1. Welcome Steve Deneys, representative for the Towns of Scott and Pittsfield, Mike Goral, representative for the Towns of Eaton and New Denmark, and Dan Segerstrom, representative for the Villages of Denmark, Pulaski and Wrightstown to the Planning Commission.

N. Dantinne welcomed new members.

2. Approval of the minutes of the February 3, 2021 regular meeting of the Brown County Planning Commission Board of Directors.

A motion was made by G. Pahl, seconded by P. Hopkins, to approve the minutes of the February 3, 2021 regular meeting of the Brown County Planning Commission Board of Directors. Motion carried.

3. Receive and place on file the draft minutes of the March 8, 2021 meeting of the Transportation Coordinating Committee (TCC).

A motion was made by D. Kaster, seconded by P. Hopkins, to receive and place on file the draft minutes of the of the March 8, 2021 meeting of the Transportation Coordinating Committee (TCC). Motion carried.

4. Discussion and action on the Draft Major Amendment #2 to the 2021-2024 Transportation Improvement Program (TIP) for the Green Bay Urbanized Area.

L. Conard noted as detailed in the staff report, the MPO is required to issue an amendment to the Transportation Improvement Program (TIP) when any programming or funding changes related to the urbanized area’s federally funded road, highway, and public transit projects are proposed.

WisDOT staff has requested that the Brown County Planning Commission Board of Directors amend the current TIP to reflect the addition of design work for the I-41 Expansion Project.

L. Conard continued that the project includes design work for the reconstruction of 23 miles of I-41 from Scheuring Road in De Pere to STH 96 in Appleton. The project will seek to improve congestion, safety,

1 surface condition, and geometrics. The design work is scheduled for 2021 and 2022 at an estimated cost of $4,200,000.

MPO staff completed the necessary public review process and recommends approval.

D. Kaster asked about recent work on this segment of I-41.

C. Runge acknowledged this work noting that several improvements were made to the freeway in advance of being designated as an Interstate. This work included shoulder widening and work on select interchanges. The requirements for Interstate designation are more stringent than that of US Highways. The project in the amendment is design for widening of I-41 by one lane in each direction. It also includes a new at Southbridge Road.

D. Kaster noted the letter received during the public review and comment period and the relationship to the project.

L. Conard noted that the individual had questions about whether the MPO was in compliance with the Americans with Disabilities Act. L. Conard noted that, as an agency, the MPO is in compliance with all applicable federal laws as detailed in Appendix E.

B. Brock confirmed C. Runge’s comments regarding recent improvements to I-41 and noted that maintenance work also occurred.

B. Brock referenced the project justification page in the staff report.

B. Brock noted that the project team will conduct extensive public outreach and it is anticipated that a public meeting will be held in the near future.

2 A motion was made by G. Pahl, seconded by D. Coenen to approve the Draft Major Amendment #2 to the 2021-2024 Transportation Improvement Program (TIP) for the Green Bay Urbanized Area. Motion carried by a vote of 21-0.

5. Discussion and action regarding $29,284 in Federal Section 5310 Program funds made available to the Green Bay Metropolitan Planning Organization (MPO) from the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) and funding awards.

L. Conard stated that Federal Section 5310 provides funding for transportation-related services and equipment that assist seniors and people with disabilities. The MPO is designated with project approval authority for the Green Bay Urbanized Area.

On December 27th the Coronavirus Response and Relief Supplemental Appropriations Act, which included Section 5310 supplemental appropriations for COVID-19 relief, was signed into law.

L. Conard continued that after administrative fees, the MPO will be able to award $29,284 to projects that demonstrate a strong relationship to the Coronavirus. MPO staff issued a request for projects and one application was received.

Green Bay Metro is requesting funds to offset the cost of three Quantum automatic wheelchair securement stations to be installed on three fixed route buses.

L. Conard noted that the automatic wheelchair securement device allows passengers to secure their wheelchair themselves with a touch of a button and without the help of the driver, eliminating the close contact that is required with traditional securement systems.

Since the project is beneficial to people with disabilities and demonstrates a strong relationship to the Coronavirus, the Transportation Coordinating Committee, which met on March 8, made a recommendation to the BCPC Board for approval.

