JAFFNA DISTRICT

Situation update • The general security situation in the remained tense during the week, with daily shelling towards LTTE positions • 22 & 23 August, curfew hours were from 1900 - 0430 hours. From 24 July, it was once again reverted to 2100 – 0430 hours. • Commercial flights from Jaffna to will be suspended during the 1-3 August period of the SAARC.

Displacement/ Returns • No major movements were observed this week.

Sector Developments/Gaps • The Velanai Multi-Purpose Cooperative Society in the islands has started to sell fresh milk to consumers. This is the first dairy-based cooperative in the islands. Land O'Lakes is building capacity of existing structures to deliver hygienic milk and other dairy products and has launched a marketing strategy for dairy products produced by the Development Cooperative Society. Nine new outlets are now operational in the district.

KILINOCHCHI & MULLAITIVU DISTRICTS & Manthai West (located in but covered by )

Situation update • The security situation in Kilinochchi and Mullaitivu districts remains tense and unpredictable due to ongoing military operations and exchange of mortar / artillery shelling around the northern and southern FDL areas with growing numbers of people affected, including new IDPs. • Telephone land services in Kilinochchi were not operating from 18 July evening to 21 July and again, from the evening of 23 July to date.

Displacement/Returns • Increasing numbers of people are being displaced as the lines of fighting move north along or near the A32 in Manthai West, including the capture by the SLA of Vidaththalthivu and Illupaikkadavai on 15 & 20 July respectively. More than 5,500 families are expected to be displaced from Manthai West AGA division and Mulankavil (Poonakary AGA division in Kilinochchi District). While the residents of Manthai West began to move in small numbers after the capture of Vidaththalthivu, large-scale movements began on 20 July after the capture of Illupaikkadavai and subsequent fighting in areas closer to Mulankavil. • GA-Kilinochchi reports 5,026 families have been registered as IDPs in Karachchi AGA division while 959 families have been registered in two villages in Poonakary division during the past two weeks. Registration of IDPs is ongoing throughout Kilinochchi district. Final figures are expected to be higher.

Colombo Sri Lanka Sector Developments/Gaps • Following recent confrontations in Manthai West, Thunukkai and Manthai East divisions, three government hospitals in Mallavi, Vellankulam and Neddankandal were relocated last week to the Akkarayan government hospital. The hospital is already under-staffed and functioning with minimal facilities. On 24 July, RDHS requested humanitarian agencies to assist in addressing urgent needs of the hospital. • GA-Kilinochchi sent a request last week to the SF Commander through the CGES for 3,500 liters of diesel to continue water bowsering for IDPs. Fuel shortages are inhibiting the ability of the Pradeshiya Saba to bowser water. • Mission reports indicate that large number of newly displaced people are sheltering under trees along the roadside with limited access to basic facilities. UNHCR and UNICEF continue to distribute tarpaulin sheets. Over the past week, 817 tarpaulin sheets were distributed at IDP sites in Akkarayan. • The second term school examinations for Kilinochchi and Mullaitivu districts, scheduled to take place on 21 July were postponed indefinitely due to ongoing displacement. Several schools in Manthai West, Manthai East, Oddusuddan and Poonakary AGA divisions have been relocated or are being used to accommodate IDPs. • RDHS and GA-Kilinochchi held a health meeting on 25 July to facilitate coordination of health related operations and address current health priorities for the IDP community. • From 01-18 July, WFP distributed food to 1,308 families (41,050 persons) in Mullaitivu including 1,000 IDPs displaced since 01 July 2008. In Kilinochchi district, WFP distributed food to 14,754 families (54,746 people) including 3,000 IDPs displaced since 01 July 2008. • Supplementary food packs are being provided by DRC, World Vision and ZOA. 500 food packs sufficient for two weeks were distributed during the past week in four IDP locations • At the IDP assistance meeting on 21 July, the DS Kilinochchi upon the request of GA-Kilinochchi requested support for 2,500 temporary shelters. Several humanitarian organizations have committed 1,500 temporary shelters for newly displaced families settled in the Kilinochchi district. Last week the GA made a request to the GoSL for another 1,000 temporary shelters, while the GoSL has provided GA-Kilinochchi has received Rs. 2 million for temporary shelter purposes. Humanitarian actors last week committed 450 temporary shelters for the newly displaced in Mullaitivu. • The IDP Cell meeting on 24 July in Kilinochchi has agreed to meet three times a week on Monday, Wednesday and Friday in order to facilitate IDPs related programmes in the region. The first meeting will take place on 25 July at UNHCR.

MANNAR & VAVUNIYA DISTRICTS

Situation update • The situation in Vavuniya and Mannar District remains volatile, with high levels of tension amongst the population. Military operations continue in Manthai West division, with intense, daily confrontations between SLA and LTTE.

