Swadeshi Jagran Manch Foreword

The spirit of 'Swadeshi' is a reflection of the foundation of utmost progress in the economic, social and cultural development of the country and is a true expression of patriotism. From the perspective of economic development, only when goods and services sold in the country are produced domestically, it would be possible to generate employment, ensure regular income to the countrymen and increase revenues for the government. Therefore, along with country's economic self-reliance and inclusive economic development, ensuring good living standards for the citizens can only be possible through 'Swadeshi' which stands for economic nationalism or patriotism in the society. Otherwise, the spirit of 'Swadeshi' is not limited to just goods and services only, it must also be reflected in one's language, costumes, food, pharmaceuticals, lifestyle, moral values and ethics. Due to the continued purchase of imported goods from abroad, the country has to face problems such as unemployment, loss in foreign trade and depreciation in the rate of exchange of rupee. On the other hand, due to continuous purchase of goods and services of foreign companies operating in the country, the ownership of country's producing industries, trade and commerce gets shifted into the hands of foreign companies and their profits go outside the country. On account of import of most of the spare parts used by foreign companies in their production, the country suffers heavy economic loss and loss to employment. Today, the pace at which the country is gradually converted into the assembly line of foreign companies is a matter of serious concern. Today, 17.7 percent of the world's population resides in and almost an equal percentage, that is, 18.4 percent of the world's population resides in China. From the point of view of youth population, India has 20 percent youth, which is the highest in the world. But on account of majority of Indian consumers going after

– 1 – the purchase of foreign products and brands in place of 'Swadeshi' or made-by-India products, India's share in global manufacturing is just 3 percent while China's share is 28 percent. On account of high degree of economic nationality, that is, strong inclination towards 'Swadeshi' , Japan which has only 1.6 percent of world's population, has about 10 percent share in global production. As a consequence of Japanese high degree of economic nationalism, that is, attachment to their country and 'Swadeshi', 96 percent of the cars sold are 'Swadeshi' or made by Japan. On the other hand, only 13 percent of Indian (Tata and Mahindra) cars are sold in our country while the remaining 87 percent of the cars sold are foreign. China's gross domestic product (GDP) and per capita income is five times higher in comparison to India on account of China's huge share of 28 percent as compared to only 3 percent share of India in world's manufacturing. In comparison to Singapore, India has 5200 times larger area and 234 times more population. But, Singapore's high technology exports are seven and a half times higher than India and China has 30 times higher high technology exports. Even when India's share in the world manufacturing is only 3 percent, today most of the production machinery in owned and controlled by foreign multinational companies. Under the guise of '', foreign companies such as Chinese, American, European, Japanese and Korean etc. bring most of the spare-parts or semi-manufactured materials used from outside the country and assemble them through their assembly lines. These products are then stamped 'Make in India'. Therefore, for economic and technical self-reliance, we need to give priority to the purchase of 'Made by Bharat' products and brands. The Chinese, American, European, Japanese, and Korean companies under the guise of 'Make in India', assemble the imported spare-parts and components in India and call the final product as 'Made in India'. These should also be categorized as foreign products. 'Made by Bharat' products and brands manufactured by Indians shall only be called 'Swadeshi'. Bikes or scooters manufactured by Hero, Bajaj or TVS are only 'Swadeshi'. Honda's scooters, bikes or cars though have written 'Made in India' shall be called foreign goods.

– 2 – Phillips's bulbs, tube lights and ironing machines though have written 'Made in India', still they will be called foreign products. Phillips is Holland's company. The products of Bajaj, Surya, Ajanta, Havells etc. are 'Swadeshi' and 'Made by India'. By adopting 'Made by India' products and brands, the percentage of participation of 'Swadeshi' products and brands will increase, so will increase the domestic production and thereby shall be able to generate more jobs, revenue and income. The increase in production this way, shall enable to increase the revenues of the governments, control trade deficits, strengthen rupees and consequently the development of advanced technologies. On account of flooding of Indian markets with Chinese products, the domestic industry has collapsed, resulting in increase in unemployment and non-performing assets of banks. Country's foreign trade deficit is unbearable. Today, we constitute 135 crore people of this country. Country have more than 6 lacs villages, have largest live stocks and arable land in the world. Country have more than 400 diversified small industries clusters and have more than 3000 clusters of unorganized micro industries. Further country have about 6 crores 70 lacs micro, small and medium (MSMEs) industries, employing more than 12 crores of people and producing or trading more than 6000 products. Out of this 1 crore 24 lacs are rural enterprises. In view of this, if we the 135 crores people of India, buy 'Swadeshi' that is, 'Made by India' products or products and brands manufactured by Indian entrepreneurs then the cycle of production, investment, employment, technological development, increase in income and demand and further the process of increase of investment and production will accelerate. If we adopt foreign brands then benefit will go to those very countries. For an inclusive development, we need to focus on decentralized planning and rural development. Hence, there is no alternative than to the production and adoption of domestic goods and services which means goods and services 'Made by Bharat'. It is necessary for the country that in our buying, we should give priority to employment oriented domestic and

– 3 – small scale industries. Inclusive development in the country is possible only through the decentralized production systems. Buy from employment displacing large scale industries only if the products and brands of small industries are not available. Boycott completely the products of multi-national companies (MNCs) and imported goods and replace them with 'Swadeshi' products. Foreign companies will not be able to stay in India even for few months, if they are not able to sell their products here. Awakening of 'Swadeshi' sentiments can only make 'Swadeshi' a strong issue in the country. Swadeshi Jagran Manch, since 1991 when the process of globalization was started in our country has been in the process of appealing and mass awakening the people on these issues. We all are part of Swadeshi Jagran Manch. Let us, we all make our nation full of sentiments of 'swadeshi' and swavalambi. By expressing our commitment to the nation for its economic sovereignty, we should promote 'Made by India' products and boycott foreign goods. By doing so, we shall be able to protect ourselves and our future generation from the clutches of unemployment. Let us make Swadeshi Jagran Manch's , 'Made by Bharat' campaign successful. Strengthen all facets of 'Swadeshi' - goods, services, costumes, food, family values, social harmony, our cultural diversity and ethos, bio-diversity, agriculture, animal husbandry, folk arts etc. by excreting ourselves. The 'Swadeshi' and 'Swavalamban' is the only and the best alternative available to deal with the challenges arisen out of current Corona pandemic and lockdown. – 4 – Swavalamban and Swadeshi are the only way to India's Development

