PROFILES 2019 – ITOGON

I. GENERAL INFORMATION

Origin of Barangay Name. The present site of the Catholic Mission of Itogon was once called ‘Balingway’, now . But before it was inhabited, the church site was abundant with fresh water, fishes, games and Balingway trees. The said trees have long vines drooping and curled around their branches. The abundance of the sturdy looking trees was the basis of why the place was called Balingway.

Further, during the Spanish colonization in 1880’s, the Spaniards wanted to establish their civil government in Balingway, however, their officials were frightened because they have heard of many stories about encounters between their fellow Spaniards and the kinship group of Boa, Antamok and Tuding. Nonetheless, the Spaniards wanted to befriend and offer a Capitan position to the Balingway people. Right away, the different chiefs namely Shomingkis, Budong, Balbines, Tiangao and Maingpis assigned Codeng, who is living in Balingway and one of their field leaders, to accept the Spaniard’s offer. Without hesitation, Codeng then accepted the offer and became the first Capitan of the new Spanish Pueblo. He was known as Codeng Del Pueblo of Itogon.

In the 1990’s, the Americans established control in Balingway, henceforth, officially named as Poblacion, although, in record, it was called Itogon.

Early Settler. The following table contains the names of families which are known to be the first settlers in the area. It also shows the order of entry of the different ethnic groups into the barangay.

Creation of the Barangay. Barangay Poblacion was created on September 21, 1974.

Legal Basis of Creation. The creation of eight (8) barrios under the Philippine Commission Act No. 1876 was dated August 18, 1948. These are Poblacion, Ampucao, Dalupirip, Gumatdang, Loacan, Tinongdan, Tuding and Virac.

Location. Barangay Poblacion is located at the central part of Itogon. It is bounded by Barangay Loacan to the north, Barangays Ampucao and Dalupirip to the south, Barangays Tinongdan and Dalupirip to the east and Barangays Ucab and Virac to the west.

BARANGAY PROFILES 2019 – ITOGON The municipal hall is located within the barangay. The Provincial Capitol in La Trinidad is 26 kilometers away, while the city of is 20 kilometers away from the barangay with the municipal hall as reference point.

Election Data. After the barangay elections held on October 29, 2007, it was evident that majority of the voting population exercised their right to suffrage. Out of 1,738 who registered, 75.32% or 1,309 actually voted from the nine different clustered precincts.

II. DEMOGRAPHIC PROFILE

A. Population Population by Age Group and Sex. The table below contains the population distribution of Barangay Poblacion according to age group and sex.

Out of the total population of 4,231 recorded in 2018, 51.38% were males and 48.62% were females.

C. Dialect Spoken The dialects mainly used by the residents are the Ibaloi and Kankana-ey. There are some who make use of other dialects such as the Ilocano. However, the Filipino (Tagalog) and English languages are used secondarily especially in public and institutional places.

D. Livelihood Mining is the major source of livelihood in Barangay Poblacion, where most residents are involved in gold panning. Some also are farmers or laborers, and businessmen or traders. Further, livestock and poultry production also augment their source of income or for home consumption.

A. Land Area and Land Use Barangay Poblacion is 5th in the municipality of Itogon in terms of area. It has a total land area of 1,803.60 hectares which is 3.60% of the total land area of the municipality.

B. Topography and Slope The table shows the topography range of the area.

C. Soil Type The types of soil found in the barangay are Bakakeng sandy clay loam and mountain soil undifferentiated.

D. Climate The climate is characterized by two distinct seasonal patterns, the wet and dry. The dry season is experienced from November to April and the wet season from May to October.

Due to its lower elevation, Barangay Poblacion is warmer than its neighboring barangays. Maximum temperature if 290 Centigrade, evident during summer, while minimum temperature reaches down to 150 Centigrade during the months of December and January.

A. Agricultural Production

Crop Production. Root crops, vegetables and fruit trees are the major crops grown in the barangay. The following table contains the details on the crops that are produced in the area.

Poultry and Livestock Production. Livestock raised in the barangay are mostly goats, cattle, dogs and swine. Chicken and ducks are the main poultry raised in the locality commonly of native breeds and raised in a backyard farming scale.

B. Trade and Industry Mining. Itogon, being a host to the country’s premier gold mining companies, is classified by national classification as a first class municipality.

Mining remains as the top economic earner despite the closure of big mining companies in the past decades. The recent surge of the price of gold has revived the mining industry. Small scale mining operations currently prevail over the abandoned quarries of the big companies that have earlier ceased operations.

