13 Annual Report 2014-15

Impact study by M/sAgrinsights Consultancy Services Pvt. Ltd.

Canara Bank has established a total of 52 FLCs as on March, 2014, of which 26 FLCs completed three years and are spread across Five states (Eight inKarnataka, Seven in Tamil Nadu, Five in Kerala, Five in and One in ). The bank desired to know the impact of these FLCs on financial literacy/financial education in the area of their operations, by way of an evaluation study. Hence, in July 2014, Canara Financial Advisory Trust (CFAT), Bengalure entrusted the evaluation study to M/s. Agrinsights Consultancy Services Pvt Ltd, Bengalure. The level of implementation of the FLC project involving 26 FLCs was studied in all respects. In fact, based on an excellent base already created and encouraged by the progress/ performance of the existing FLCs, the bank and CFAT have gone ahead in opening a large number of additional FLCs in various districts across the country. In the 30 months review period, the beneficiaries covered by all the 26 FLCs put together both in terms of contacted and counseled is nearly TEN lakhs which is an impressive performance. Thus the primacy of the utility is in terms of a large scale out reach of the targeted population. It is seen that more than 4000 villages have been covered by FLCs during the period where the targeted population has been reached effectively. The study shows that FLCs have conducted 1769 outdoor awareness camps during the period of study and covered 360 schools addressing 60529 students. From the evaluation study it is found that among the beneficiaries there is good improvement in the number of SB accounts and the amount saved in SB has also substantially increased. The increase in amount of savings in SHG accounts is also considerable in the post program feedback. There is also increase of loan amount availed with banks and SHGs as an indication of post program impact. From specific feedback obtained on banking products and services in terms of ‘I know the product’, I am using it’ and‘ I do not know’, it is seen that a good number of beneficiaries are using the products and services. Among the users, the major usage is in terms of having SB account with nomination facility availed in most of cases.

Bench marking the performance of FLCs both in terms of villages covered and coverage of targeted population has been found to be quite good in most of the cases and satisfactory in others.

The performance of FLCs has been rated taking into account both quantitative and qualitative parameters. 15 out of 26 FLCs scoring ‘excellent’ gradation with 9 centers getting ‘very good’ score speaks of the performance of FLCs both in quantitative and qualitative terms.

The study has observed that CFAT is playing a proactive role in monitoring the performance of FLCs and devising new methods and procedures so as to have checks and balances in day to day working and also achieve the objectives set out by RBI. It is through their facilitation role there has been a

14 Canara Financial Advisory Trust

very successful outcome in terms of large beneficiary coverage. They have played a key role in capacity building of counselors. Conduct of Trust meetings, functioning of Trust office, administration, audit and control of expenses are effectively carried out. The performance review of individual FLCs through Managing Trustee, regular field visits has given the much needed impetus for the success. Based on these aspects and a set of eight parameters the performance of the Trust has been rated. It is noteworthy that in this rating process the performance of CFAT stands out with a score exceeding 90%.

Board of Trustees Meeting

The Board of Trustees met seven times in 2014 – 2015 on 30th April, 1st June, 29th June, 30th August, 29th October, and 24th December in 2014 and 25th February, 2015. Besides the Trustees, the meetings were attended by the Chief General Manager and other Executives of Priority Credit and Financial Inclusion Wing of Canara Bank as special invitees. A unique initiative - Engaging of Facilitator for promoting Financial Literacy

Pradhan Mantri Jan Dhan Yojana, comprehensive financial inclusion intiative, mooted by Govt of India,in August 2014, invoked enthusiastic participation of banks and tremendous response from public, resulting in record number of accounts opened by people hitherto away from Banking system. Canara Bank played an active role in reaching out to public and opened over 36 lakh accounts by Oct 2014. FLC Counselors played a major role in educating the people for opening accounts with banks in large numbers.

Trust realized the need of imparting financial literacy to these first time account holders, so that they will operate the accounts and utilize the banking services, to their advantage. This called for directing the financial literacy efforts in a focused manner, towards this clientele, with the active participation of Banking service providers. Branch managers and Business correspondents. Involvement of actual Service Providers in financial literacy initiatives along with FLC counselors would add to credibility ,create confidence and motivate people to utilize banking facilities.

15 Annual Report 2014-15

With this in mind, in the month of Nov 2014, Trust engaged the services of a Retired General Manager of the bank, well versed in rural banking, financial inclusion and Financial Literacy, as FACILITATOR to

- Plan and monitor initiatives to motivate, train and equip Branch managers and Business correspondents to play an active role of organizing financial literacy education camps at villages/wards, with focus on PMJDY account holders.

- Develop a module of financial literacy workshop, including content and coverage, which shall create awareness in public about need and manner of increasing transactions in their accounts, to realize the fruits of banking relationship.

- Draw an Action programme for conduct of so designed workshops in the villages/urban wards served by branches of the bank. This is a unique initiative of the Trust, aiming at broadbasing the financial literacy initiatives and coordinating efforts of counselors and bank branches., to educate more people more effectively.

Activity for 2014-15:

1. Developed a training module for motivating , sensitizing and equipping Branch Managers on PMJDY and Financial Literacy conducted 2 programmes and trained 63 branch managers. All rural and semiurban branches will be provided this training in 2015-16.

2. Instrumental in setting up a High level committee in the Bank on “Financial Literacy through Branches,” to take policy decisions, plan and monitor the activities of branches in spreading financial literacy among public, in coordination with the trust activities.

3. Developed a module of financial literacy workshop of three hours duration, to educate people in simple language about banking and need of transactions. This module was field tested by conducting 15 village level workshops, involving branches and voluntary agencies and educated 920 villagers.

4. Formulated model guidelines and circulated to branches for conduct of such workshops in respective villages. Progress is being monitored.

These activities have resulted in Branch Managers appreciating the role of the Trust and Financial Literacy Centers and utilizing their services in the villages served by them. The activities will be intensified further during the coming years.