“We need to develop a model of India's development which should be based on Indian economic ethos and values of life”. This was the thrust of the address of Rashtriya Swayamsevak Sangh's Sarsanghchalak Dr. Mohan Rao Ji Bhagwat delivered at Nagpur on 26 April 2020. Not only the whole country but Indians all over the world felt that someone had echoed what is close to their heart. Today India, like other economies in the world, shattered by the Corona pandemic, is also fighting its struggle. How to resurrect our severely damaged economy and handle the huge loss of employment which has adversely affected not lakhs but crores of people and families? These are the basic issues today we are confronting. The essence of guiding thoughts of Sarsanghchalak Ji on rehabilitation of Indian economy, in fact, conforms to the spirit of 'Swadeshi' . A day prior to this, the Swadeshi Jagran Manch had celebrated 'Swadeshi Sankalp Divas' on 25 April all over the country. On this occasion, remembering the founder of Swadeshi Jagran Manch, Rashtrarishi Dattopant Thengadi ji and Shivaji Maharaj, the founder of Hindvi Swarajya, it was resolved to adopt 'Swadeshi' all over the country. Thought process of swadeshi is spreading throughout the country. On 12 May, 2020, the 30-minute address of Hon'ble Prime Minister, Shri Narendra Modi for the entire country also had the theme that was oriented towards swadeshi. He called upon the people be “vocal for local”, that is, make local and buy local; strengthen the economy and increase employment. Soon after the address, the slogans of ''Swadeshi' and & Aatmnirbharta (self- reliance) dominated the media coverage. Not only in the social media but also in the mainstream media, whether newspapers or electronic media, everywhere there was discussion of 'Swadeshi' and 'Swadeshi'. The package of Rs. 20 lacs crore given at that time was a

– 5 – gigantic effort towards the revival of our economy. But the idea of 'Swadeshi' deeply touched the hearts of people. In fact, this is deeply rooted in the belief of common-man that after 1947, country has not followed the development model it should have followed. Sometimes, we copied the Russian socialist model, the other time, the American capitalist model. In 1991, Shri Dattopant Thengadi ji, while establishing the Swadeshi Jagran Manch had observed: “We need neither socialism nor capitalism, but nationalism”. This feeling of common-man when voiced, the 'swadesh- prem' lying dormant in their heart suddenly sprang up. This has given rise to people's movement of 'Swadeshi', 'Aatmnirbharta', ' Swavalamban', spontaneously in the entire country. The 'karyakartas' all over the country requested that this movement should be given an organized and functional shape. Accordingly, the Swadeshi Jagran Manch decided to start the 'Swadeshi- Swavalamban' campaign. All these issues shall be raised during the campaign. There is an excitement to understand the 'Swadeshi' thought in its totality. What is the meaning of 'Swadeshi'? What is truly implied by ' Swavalamban' and 'Aatmnirbharta'? Is it not an extremely inward-looking thought? 'Swavalamban' is a thought of expressing one's viewpoint before the whole world with self-confidence. We should explain in simple language in detail the concepts like 'Swadeshi', 'Swavalamban' and Bhartiya model of development. For this, it has been decided that a booklet be prepared for the entire country. The present book-let in hand has been developed keeping this context in mind. It is hoped that it will help all 'Swadeshi' loving people to understand and adopt the ideas of 'Swadeshi' , 'Aatmnirbharta' and ' Swavalamban'.

Changing world's economic scenario

The change in global economic scenario began towards the end of December 2019 when information had started pouring out

– 6 – from Wuhan city of China. Initially not much of information was emanating from there but with the start of month of January, the whole world gradually came to know of the enormous epidemic gripping that country. China began to clamp lock-downs. This country was hitherto known as the world's factory as, 28% of global manufacturing was from China. In the wake of lockdowns a sequence of factory closures began; employment started declining; and an unprecedented slide-down threatening the economy was underway. These events led the whole world to a state of serious apprehensions and concerns mainly because China was considered next only to America in terms of linkages with the rest of the global economy. Looking back on the global economic conditions during the last four-five years, we find wide-spread, almost universal, environment of economic sluggishness and recession prevailing everywhere. This was the natural consequence of the over-enthused globalization embraced by America, and thereafter, followed by China. Emergence of periodic recession after intervals of 15-20 years is intrinsic to this kind of growth model. The global recession of 2008 had originated from USA. As a matter of fact, the American growth rate had declined below 2% even before the Corona appeared in China. So much, so, most of the European economies were also reeling under 1% to 3% growth rates. Japan, having the world's third largest economy, was in no better position with GDP rate of 1.6%. In America and Europe, despite the fact that old age people constitute a sizable proportion of population there, unemployment level is still on the higher side. Environmental pollution is the bye-product of this model. Reckless deployment of technology is the major cause of unemployment. With the advent of driverless cars and robots, unemployment is increasingly engulfing countries world over. In the year 2016, Donald Trump was elected as the President of of America. He had promised the Americans that he would put the economy back on track and strive for removal of unemployment. As he assumed power, he initiated a series of trade-related and other actions such as abrogation of Trans-Pacific Partnership (TPP) Treaty;

