Delay in implementation of Bharat Net Project in Tamil Nadu 336 Shri P. Wilson: Will the Minister of Communications be pleased to state: (a) whether it is a fact that there is delay in implementation of Bharat Net Project in Tamil Nadu; (b) if so, the details thereof and the reasons for delay in the implementation of project and action taken by Government in this regard; (c) whether it is a fact that Government had cancelled ₹1950 crores of Bharat Net project in Tamil Nadu; (d) if so, the reasons for cancellation and whether any irregularities have been found in the bidding of the project; and (e) the details of the steps taken by Government to improve this project including the investigations in this regard?

Guidelines for implementation of PM Wani Yojana 337 # Ms. Saroj Pandey: Will the Minister of Communications be pleased to state: (a) the guidelines for implementation of the PM Wani Yojana being run by Government; and (b) the changes likely to take place in the businesses and the lives of the general public after the implementation of the said scheme, the details thereof?

Non-release of funds under USOF Scheme 338 Shri V. Vijayasai Reddy: Will the Minister of Communications be pleased to state: (a) whether it is a fact that no funds have been released under the Universal the Service Obligation Fund (USOF) Scheme to Andhra Pradesh from 2016-17 onwards; (b) if so, the reasons therefor; (c) the details of Gram Panchayats (GPs) which have so far been provided with internet services in Andhra Pradesh in phases I & II; and (d) the details of left out GPs where internet services are yet to be provided, district-wise, and by when they are going to be provided with internet facility?

Inconvenience caused by pre-call COVID message 339 Shri Prabhakar Reddy Vemireddy: Will the Minister of Communications be pleased to state: (a) whether it is a fact that pre-call COVID messages are hugely creating inconvenience to mobile users as the pandemic-related message has outlived its relevance; (b) whether the messages are wasting 1.3 crore mandays apart from bandwidth in a day and resulting in holding up or delaying distress calls from going through during emergencies; (c) whether it is also a fact that TRAI also feels that this message is causing a lot of inconvenience to mobile users; and (d) if so, whether the Ministry would consider removing this message or permit those consumers who wish to make it their pre-call message? 81

Schemes for development of North-Eastern Region 340 Dr. Vinay P. Sahasrabuddhe: Will the Minister of Development of North Eastern Region be pleased to state: (a) the new schemes introduced by the Ministry for overall development of the North East Region (NER) during the last five years, the scheme-wise details thereof; (b) the total expenditure earmarked for NER in the last five years for implementing these schemes; (c) the details of State-wise progress of these schemes during the last five years; and (d) whether there is any special provision for North Eastern States for implementing the schemes, if so, the State-wise details thereof?

Review of projects in North-Eastern Region 341 Shri Ripun Bora: Will the Minister of Development of North Eastern Region be pleased to state: (a) whether Government has completed the mid-term evaluation report on present status of different projects of North-East specifically on education and other sixteen thematic groups including the export situation; (b) whether the Ministry has urged the concerned central Ministries/Departments to review and re-formulate relevant socio-economic programmes and projects in the region to come out from the socio-economic crisis of COVID-19 pandemic; and (c) if so, the details of plan and the proposal of Government to combat the situation arising from the pandemic?

Fund sharing by UGC as per 7th Pay Commission Report 342 # Shri Sushil Kumar Modi: Will the Minister of Education be pleased to state: (a) whether there was a provision for the University Grants Commission (UGC) to share the burden of 50 per cent of funds after the implementation of 7th Pay Commission by the universities; (b) whether Government of Bihar has implemented the 7th Pay Commission on which an amount of ₹ 767 crores had to be spent; (c) whether the UGC has not released its share of ₹ 383.50 crores till date; and (d) if so, the justification for this delay and the time-line by which it proposes to release the same?

Imparting education in mother tongue 343 # Shri Sushil Kumar Modi: Will the Minister of Education be pleased to state: (a) whether it is a fact that from academic session 2021-2022, Government is considering to impart technical and medical education in mother tongue, on pilot basis; (b) whether it is a fact that most of the directors and registrars of IITs are opposing this initiative; and (c) if so, Government’s plan to implement this decision? 82

Online education during lockdown 344 Shri Kapil Sibal: Will the Minister of Education be pleased to state: (a) the number of schools which have moved to online classes during the lockdown and thereafter, the State-wise list thereof; (b) the number of students who have died due to the lack of access to devices to participate in online classes and other reasons during this period; (c) the number of students dropped out of school during this period; and (d) the steps Government is taking to bridge the digital divide due to lack of connectivity and lack of devices during this period?