C. Runge played a 39 second video demonstrating the use of a Quantum securement station.

A motion was made by P. Hopkins, seconded by P. Blindauer to approve $29,284 in Federal Section 5310 funds to offset the cost of three Quantum automatic wheelchair securement stations to be installed on three Green Bay Metro fixed route buses.

L. Conard informed the BCPC Board that the most recent stimulus act, American Rescue Plan Act or ARPA, has made available the same amount or $29,284 to the Green Bay Urbanized Area and staff will be bringing this to the BCPC Board for action (tentatively scheduled for August).

6. Brown County Planning Commission staff updates on work activities during the month of February and March 2021.

A motion was made by P. Kiewiz, seconded by D. Coenen, to receive and place on file the staff updates on work activities during the months of February and March 2021. Motion carried.

7. Planning Directors Report.

C. Runge noted that Dan Teaters resigned from the planning commission and has accepted the job of Zoning Administrator for the Town of Ledgeview. C. Runge stated that the process of filling the position went very quickly. Interviews have been conducted and an individual has accepted the position and will start on April 19.

C. Runge stated that D. Teaters’ Environmentally Sensitive Area (ESA) and Sewer Service Area (SSA) duties have been assigned permanently to Devin Yoder, Senior Planner.

C. Runge has been handling D. Teaters’ land division responsibilities, and this will continue until the new Senior Planner starts on April 19.

D. Yoder will be in charge of the update to the Brown County Sewage Plan Update. The first steering committee meeting is scheduled for next week. 3

The new Senior Planner will be updating the Brown County Subdivision Ordinance (Chapter 21), and that process will begin in July.

C. Runge noted that the department is currently recruiting a Senior Transportation Planner and interviews have been scheduled.

N. Dantinne asked C. Runge to provide a brief history and update on the status of the STH 29/CTH VV Interchange and South Bridge Connector projects as there are several new planning commission members.

C. Runge provided the history of the conversion of STH 29 as an expressway to a freeway. The last piece, which is the construction of the interchange at STH 29 and CTH VV, is underway.

Brown County applied for a very competitive federal discretionary grant for the STH 29/CTH VV project, and the project was awarded nearly $20 million.

R. Suennen suggested that WisDOT did not offer up as much state money for the project as they have done for other projects.

C. Runge noted that project is able to move forward because WisDOT has been willing to take on the heavy administrative burden associated with the project, which is something Brown County does not have the staff to do. WisDOT’s staff contribution has been significant. The project is scheduled to be completed in the fall of 2022.

C. Runge provided a history of the South Bridge Connector project noting that it first appeared in county plans in the 1960s. C. Runge continued that after many years of study and the completion of a Tier 1 Environmental Impact Statement (EIS), the Record of Decision (ROD) was signed in October of 2020, which, per agreement with WisDOT, will allow a new Interchange at I-41 and Southbridge Road to be included in WisDOT’s I-41 expansion project.

C. Runge stated that the project will likely be built in five segments. Section one includes the section from Packerland Drive to Lawrence Drive, and it includes the new interchange at I-41.

D. Lindstrom asked about membership for the steering committee for the sewer service area plan.

C. Runge noted that staff will be putting together the plan on behalf of the Department of Natural Resources (DNR). The DNR delegates Brown County to write the plan and carry out code enforcement administration.

Communities included on the committee include those that are partially in/partially out of the sewer service area (SSA). Communities such as De Pere and Green Bay that are already completely within the SSA do not have representation on the committee. Everyone is welcome to attend the committee meetings as they are open to the public. Staff will also update the planning commission throughout the development of the plan.

P. Blindauer stated he saw on the news that high-speed passenger rail could be coming to Green Bay and stated he supports that effort.

C. Runge noted that approved MPO plans, including the long-range plan, endorse the development of high-speed passenger rail if found to be feasible.

R. Suennen mentioned the need for parking at the train station and the need for transportation to your final destination once you reach the terminal (first and last mile issue).

Discussion regarding the convenience and affordability of the Hiawatha rail service between and occurred.