– 7 – and quitting the COP-21 UN Conference on climate change held at Paris. He labeled United Nations as the pastime place for bloated belly babus. Not only this, he initiated several tariff-related decisions in total disregard of WTO provisions, rendering WTO ineffective and toothless. H1-B visa rules were made more stringent hitting the Indian interests. The process of construction of boundary wall was started to prevent entry of illegal Mexican migrants. Strangely, the country which was conceived as the mentor of globalization was itself demolishing its pillars and building domestic economy broadly within its own national interests. On the other front, there was huge popular outcry in England in favour of what is known as Brexit. Through plebiscite a decision was taken to exit the European Union. In fact, this was an announcement of the fact that globalization has failed. Two British Prime Ministers, David Camron and Theresa May, had to resign. Presently, the third Prime Minister, Boris Johnson has somehow succeeded in taking England out of European Union. These events bring out the demolition of the principles of L.P.G., that is, Liberalization, Privatization and Globalization. On the other side of the world, China came to adopt almost the same capitalist exploitative system of the west, and in due course, became the world’s manufacturing factory, gradually achieving the position of $14 trillion economy. Through its exploitative and expansionist evil designs, it enticed Sri Lanka, Maldives and several ASEAN countries into its trap of loans. Pakistan today is almost a colony of China. In order to employ its own labour and as a safeguard against recession, it has embarked upon ambitious global projects like Belt and Road Initiative (BRI), a global development strategy adopted by the Chinese government involving infrastructure development and investment in a number of countries. As for as Bharat is concerned, it also had started gradually treading more or less on the same growth path of capitalism after 1991. In 2014, a new regime under the leadership of Shri Narendra Modi ji came to power. At that time, even though the, then prevailing GDP rate of 7.5% was good enough, there was still a wide-spread talk that it was a jobless growth. In fact, a country like Bharat

– 8 – equipped with huge youth power never needed this growth model. Despite all this, Bharat was holding the position of second fastest growing economy with 4.5 % growth rate in the world. A recent research study of Singapore University has come to light after outbreak of Corona pandemic. The study has brought out four factors which may be held responsible for the pandemic and the current global crisis. These include; globalization, over-population, hyper connectivity and lastly, extreme centralization. By coincidence, it is almost the same thesis that globalization is not in our interest which was put forward by Shri Dattopant Thengadi ji before the country and the whole world as back as in 1991. The period 1991-95, is that phase of India's foreign trade history, when our country was actively engaged in becoming the member of WTO. It became WTO member on January 1, 1995. Throughout this period, Shri Dattopant ji was tirelessly advocating the need for abstaining from any such misadventure. Today, after 30 years there is a universal recognition and appreciation of the same conviction that we should discard globalization and adopt 'Swadeshi' .

Corona pandemic - life and livelihood both in crisis

Today, the whole world is a victim of Corona. It originated in Wuhan city of China and spread all over the world within a short span of just two months. By now approximately 75 lac people have been infected by this disease in about 200 countries; more than four lacs of people have lost their lives. This pandemic has shaken the entire world. America, which is regarded as super-power, finds itself almost helpless to tackle this problem despite having the best possible medical infrastructure. There is a sense of doom everywhere. Television channels are flooded with frightening sights of sick persons, dead bodies - annihilation of mankind. Even the developed European countries have been forced to their knees. British premier Johnson tested Corona positive and was back to

– 9 – work after 15-days of hospitalization. The whole world watched the Italian Prime Minister in tears on the television screens. There is no country left which has not been badly mauled by this disease. Lock- down is an effective way of dealing with this problem. But it has ruined the economies. The stand-still state of economic activity during the 2.5 month period of lock-down has pushed the economies of almost all prominent countries there-in to almost zero level. World has never witnessed such a pandemic in the past which has taken not only numerous lives but also raged to the ground several vibrant economies. Crores of jobs have been lost; many people have lost their livelihood; and people are huddled in the four walls of their homes. Bharat is fighting the Corona war in the best possible way. Still there is an economic slowdown and fall in the level of employment in Indian economy. According to an IMF forecast made towards the end of April, only two economies namely, Bharat and China, with 1.9% and 1.2% growth rates, respectively are able to protect themselves from plunging into severe depression. Whether it is America or Europe or Japan these are all drifting to a state of great depression. America has announced a two trillion-dollar relief package to deal with the Corona pandemic. Other countries too had to release relief packages under the present compelling conditions. Corona is the first pandemic in the history of world which has put into danger both human lives and economies. The whole world at this moment is fighting on both fronts. God has not yet wanted the complete destruction of this world. It is this spirit and hope which is motivating us to find out ways to protect our people and economies from the demon of destruction. We may say in the words of great poet Ravindra Nath Tagore that each child is born with the message of God that he has not yet lost his faith in the world. The need of present time is to revive and resurrect both economies and employment. We need to search ways not only to deal with Corona virus but also have to evolve new alternative models to deal with Corona virus like diseases and other problems such as environmental pollution. The search for right path will end nowhere other than in Bharat.

– 10 – India's successful war against Corona but a serious economic challenge

Bharat together is struggling with its utmost capacity and determination against the pandemic. Country is fortunate to have at the centre, a government having capable and effective leadership. Bharat is a developing country of more than 135 crore people. The country does not have any big medical infrastructure. Its infrastructure is far less in comparison to Europe, America, Japan and China. So much so, we had neither N-95 masks nor ventilators sufficient to cater for our requirements. We did not have our own testing kits. There were no Personal Protection Equipments (PPEs) which are regarded indispensable for the medical and para-medical people. Despite this, the fight against Corona was carried on with determination and team spirit. As a result, there are about 4,80,000 Corona infected cases, till date. As a proportion of population, this number is minimum as compared to any other country. We could make necessary preparations for adequate testing kits, PPEs and other requirements as the timely decision of lock down has allowed us adequate time for this. Even today, the successful treatment rate is 58% and death rate, 3.2%. In comparison to the prominent countries in the world, the death rate is minimum; the rate of successful treatment is also good. India is not only a large country; it is also a democratic country having states ruled by different political parties. Despite the fact that there are often ideological differences among these parties, the country has demonstrated good team-spirit under the leadership of the . Right from general public to state governments, the country has fought a successful and prolonged struggle. The whole nation is wholeheartedly involved in the struggle against Corona virus. With four consecutive lock downs, the economy was naturally destined to plunge to a low level. According to broad estimates, out of labour force of 49 crores, as many as 13 crores have lost their jobs or the employment has come to its lowest level. The rate of unemployment has increased to 14%;

