b) the responsibles therefor? 6 Minister for Water and Power (Khawaja Muhammad Asif): (a) The main reasons, for not eliminating loadshedding in the country from 2008-2013 are:—

• Unprecedented increase in electricity demand by domestic and commercial consumers due to change in socio economic environment of the country.

• Water indents/releases are allocated by Indus River System Authority, according to the agricultural demand of the provinces. Furthermore, the low level of Tarbela and Mangla Reservoirs results in low generating capacity for the same water discharge as compared to generating capacity at higher reservoir level, resultantly forced outage of generating units.

• Insufficient supply of gas to Thermal Power Plants of GENCOs and IPPs from SNGPL/SSGC due to increased demand of gas by Domestic, Commercial, CNG, Fertilizer and industrial sectors.

• Insufficient and irregular supply of furnace oil (HSFO/LSFO) to GENCOs and IPPs Power Plants by PSO due to less availability of product, logistic problems and especially payment issues on account of circular debt.

• Frequent Forced outages of mechines on different Maintenance schedules.

• Derating of old and outlived machines of GENCOs.

(b) The Load shedding in the country from 2008 to 2013 could not he eliminated due to the above mentioned reasons.

373. *Syed Asif Hasnain:

Will the Minister for Water and Power be pleased to state:

(a) the total outstanding amount of circular debt of IPPs for the current year; and

(b) the time by which said amount will be paid to IPPs? 7 Minister for Water and Power (Khawaja Muhammad Asif): (a) Payment / adjustment of Rs. 503 billion was made to Power Sector entities IPPs, WAPDA, GENCOs, NTDCL, PSO and Gas Companies. After deducting liquidated damages of Rs. 23 billion, payments / adjustments of Rs. 480 billion were made. Overdue payables were Rs. 81 billion at that time (Annex-A).

However, overdue payables ending November 2013 has been increased to allow Rs. 146 billion.

(b) Present Government is struggling to eliminate the circular debt and has already provided Rs. 480 billion to power Sector to pay off the liabilities of the Power generators. These payments are being paid to IPPs on availability of funds.

Will the Minister for Religious Affairs and Inter Faith Harmony be pleased to state whether there is any proposal/plan under consideration of the Government to facilitate minorities to perform their religious rituals at their holy places in India; if so, when it will be implemented; if not, the reasons thereof?

Minister for Religious Affairs and Inter-faith Harmony (Sardar Muhammad Yousaf): The visits of minorities to perform their religious rituals at their holy places in India, is neither mandate nor it falls within the domain of Ministry of Religious Affairs and Interfaith Harmony.

92. *Lal Chand:

Will the Minister for Water and Power be pleased to state:

(a) the year-wise details of water released down stream from Kotri Barrage during the last five years; and

(b) the required water in million acre feat to be released therefrom under water accord 1991? 8 Minister for Water and Power (Khawaja Muhammad Asif): (a) The water escaped below Kotri Barrage during the last five year 2008-09 to 2012-13 is given as under:—

The Water Accord 1991 stipulates under para-7 as given below:—

“The need for minimum escapage to sea, below Kotri, to check sea intrusion was recognized. Sindh held the view, that the optimum level was 10 MAF, which was discussed at length, while other studies indicated lower/higher figures. It was, therefore, decided that further studies would be undertaken to establish the minimum escapage needs downstream Kotri.”

In the year 2005, the study was conducted/completed by the international Panel of Experts (IPOE) which submitted its report on 20th November 2005. According to the study 3.6 MAF perennial & 5 MAF flood flows on annual basis are required. Main points of the study are as under:—

(a) 5000 Cs perennial flow is required below Kotri Barrage to check seawater intrusion, accommodate the needs of fisheries and environmental sustainability, and to maintain the river channel (In a dry year the amount can be proportionally reduced in relation to reductions in irrigation water supply) which works out to 3.6 MAF.

(b) A total volume of 25 MAF in any 5 years period (annual equivalent amount of 5 MAF) to be released in a concentrated way as flood flow (Kharif period), to be adjusted according to the ruling storage in the reservoirs and the volume discharged in the four previous years.

(c) Based on the post Tarbela flow data the above recommendations would result in a required additional release downstream of Kotri Barrage during low flow months in an average year and in a typical dry year. This will require additional storage capacity to prevent a reduction of water availability for irrigated agriculture. Environmental flows would as and when appropriate be routed via upper rivers before release downstream of Kotri Barrage. 9 93. *Dr. Nafisa Shah:

Will the Minister for Water and Power be pleased to state:

(a) the present status of the Gadani Power Project; and

(b) the total quantity of coal to be imported for the said project during the year 2013-14 alongwith the per unit tariff/rate thereof?

