New Business Mr. Pete Hoeman conducted Title IX training for the board members.

Dr. Copenhaver gave an update on the Greenbrier County Schools Partnership.

Dr. Copenhaver gave an update on the Green House.

Dr. Copenhaver reviewed the new structure to the organizational chart. The Regional Directors of Operations will now report to the Executive Director for Institutional Advancement and the College Foundation. Their new titles will be Campus Director and Community Outreach. The Office of Communications will also now report to the Executive Director for Institutional Advancement and the College Foundation. The Director of Institutional Effectiveness and Grants will report to the President. The Director of Student Success received additional administrative duties for Student Affairs.

Dr. Lemke called for a motion to approve the new organizational structure as presented. Mr. Martine made a a motion to approve the new organizational structure as presented; Mr. Barnes seconded the motion. The motion carried.

Dr. Copenhaver proposed new practices and introduced Board of Governors Training. She would like to seek the input of board members to find out what type of training they would like to have.

 Within the revenue for “Sales and Services of Educational Activities” the breakdown of those funds includes: o $ 44,631.20 – Workforce Education o $ 00.00 – Continuing Education

 Within the category of “Miscellaneous Revenue” the Community Education revenue accounts for $525.00 of the total. The remaining revenue is bookstore, bookstore commission, vending machine commissions, rent, and other. The cash balances are:

July and August 2019 Cash Budget versus Actual Cash presents the released of the first quarter appropriation of One Million, One Hundred Seventy-Two Thousand, Nine Hundred Dollars ($1,172,977.00) and accounts for 20 % of the original Five Million, Eight Hundred Sixty-Four Thousand, Eight Hundred Eighty – Six ($5,864,886.00). Sales and Service Education Activities was Forty-Four Thousand, Six Hundred Thirty- One Dollars and twenty cents ($44,631.20 - Workforce). Miscellaneous was Five Hundred Twenty-Five ($525.00). 1. MCC: Lower Floor Project: City of Princeton: Continued:

 City of Princeton has prepared a plan to reopen the lower floor of the MCC building and presented it to the Fire Marshal (regarding firewall surrounding the mechanical room)  Fire Marshal has reviewed the plan presented, visited the location and has given approval for the city to move forward with the proposed plan.  Plan C was approved (indicated in red below)  Approval for use of the back elevator was given by the Fire Marshal, also move forward with certification by the elevator Inspection Company and state inspection office.  The occupancy of the floor for approval is 100.  Additional work will be needed to utilize the space, including ceiling tiles, installation, painting etc.

Final Comments The structure of this house is good. Some areas of main original structure has some minor wood rot and parts of structure were not visible. The major concerns are the roof and the exterior of the house, mainly the porch with areas of siding and eaves. The electrical components appear to be in good condition with some minor issues needing attention. Although the water was not on, it appears to be in good condition. HVAC appears to be in good condition, recommend having unit serviced before use. Overall this house is solid and needs attention to roof and exterior as noted in report.

New River Community and Technical College provides accessible, affordable, quality education and workforce programs to meet the needs of the region that it serves.

 Fundraising o The Foundation office completed the following fundraising activities: . Finalized the PayPal online payment for New River CTC Invitational landing page. . Coordinated mailing of the 2020 New River CTC Invitational sponsorship packages. . Worked with Communications on the editing and writing of the 2020 New River CTC Invitational sponsorship package, landing page, advertisements, social media posts, press release, and Constant Contact emails to prospective donors.