– 11 – fiscal deficit has crossed the 6% level. All over the country, lacs of workers are leaving their workplaces for their villages. After 1947, we have not seen a scenario of reverse migration of this magnitude. Even lacs of Indians working in other countries, who were repatriating their earnings to this country, are also back today. From gulf countries alone, more than two lac people had to return to their native places, from to Jammu & Kashmir. Our NRIs used to remit an amount (in US dollars) of Rs. 80 billion annually. We have lost a substantial part of that, too. There is closure of factories, construction, trade, commerce and shops. This has also cost the government huge loss of revenue. The government revenue is at its minimum, today. In the history of 150 years of Indian Railways, at no time there was total shut down. There is metro closure, bus closure and closure of almost everything. It is true that because of unity of people and capable leadership, there have been no news of starvation deaths from anywhere. But it is also true that people - from ordinary workers, farmers and daily wage-earners to industrialists, all have substantially suffered. It has been reported by a friend in Delhi that he could lend financial help of only Rs. 2000 to 150 workers who wanted to return to their native places. There are some other instances which highlight the pathetic economic conditions of people during this period. A day after Rs. 500 were deposited in each of the Jan- Dhan accounts, there were sites of unusually long queues before the banks. One of our Manch karyakarta from Ballia has informed that hundreds of workers, who used to manage their needs for whole of a month with just Rs 2200 each, have returned to their respective villages. No doubt, on the appeal of Prime Minister several workers were not sacked. But it is also true that the entire burden of taking care of numerous workers cannot be expected to be shared by a few, as is aptly implied in the proverb “Shivaratri ka pet Ekadashi kaise bhare” ¼f’kojkf= dk iVs ,dkn’kh dlS s Hkj\as ½ - How can one expect the traders and factory owners to give wages to lacs of workers in lieu of no work from them, when they themselves are economically incapacitated? For instance, a factory owner in Baddi in Himachal Pradesh gave wages to his 14 workers for full three months without a wage-cut of

– 12 – even a rupee though they had performed no work. Additionally, he also arranged food and transportation for hundreds of workers. Such are numerous instances from various parts of the country. As we have a huge population, such cases are not sufficient. It is true that country has frightening environment of unemployment and .

A boost to India's global credibility

Professor Bhagwati Prakash Sharma, Vice-Chancellor of Gautam Buddha University at Noida, and a prominent member of the Central Committee of Swadeshi Jagran Manch, has said that world will never be the same, post Corona. This is a reality, as has also been mentioned earlier, that even before Corona, the world was victim of globalization, impetuous industrialization and environmental pollution. There is now almost universal appreciation of the relevance and usefulness of adhering to our domestic interests. In the post- Corona regime, there would practically be no option with various countries other than building their economies on pillars of inward- looking policies. Corona has led America to close its doors for immigrants in order to ensure jobs for its own people. Earlier Indians used to be beneficiaries of H1-B visa in quite large numbers. America has increased restrictions on it in recent years. On the other side, there is a world-wide growing sense of resentment against China. This is due mainly to the general perception that this country is the source of pandemics - SARS flu a few years back, and now Corona virus. It is a well-known fact that people all over the world are not inclined today to prefer the Chinese goods due largely to its suspicious role in the Corona pandemic. So much so, companies of America, Europe and other countries are now on the verge of quitting this country. According to one study, about 13,000 companies are contemplating to relocate their base from China to India or some other country. India's credibility is presently quite high. India has displayed to the world that it is a mature and strong democracy having dedicated leadership to deal with this pandemic effectively. Dr. Harsh Vardhan

– 13 – (Minister of Health and Family Welfare) from India has been selected as World Health Organization (WHO) Executive Board Chairman. This shows that now world is having trust in Indian leadership. The supply of essential drugs to fight Corona to 123 countries is also an important reason of our growing credibility and trust. One can truly expect that there will be changes in the world economic order in the post-Corona period. WTO's effectiveness will be at its minimum. China will no more find itself as world factory. Companies shifting that country are likely to move to India and ASEAN countries. Japan has already announced a 2.2 billion-dollar package to facilitate relocation of its companies. The recessionary conditions are going to be even more serious in various countries because demand may further shrink drastically on account of job- losses and shattered economies. To get out of this mess, countries will be in search of domestically oriented policies which suit them best. No country would like the MNCs from China, developed & other western countries, which have acted only to exploit the developing countries for the satisfaction of their tendency of greed and lust, excessive consumerism, destruction of environment and plundering of wealth. The situation of more than 25 lac Corona-sick patients and more than 1,00,000 deaths have forced Americans for introspection. They are now gradually appreciating the irrelevance of materialistic possessions and the damage inflicted by the environmental pollution. There is a growing recognition of the importance of human values. The same holds for European and other developed countries. Hitherto, these countries had regarded the world simply as a market. Today they are inclined to grasp and adopt the spirit of Indian thought of “Vasudhaiva Kutumbakam”, that is, the entire world is like a family. Shanti mantra is being recited in White House. What Gandhi ji, Deendayal ji and Thengadi ji had said long ago are receiving recognition today. There is a fast appreciation of balanced rather than lop-sided growth, cooperation rather than selfishness, labour-absorbing rather than labour-displacing technologies. Every one now is appreciating that the great idea of 'Swadeshi' the philosophy of integral humanism, is relevant not only for the future of India but for the whole world. Indian

– 14 – values such as, “Sarbat Da Bhala” (that is, wellbeing of all), “Sarve Bhavantu Sukhinah” (that is, all be happy) and “Krinvanto Vishwamaryam” (that is, make all people of the world blessed with noble qualities) are now finding acceptance in the world. India should not only use the present environment of trust and credibility developed in its favour but also should guide the rest of the world with its morals.

Globalization failed, Swadeshi is the alternative

After First World War (1914-19) America which was an embodiment of capitalism began to rise. On the other side, as a result of Bolshevik Revolution of 1917 there was an emergence of an authoritarian communist government in Russia. Strangely, despite the fact that their ideologies were poles apart, they were supporters of globalization. After Second World War (1939-45) they emerged as big powers in the world. The capitalist America and the communist Russia were both entertaining the desire of encompassing the whole world into their ideological and economic frame. Accordingly, global institutions such as, U.N.O., World Bank, IMF and other alliances came into existence. These spokespersons of globalization themselves now are in search of alternative and are naturally incapable of showing direction to the world. Approximately 1.75 crore people were killed in Russia over the period 1917 to 1970. On the other side, the American and European companies and their economic systems continued the process of loot, plunder and environmental destruction. In 1950, there was emergence of China. There also, lacs of people were killed in the power struggle led by Mao Tse-tung. Not only this, assassination of lacs of own people continued right since1950's (in Tibet) to the tragedy of Tiananmen Square in 1988. But today after the Corona pandemic, all three of them; American's capitalism, the doomed communism and the Chinese economic ideology are exploring other options. Twenty years ago, Dattopant Thengadi ji had presented the

– 15 – third option of Hindutava, of Bharat, of 'Swadeshi' , 'Swavalamban' and Aatmanirbharta! The idea of love, affection and humanity. Right use of resources not their exploitation. The idea of integral humanism.