P. Blindauer stated he would use such service as this would allow him the ability to work on the train for 3 or 4 hours each way.

4 G. Pahl asked if anyone knows how many people travel between Green Bay and Milwaukee each day.

C. Runge stated that information is not known.

P. Kiewiz noted that the Transportation Center is a hub for private intercity bus operators. Multiple buses leave the center each day and travel to Milwaukee. P. Kiewiz estimates that 20-30 people each day use the service.

RESOLUTION NO. 2021-03

RESOLUTION OF THE BOARD OF DIRECTORS OF THE BROWN COUNTY PLANNING COMMISSION APPROVING REVISIONS TO THE GREEN BAY URBANIZED AREA’S FUNCTIONAL CLASSIFICATION SYSTEM

WHEREAS, the Brown County Planning Commission is the designated Metropolitan Planning Organization (MPO) for the Green Bay Urbanized Area with responsibility for carrying out an urban transportation planning program; and

WHEREAS, United States Department of Transportation (USDOT) regulations require the development and maintenance of a functional classification system by the MPO; and

WHEREAS, functional classification is the process by which streets and highways are grouped based on the levels of mobility and access they are intended to provide; and

WHEREAS, the location of the South Bridge Connector (SBC) between County Highways EB and F in the Town of Lawrence and County Highways GV and X in the Town of Ledgeview was identified when the SBC Tier 1 Environmental Impact Statement’s Record of Decision was signed by the Wisconsin Department of Transportation (WisDOT) and Federal Highway Administration (FHWA) on October 16, 2020; and

WHEREAS, the Interstate 41 to State Highway 32/57 section of the SBC’s forecasted traffic volumes, proximity to business/industrial parks, limited access, and other characteristics justify functionally classifying the route as a Planned Urban Principal Arterial; and

WHEREAS, WisDOT recommends that this section of the SBC be functionally classified as a Planned Urban Principal Arterial; and

WHEREAS, WisDOT also recommends correcting an existing mapping error by changing the functional classification of County Highway F between Scheuring Road and Freedom Road from an Urban Minor Arterial to an Urban Collector; and

WHEREAS, in accordance with 23 CFR 450.334(a) the Green Bay MPO hereby certifies that the metropolitan transportation planning process is addressing major issues facing the metropolitan planning area and is being conducted in accordance with all applicable requirements of:

1. 23 U.S.C. 134 and 49 U.S.C. 5303, and this subpart; 2. Title VI of the Civil Rights Act of 1964, as amended (42 U.S.C. 2000d-1) and 49 CFR part 21; 3. 49 U.S.C. 5332, prohibiting discrimination on the basis of race, color, creed, national origin, sex, or age in employment or business opportunity; 4. Section 1101(b) of the Fixing America’s Surface Transportation (FAST) Act and 49 CFR Part 26 regarding the involvement of disadvantaged business enterprises in US DOT-funded projects; 5. 23 CFR part 230, regarding the implementation of an equal employment opportunity program on federal and federal-aid highway construction contracts; 6. The provisions of the Americans with Disabilities Act of 1990 (42 U.S.C. 12101 et seq.) and 49 CFR Parts 27, 37, and 38; 7. The Older Americans Act, as amended (42 U.S.C 6101), prohibiting discrimination on the basis of age in programs or activities receiving federal financial assistance; 8. Section 324 of title 23, U.S.C. regarding the prohibition of discrimination based on gender; and 9. Section 504 of the Rehabilitation Act of 1973 (29 U.S.C. 794) and 49 CFR 27 regarding discrimination against individuals with disabilities.

9 THEREFORE, BE IT RESOLVED, that the Brown County Planning Commission Board of Directors approves:

• Functionally classifying the South Bridge Connector between Interstate 41 and State Highway 32/57 as a Planned Urban Principal Arterial.

• Changing the functional classification of County Highway F between Scheuring Road and Freedom Road from an Urban Minor Arterial to an Urban Collector.

BE IT FURTHER RESOLVED that the MPO planning process is compliant with the requirements of the FAST Act and that the Brown County Planning Commission certifies that the urban transportation planning process certification requirements of 23 CFR 450.114 (c) are satisfied.