Small scale mining does not contribute directly to the municipal treasury through existing taxation instruments. However, it provides widespread employment and precipitates secondary economic 4| P a g e

V. INFRASTRUCTURE AND UTILITIES A. Agricultural Facilities and Support Infrastructure

Public Market. No public market is found in the barangay. Basic needs are bought at the city of Baguio.

Rice Mill, Potato Seed Storage house and Greenhouses. There are no rice mills, greenhouses and potato seed storage houses in the barangay. However, there are other agricultural equipment and facilities found in the locality and these equipment are in the care of the Municipal Agricultural Office. These facilities are listed in the table below.

Irrigation Systems. There are four irrigation systems present in the locality according to the National Irrigation Administration or NIA. The following tables contains the list of the irrigation systems with the service area and number of farmer beneficiaries in the barangay.

B. Transport Infrastructure and Transportation Facilities Roads. There is only one existing barangay road and five municipal roads in the locality as per Municipal Planning and Development Office (MPDO) recent records. Aside from the barangay road and municipal roads, one provincial road and four national roads also traverse the barangay.

Poblacion is accessible to any types of vehicle, and majority of the transport services being used are motorized having regular trips. The main transport facilities used by the residents are the Public Utility Jitneys (PUJs). The following are the transport facilities or vehicles owned by residents of the barangay.

C. Housing The table below shows that majority of the housing units in the barangay are made out of mixed materials. The rest of the housing units are either made of reinforced concrete or temporary materials.

D. Communication Facilities Communication services such as telephone, postal and telegram are all present in the barangay and they are located at the . However, at present, these services are seldom used due to the availability of cell phones and its advantages like its convenience, being handy and it can be used to communicate with someone who is at the other side of the world at fast speed. Media Facilities. The residents mostly acquire information or new through the television and/or radio. The barangay can receive at least two local channels. In addition, some of the residents also have a personal computer connected with internet which is one means to obtain information.

Sports and Recreation Facilities. The next table contains the sports and recreation facilities found in the barangay. The gymnasium is located at the municipal plaza and the basketball courts are mostly located in public grounds. Other recreational facilities like swimming pools, videoke bars and billiard tables are also present in the barangay.

E. Power Supply Sources of Lighting Fuel. In 2004, majority of the total number of the households in the barangay makes use of electricity as their power source. Households located near the roads are mostly the ones who have access to electricity. The rest still make use of kerosene and candles.

A. Health Leading Causes of Morbidity. The table below shows the leading causes of morbidity in the barangay for the past two years. Illnesses due to respiratory infections are the top causes why residents seek medical assistance at the barangay health station. Most of the affected individuals are children and elderly.

Health Facilities and Manpower. The only hospital found in the municipality is located at barangay Tinongdan, the Itogon Municipal Hospital (IMH). However, the Municipal Health Office (MHO) is found in the barangay and is situated at the municipal plaza.

One barangay health station is also present within the barangay and is assigned with a midwife. There are nine barangay health workers and three barangay nutrition scholars detailed to the community to monitor the health condition of the residents and provide the needed assistance. The MHO is where the doctor, nurses, dentists and sanitary inspector are stationed and the services they render are municipal wide.

Water Supply. All households of the barangay have access to water supply and most are benefiting from the water works constructed by the government. Majority of the total number of households in the barangay has the level III classification of water supply in which water can reach directly into the kitchen of these households through pipelines.

Toilet Facilities. The Rural Sanitary Inspector detailed at the Rural Health Unit is monitoring the compliance of all households to sanitary practices being promoted by all levels of governance like having a sanitary toilet. Majority of the households in the barangay have sanitary toilets. Residents with unsanitary toilet must improve their toilet facility and make it sanitary for the comfort and safety of the users and their neighbors as well to prevent the occurrence of diseases.

Garbage Disposal System. Most household in the barangay practice open dumping and burning method as a way of disposing garbage which are considered unsanitary and hazardous to health. The residents should be encouraged to practice more of the sanitary methods like composting, segregation and recycling.

Secondary Education. There is only one private secondary school present in the barangay. Due to the newly declared curriculum with an additional two (2) school years, the private school has built building for the added school year and is now established as part of their school property to cover the now so called Senior High School. After completing secondary level, students may continue their college education at the universities and colleges in the city of Baguio.

The barangay has a total of ten lupon members who help settle problems within the community and ten tanod members who maintain peace and order, and thirteen BNS/BHW members who renders their service with regards to the maintenance of a healthy barangay thru their monitoring and survey.