Self-confidence and self-esteem - the basis of Swadeshi , Swavalamban

While establishing the Swadeshi Jagran Manch, Dattopant Thengadi ji had asked, what does 'Swadeshi' mean? Does it relate only to sale and purchase of goods? No! In the words of Dattopant Thengadi ji “The use of the term 'Swadeshi' is not confined only to goods and services, it is rather the explicit expression of love for the country. Swadeshi is an idea that lends respect to nature and is a thought of achieving economic prosperity without exploitation. Swadeshi is a comprehensive thought.” 'Swadeshi' is a way to be self-employed ; our own development and the development of our village; an idea of doing through our own's initiatives. The idea of 'Swadeshi' enthuses determination in each of us. It includes the notion of 'We' rather than 'I'. ‘Swavalamban', that is, attaining independence (aatmanirbharta) though self help; that I can make my life and life of people around me happy are 'Swadeshi' ideas. 'Swadeshi' teaches us not to leave oneself to the mercy of companies and governments. This is the belief that I can create employment opportunities not only for myself but also for others and can also improve others economic conditions. 'Swadeshi' philosophy commands us to be “job-providers rather than job-seekers”. I may become job-provider, not job-seeker. 'Swadeshi' commands us to 'be enterprising! Be self- employed'. Gandhi ji used to say: “No work is small or big. It is only the mindset that is small or big”. Some similar feelings were once echoed by Prime Minister Modi ji: “Nothing is wrong if a pakora seller returns to home in the evening with an income of Rs. 200”. Opponents criticized him over this. Anyway, a person who stands on his strength with self-respect can be said to be an enterprising. He may

– 16 – be a pakora seller or an industrialist who manufactures cars or trucks. You might have heard about 'Bitoo Tikki Wala'. His name is Sati Ram Yadav. He belongs to a peasant family in Ayodhya. He came to Delhi in 1992 and started selling tikki-golgappas' on a cart. By sheer confidence, hard work, honesty and wisdom he gradually expanded his business. Today 'Bitoo Tikki Wala' (BTW) is a brand name in northern India. This is the spirit of 'Aatmnirbharta', of 'Swavalamban' and the 'Swadeshi' mantra. Similar is an example from Coimbatore, the owner of Viking Garments Company, who has to his credit a turnover Rs. 2000 crores. Even after three successive failures, he is today a big industrialist on account of motivation of his grandmother and family support. His company provides employment to 2500 persons. The basis of 'Swavalamban' or Aatmanirbharta is self confidence. It is an idea, not to be self-centered; rather it makes us to care for comfort and prosperity of others too. The trust of a person in himself and in his family, and of villagers in the collective strength of their village is the thought of 'Swadeshi'. The village Mohad in Madhya Pradesh is an example of this, where people have made their village beautiful, well-developed and self-reliant by their collective wisdom, cooperation, enterprise and intellect. The disputes in the village are practically at zero level and if at all occur they are amicably resolved through mutual discussion. is very ancient yet continually evolving

Before India's Independence, the 'Swadeshi' spirit for sometime was propagated in Punjab by Sant Ram Singh Kuka, while he was raising his 'kook' (the high-pitched voice is known as kook in Punjabi). About the same time, the 'Swadeshi' feeling was echoed by Bankim Chandra Chatterjee in 1842 in the form of his Vande Matram song in his famous novel Aanandmath. Likewise, the trio of Lal-Bal-Pal made it the mantra of 'Swadeshi Swaraj' in the whole of India which infused life in the Bang-Bhang Aandolan of 1906-11.

– 17 – This was the principle of 'Swadeshi' which inspired Gandhi ji to awaken the people, through his 'Charkha', against the British exploitation and oppression. He made people rise against the tyrant despite all torture; he led them finally to the goal of freedom. The same feeling of 'Swadeshi' is relevant even today.

Swadeshi - Swavalamban in functional form: some projects

If the concept of 'Swadeshi' is clear in mind, even an ordinary farmer can generate good employment and income. Let us see an example, Shri Raj Kumar Arya, who lives in Mehra village in Kurukshetra district of Haryana was told by all that farming is an activity of total loss (as is the usual feeling in India). But he decided to carry on agricultural activities. He was determined to not only continue farming but also to adopt farming without having to use any urea or pesticide. He decided to grow crops on his 11-12 acres of land in a natural way with a cow at the center-stage of his scheme. He prepared manure and pesticides using only dung and urine of domestic cow. Gradually, he started getting good value for his crop. Today he is in a position to obtain even Rs. 5000 for a quintal of his wheat, only because his farming practices are completely natural. Natural farming increases not only farmers' income but it is also beneficial for the health of people as there is no use of pesticides and chemical fertilizers. Likewise, we have Nagratnam Naidu, a Swadeshi Jagran Manch, karyakarta, who lives near Hyderabad in Telangana. He had 13 acres of ancestral land, which was barren and rocky. As he holds swadeshi and virtuous values, he started improving his land gradually with efforts cantering around cow and its dung and urine (Gau Mutra). The same land now produces bumper crops and fetches him good value for the same. He has received several awards in agricultural fairs as well as from the . The Telangana Government has even held a cabinet meeting on his farm. Lijjat Pappad is another example of ' Swavalamban'. A few

– 18 – women near Mumbai started making pappads in 1964-65. Gradually, they expanded their scale of operations. In due course, this humble beginning assumed the form of a flourishing business with a turn- over of Rs. 400 crores and employment to 42,000 women. This was simply due to their honesty, commitment to quality, hard work, and above all, cooperation. These women are not employees of any company or government; they are all self- employed, self-respecting and self-reliant.