RESOLUTION OF THE BOARD OF DIRECTORS OF THE BROWN COUNTY PLANNING COMMISSION APPROVING MID-YEAR MAJOR AMENDMENT #3 TO THE 2021-2024 TRANSPORTATION IMPROVEMENT PROGRAM FOR THE GREEN BAY URBANIZED AREA

WHEREAS, U.S. Department of Transportation (DOT) regulations require the development and annual endorsement of a Transportation Improvement Program (TIP) for each urbanized area by the Metropolitan Planning Organization (MPO); and

WHEREAS, In accordance with 23 CFR 450.334(a) the Brown County Planning Commission (BCPC) hereby certifies that the metropolitan transportation planning process is addressing major issues facing the metropolitan planning area and is being conducted in accordance with all applicable requirements of:

1. 23 U.S.C. 134 and 49 U.S.C. 5303, and this subpart; 2. Title VI of the Civil Rights Act of 1964, as amended (42 U.S.C 2000d-1) and 49 CFR part 21; 3. 49 U.S.C. 5332, prohibiting discrimination on the basis of race, color, creed, and national origin, in employment or business opportunity; 4. Sections 1101(b) of the FAST Act (P.L. 114-357) and 49 CFR Part 26 regarding the involvement of Disadvantaged Business Enterprises in the US DOT funded projects; 5. 23 CFR part 230, regarding the implementation of an equal employment opportunity program on Federal and Federal-aid highway construction contracts; 6. The provisions of the Americans with Disabilities Act of 1990 (42 U.S.C. 12101 et seq.) and 49 CFR Parts 27, 37, and 38; 7. The Older Americans Act, as amended (42 U.S.C 6101), prohibiting discrimination on the basis of age in programs or activities receiving Federal financial assistance; 8. Section 324 of title 23, U.S.C regarding the prohibition of discrimination based on gender; and 9. Section 504 of the Rehabilitation Act of 1973 (29 U.S.C. 794) and 49 CFR 27 regarding discrimination against individuals with disabilities

WHEREAS, the BCPC is the designated MPO for the Green Bay Urbanized Area with responsibility for carrying out an urban transportation planning program; and

WHEREAS, the BCPC Board of Directors is the Green Bay MPO’s policy board; and

THEREFORE, BE IT RESOLVED, that the BCPC Board of Directors approves Mid-Year Major Amendment #3 to the 2021-2024 Transportation Improvement Program for the Green Bay Urbanized Area.

NOW, BE IT FURTHER RESOLVED that the MPO planning process is compliant with the requirements of the Fixing America’s Surface Transportation Act (FAST Act) and that the BCPC certifies that the urban transportation planning process certification requirements of 23 CFR 450.114 (c) are satisfied.

13 Mid-Year Update Requirement

The Metropolitan Planning Organization (MPO) is required to produce an annual Mid-Year Update to the Transportation Improvement Program (TIP) for the Green Bay Urbanized Area. The update must detail any programming or funding changes related to the urbanized area’s federally funded road, highway, and public transit projects. The Mid-Year Update will be processed as a Major Amendment to the TIP.

Public Comment Period and Public Hearing

MPO staff conducted a 15-day public comment period, and a public hearing was (scheduled for May 26, 2021). The MPO staff will present any public comments received during the public review period at the June 2nd BCPC meeting.

The public participation documents can be seen in the appendices of this amendment report.

19 Grouped Project Status Report

Grouped Projects include projects that are grouped under a single project number in the annual TIP. Grouped Projects categories act as placeholders for projects that have yet to be determined. WisDOT’s practice of using Grouped Projects allows for the set-aside of federal dollars until projects can be identified. With Grouped Projects, the project specifics are likely to be identified and programmed outside the normal TIP update period.

Grouped Projects can include various safety improvements, rail crossing improvements (including protective devices), transportation enhancements, and maintenance activities.

Self-Certification Summary

The BCPC Board of Directors (as the MPO’s policy board) is charged with implementing the metropolitan planning process in accordance with applicable requirements of federal transportation legislation, the Clean Air Act, the Civil Rights Act, and the Americans with Disabilities Act. All agencies involved in the transportation planning process must also be held accountable to these federal requirements.