 Recruitment Activities o The Campus Directors engaged in the following recruitment activities: . Mr. Billy Potter met with Bluefield, Princeton Senior, and Liberty High school students to discuss EGDE transcript process and career and technical programs. . Mr. Potter sent letters to all Mercer and Raleigh County high schools to recruit and promote EDGE career and technical classes and careers. . Ms. Mary Igo presented information about New River Community and Technical College and the WV Invest program at the Nicholas County High School Open House event. The event was well-attended by parents and students

were on hand to ask questions about the College and programs. . Mr. Roger Griffith and the Greenbrier Valley Campus, hosted James Monroe, Greenbrier East, and Greenbrier West seniors during the month of September. The students spent the morning on campus and were introduced to faculty and staff who represented different academic or workforce training areas, including auto mechanics, diesel mechanics, industrial technology, line service mechanics, spa services, allied health, paramedic and EMT, information technology, cyber security, and transfer and pre-professional education. o Cosmetology faculty visited the following schools for recruiting efforts: Pocahontas High School, James Monroe High School, Summers County High School, Greenbrier East High School, and Greenbrier West High School.

 Partnerships and Articulations o Mr. Griffith assisted with the installation of the Zoom Room for Summers County High School. Dr. Dave Ayersman has been working with Mr. Ken Lester, Technology Lead for Summers County Schools, to arrange for the installation. Once the room is installed New River CTC will be able to send a large selection of courses to Summers County High School for their students to take as dual credit courses or early entrance courses. Summers County is the first county to partner with New River CTC to deliver courses by this modality. o The Office of Communications coordinated with BridgeValley CTC to schedule photo opportunity for the dental hygiene program agreement signing. The Office of Communications has also written a news release and created a promotional flyer to promote the agreement. o The Foundation office attended the Nonprofit Storytelling 101 workshop sponsored by Nicholas County Community Foundation, West Virginia Community Hub, and Philanthropy West Virginia. o Southeastern Consortium met on September 16, 2019. Work continues in increasing opportunities for EDGE students with New River CTC. o Drs. Copenhaver and Pagan met with Drs. Nelson and Morris of Glenville State College to discuss future articulation agreements. Dr. Morris, Interim Provost, and Dr. Pagan will meet at a time to be determined to work out the details of future articulations. o Dr. Pagan attended the Local School Improvement Council meeting hosted by the Academy of Careers and Technology. The meeting took place on September 3, 2019. Dr. Pagan serves as a member of the Improvement Council.

o Dr. Wendy Patriquin attended the Chamber of Commerce Education Committee on September 6, 2019 representing the College. o Dr. Pagan and Mr. Brian Sampson attended the AeroReady Taskforce meeting on September 20, 2019. Dr. Pagan has taken the lead on this project and led the discussion and planning of the meeting. Monthly meetings are being scheduled. o Dr. Pagan, as Program Chair for the West Virginia Association of Academic Administrators, a statewide association consisting of both four-year and two-year institutions is leading the planning of this year’s annual convening. The meeting is scheduled to take place October 5-6, 2019. o New River CTC is partnering with the Ghent Volunteer Fire Dept. once again this in planning for this year’s Trunk or Treat event which will be held at the ATC. Mr. Potter has been working with the fire department in planning this event. o West Virginia American Association of Collegiate Registrars and Admissions Officers College Day Fairs have begun. These fairs will run through October.

Affordable  Scholarships o The Foundation office provided the fall 2019 scholarship award funds applied to student accounts, assisting students and financial aid representatives. o The Foundation office hosted and coordinated the 3rd Annual New River CTC Scholarship Banquet; including invitations to students, community members, and event planning. o Finalized the accounting of the Scholarship Resolution’s permanent file for the independent auditors.

 Grants/Donations Received o The Foundation office submitted the grant application to Nicholas County Community Foundation for Nicholas County Campus Community Theater Class/Performance. o The HVAC Training Grant has been submitted to the CTCs. New River CTC is awaiting review and acceptance of this grant which should take place within the next few weeks. If accepted, it will provide expanded training opportunities for New River CTC students.

Quality Education  Dual Enrollment o Ms. Igo enrolled 51 students from Webster County High School in a dual credit ENGL 101 course for the fall 2019 semester. The Webster County School Board and the high school have worked very hard to increase the college going rate of their graduating seniors by implementing many programs such as paying the tuition of any high school student taking a dual credit course at New River CTC.