Prominent successful projects of Swadeshi in India

When the spirit of swadeshi, feeling of patriotism and self- confidence given the functional shape, institutions like Amul emerges in the process. In 1946, about 100 peasants of Kheda village in Gujrat, guided by Sardar Vallabhbhai Patel, Tribhuvandas Patel and Karsanbhai, started supplying 250 liters of milk daily to a company in Mumbai, named Polson. After initial teething troubles, they decided to form a cooperative society. Gradually this society started making good progress on account of cooperation, perseverance and sincerity among its members. More peasants stated joining this venture. The group of these peasants, after some time came to be led by Dr. Verghese Kurien (initially in the capacity of Director, and then as Chairman) , who is said to be the milkman of India. Dr. Kurien introduced the practice of proper processing of milk. As a result of dedicated efforts of these peasants and charismatic leadership of Dr. Kurien's guidance, Amul today, is a huge enterprise involving 32 lacs peasants, turning out an annual business of Rs. 40,000 crores and exporting its products to 80 countries. In this giant establishment, there is no retrenchment; no exploitation; all enjoy the opportunity of progressing as per one's courage and capability. Who are the constituents of this enterprise? Not the shareholders of any MNC sitting at far-off places in Europe or America, but only the ordinary peasants of Gujrat and India.

– 19 – ISRO: ISRO is a representation of swadeshi thought. Yes, we can say it is the symbol of 'Swadeshi'. In 2012, Barack Obama for the second time was in race for US Presidentship. During the election campaign, he was addressing a huge gathering of people in California. In his prominent election speeches, he repeatedly used the phrase “yes, we can”. This simple phrase infused in Americans, particularly black Americans, a sense of self- confidence and self-respect. ISRO, the extension of chronicle of swadeshi , is an emblem of confidence in India : “yes, I can, we can”. Our scientists, right from Satish Dhawan to K. Sivan today, have demonstrated that we can launch spacecrafts to moon (Chandrama) and mars (Mangal). We can successfully launch world- class satellites at minimum cost. We have shown that we have the expertise to launch 104 satellites in one go and set a world record. ISRO and our other great institutions are embodiments of our confidence in technological innovations; our commitment to total quality; and above all, our team spirit and confidence that 'we can'. Yoga: India has benefitted the world by imparting the great practice of yoga. World over, 21st June is celebrated as yoga divas. When Prime Minister placed in U.N.O., the proposal to celebrate yoga at the global level, it was not only unanimously accepted but it also became the resolution passed in minimum time. The noble idea of yoga-bhyas has been given to us by our great sages. It makes us healthy not only physically but also mentally and spiritually; it kindles a divine state of peace and fulfillment and more importantly, it is a source of employment for lacs of people. The world market of yoga and its related activities are now of the size of $ 120 billion, out of which $ 40 billion market is in America alone. Anyway, the truth is that yoga is one force that keeps the wheel of money moving and provides employment to lacs of people in India. In this context, Patanjali Yoga Sansthan has come up as a big center of not only yoga and pranayam but also of ayurvedic medicines. Another example of well-established swadeshi brand is Khadi Gramodyog : It was founded by the Government of India in 1956, gradually matured into a well-developed institution. Today, it is providing employment to about 20 lac people and have an annual

– 20 – turn-over of Rupees 88,800 crores. Khadi is a product , which is also being exported worldwide.

Historic time for a paradigm shift in economic landscape

Be it the man or a country or the world, everyone experiences some decisive turning point in their lifetime. The Russian Bolshevik revolution of 1917 and first World War from 1914 to 1919 were the first stage of such decisive turning points in world’s history. The second stage (1944 to 1949) was Second World War (1939 to 1945) and rise of multi-lateral trade bodies like United Nations Organization (UNO), International Monetary Fund (IMF) and World Bank. Finally, third stage includes GATT (General Agreements on Trade and Tariffs) trade negotiations and beginning of World Trade Organization (WTO). From the perspective of Indian history, Nehru ji encountered a difficult choice in 1947 regarding the adoption of a suitable economic development model for the nation. However, he settled in favour of adopting Russian Socialistic or leftist influenced model of economic development. Nonetheless, this socialistic model, also known as Mahalanobis Model was not in accordance with the nature and spirit of Bharat, yet it was forced upon the country. Five Year plans in India were launched on the ideas of PC Mahalanobis, who was economist of socialist orientation and had deeply studied the Russian Communism. The special characteristic of this model was that the government had full control over production and distribution of economic resources. This model was also termed as “Kota Raj” or “Licence Raj”. Right from the manufacturing of a small radio set to car and bus production, everything required license under this system. The focus of this economic model was on the construction of large dams, power projects and big cities. However, this model ignored the villages and agriculture. What an irony that Karl Marx favoured the labor revolution on the one hand yet he considered

– 21 – farmer as petty bourgeoisie only. This excessively government controlled and operated model of economic development obstructed the pace of development in the country. The root cause for this was that Nehru Ji neither had understanding of Bharat nor had reverence for it. He considered the Gandhian economic thought as impractical and expressed the same in one of his letter. The country was run on an external economic model for forty years without ever thinking about Bharat's real needs, nature and its resources . Eventually cycle of growth stopped and despite vast natural resources and force of large population Bharat witnessed the severe economic crisis in 1990-91. The government of the time led by Prime Minister Chandra Shekhar was forced to pledge the 46.91 tons of country's gold reserves with the Bank of England and Bank of Japan to take loans for reviving the almost dead Indian economy. It was the time for the Bharat to completely change the economic policies.

Change 2: Wrong choice of globalization

In 1991, Shri Narasimha Rao became Bharat's Prime Minister and Dr its Finance Minister. Dr. Manmohan Singh was having the same problem as was having with Pt. Nehru Ji in 1950-51. Dr. Manmohan Singh too had neither much understanding and knowledge of Bharat's economic conditions and its economic thinking nor he had the conviction. He took the country on to the path of market oriented economy or capitalist model of development which was originated in Europe and America. L.P.G. (Liberalisation, Privatisation and Globalisation) became the new mantra of the time and also the mantra for the salvation of the Bharat. Rastrarishi Dattopant Thengadi, the founder of Swadeshi Jagran Manch at that time pointed out the irrelevance of the model and also warned about the problems which country may face in future. Then at that time he announced. Neither Capitalism Nor Socialism We Need Nationalism.