By federal law, agencies providing transportation services and/or receiving federal money must categorically adhere to the requirements as listed in the MPO’s adoption/self-certification resolution.

With the approval of the Self-Certification, the policy board is certifying that regulations and policies of the MPO as a sub-recipient of federal aid are in compliance with applicable federal and state employment opportunity laws and guidelines, affirmative action goals, equal employment opportunity requirements, employment practices, procurement activities, and transportation services.

The 10 requirements for self-certification are summarized below.

(1) 23 U.S.C. 134, 49 U.S.C. 5303, and this subpart. These citations summarize the metropolitan planning requirements. This MPO is currently certified and has an approved Transportation Improvement Program, Long- Range Transportation Plan, Transportation Planning Work Program, and Public Participation Plan. This MPO also has the required interagency agreements, approved metropolitan area boundaries, and annual listings of obligated projects.

Green Bay MPO Compliance: The MPO complies with this requirement because it currently has an approved TIP, Long-Range Transportation Plan, Transportation Planning Work Program, and Public Participation Plan. The MPO also has all its required agreements, approved boundaries, and listings of obligated projects.

(2) In non-attainment and maintenance areas, sections 174 and 176 (c) and (d) of the Clean Air Act, as amended (42 U.S.C. 7504, 7506 (c) and (d)) and 40 CFR Part 93. State and local transportation officials take part in the 3C planning process to determine which planning elements will be implemented to improve air quality.

Green Bay MPO Compliance: This requirement does not currently apply to the Green Bay MPO because it is not within a non-attainment or maintenance area.

(3) Title VI of the Civil Rights Act of 1964, as amended (42 U.S.C. 2000d–1) and 49 CFR Part 21. Title VI prohibits exclusion from participation in, denial of benefits of, and discrimination under federally-assisted programs on the grounds of race, color, or national origin.

The recent major planning activities of Cole Runge, Planning Director/MPO Director:

• Developed questions for interviews conducted for the vacant Senior Transportation Planner position. Also conducted the interviews with the Principal Transportation Planner and a representative of the Brown County Human Resources Department. • Prepared for and participated in two monthly core team meetings for the Northeast Wisconsin Intermodal Freight Facility Study. Also prepared for and participated in a meeting of the study’s steering committee. • Processed 10 Preliminary Certified Survey Maps (CSMs) for distribution to commenting agencies. • Reviewed and prepared comment letters for 17 Preliminary CSMs. Also sent the letters to the surveyors who prepared the CSMs and the affected communities. • Reviewed and provided comments to surveyors for 8 Final CSMs. • Reviewed and signed 13 Final CSMs. • Developed a subdivision plat review and approval status spreadsheet. • Responded to questions about land divisions from property owners and surveyors. • Processed 3 subdivision plats for distribution to commenting agencies. • Reviewed and prepared comment letters for 2 Preliminary Subdivision Plats. • Continued work and published the 2021 Green Bay Metro – Annual Review and Analysis Report. Metro’s fixed route bus, microtransit service, and paratransit program were evaluated. Presented report to the Transit Commission. • Presented staff report to the BCPC Board of Directors at its April 7 meeting regarding Major Amendment #2 to the 2021-2024 Transportation Improvement Program (TIP) for the Green Bay Urbanized Area to FHWA, FTA, and WisDOT for final approval. Amendment subsequently approved on April 26, 2021.