Minister for Water and Power (Khawaja Muhammad Asif): (a) For Gadani Power Park, Site Survey, Revenue Survey and Topographical Survey have been completed by the Consultant (NESPAK) and now NESPAK is in the process of preparing Master Plan and Feasibility Study related to Power Park at Gadani.

(b) Coal will not be imported for the said project during the year 2013-14. However, approximately 20 Million Tonnes of coal will be imported per annum after commissioning of 6600 MW complex. Furthermore, NEPRA is in the process of working on Upfront Tariff of Power Projects at Gadani.

94. *Dr. Nafisa Shah:

Will the Minister for Water and Power be pleased to state:

(a) the total number of Coal Fired Plants which have been commissioned by the present Government; and

(b) whether coal will be imported for those plants; if so, the rate/ tariff thereof?

Minister for Water and Power (Khawaja Muhammad Asif): (a) At present, no coal fired power plants have been commissioned. However, present Government has planned to construct following coal fired power plants.

i. 2x660 MW Coal Fired Power Plant, Jamshoro: The preliminary documentation of this project has been completed. This project is being financed by Asian Development Bank. The tentative completion date of this project is 2018. 10 ii. 2x660 MW Coal Fired Power Plant, Gadani: Government has planned to construct power park at Gadani Balochistan. 10x660 MW machines will be installed on imported coal. 8x660 MW machines will be installed by IPPs and 2x660 MW machines will be installed by Pakistan Power Park management company limited. Ws NESPAK has been assigned to prepare feasibility report, PC-I, EIA, bidding documents etc. by PPPMCL.

(b) i. For 2x660 MW Coal Fired Power Plant, Jamshoro, 20% Thar Coal (Lignite) and 80% imported coal (Sub-bituminous) will be used.

ii. For 2x660 MW Coal Fired Power Plant, Gadani, 100%imported coal (Sub-bituminous) will be used.

iii. The tentative rate/tariff of electricity will be US 10 Cents/Kwh. As per NEPRA determination.

95. *Mrs. Shahida Rehmani:

Will the Minister for Water and Power be pleased to state whether it is a fact that subsidy has been given to industrial and commercial consumers on energy during current year; if so, the details thereof?

Minister for Water and Power (Khawaja Muhammad Asif): NEPRA determines tariff of each distribution company, based on legitimate cost of supply. The tariff determined by NEPRA varies from company to company due to following reasons:

• Variation of T&D losses among DISCOs due to geographical situation of companies.

• Consumer / consumption mix varies among DISCOs.

• Tariff adjustments, pertains to previous period varies among DISCOs.

Government, however, adopted a uniform policy for consumer end tariff. At present minimum tariff among DISCOs for commercial and industrial categories is being charged. A DISCOs having above minimum charge as determined by NEPRA has been paying subsidy to its consumers to keep the uniformity among consumer end tariff. 11 DISCO wise detail of per unit subsidy which is being provided to consumers it placed at Annex-A.

It is added here that DISCOs submit their subsidy claims to the officer of Chief Engineering Advisor, Ministry of Water & Power, Government of Pakistan, Islamabad (Subsidy Cell). After verification of subsidy claims by subsidy cell the same are forwarded to Ministry of Finance for release of subsidy is available in that office. 12 13

96. *Mrs. Shahida Rehmani:

Will the Minister for Industries and Production be pleased to state:

(a) the total number of Utility Stores and franchises established in the country at present;

(b) whether there is any proposal under consideration of the Government to increase the number of Utility Stores; if so, the time by which it will be implemented; and

Minister for Industries and Production (Mr. Ghulam Murtaza Khan Jatoi): (a) There are 6000 Utility Stores throughout the country. The detail of Regular and Franchise Stores is as under:—

a. Regular Stores = 4883

b. Franchise Stores = 1117

(b) For further expansion of the network of USC a PC-1 for opening of 1,000 more stores throughout the Country has been prepared. After the approval of Secretary Industries / Chairman USC the case was forwarded to Planning and Development Division for approval of the competent forum. The stores will be opened after the approval of the proposed project of PC-1.

(c) The Government approved a subsidy of Rs. 2 Billion for Ramzan 2013. Under Ramzan Relief Package 2013 the essential commodities were subsidized which included Wheat Flour, Sugar, Pulses, Spices, Rice, Ghee/Oil, Basin, Dates, Tea, Squashes/Syrups and Milk.

Presently only sugar is being sold on subsidized rates at USC outlets. The amount of subsidy during the current financial year works out to be Rs. 5,833 Million. 14

97. *Dr. Arif Alvi:

Will the Minister for National Food Security and Research be pleased to state:

(a) whether it is a fact that the 30 to 40% grains, vegetables and fruits etc throughout the world are being wasted every year as estimated by the Food and Agriculture Organization of the United Nations during the year 2012-13 till date;

(b) whether it is further a fact that the said ratio in Pakistan is less than 10%;

Minister for National Food Security and Research (Mr. Sikandar Hayat Khan Bosan): (a) No.