Support to Mid-day Meal staff 345 Shri Dinesh Trivedi: Will the Minister of Education be pleased to state: (a) whether Government plans to undertake any step to provide support to the Mid-day Meal staff that has been rendered jobless by the pandemic; (b) if so, the details thereof, if not, the reasons therefor; (c) whether the salaries of Mid-day Meal staff have been delayed since March-April 2020; (d) if so, the reasons therefor, and the estimated time-frame for disbursement of the salaries; (e) whether Government has proposed any plan for the provision of alternative means of income for the affected persons; and (f) if so, the details thereof, if not, the reasons therefor?

Construction of Kitchen-cum-Stores (KcS) under Mid-day Meal Scheme 346 Shri Dinesh Trivedi: Will the Minister of Education be pleased to state: (a) the total number of Kitchen-cum-Stores (KcS) constructed till date out of the total sanctioned 10,05,477 KcS, State-wise; (b) the reasons for the delay in construction of KcS; (c) whether Government has undertaken any steps to enter into discussion with States that are lagging behind in the construction of KcS to devise strategies to reduce the construction backlog; and (d) if so, the details thereof and if not, the reasons therefor?

Kendriya Vidyalaya in Madhya Pradesh 348 # Shri Ajay Pratap Singh: Will the Minister of Education be pleased to state: (a) the criteria laid down to open the new Kendriya Vidyalayas in Madhya Pradesh; (b) whether there is a plan to open more Kendriya Vidyalayas in Madhya Pradesh, in view 83 of popularity of Kendriya Vidyalayas; (c) if so, by when and if not, the reasons therefor; and (d) whether Kendriya Vidyalayas can be opened at Churhat in Sidhi district and at Devsar in Singrauli district, and the details of the procedure to be adopted for the same?

Delay in implementation of new National Education Policy 350 Shri K.J. Alphons: Will the Minister of Education be pleased to state: (a) whether there would be a delay in rolling out the new National Education Policy due to the pandemic; and (b) by when the rules and regulations are going to be in place for implementation of new National Education Policy?

Right to Education for children of migrant workers 351 Shri Rakesh Sinha: Will the Minister of Education be pleased to state: (a) steps taken to ensure continuity of education of children of the migrant workers, as their shifting from place of work is not connected with the academic calendar and in such cases drop outs of their children from schools is natural; (b) the measures or guidelines issued to schools for smooth migration of such students from one school to another at different place; (c) the responsibility of employers for the children of migratory workers; (d) the drop out rates of such children; and (e) the measures taken to bring these unprivileged children under Right to Education?

Kendriya Vidyalayas in Chhattisgarh 352 # Shri Ram Vichar Netam: Will the Minister of Education be pleased to state: (a) the details of foundation/construction work of buildings for Kendriya Vidyalayas (KVs) in Balrampur-Ramanujganj, Sarguja and Surajpur districts of Chhattisgarh; (b) the year-wise funds allocated to Chhattisgarh for the said purpose for operation of KVs during the last three years; (c) the district-wise details of Kendriya Vidyalayas operational in Chhattisgarh; (d) whether the availability of land for setting up of new Kendriya Vidyalayas remains a major hurdle, if so, the details thereof and the action taken by Government, in this regard; (e) whether any proposal is pending for setting up of Kendriya Vidyalayas in Chhattisgarh; and 84

Loss of productivity due to COVID-19 pandemic 355 Shri B. Lingaiah Yadav: Will the Minister of Education be pleased to state: (a) whether the extended closure of schools amid COVID-19 pandemic could dent India’s future earnings by anywhere between 420 billion US dollars and 600 billion US dollars, as depleted learning levels of students will translate into poor productivity going forward; and (b) if so, the details thereof comparatively to pre and post COVID-19 situation and corrective steps being taken in this regard?

Promotion of Sanskrit language in universities 356 Shri K.C. Features and response on new National Education Policy 358 Shri Vaiko: Will the Minister of Education be pleased to state: (a) the salient features of the new National Education Policy (NEP) announced by Government recently; (b) whether objections and criticism have been received from various quarters including certain State Governments against the NEP; (c) if so, the response of Government; (d) whether the NEP will be reconsidered keeping in view the views and opinions of academic partners, and of the State Governments; and (e) whether the ambiguity of pass-fail system from Classes 1 to Classes 8 will jeopardise the education system in the country, if so, the response thereto?