28 • Began and completed the Draft Mid-Year Update - Major Amendment #3 to the 2021-2024 Transportation Improvement Program (TIP) for the Green Bay Urbanized Area. o Consulted with WisDOT and Metro staffs regarding new projects and modified existing projects for inclusion in the amendment. o Scheduled public review and comment period and virtual public hearing. o Prepared and issued public participation materials, social media posts, and legal notice. o Submitted draft amendment to FHWA, FTA, and WisDOT. o Disseminated draft to approximately 220 individuals and entities on the MPO’s interested parties list. • Issued project solicitation notice and application materials to local public works departments and Metro staff. Ran several Geo refreshes to send updated GIS data to the Flex CAD system; Troubleshooting a few issues. • Continued efforts with LiDAR topographic mapping project. Flight occurred in May 2020. Communicated with Quantum Spatial (vendor), USGS, FEMA municipalities. The full dataset is expected to be delivered in 2021. • Continued to update the Fiber Optic planning map for use in broadband internet planning to show the fiber optic network (existing and planned) • Worked with Tech Services to set up new GIS document server for permits, surveys, GIS data, etc. Began transferring data (over 60,000 files). • Working with state and admin on grant changes and budget adjustment needed to purchase new GPS receiver • Added beach monitoring sites to health department GIS app. • Assisting T.S. and PALS staff with setup of new computers • Continued to update the GIS database (new streets, addresses, hydrography, navigability, environmentally sensitive areas, sewer service areas, sanitary districts, shoreland zones, LOMAs etc.) as needed. Section 5310 Program • American Recovery Plan Act (ARPA) o Developed the ARPA application form and letter of interest. Sent out application and information to interested parties. Received one application on or before the due date. o Reviewed the submitted application and developed a recommendation report to the Transportation Coordinating Committee for June 14 meeting. • Received March invoice and report from Curative Connections, BCHHS, Salvation Army, and Green Bay Metro. Received February invoice from Salvation Army. Recorded ridership and expenses into summary sheet. Submitted invoices for reimbursement. • Developed an award letter for the CRRSAA grant to Green Bay Metro. • Received April invoice and report from Curative and BCHHS. Recorded ridership and expenses. Forwarded invoices for reimbursement. • Discussed with Curative staff about ridership trips with Luxemburg addresses. The addresses are in Brown County but have the Luxemburg zip code. Reviewed other addresses and recommended that riders are put into the correct municipality. Section 85.21 Program • Completed 1st quarter report and submitted to WisDOT through the BlackCat system. • Worked on an auditor letter with Erica for Curative Connections’ audit. • Updated the dollar amount in the Section 85.21 Trust fund for the 2020 Annual Financial Report. • Emailed Curative Connections about their 1st quarter expenses which could lead them to being in the red again by the end of 2021. Performance Measure Report • Downloaded bridge shapefile from United States Department of Transportation Bureau of Transportation Statistics. Worked on the bridge condition section report. • Updated the STBG application form. • Worked on MPA boundary map for the performance measure report. Outreach Plan • Contacted Elijah, a staff at the Oneida Nation Elderly Service, to introduce and get to know about transportation service that they provide for the seniors in the Oneida community. • Began to create a contact list of agencies that serve the diverse population in Brown County. • Contacted Alex Zacarias, Director of Diversity and Youth Voice, to discuss about the youth voice program at the Boys and Girls Club. • Began to work on a YouTube video about Green Bay MPO and the narrative for the video. • Contacted Tara Yang to discuss about her involvement and work in the community with the Hmong population and diversity committees she is involved with. • Completed a draft outline for the Outreach Plan. • Researched and become familiar with Literacy Green Bay, CASA Alba Melanie, COSMA, WE ALL Rise organizations, and Hmong Alliance Church and the programs they have for the community. • Began to develop goals, objectives, and strategies for the outreach plan. • Updated the Public Participation mailing list. The recent major planning activities of Karl Mueller, Planner I (Transportation): • Prepared and submitted my Q1 timesheets and activity report. • Assigned 1 address for the Town of Holland, 1 address for the Town of Pittsfield, and 1 address for the Town of Glenmore. • Updated five Brown County Emergency Rental Assistance (WERA) maps for rental assistance, utility assistance, and internet assistance, mobile home lot assistance, and security deposit assistance weekly to incorporate new data into the maps. • Prepared for and participated in several meetings with the Green Bay Metro Director, Green Bay Metro staff, and the MPO Principal Planner to discuss the proposed changes to fixed route service, microtransit service, paratransit, and weeknight microtransit service. Additional work included: o Preparing four maps showing proposed changes to fixed route, microtransit, paratransit, and weeknight microtransit services. Each map was also revised and edited, as needed, to incorporate feedback from staff. o Preparing and processing 2020 and 2021 paratransit trip origin and destination data and preparing a 17x11 map of these trips across the current paratransit service area. o Preparing and processing origin and destination trip data of microtransit trips within the pilot service area. o Reviewing and providing feedback to Green Bay Metro on the draft presentation for proposed changes to fixed route, paratransit, and microtransit services. o Preparing individual maps for each fixed bus route. o Preparing a map illustrating varies trip options between microtransit zones, microtransit zones and virtual bus stops, and microtransit zones and transfer points to fixed routes.