 HLC Four-Year Comprehensive Evaluation o The HLC Core team met September 19, 2019 to start planning for completing the required interim reports due to HLC by May, 2021.

 Academic Support Services o Mr. Potter attended the student success center workshops at Mercer County Campus to help students improve the following skills: academic performance, overcoming anxiety, time management, peer study groups, problem solving, critical thinking, test taking, and exam preparation. o Enrollment Management Plan was completed in draft form and submitted to Dr. Copenhaver for her review and comment on September 13, 2019. o A team consisting of Drs. Pagan and Patriquin, Ms. Tracy Evans, Mr. Sampson and Mr. Alberto Razzo III attended a HEPC sponsored statewide advising workshop on September 16-17, 2019. Recommendations for addressing advising issues and concerns was sent to Dr. Corley Dennison, Vice Chancellor by September 27, 2019. o Ms. Tamara Rahal, Dr. Pagan, and Ms. Jennifer Jones are planning a hands-on Advising Workshop for all full-time faculty and student affairs staff. The workshop is scheduled for October 18, 2019 from 9 a.m. to 3 p.m. Funds for the workshop were obtain through a $5,000 HEPC grant. o Title IX training was held on September 16-17, 2019 at the West Virginia School of Osteopathic Medicine in Lewisburg. The following College employees attended: Drs. Copenhaver, Ayersman, and Shields, Mr. Griffith, Ms. Igo, Mr. Potter, Ms. Rachel Kelley, Ms. Janelle Schofield, Mr. Robert Runion, Mr. Pete Hoeman, Ms. Heike Soeffker-Culicerto, and Ms. Marie Rhodes. o West Virginia Invests: 87 students were certified to date. The first payment of $116,732 has been received.

o The College is currently finishing the final enrollment of all dual credit courses for the fall semester. o Ms. Wanda Johnson held community fairs at all New River CTC locations. o GVC hosted a booth the Chamber of Commerce event on September 26, 2019 at the State Fair Grounds. o Dr. Copenhaver met with Dr. Donna Burge-Tetric, Superintendent of Nicholas County Schools, Gus Penix, School Board President, and Ms. Igo on September 6, 2019. There will be a follow up meeting to discuss partnerships and formal articulation agreements soon.

 Program Development o The EMS/Paramedic program developed a training video using the new mobile trainer. o Constitution Day was recognized on September 17, 2019. Ms. Stacy Reikowsky, Instructor of History, provided a presentation on the Constitution. Pocket Constitution books were available at each campus for students.

Workforce Programs  Workforce Advocacy o Mr. Potter met with West Virginia Manufacturers Education Fund to discuss hosting the Explore Academy at RCC. o Mr. Potter met with Mercer County Economic Development Association to discuss Mercer County Portal Initiative, and co- hosted a business lunch with Mercer County Economic Development Association and AEP. o Ms. Igo and Ms. Kincaid presented information about New River CTC’s efforts to assist the workforce training needs of the Lumber and Timber Industry in the Nicholas, Webster, Fayette, and Raleigh County Area. The Forestry Forum was held at the Convention Center in Summersville. In attendance were individuals from industry partners, education, state regulatory agencies and the federal park/forest system as well as representation from local, state, and federal elected officials with an interest in this industry flourishing. Mrs. Igo outlined the three most recent programs that New River CTC has developed for that industry and noted that the College needed help from the industry and agency partners with joint advertisement and encouragement of enrollment in future programs. o Mr. Griffith worked with Ms. Gloria Kincaid to identify a faculty member to deliver real estate education and certification courses at the Mercer County Campus. The real estate education program has been very successful over the years at the Greenbrier Valley

Campus. Mercer County is an area that has a need for real estate certification and recertification courses. o Ms. Kincaid, Ms. Igo, and Dr. Copenhaver attended the Fayette County Community Good News Meeting: Cradle to Career Initiative by Strive Together . This initiative seeks to pool community resources and talent to close gaps in education and overcome obstacles to education. This was an introductory meeting to present the initiative to the community and see if there would be interest in pursuing it further.