– 22 – Under this model of development, country was opened for multinational companies, Government's control over the economy was slowly abolished and products reserved for small scale sector were de-reserved. For everything, the process of privatization was started and multinational companies were given liberal entry in the country. Multinational companies were given licenses to manufacture items ranging from oil and soap to airplanes. This model surely accelerated the rate of economic growth but had the limitation of being pro-consumption and destroyer of environment. On account of dependence on this model, by the year 2008, America, Europe and the World started witnessing the situation of big economic recession. The whole world has seen the irrelevance of this model which was so correctly predicted by Thengadi ji in 1990-91. And whatever destruction was being left out is now being made out by the Corona pandemic. The whole world today realizes the irrelevance of this market oriented model of economic development and the world again is in the grip of recession.

Converting difficulty into opportunity

To convert this difficult situation into opportunity, we have moved in the direction of adoption of Bhartiya Model of Development and have taken decisive initiative in this direction. In fact 'Swadeshi' is Bhartiya Model of Development and its adoption is the need of the hour. In the last 20-22 years, Bharat has established its thought in different areas. Now the time has come for us to implement Bhartiya Model of Economic Development. On 26th April 2020 Sarsanghchalak of Rashtriya Swayamsevak Sangh, Shri Mohan Ji Bhagwat in his address from Nagpur gave a call to adopt this Bhartiya Model of Economic Development. Everyone started realizing that the time has come to implement 'Swadeshi' oriented Bhartiya Model of Development. Today the whole country is gradually embracing the idea of 'Swadeshi'. The same idea was endorsed by our Hon'ble Prime Minister

– 23 – Shri Narendra Modi ji in his address in the conference of Sarpanches on 12th May, 2020 by calling it as Abhiyaan. This way he made 'Swadeshi' mantra of 'buy local', 'made in Bharat' as the mantra of the country and this is the need of time as well. This is not only the right time to have 'Swadeshi' products and 'Swadeshi' manufacturing in the country but the Government of the day appears to have the will-power to give this idea a practical shape. Growing awareness in the society towards 'Swadeshi' and its deep cooperation will witness this historic movement of economic change. In the time to come, our country Bharat will definitely succeed in setting new standards of development based on its economic philosophy and philosophy in other spheres of social life . By assimilating the emerging and new ideas of modern time will help Bharat become a world leader.

Important components of Bhartiya model of development

Bhartiya model of economic development focuses on local needs, local resources and local planning. It gives the idea of decentralized economy for a big country like Bharat. The lowest level of governance is gram (village). Hence, the journey of development will start from self-reliant village to self-reliant Bharat passing through village blocks, districts and states. Economists agree to the fact that trickle down theory in which benefit of economic development percolate downward from the top have failed. Bhartiya concept of development on the other hand stresses on development process from bottom to top and not top to bottom into a gigantic banyan tree. This is the natural development process for all, be it human -beings, animals, plants or nature. Western thinking is opposite of this and hence it faced many difficulties. In Bharat, on the other hand, we have followed this natural swadeshi model of development and for centuries, we never had the problem of economic recession and degradation of environment.

Late Shri Datthopant Thengdi ji used to say time and again that 'Swadeshi' is not confined only to selling or buying of goods or to economic matters only. Rather it is a holistic idea, a holistic way of life. The idea around which we have created our entire life for thousands of years, may be called Bhartiya model of development and in today's terminology it is a 'Swadeshi' idea with its holistic nature. The concept of 'Swadeshi' include subjects like Bhartiya civilization, culture, educational system, pride in our glorious past, and protection of our family system and environment. Giving this holistic concept a philosophical form, Pt. Deendayal Upadhyay called this Integral Humanism. He also pointed out that the solution to problems of Indian economy lies in two words, which are; swadeshi and decentralization. Environment is an integral part of the subject of 'Swadeshi'. The world today is plagued by environmental degradation. The disease of Corona pandemic is also one of the consequence of environmental degradation. The idea of 'Swadeshi' is to extract resources from the nature, not to exploit it. Western thought is based on exploitation while 'Swadeshi' (Bhartiya) thought focuses on the extraction of natural resources. For example, milking cow is a natural process but cutting cow into pieces and eating its meat (beef) is a destructive and foreign thought. It is natural to pick flowers & fruits, twigs and wood but indiscriminate cutting of forests for own consumption is destructive and a foreign idea. In 'Swadeshi' thought, nature is treated like a mother. Therefore, in Bharat from water to other things of nature, are treated with the feeling of mother and Goddesses. For example, Ganga is called mother and cow is worshipped as mother in our culture. In fact everything that gives life is considered as mother in 'Swadeshi'. That's why our old people carry the same pious feeling of kakabhushundi from Peepal tree to the bird crow. In western thought by treating unlimited consumption as a goal of human life, they have cut down the jungles not only in their countries but also in countries from Africa to Australia. The

– 25 – earth has been mined in the whole world. Seas have been squeezed. China, ASEAN countries and USA in South-Hind ocean, China, Japan and USA in North Sea are fighting with the intention to plunder the unlimited natural resources. Man has used all means to extract oil, coal and other minerals from the womb of earth for his consumption. This resulted in destruction, over the earth, sea, atmosphere and beneath the earth. Today, the ozone layer in the environment, which protects the earth from the ultraviolet rays of sun to reach the earth, has many big holes in it. We in the name of development have harmed nature a lot. Is Corona virus, the kind of revenge that nature is taking from us? The warming of earth is on account of this environmental problem. The rising level of water in seas on account of global warming has become a threat to more than 50 countries. Presidents of the state of 172 countries attended the COP-21 (Environment Protection Conference) held in Paris (France) four years ago. In order to save the environment from destruction, they signed the historic agreement called COP-21 or 'Paris Accord'. 'Swadeshi' thought is to develop and conserve the environment. Environmental friendly development can only be sustainable development. Highly energy- consuming and environment destructive development cannot be a sustainable development. This will necessarily lead to interruptions and problems. Bharat for thousands of years has taken care of sustainable development by focusing on right use of natural resources. Angus Madison, senior professor of Oxford University, in his detailed report (The World Economy: A Millennium Perspective) wrote that India's share in the world's GDP was about one - third or 33% from beginning of A.D.to 1500 AD. In the medieval period despite all the spoils of British, Mongols, Mughals, Portuguese, etc., India's share was near about 22% (1720). Nobody ever had heard of the destruction of environment in India. The Bhartiya model of development was always based on the sustainable philosophy of development that has an environment - friendly and decentralized approach. Bhartiya Families: one of the major ideas and points of