98. *Dr. Arif Alvi:

Will the Minister for Ports and Shipping be pleased to state:

(a) the total land covered by Mangrove forests in the country at present;

(b) the causes of loss of Mangroves alongwith the economic impacts thereof;

(d) whether any specific body or committee exists to monitor the issue of environmental degradation? 15 Minister for Ports and Shipping (Mr. Kamran Michael): (a) Mangrove forest of Pakistan, as per estimates, are some 80,000 hectors in the Indus Delta along Sindh Coast and over 3000 hectors in Miani Hor, Kalmat Khor and Gwadar bay areas along Balochistan.At Port Qasim about 64000 Hector of land is covered by Mangrove forests.

(b) (1) Substantial reduction in the extend of mangroves, both in area and density has taken place. The severest environmental stress on mangroves is the reduction of the fresh water flow down the Indus; together with reduce silt and nutrients due to construction of dams and barrages. This has resulted in increase in salinity in the creeks. The high salinity levels resulted in stunted growth of mangrove trees and animal life.

(2) Another major cause of mangrove degradation is anthropogenic. A tremendous increase in population along the coastal belts has increased the fuel wood and fodder requirements manifold. Large number of camels. Cows and buffaloes are grazing in the area, causing damage to the mangroves.

(3) Pollution is another threat to mangroves. Apart from untreated domestic sewage of Karachi city, there are significant untreated discharged from Industrial units. The oil spills from the ships and thermal pollution caused by Pakistan Steel Mill and thermal power plants are hindering the process of natural regeneration.

(4) Natural degradation of mangroves, which causes coastal erosions and uncontrolled movement of sediment, which can cause silting in the navigational channel, creeks and Harbours, which has to be maintained these has economical impact on the country this loss also reduces defence line against natural calamity.

(c) The mangrove forests are protected and managed by various Government and semi-government agencies like Sindh Forest and Wildlife Department, Balochistan Forest and Wildlife Department, Port Qasim Authority and Karachi Port Trust (KPT). In addition to this, some Government Organizations and Non- Government Organizations in Pakistan have made efforts to vegetate deforested areas. IUCN’s (International Union for Conservation of Nature and Natural Resources) collaborative work with Sindh Forest and Wildlife Department for mangrove restoration and rehabilitation has been continued since 1991. At 16 present four species of mangroves are growing in the Indus delta. The species of mangroves are Avicennia marina, Rhizophora mucronata, Aegicerus comiculatum and Ceriops tagal. The dominant of all species is Avicennia marina. Its share in the mangrove forests is about 92%. Similar efforts for mangrove rehabilitation and restoration have also been made by WWF-P (World Wildlife Fund for Nature and Natural Resources-Pakistan).

The line departments such a Sindh Forest Department has established Coastal Forest Division and thus have annual funds from Sindh Government for protection, rehabilitation of mangroves. The Baluchistan Forest and Wildlife department looked their mangrove forest through Divisional Forest Officers at Uthal and Gwadar. They also allocate annual funds plantation and protection.

To implement the National Conservation Strategy (NCS). The International Union for Conservation of Nature (ICUN) Pakistan is carrying out programme to encourage and assists in the matters relating to mangroves conservancy and its restoration in coordination with Sindh Forest Department. (SFD) and other stakeholders.

(d) Sindh Environmental Protection Agency in Sindh and Baluchistan Protection Agency in Baluchistan under the cover of Climate Change Division are responsible for issues related to environment degradation on the coast of Pakistan.

99. *Dr. Mahreen Razaque Bhutto:

Will the Minister for National Health Services, Regulations and Coordination be pleased to state the performance of Drug Regulatory Agency of Pakistan during the last six months?

Minister for National Health Services, Regulations and Coordination: The Drugs Regulatory Authority of Pakistan, during last six months (July–December 2013) has undertaken the following major activities:—

A. Policy Board of the Authority held its meeting on 23rd October, 2013 and in addition to other decisions, made decisions on the following matters.—

(i) Import Policy with reference to the inspections of the foreign manufacturers intending to market their drugs and medical devices in Pakistan. 17 (ii) Contract Manufacturing Policy by one manufacturer from another manufacturer.

B. The Governing body of the Authority held four meetings, deliberated and decided upon matters on which various Directorates had undertaken exercises, including the following major issues:—

(i) Approvals were granted to amend various rules framed under the Drugs Act, 1976 where by.—

(a) The Central Licensing Board and the Drugs Registration Board where reconstituted under their independent Chairmanships and brought in line with the DRAP Act. 2012 Consequently, these Boards started their regular meetings.

(b) The Committee on Advertisements was reconstituted under the new regulatory framework of the DRAP Act, 2012.

(c) The Committee on Research and Development has been reconstituted and the respective rules upgraded to résumé R&D activities under the DRAP.

