Journal of human rights periodical issued by the Human Rights Committee of the State of Family dispersal The illegal and unjust blockade that has been imposed on the State of Qatar by some countries in the region since 5 June is a blatant violation of the provisions of international law governing relations between States, in accordance with the Charter of the United Nations, human rights conventions and all humanitarian laws and values. The effects of the illegal measures taken by the countries of the blockade were not restricted to the political dispute between States, but violated many of the fundamental human rights and freedoms set forth in human rights conventions and covenants, in particular the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, the Convention on the Rights of Children, the Arab Charter for Human Rights and the Declaration of Human Rights of the Gulf Cooperation Council. In the forefront of these violations was the severing of the blood-relative links, as well as the disintegration and fragmenting of the entity of the one Gulf family, in violation of Article 16/3 of the Universal Declaration of Human Rights, and the right to work for citizens of the countries of the blockade who work in the State of Qatar who were forced to return to their countries. The blockade also violates the right to private property of Qataris in the countries of blockade and citizens of these countries in Qatar; and the right to freedom of practicing religious rites. It is so much regrettable that the countries of the blockade, in persisting on their violations of human rights, have deprived many Qatari students of their right to continue their education in universities after being expelled from them. These countries also forced the students to leave and deprived them to continue their studies, even for one month before graduation. The students were denied the refund of the fees they had already paid, and were prevented to get their academic documents to complete their studies in other universities. 706 students studying at the University of Qatar were forced to return to their countries (Saudi Arabia, UAE, and Bahrain) without completing their studies, after receiving an ultimatum of 14 days from the date of the decision to impose the blockade and sever relations. The expulsion of students without legal justification and forcing them to leave Qatar and preventing them to complete their studies violate the right to education enshrined in the Universal Declaration of Human Rights in Article 26, the International Covenant on Economic, Social and Cultural Rights in Article 13 as well as Article 14 of the Arab Charter of Human Rights and Article (23) of the Human Rights Declaration of the Gulf Cooperation Council. There is no doubt that the illegal measures taken by the countries of the blockade establish the legal responsibility of these States. Thus, the international community should activate its international mechanisms to held accountable these States for their illegal actions and compensate those affected, in order to ultimately promote and protect human rights. In the context of the role played by the National Human Rights Committee since the beginning of the blockade, this edition of ‘Al-Saheefa” magazine comes to shed light on the implications of the blockade, in a flagrant violation of all human rights conventions.