 Partnership o Mr. Sampson is working on a potential partnership with Leslie Equipment Corporation. This partnership may include additional training opportunities and future job opportunities for diesel technician, welding, and possibly heavy equipment programs. Meetings have identified a need for a heavy equipment technician (mechanic) program. Options for this program could include technical program expansion of the diesel technician program or a workforce training program.

 Workforce/Technical Programming o A new session of Neurofeedback began on September 16, 2019. There are four students participating in this ten-week training session. Students will receive their NeurOptimal Certification with successful completion of the program. o CDL Class A program is slated to start on September 30, 2019. . The program has had a number of recent inquiries, but zero eligible participants. Most participants are unable to join the program due to a lack of funding. . A majority of CDL students from the past two years have been funded through Workforce WV and a program called WIOA (Workforce Innovation and Opportunity Act) which have run out for now. Prior to this drop in funding, the program ran at near capacity for the first seven months of the year. o The lumber and mill training was canceled due to lack of company and student interest. Nearly all regional lumber companies expressed a need for lumber and mill training. After months of planning and advertisement, due to a downturn in the lumber industry, as communicated to New River CTC workforce staff, all business participants and partners were not able to send employees to training. o The new barbering concentration, provided along with our cosmetology program, launched on September 30, 2019. Due to

recent construction issues at the Greenbrier Valley Campus, the WV Board of Barbers and Cosmetologists has approved a temporary classroom location at that campus until November 1, 2019. A new barbering instructor, Crystal Yates, has been hired and is ready to begin instructing the program. o The massage therapy program recently went through a state required program audit.

Service to the Region  Community Outreach Activities o Mr. Potter participated in the following community outreach activities: . WISE- Women In Search of Empowerment at their Education & Health retreat in Bluefield . Hosted 27 students at the ATC from Ghent Elementary . Hosted 60 students at the ATC from Crescent Elementary . Assisting the workforce staff in the “Trunk-or-Treat” event in conjunction with local fire departments at the ATC . Attended the Raleigh County Chamber of Commerce Career Day for all Raleigh County 8th graders at Marquee Cinemas . Participated in the Princeton Autumn Fest o Ms. Igo participated in the following community outreach activities: . Assisted the Summersville Rotary Club and Chamber of Commerce at the 50th Annual Nicholas County Potato Festival. The volunteers assisted with registering participants in the Potato Judging and Auction as well as helped the youth activities such as the Spud Hunt and Sack Race. . Attended the joint Fayette Raleigh County Chamber of Commerce Business After Hours at the Bechtel Summit Boy Scout Reserve. Ms. Igo will be added to the list of nominees to serve on next year’s Fayette County Chamber Board. o Mr. Griffith and the Greenbrier Valley Campus hosted the Greenbrier Valley Medical Center’s Nursing Education Week. The nurses from GVMC spent September 23-27, 2019 in the Fort Arts and Sciences Building for recertification education. o Ms. Canterbury volunteered to support the Beckley-Raleigh County Chamber of Commerce Appalachian Festival. o Ms. Canterbury supported College efforts attending the WV Chamber Business Summit at The Greenbrier, August 28-20, 2019 o Beckley Elementary Read A Loud for the 2019-20 school year began September 18. Ms. Canterbury reads to Ms. Jones’ fifth grade class.

Other Activities  Campus Improvements/Facilities o The Greenbrier Women’s College Memorial Garden is almost compete on the Greenbrier Valley Campus. The final plantings will take place over the next month. The Memorial Garden is a wonderful addition to campus. A large stone seating area, including a stone staircase, enables campus and community members to enjoy a relaxing atmosphere to read, study, or relax. The project was more than two years in the development and implementation stage. The results are were well worth the time and effort of those involved in the project.