(ii) Some new areas of responsibilities have been entrusted to the DRAP, by the DRAP Act, 2012, including Medical Devices and Alternate Medicine. The draft rules in respect of these new areas of regulations have been framed by the respective Directorates, with active consultations of the provincial governments and various stakeholders. These rules were examined and approved, for further legislative process.

(iii) A number of other issues / drafts on policy, administrative and financial matters of the Authority, including import policy, contract manufacturing, appointment of auditors, income tax consultants, budget of the Authority and many more were approved.

C. Two meetings of Central Licensing Board have been held during last six months in which:— 18 o 16 new Drug Manufacturing Licenses were approved

o 42 new sections of already licensed units were approved

o 44 Drug Manufacturing Licenses were renewed.

Grant of a drug manufacturing licenses involves a series of processes including site approval, layout plant approval, inspection, etc. Many such miscellaneous processes have been carried out for new proposals.

D. Four meetings of the Registration Board have been held in which;

o 938 applications for fresh registration were approved.

o Contract manufacturing permissions of 1034 products were extended.

o 17 registration applications have been rejected.

o Board suspended the registration of 9 already registered drugs and cancelled the registration of 6 drugs due to quality reasons.

E. A landmark development is the establishment of a “Dossier Evaluation Cell” with 6 dedicated officers to institutionalize the mechanism of dossier (Registration application) evaluation with the institutionalization of mechanism and SOP’s process would be streamlined and harmonized.

F. Facilitated exports of pharmaceuticals, registration applications for export purpose by disposed of these applications within 10-15 days. Authority for issuance of Certificate of Pharmaceutical Products and cGMP was delegated to the field offices of the Authority for quick disposal of the export related issues as well as to facilitate pharmaceutical industry.

G. The Drugs Pricing Committee fixed prices of 172 new drugs and 480 additional packs of already registered drugs.

H. DRAP is contesting some 30 case of unilateral price increase in the Sindh High Court, Karachi, Lahore High Court, Lahore and Civil 19 Judge Lahore. On an application filed by the DRAP, the Supreme Court of Pakistan issued notices to 14 companies for illegal price increase of medicines. The DRAP had requested the Apex Court to pass appropriated orders for resolving /disposal of petitions /suits filed by pharmaceutical companies in Sindh High Court Karachi, Lahore High Court, Lahore and Civil Judge Lahore.

I. During last six months four meetings of the Expert Committee on Medical Devices have been held and 47 products were recommended by the Committee for the consideration of Registration Board.

J. The Appellate Board held its two meetings and disposed of 60 Appeals preferred before it by various persons / manufacturing companies aggrieved of the decisions of the Licensing Board, Registration Board or Pricing Committee.

K. A dynamic website of DRAP www.dra.gov.pk has been launched and updated regularly;

(i) The process for receipt of public complaints and questions from all around the globe on website of DRAP has been initiated. The complaints/questions/applications are received at [email protected].

(ii) Information necessary for pharmaceutical industry and other stake holders, including the applications and procedures related to registration, licensing and pricing of drugs, biologicals, medical devices, SOPs and check lists for various operations, minutes of the meetings of Central Licensing Board and Drugs Registration Boards, draft rules on different subjects, tenders and jobs advertisements are placed on the website.

L. Three capacity building seminar / consultative meetings were organized in collaboration with World Health Organization (WHO). Over 200 participants from DRAP, pharmaceutical industry and provincial governments had the capacity building opportunity. 20

M. National Essential Medicine List 2013, has been reviewed through an extensive consultative process with the stakeholders to bring in line with World Health Organization (WHO).

N. A number of meetings, in coordination with the Ministry of Narcotics Control have been held for allocation of quotas of Controlled Drugs / substances.

O. To improve inspections of pharmaceutical units a central pool of technical experts has been established in consultation with provincial governments and a detailed form for evaluation of Good Manufacturing Practices (GMP) compliance by pharmaceutical manufacturers has been developed.

P. An Inter Provincial Vigilance Coordination Committee for Quality Control has been established with objective to facilitate coordination among DRAP and provincial drug authorities for eradication of spurious and sub-standard drugs.

Q. An exercise has been under taken, in consultation with the provincial governments, to amend the Drugs Act, 1976 in order to remove bottlenecks for effective actions against spurious and counterfeit manufacturing of drugs. The draft has been circulated to the provincial governments for their concurrence.

Minister for Water and Power (Khawaja Muhammad Asif): (a) Government of Khyber Pakhtunkhwa has been demanded the royalty / Net Hydel Profit (NHP) for the renewable energy being produced in Khyber Pakhtunkhwa. Upon the directions of Government of Pakistan, WAPDA on receipt from NTDCL is regularly making payment of Rs. 6 Billion annually to Government of Khyber Pakhtunkhwa since 1991 as royalty / Net Hydel Profit (NHP) for all the hydel Power stations located in the province of Khyber Pakhtunkhwa.

