Survey Results for End of Three-Year Pilot Program for Dual High School & Post-Secondary Course Credits Project (3-Year Pilot) – October 2004

Goals of Project

• Enhance articulation and strengthen links among the Department, universities and colleges to support and enhance articulation in joint programming and the awarding of dual credits.

Criteria for Evaluation

• Students display an acceptable level of achievement. • Students display a positive opinion of their studies and experiences with dual credit courses. • Instructors and principals view dual credit courses as adding positive curriculum flexibility and opportunity for students to enrich their program of studies. • Instructors and principles do not find the administration (affiliation, coordination, fee collection, selection) as onerous or cumbersome • Parents view the dual credit program as positively contributing and providing flexible alternatives to their children’s education.

Summary of Survey Findings

A total of 23 respondents completed the survey, mostly principals and superintendents. A total of 84 courses were reported as being offered, with enrolment doubling annually from 2001-02 to 2003-04. It should be noted that slightly under a third of dual credit courses being offered do not report any enrolment during the three-year period (see data table question 2). Discontinuation of dual credit courses remained quite low with two courses being withdrawn because “lack of interest / student registration in course”, and one course citing “The partnership arrangement was discontinued / terminated”.

Problems In terms of problems related to administering the dual credit course option, eight respondents (34.8%) indicated there were no problems whatsoever. Six respondents (26.1%) indicated one problem about administration, while seven respondents (30.4%) indicated two problems, and one respondent (4.3%) noted three problems. The four most commonly cited problems were “Arranging / Negotiating with the post-secondary institution”, “The identification of courses eligible for dual credit status”, “Registering the course with the Department of ECY or AET”, and ”Promoting / Advertising the dual credit course and/or concept” (see data table question 4).

Benefits In regards to benefits of the dual credit course option for both students and institutions, five respondents (21.7%) responded that there were no benefits since “Very few students opt to use the high school credit”, “Still not sure of procedures” and “They are very difficult to arrange”. However, the balance of respondents were positive in their evaluation of benefits, with twelve respondents (52.2%) citing two or more benefits. In fact, five (21.7%) of the twelve cited four or more benefits. The three most cited benefits were “It offers students an opportunity to try post- secondary courses in high school”, “Dual credit courses offer students course/curriculum flexibility”, and “Encourages post-secondary enrolment” (see data table question 5).

Plans for Expansion The large majority of respondents (18 respondents – 78.3%) indicated they planned to continue offering the dual course credit option much as is. An additional four respondents (17.4%) indicated that they planned to expand this option for students. Only one respondent (4.3%) indicated they planned to reduce the option (see data table question 6).

Survey Results – Dual High School & Post-Secondary Course Credits Option Page 1 Post-Secondary Pursuit Fourteen respondents (60.9%) indicated that the majority (50% or more) of students went on to pursue a post-secondary program. Only one respondent indicated that a minority (49% or less) went on to pursue a post-secondary program. Slightly over a third of respondents (8 respondents – 34.8%) didn’t know or were not sure (see data table question 7).

Dual Course Credit Recognition In regards to recognition of credit, just over half of respondents (13 respondents – 56.5%) noted that formal recognition was on a transcript of marks from the post-secondary institution. Four respondents (17.4%) indicated that recognition of credit was only on the transcript of marks from the high school / Adult Learning Centre. Three respondents (13.0%) noted that recognition was given both at high school / ALC and the post-secondary institution (see data table question 9).

Partnerships The initiation of partnerships, perhaps not unexpectedly, displayed a range of options among the key stakeholders. The predominant pattern (5 respondents – 21.7%) denoted the High school and Post-secondary Institution as initiating partners. Next were high schools or Adult Learning Centres as single initiators only (7 respondents – 30.4%). The next most common responses were a combination of either High school, Post-secondary Institutions, and School Divisions (see data table question 11).

Partnership Renewal Encouragingly, a third of respondents (14 respondents – 66.7%) indicated that they annually renewed their partnerships. Two respondents (9.5%) stated they did not annually renew their partnerships and offered no reason as to why. Three respondents stated they did not renew annually and offered the following comments: “Just started. Presumably we will build some kind of review into our partnership”, “Unique situation RRCALC is a department of RRC”, “No, not that I am aware of. They have been there to access”. One respondent wasn’t sure if it was renewed annually (see data table question 12).

Q13 – In terms of the partnership arrangements are there any outstanding considerations, issues, or any other general comments you may have? Colleges need to be kept informed on the policies/criteria of credit transfer from high school. It would be good for high schools to see some examples of the kinds of courses being accepted as dual credits by post-secondary institutions. How is this working Easier access to courses / timetables / cost of courses, etc. Fees have been rising rapidly My only consideration is in the area of reporting the grades. The University gives grades as letters and the province requires percentages. At the present I am contacting all the professors teaching our students to have them convert the letters to percent Need to expand into future. Hopeful to have close relationship with University College of the North No, however, I would like to see a process that informs us in a more timely manner whether or not the credits are approved by the department.

These partnerships should not be between schools and colleges, it should be provincial. For example, GIS40S should be recognized as a dual credit course provincially. Also the vocational courses should be recognized as dual credits provincially. This year is our last year in a partnering relationship with the U of W Collegiate. I don't anticipate attempting to arrange/negotiate the deliver of more external dual credits - time, effort, lack of physical space. U of M seemed reluctant to accept high school student without all credits as student We continue to find it difficult to match up rural students with affordable and interesting courses for S3/4 students. Interest is there in pscyh, antro, archeo, etc. We have been told that other courses will be considered for dual credit in the business administration stream, ie. electronic publishing, computer applications, software applications. We have found RRC and ETS very supportive and cooperative.