 Technology o Distance Education Advisory Committee . The first meeting of this group has been scheduled for September 27, 2019. o Library Services Advisory Committee . The first meeting of this group has been scheduled for October 4, 2019. o Zoom Upgrades and Enhancements . Grant funding was used to purchase a Zoom room for Summers County schools and that equipment will be installed soon. It will be owned and managed by New River CTC but located in Summers County. Mr. Griffith and Mr. Steve Lacek are working on purchasing equipment for Pocahontas High School. . To ensure that evening IVN support is covered after Mr. Brian Hatcher departs at the end of this month, the department is re-assigning some responsibilities. Advertise for a new Help Desk Manager will be forthcoming. o Electronic Signatures . DocuSign has been implemented and Finance was first to pilot it with the Purchase Request Form. Of the 500 envelopes we purchased, only 16 have been used to date. o Banner and Reporting . Ms. Dara Fann is continuing to work with WVNET to implement our Banner 9 modules. She’s also working with groups of individuals to pilot each module as it is implemented. She has also explored options for better accommodating WorkForce needs but is working within Banner to meet these needs. . The summer HEPC submission and financial aid submission reports have been completed and additional reports are now being created to meet upcoming deadlines.

. Mr. Jason Garris automated reports from DropGuard which are being delivered to the Deans and the VPAA&SA regarding faculty participation and student Milestones and Warnings that have been assigned. He has also automated other reports that go to support staff and advisors. o Training and Workshops . The ITS staff delivered workshops on Zoom, DropGuard, and Banner/DegreeWorks for employees at the Faculty Institute. . Ms. Fann has provided multiple workshops since Faculty Institute that have been focused on advisor registrations in Banner to guide them through steps for registering students. She’s also improved the process for updating advisors in Banner, and she’s working with the Registrar’s office to deliver workshops to faculty for entering grades in Banner. . Lynda.com has been purchased by Linkedin and has been renamed Linkedin Learning. Linkedin Learning is updated in the portal, and it is working. All students and employees are included in the site license for this training resource. User assignments to groups is being finalized and then an announcement regarding this upgrade will be made. . The initial training campaign for cybersecurity (KnowBe4) began on September 4, 2019, and all employees, including adjuncts and Board of Governors members, are required to complete it within 30 days. This training is a requirement by BRIM insurance but is also a very good thing to do anyway, given the rapid increase in cyberattacks by email and phone that has been occurring with the campus systems. As of September 9, 2019, 45 percent of College employees have completed this training.

o Communications . Collaborated with Dr. Copenhaver on Moving Mountains submission to appear in WV Executive Magazine . Ms. Canterbury attended marketing expert and Amazon bestselling-author, Tom Ray’s presentation “Branding is out, results are in” in Beckley. .  President’s Activities o The Higher Education Act requires institutions to report gainful employment statistics in order to have a program approved for federal financial aid eligibility and data on gainful employment—or the ability to get a job in the field of study—must be published for

students. This portion the law will be repealed July 1, 2020. Institutions are able to apply for an early adoption of the appeal, and New River CTC has done so effective on September 26, 2019. o After a meeting with President Carolyn Long and a thorough discussion with Chancellor Sarah Tucker, the Cabinet and the Executive Leadership Team, on September 27, 2019 New River CTC allowed WVU Tech to operate a culinary Associate degree at their campus. WVU Tech will not be seeking other Associate degrees nor will it stop New River CTC from operating a culinary program at the Greenbrier Valley Campus if the College ever chooses to purse that program. Additionally, both Colleges will come together to find meaningful articulations of programs. o The federal default rate for fiscal year 2016 is 15.6. As a point of comparison the default rate for fiscal year 2015 was 22.2. The threshold for action required by an institution to take action to lower the rate is 30. o The College had anticipated that the substantive change request with HLC for an LPN to RN Bridge Program would be adjudicated at the October meeting. The item was moved to the December meeting and some additional material was sent to supplement the original application. Given the new date of December it is highly unlikely the program will start in January. o Met with Dabney S.