(b), (c) In order to resolve the royalty / Net Hydel Profit (NHP) issues, a Committee has been constituted under the chairmanship of Ministry of Water & Power. However, Committee has not yet formulized its decision.

105. *Muhammad Muzammil Qureshi: Will the Minister for Water and Power be pleased to state whether it is a fact that the construction of small Dams has been started by the Government to remove shortage of water in the country; if so, the province-wise details thereof? Minister for Water and Power (Khawaja Muhammad Asif): The Government of Pakistan gives highest priority to the development of water & power resources of the country to harness its full potential for ever increasing population of the country. President of Pakistan has assigned WAPDA to construct 12 Small/ Medium Darns in four Provinces and FATA on fast track basis. These Dams will store 2.7 MAF of flood water, which will be utilized to irrigate about 0.37 million acre of new culturable command area. (a) the additional quota likely to be allocated to Pakistan to send Hujjaj after the extension of Baitullah Sharif; and

Minister for Religious Affairs and Inter-faith Harmony (Sardar Muhammad Yousaf): (a) The Saudi Government imposed 20% cut on total quota for three years keeping in view the extension of Baitullah Shreef. After completion of extension plan of Haram Shareef the original quota of Pakistan will be restored. However, Ministry will request the Saudi Government for additional quota on merit.

(b) The buildings for accommodation of Hujjaj will be hired in the light of Saudi Taleemat inked in annual agreement which is yet to be signed. However, Government has plan to provide salawat transport for Haram to all the hujjaj accommodated beyond 2kms from Haram.

109. *Nighat Parveen Mir:

Will the Minister for Water and Power be pleased to state whether it is a fact that the generation of power by Solar and Wind has been made on very small scale since the establishment of Alternative Energy Development Board (AEDB); if so, the reasons thereof? 30 Minister for Water and Power (Khawaja Muhammad Asif): Alternative Energy Development Board (AEDB) is pursuing and facilitating the development of Alternative & Renewable Energy (ARE) based power projects through the private sector under RE Policy 2006. The RE power projects based on wind and solar energy are being developed by private sector on IPP mode.

Two wind power projects of 49.5 MW and 56.4 MW capacities respectively are operational. Three (03) wind power projects of 150 MW capacities in total are under construction and will be completed in 2014. Another thirteen (13) wind projects having a cumulative capacity of 680 MW are at advance stages, ready to achieve financial closing in 2014. In total, 33 wind power projects are in different stages of development.

22 solar power projects having a cumulative capacity of 772.99 MW are under different stages of development and can achieve commercial operation De COD by 2015/16 subject to availability of Grid by NTDC and announcement of tariff by NEPRA.

110. *Khalida Mansoor:

Will the Minister for Religious Affairs and Inter Faith Harmony be pleased to state the steps being taken by the Government to minimize the expenditures of Hajj-2014?

Minister for Religious Affairs and Inter-faith Harmony (Sardar Muhammad Yousaf): The Hajj package includes four types of payments as per detail given below:—

• Accommodation charges • Air fare • Compulsory Hajj Dues. • Service charges

The accommodation is being hired by the Pakistan Hajj Mission. The intending pilgrim will required to pay these charges along with their applications which are charged on actual rate of the building where he / she will be accommodated. The balance amount if any will be refunded in Pak Rupees to the pilgrims before their departure.

The airfare is paid directly to the airlines and because of increasing rate of fuel cost in the International market, the air fare charges are beyond the control of the Ministry; 31

Compulsory Hajj Dues are paid to respective Saudi Authorities in Saudi Riyals. Because of increase in the parity of Rupee-riyals, the pilgrims have to pay more in Rupees.

A nominal amount will be charged from each pilgrim on account of service charges which includes vaccination, training, awareness and provision of services/ staff to facilitate their stay in KSA.

The Government is trying its utmost to keep the expenditure on hajj as low as possible and would continue the same as well.

111. *Khalida Mansoor:

Will the Minister for Water and Power be pleased to state:

(a) whether there is any proposal under consideration of the Government to allow private sector to generate solar electricity for domestic use;

(b) if so, the incentives to be provided to the said sector therefor?

Minister for Water and Power (Khawaja Muhammad Asif): (a) Alternative Energy Development Board (AEDB) is promoting the use of solar technology at domestic level for electricity generation. The private sector is already using solar energy for domestic use for self consumption as there is no restriction or licensing requirement.

The RE Policy 2006 allows consumers to avail features like Net-Metering and Wheeling of Energy which require interconnection with the grid. The implementation of such schemes, however; requires regulatory framework enabling the domestic, commercial and industrial users to carry out net-metering / wheeling using solar energy. AEDB has prepared draft rules for distributed generation, covering electricity generation from solar at domestic level, and submitted the same to NEPRA for announcement.