35 o Preparing a map of the coverage area under the proposed system changes to Green Bay Metro’s operations at a quarter-mile distance from fixed routes and microtransit service areas. o Preparing and plotting five 36 x 24 maps of proposed changes to Green Bay Metro’s system that will aid Metro staff’s public outreach efforts; maps of all proposed changes, individual routes, and other maps needed for Metro’s public open houses were compiled and delivered to Green Bay Metro. o Preparing a 17 x 11 map of the full system overview of proposed changes to Green Bay Metro’s fixed route, microtransit, and paratransit services. o Preparing additional maps and materials, as requested, to assist Metro staff in presenting proposed service changes to municipalities currently served by transit. • Attended the virtual Northeast Regional Travel Demand Model (NERTDM) users’ group meeting hosted by WisDOT on April 12th. • Plotted a 36”x48” graphic of election turnout results for each municipality in Brown County for the County Clerk’s office. • Attended the Green Bay Metro Transit Commission meeting on April 21st and May 19th. • Attended the virtual quarterly MPO Directors meeting hosted by WisDOT on April 27th. • Reviewed preparatory materials for a Model and Data Coordination workshop hosted by WisDOT and FHWA. Also attended the virtual workshops on April 6th, April 20th, May 4th, and May 18th. • Continued to develop the 2021 Congestion Management Process Update. Work included: o Preparing and sending out a reminder notice to the MPO’s Mailing List that the MPO was collecting input on traffic congestion in the Green Bay Metro Area for the 2021 CMP update. A reminder was also posted to the MPO’s Facebook and Twitter pages. Concluded the public congestion mapping web application on May 7th. Input provided was downloaded into GIS and developed into a heat map. o Concluding the web mapping application exercise for Green Bay Metro for the CMP update. The data was downloaded, and the results documented for the development of a heat map of congested locations experienced by Metro drivers. o Continuing writing and formatting the first draft iteration for the update. • Attended the WisDOT’s virtual symposium on Local Programs on May 19th. • Plotted a 24x36 infographic for the Brown County Health & Human Services Department. • Provided assistance to other BCPC staff as needed. • Attended regular BCPC staff meetings. 36 • Attended monthly meetings with City of Green Bay Staff regarding Homelessness Prevention and Affordable Housing • Attended several conference calls with BCHA Staff and BCHA Subcontractor to review impact of COVID-19 on the program and the review of HUD approved waivers adopted by the program and the eventual return to “normal business” procedures. • Assisted with implementation of Wisconsin Emergency Rental Assistance Program for Brown County; collaboration with NEWCAP regarding current program regulations. Also reviewed Emergency Rental Assistance 2 funding that has become available. • Hosted the Brown County Housing Authority Meetings for April and May • Participated in Community Listening Session hosted by the Greater Green Bay Community Foundation. • Participated in Wello’s presentation for the Robert Wood Johnson Culture of Health Prize Selection Committee regarding the cross collaboration within the community. • Hosted meetings with BCHA Commissioners as well as community members regarding the possible creation of a BCHA Subcommittee to focus on the BCHA’s involvement within the community and how to create more opportunities for the BCHA program. o Created governing charter and construct for the BCHA Subcommittee o Began construction of the BCHA Subcommittee and outreach to prospective members • Review and construction of Request for Proposals for Project Based Vouchers within Brown County Housing Authority. • Received Emergency Housing Vouchers award from HUD for BCHA Administration; began reviewing requirements for this award and community discussions regarding need within the community and process by which applicants will be referred.