– 26 – 'Swadeshi' is the subject of the family. Nature has developed family system not only in human-beings but has also developed a strong family feeling in all living beings. Indian families in general have a feeling of safety , security, happiness and togetherness. But the western thought has impacted our family system too and has shown its ill-results. The family system in America and Europe is extremely weak because their culture doesn't teach them the concept of sharing, adjusting and dedicating time for each other. A family if not closely knit, can be reason of unhappiness which can cause increased number of diseases such as depression, B.P., sugar and hypertension in their societies. The former President of the American congress once said “What poor society we are making,12 years of babies are producing babies; blood pressure, sugar and hypertension are normal in our societies now. Our country is becoming open air hospital”. In London, 60% of the people need some medicine to sleep for six hours in night. Texas alone has 120 heart hospitals in the city. However, family system has been extremely strong for thousands of years in India and not only social conflicts but also mental and physical conflicts are very less. Family in Bharat means not only husband, wife and children but here in Bharat we have a concept of family, where nana-nani, chacha-chachi, taya-tai, mausa- mausi, dada-dadi all live together. But now a days even here, under the impact of western culture, some weaknesses in family system are visible in the metropolitan areas. Yet, Indian society is primarily committed to family system. Our society is therefore, peaceful, happy and interdependent. 'Village one family' concept is still an undeclared idea of over 50% of the population. The savings culture in our families is also a special quality. Even today in Bharat, its poorest of poor family is having some gold. While the rate of savings in Bharat has declined in last 15-20 years, it is still better than many of the advanced countries of the world. Our savings rate which used to be around around 37% is presently around 27%, while most countries of America and Europe do not save more than 10-11%. It is this savings culture that not only

– 27 – keeps families safe in the face of any problem, but even in normal days have a strong security that they have enough money or gold & silver to deal with any eventuality. While studying in detail, the 'Swadeshi' thinker Gurumurthy ji has explained how the savings culture in Asian countries and particularly in Bharat has an impact on our economy and on the prosperity of our families. However, with no savings culture in America and Europe, the state governments' social responsibility bill budget accounts for 35%. Savings is a part of 'Swadeshi' thinking.

Let us build new Bharat, Swadeshi Bharat

During this Corona pandemic, the whole country is excited over the new thought or on a new version of an old thought. This thought is, thought of buying local, swavalambi village, swavalambi Bharat, of 'Swadeshi' which is being connected with the roots of whole India and thus is exciting every citizen. To give it a concrete shape, the intelligentsia should come forward. This is a time for developing a new thinking from the stage of buying of local products by general public to a stage of planning of economic and social projects systematically based on the thoughts of economists. We should become party to this new change which whole country is witnessing. Swami Vivekanand said neither I am a forecaster of future nor I believe in forecasting, but one thing which I clearly see with my eyes is that Bharat Mata riding on a lion of Vishwa Guru is going to mentor the world at a much faster rate than earlier. It appears that time has come to realize what Swami Vivekanand ji predicted. As we are setting the best example in front of the world in fighting a war against Corona and world is following our footsteps. Similarly, the economic model of Bharat will set an ideal example for the whole world to follow.

– 28 – Bharat marching towards Swadeshi - Swavalamban (Important Points)

1. Economic models based on socialism and capitalism have failed in the world and therefore what was predicted by Dattopant Thengdi ji, the founder of Swadeshi Jagran Manch that neither socialism nor capitalism, we need nationalism, today appears more realistic. In simple words, ‘Swadeshi - Swavalamban’ is the Bhartiya model of development. ‘Swadeshi’ is a wider concept and is not simply confined to the use of goods and services, and includes love to one’s country, freedom from exploitation and economic prosperity. 2. World’s economic scenario is changing very fast. World was reeling under economic slowdown even before the Corona virus. Most of the countries of the world were facing the situation of slow growth and unemployment. Donald Trump’s trade war against China, exiting D.P.P. and COP-21 agreements, making H1B rules stricter and Brexit type decisions hints at the failure of globalization. In Bharat, also neo-liberal policies followed after 1991 have aggravated the problem of unemployment. 3. On account of Corona pandemic, people in lakhs have lost their lives and crores will loose their jobs. It has adversely affected the Indian economy as well. The model of development on account of which these diseases spread and destruction of environment takes place needs to be replaced with some alternative model and this is Bharat’s ‘Swadeshi - Swavalamban’ model. After Corona pandemic, all countries in the world are doing their best to save their economies. It appears that after Corona, economies would be more

– 29 – inward looking. The position of China and its credibility in the world will weaken and companies will leave China and may shift to Bharat and ASEAN countries. USA is also now understanding the values of life. World is now understanding that ‘Swadeshi’ thought, the philosophy of Integral Humanism , is not for Bharat only , rather it is for the whole humanity. The countries which treated the whole world as its market are now willing to understand Bharat’s philosophy of ‘Vasudhaiva Kutumbakam’. 4. The successful experiments of ‘ Swavalamban’ include; Bittu Tikki Wala (BTW), Viking Textile Company of Coimbatore, organic farming experiments, big brand of Amul and institutions like ISRO. 5. Today there is a need to revisit capitalist model’s policies of liberalization, privatization and globalization, which though have accelerated the rate of growth but simultaneously have caused much harm by way of destroying environment, and promoting consumption oriented culture. Need is to change this model and adopt the model of ‘Swadeshi - Swavalamban’, which is Bhartiya model of development. 6. The whole world including Bharat is passing through a difficult time. The need today is to convert this adversity in to an opportunity and to adopt the swadeshi model of development. On 26th April 2020 Sarsanghchalak of Rashtriya Swamsevak Sangh, Mohan ji Bhagwat, hinted towards this and the Hon’ble Prime Minister, Shri Narendra Modi ji, on 12th May 2020 gave the mantra of ‘buy local’ , ‘made in Bharat’ (be vocal for local). 7. This model of ‘Swadeshi’ , focuses on local needs, local resources and local planning. This is an idea of decentralized planning.