(b) NEPRA, being the regulator, is the concerned agency for developing regulatory framework including incentives. 32 112. *Zahra Wadood Fatemi:

Will the Minister for Religious Affairs and Inter Faith Harmony be pleased to state the steps taken by the Government for standardization of syllabus of all Madaris in Pakistan?

Minister for Religious Affairs and Inter-faith Harmony (Sardar Muhammad Yousaf): Standardization of syllabus of all Madaris in Pakistan does not fall under the jurisdiction of the Ministry of Religious Affairs and Interfaith Harmony. Most of the Madaris in the country are running in private sectors and are affiliated with the five Wafaqs /Tanzeemat like (i) Wafaq-ul-Madaris Al -Arabia (ii) Tanzeem-ul-Madaris Ahle Sunnat (iii) Wafaq-ul-Madaris Al-Salfia (iv) Rabita-ul-Madaris Al-Islamia (v) Wafaq-ul-Madaris Shia. These Wafaqs / Tanzeemats have their own syllabus. Further consequent upon the 18th Constitutional Amendment, the subject of Islamic Education has been devolved and transferred to the Provinces. Now it has become a provincial subject. However, three Model Dini Madaris at Karachi, Sukkur (for boys) and Islamabad for (girls) are established by the Pakistan Madrassah Education Board under administrative control of the Ministry. Contemporary education including Science, Computer alongwith religious subjects up to the level of Intermediate /Darja Sanvia Khassah is being imparting at these Madaris which are affiliated with the Federal Board of Intermediate and Secondary Education, Islamabad.

113. *Zahra Wadood Fatemi:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that a detailed study has been conducted by the Ministry on Pakistan’s Glacial System;

(b) whether it is further a fact that the said study/analysis provided a futuristic assessment of water and silt discharge into major rivers from glacial melts;

(d) the steps being taken by the Ministry to ensure the availability of water to meet the consumptive requirements? 33 Minister for Water and Power (Khawaja Muhammad Asif): (a) During 1985-1989, WAPDA conducted comprehensive study on the Glacial System of Pakistan, that are located in the Upper Indus Basin, in collaboration with Canadian Universities. The objective of the study was to establish the active hydrologic zone in the Hindukush-Karakoram-Himlayan Range and contribution of water from snow melt; glacier melt and rainfall from this zone into the Indus River System. It was estimated that the contribution of snow and ice melt towards the Indus River System from Western Rivers is about 95 MAF. The study also estimated the sediments generation from the glaciated Hunza basin of Upper Indus Basin (UIB).

On the finding of that study, Flow Forecasting System was established in 1991 within WAPDA that included establishment of high altitude automatic weather network in Upper Indus Basin, acquisition and installation of data collection and transmission system and development of Hydrologic Model.

With the growing concerns of Climate Change and its perceived threats to the Glacial System of Pakistan, WAPDA has initiated six year Glacier Monitoring Program in July 2012 through which WAPDA will be able to forecast future water availability into the Tarbela Reservoir and Indus Water System.

New study is being undertaken with the assistance of World Bank. The ToR of the study is as under:

• Mass balance of six major UIB glaciers will be carried out.

• Mapping and monitoring of the snouts of 52 medium to large glaciers will be carried out.

• Six new high altitude automatic weather stations will be installed in UIB above 4500 meters above sea level.

• Existing high altitude UIB weather network will be upgraded

• Distributed hydrologic model will be developed for the UIB hydrologic conditions that will forecast long-term water availability for the current century on decadel time steps for River Indus at Tarbela.

There are several other small, medium and large multipurpose projects which are at different stages of execution alongwith implementation period is attached as Annex-B.

Minister for Industries and Production (Mr. Ghulam Murtaza Khan Jatoi): At present there is no proposal under consideration of the Government to transfer field network and stores of Utility Stores Corporation to federating units where they are actually located.

The Corporation is discharging its basic objective of proving essential consumer items to the public satisfactorily. The prices of the items being retailed at USC Outlets are 5 to 10% less than those prevailing in the open market. The consumers are availing required economic relief from the network of Utility Stores Corporation.

116. *Sufyan Yousuf:

(a) whether it is a fact that the quota has been allocated to Private Hajj Tour Operators for Hajj-2014; if so, the details thereof; and

(b) The fact is that HGOs offer their hajj package in accordance with the facilities to be provided to the hujjaj. As such hajj expenses of Private Hajj Scheme through HGOs vanes on case to case basis.Whereas in the Government Hajj Scheme the hajj expenses is maintained at a uniform rate. 37 117. *Sufyan Yousuf:

Whereas Government of Punjab initiated a project close to Lahore on the motorway. This project is called the Punjab Garment City Industrial Estate and would provide an opportunity to the garment industries for taking advantages of the GSP+ facilities. Details of above Industrial Parks/Estates are at Annex-I.