Displacement/Returns

• New statistics received from the Office of the GA Mannar (21July 2008) indicates there are 6,217 families (22,797 IDPs) registered in the District. The situation in Manthai West is changing rapidly with the population moving further north away from hostilities. It is estimated that approximately 2,000 families have fled Manthai West DS division and proceeded to Kilinochchi and Mullaitivu districts. • Small numbers of IDPs continue to arrive in Mannar by sea from LTTE controlled areas. Due to lack of space at the Kalimoddaipuliyankulam IDP site, arrivals are now being accommodated in the recently established Sirukkandal IDP site. The population of the Sirukkandal IDP site stands at 40 families (89 individuals) and 232 families (514 individuals) remain at Kalimoddai.

Sector Developments/Gaps • On 17 July, a fire broke out in unit 8 of the Poonthoddam welfare center in Vavuniya; 120 families were affected. Humanitarian organizations and the GA office are providing assistance. The daily allocation of Rs. 70 per person/ per day is insufficient to provide cooked meals. • Vavuniya based organizations are facing difficulties in accessing IDPs in the northern Vavuniya area. Kilinochchi based organizations are providing limited assistance as they struggle to address basic needs of the increasing caseload in Kilinochchi and Mullaitivu districts. Vavuniya authorities are taking action to provide food rations to IDPs in Vavuniya North IDPs, with discussions continuing on beneficiary lists and supply chains. • Due to the deteriorating security situation, UNHCR has been asked to suspend the relocation programs in Vavuniya district, which was to target 300 families in 2008.

Situation update The situation remains relatively stable, with returns continuing and early recovery and stabilization measures underway.

Displacement/Returns • On 18 July, authorities organized return for 55 families (167 persons) from Batticaloa to Muttur East; 9 families (32 persons) to Veeramanagar, Paddalipuram GN; 23 families (63 persons) to Thangapuram; 2 families (5 persons) to Srinivasapuram, Pallikkudiyiruppu GN; 11 families (27 persons) to Neenakerney and 12 families (14 persons) to Nalloor, Nalloor GN division. This was the first return movement to Naloor GN division.

Sector Developments/Gaps • The CBSM (Confidence Building and Stabilization Measures) project, which is supported by UNHCR and aims to build confidence between different communities and also has a civil-military component, has commenced in Trincomalee District. The Ministry of Disaster Management and Human Rights is in the process of recruiting staff for the initiative. • On 22 July, Oxfam GB in collaboration with the Ministry of Agriculture (Eastern Province) organised a start-up of Market Garden Value Chain Development workshop. Participants from government departments, bank officers, I/NGO and UN agency representatives participated in the workshop. • At the 23 July shelter meeting, UNHCR indicated it would support IDPs from the Muttur East HSZ (Sampoor East, Kadarkaraichenai, Koonitivu and Sampoor West), provided the relocation are voluntary. Currently IDPs have not indicated a willingness to relocate.

BATTICALOA DISTRICT

Situation update • There has been an increase since last week in reports of armed robberies,shootings, and abductions.

Displacement/Returns • As of 18 July, according to government statistics, the number of IDPs in the district has reduced to 4,580 families (17,254 persons) from the 17,455 persons last week, following returns to Trincomalee on 18 July.

Sector Developments/Gaps • OCHA facilitated an Inter-Agency Rapid Assessment to Kiran/Koralai Pattu South in Thikilivedai to assess progress of recovery efforts. Families returned to the area on 22 May, but face difficulty accessing wat/san and education facilities. The assessment highlighted the need for advocacy on gap areas. The water situation has improved with the commitment of World Vision to bowser water for one month to Thikilivedai, while reimbursement for operational costs of the Pradeshiya Saba are resolved. • At the Chenkalady livelihood coordination meeting, the DS reported that only a few actors are supporting border villages in Ampara and requested agencies to consider implementing projects for returnees. • ACTED agreed to cover the gaps in chena cultivation in Chenkalady DS.

AMPARA DISTRICT

Situation update • The security situation in Ampara remains largely unchanged since the previous week.

Displacement/Returns • UNHCR reports IDP statistics from the GA Office as 4,431 persons (1,205 families).

Sector Developments/Gaps • UNHCR is conducting a district-wide assessment on durable solutions for conflict IDPs in . An initial assessment was completed for Alayadivembu on 24 July. • IOM and UNICEF are distributing NFRI items to tsunami-affected IDPs still residing in camps along the coast. • UNDP’s Equal Access to Justice Project implemented with the Ministry of Constitutional Affairs and National Integration and the Ministry of Justice and Law Reforms plans to undertake a comprehensive nationwide assessment of access to justice issues from 2008-2012. A workshop was held in Sainthamaruthu with the participation of UN, INGOs, Government heads of department and civil society.

Eachchilampattai 16 MT of mixed food commodities were despatched to 11 schools to feed 1,800 children under FFE Programme. NFRI NRC Muttur East NRC is providing the tool kit which is include the craw bar, Jungle knife, hammer and Shovel to the resettled families through the UNHCR. Up to now 704 kits were distributed. Early Recovery UNDP TRP Thampalagamam Under the EU funded Livelihood Development Project, UNDP TRP has assisted to construct a milk chilling plant at Thampalagamam Veterinary Office. Chilling plant (1,000 liter) has been installed and selected members from the Livestock Breeders Cooperative Society (LIBCO) and representatives from the Department of Animal Production & Health have under gone a training programme in operation and maintenance of the plant.