DETAILS OF PROPOSED INDUSTRIAL PARKS/ESTATES/ZONES.

1. KORANGI CREEK INDUSTRIAL PARK(Karachi)

Garments / value added textiles clusters in the Low Density Zone (LDZ) comprise of approx 19 acres being 18% of the total saleable area of 103 acres. This cluster has been successfully sold to industrialists who would be setting up manufacturing units in the weaving, garments and home textile sectors etc. Light engineering cluster comprises of approx 26 acres of the total saleable area of 103 acres in the LDZ. This cluster has been successfully sold to auto vendor, lighting equipments, steel fabrication, collapsible tubes and plastic items etc manufacturers. 39 2. RACHNA INDUSTRIAL PARKS.

NIP is setting up “Rachna Industrial Park” on Lahore Sheikhupura Road over in area of 174 Acres to accommodate the small and medium scale industries scattered in a around Lahore and adjoining cities of Sheikhupura District for the Light Engineering, Auto parts Industries, Textile and other sectors. Rachna Industrial Park will be first of its kind focusing on Light Engineering, Auto Vending Indsutries in the area because there are around 500 Auto Vendors scattered in and around Lahore and adjoining cities like Gujranwala, Sialkot, Wazirabad, Sheikhupura and the OEMs like Honda Atlas, Millat Tractor, Rustam Sohrab Cycle Associated with these vendors are also based on the Lahore-Sheikhupura Road. It will provide an excellent platform for systematic and orderly industrial growth. Development work at Rachna Industrial Park and its Access Road is in progress and a good interest has been shown by the Light Engineering, Auto Parts, Textile and other industries to buy a plot in Rachna Industrial Park and set up their units there.

3. GARMENT CITY.

Minister for Industries and Production (Mr. Ghulam Murtaza Khan Jatoi): Since the powers of the “Controller General of Prices” have been delegated by the Federal Government to the Provincial Governments, Directors of Industries and all District Coordination Officers. Therefore, now they are responsible instead of the Federal Government i.e. Ministry of Industries & Production to exercise the powers of the “Controller General of Prices” which are as under:

i. The Controller General may fix the prices of the essential commodities at different rates for different localities, by notification in the Official Gazette.

ii. Imposition of penalties (imprisonment and fine) to a person contravening any order made under section 3.

iii. Any dealer, importer or producer of an essential commodity cannot raise the price of an essential commodity without the acknowledgment of the Controller General.

425 MW Nandipur

(a) (i) The original PC-I was approved by CDWP/ECNEC on 26-11-2007/06-02-2008. The actual completion date of the project was 15-04-2011, but, the project remained abandoned for nearly three years in the regime of previous government due to non-effectiveness of foreign loan facilities owing to the delay in completion of documents by Ministry of Law, Justice & Parliament Affairs.

By the commitment of present Government, Amendment No.2 to the contract agreement was signed between GHCL (Ministry of Water & Power) and M/S DONGFANG Electric Corporation Limited China on August, 02, 2013. As a result of this amendment, the Chinese Contractor has remobilized at Nandipur site to resume Project Work.

All the requisite financing have been arranged from syndicate of local banks. The long detained project material lying at different ports of Karachi have been transported to Nandipur site. At present work is being carried out on war footing basis. The accelerated project completion schedule has been revised as November-2014. The first Generation Plant is expected to start production in May 2014.

(ii) Nashpa Mela and Pasakhi Deep projects does not relates to Ministry of Water and Power.

(b) The expected date of completion of Nandipur project is November 2014.

However, if any such like case of RCO is received, the same will be processed as per rules and connection will be reconnected subject to the payment of RCO by applicant/ consumer and completion of codal formalities. 6

However 106 MW Golen Got Hydel Power Project have already been launched, which will be completed in 2015 & electricity if supplied to Chitral by this Hydropower Project through 132 KV GSS to be constructed by WAPDA, the low voltage problem will be solved.

(d) No Hydropower project has been approved by WAPDA for Chitral during the year 2013-14. However, WAPDA has under taken Golen Gol Hydropower Project (106 MW) which will be completed in November 2015.

223. Syed Asif Hasnain:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that the Karachi Electric Supply Corporation (KESC) is charging over billing of electricity since long; 10 (b) whether it is also a fact that the KESC is sending the bills of electricity without meter reading;

Minister for Water and Power (Khawaja Muhammad Asif): (a) KESC has clarified that it is not charging over billing of electricity to its consumer and all KESC bills are issued in line with the provision of NEPRA approved CSM (Consumer Service Manual) as well as provisions of Electricity Act, 1910 read together with the NEPRA act 1997 (Regulation of Generation, Transmission and Distribution Act, 1997).

(b) and (c) KESC issue bills on the basis of actual meter reading as per stated policy of company. Only 3-4% billing is on average basis, where there are certain limitations which prevent meter reading such as no go areas, law and order situation etc.

(b) Average 6 to 8 hours load shedding is being carried out on 11 KV feeders having losses above than 50%.

(b) Yes, it is a fact that the said project has not been completed so far because of the various departmental and FIA inquiries into the time and cost overrun.

(c) i. So far the total amount paid by the allottees (F.G. employees and General Public) of said project is Rs. 756.306 Million.

ii. The progress of building works at site is 82% so far and an amount of Rs.650.335 Million has been paid to the contractor on account of work done up to date. It is expected that the project will be completed by June 30, 2014 subject to availability of budget.

(b) Yes, current crunch being faced by NTDCL / CPPA /WAPDA, full amount of Net Hydel Profit to Government of Khyber Pakhtunkhwa could not made. Resultantly, a sum of Rs. 6.6 billion has been accumulated upto June 2014.

(a) whether it is a fact that the capacity of existing water reservoirs of Pakistan has reduced due to silting;

(b) whether it is also a fact that the existing water reservoirs are not sufficient to meet the growing requirements;

(c) if the answers to parts (a) and (b) above are in the affirmative, the steps taken by the Government to construct new water reservoirs? 26

Minister for Water and Power (Khawaja Muhammad Asif): (a) Yes, 4.384 MAF capacity of water reservoirs in Pakistan has been reduced due to siltation.

(b)  Yes, existing water reservoirs are not sufficient to meet the growing requirements of Pakistan.

 More than 80% of water is available in the 100 summer days and in winter (Rabi Season), sufficient water is not available to grow the wheat crop which is the basic need of 180 million people of Pakistan. Therefore, new reservoirs are required to utilize the stored water during winter season for growing Rabi Crop.

(c) WAPDA has prepared a master plan to construct new water reservoirs to meet with the requirements of water in the country. The detail of projects are as under:—

i. Diamer Basha Dam with storage capacity of 6.4 MAF.

ii. Mohmand Dam will store 0.676 MAF after its completion.

iii. Kurram Tangi Dam will store 0.90 MAF after its completion.

iv. Govt. of Pakistan has also taken in hand Small/Medium Dams in far flung areas i.e Darawat, Nai Gaj, Winder, Naulong, Ghabir, Hingol, Garuk, Pelar, Tank Zam, Bara, Daraban and Papin, which will store 2.7 MAF additional water.

Minister for Industries and Production (Mr. Ghulam Murtaza Khan Jatoi): (a) The branded items being retailed at USC outlets in any brand name contains the proper weight and volume printed on each item/packet. The commodities like Sugar, Rice and Pulses are procured in bulk packing. The packing in small packets of one, two and five kg is carried out at USC Warehouses and weighment of the packed commodities is carried out on Electronic Weighting Scale when packed. The Weighing Scales are also available at stores for the verification of the weight for the satisfaction of customers in case of any complaint.

(b) The matter relating to installation of Management Information System in USC was placed before the Board of Directors USC in its meeting held on 10th December 2013 and the Board accorded approval for hiring of IT professionals, to build up its own IT Team to determine the user requirements. Presently, the Government has imposed ban on fresh recruitment. Due to this reason the time for completion cannot be indicated at this stage. The time of completion will be determined after the finalization of the codal formalities and other process.

Minister for Industries and Production (Mr. Ghulam Murtaza Khan Jatoi): (a) Since, 13th May 2013 to date a total of 68 incidents of theft/ burglary and dacoities have taken place at USC Warehouses and stores. The details of the incidents of theft/ burglary and dacoity along with the amount of loss is placed at Annexure-A.

(b) Yes as per established policy of the Corporation, Fact Finding Inquiry is conducted in each and every incident of theft/ burglary and dacoity. Fact Finding Inquiry has been ordered in all these incidents of theft/ burglary and dacoities and out of 68 incidents, 44 inquiries have been finalized in which no involvement of any USC employee has been found. The inquiry regarding remaining 24 cases is under process.

This system of accreditation is a continuous mean to ensure the standards of medical education in Pakistan. Minister for National Health Services, Regulations and Coordination: (a) Yes, Pakistani students are getting medical education from abroad i.e. China, Russia, Afghanistan, Kyrgyzstan, Ukraine & Cuba.

(b) PM&DC issues NOC to the students before proceedings abroad for medical/dental education (MBBS/BDS) this practice has been started since, 2009 and on return, they get eligibility certificate from PM&DC and then they are eligible to sit in the National Examination Board (NEB) Examination as per section 15 of PM&DC Ordinance, 1962 as amended by the Act Xix section 17.

It is further informed that PM&DC has started preparatory course for preparation of National Examination Board (NEB) for foreign medical graduates.
