01/11/12 CHAIRMAN’S ANNUAL REPORT

Mayor’s Annual Report 2012

Continuing the work that our past Mayor, Cllr Adam Killeya carried out in the absence of a Town Clerk last year, regarding policies and procedures, has enabled our Town Clerk, Ray Lane and our Finance Officer, Trefor Rosser-James to establish a firm foundation on which to build, for the future. The staffing committee, having made the decision to appoint a Senior Administration Officer, have appointed Mandy to that post and she has proved to be a committed and hard working member of the team. We are fortunate now, to have a team of dedicated staff, who are all working hard to improve customer relations within the town and display high levels of respect and understanding of others. Likewise, our councillors are working tirelessly through the sub-committees of Civic Amenities, ICTT, P&R and Burial Board, to improve the town as much as possible, within the constraints of the budget. They have also taken on the extra responsibilities which have been passed to the Town from Council following devolution. The Guildhall maintenance committee have organised the re-decoration of the exterior and the re-instatement of the Mayor’s Parlour. Both projects have greatly improved the overall appearance of the building and perfect timing for the visit of the Princess Royal last December. They are, at present, working on improvements to the reception area to provide a more welcoming environment and easier access for residents and visitors. The next project will be the interior decoration of the premises. The Fore St. regeneration work has continued with the cleaning of the pavements, painting of the posts and litter bins and the repair and upgrading of the seats.

Saltash Town Council have continued to support the Mayfair Regatta Poppy Appeal Civic Service Remembrance Service and Ferry 50 event And many other organisations from the Festival Fund and Community Chest.

This year has proved to be an exciting and challenging one but I feel that we have a strong council and staff team, who have met the challenges and will continue to do so in the future.

It was RESOLVED to note the reports.

03/11/12 POLICE ANNUAL REPORT

Crime total for Feb 2012 is 60 crimes

Some of which are 11 theft-non specific 4 Theft from vehicle 9 Burglary 7 Assault 3 false Rep/fraud 3 damage to vehicle 1 theft of vehicle 6 damage to property/dwelling 1 wasting police time 1 make off without payment 1 drink drive 1 theft from shop

The yearly figures for year end are that crime total is up by 110. (2010/2011 = 754 2011/2012 = 864)

SPEEDWATCH

We are up and running with Speedwatch but still need more volunteers. We currently have 4 but would ideally like 6 so anyone who would like to volunteer some time to Speedwatch please contact PCSO lavers at Saltash Police Station.

We now have 11 locations authorized in Saltash for Speedwatch to take place. It’s been running for 4 weeks and 12 letters have been sent out.

Other info, Insp Tony Joslin is back for our patch next week as insp. There will be a reduction of neighbourhood officers.

Councillor A Killeya enquired if the 9 burglaries were to dwellings or industrial sites.

PCSO Hodges replied that they were mostly industrial and the figures also included sheds and garages.

Councillor Phillips asked if the 3 damage to vehicles were in Gilston Road.

PCSO Hodges informed members that the Gilston Road incidents were not in the February figures.

Councillor Yates requested that Long Park and Road be included in the Speedwatch scheme.

PCSO Hodges requested Councillor Yates submit an application.

Councillor Holley requested any members of the public interested in volunteering for Speedwatch should register their names at reception or the police station.

He also enquired if the steady increase in crime could be attributed to the current economic climate.

PCSO Hodges confirmed that this was the case coupled with the reduction in staffing.

Councillor Austin enquired if the reduction in staffing would affect Saltash Policing.

PCSO Hodges advised that the reduction would result in the loss of 1 police officer.

Councillor Holley also enquire if the list of roads included in the Speedwatch scheme could be given to the council.

PCSO Hodges said this could be done however the schedule of manning would be held back.

04/11/12 ANNUAL REPORT 3

Stadium for Cornwall () The officers are still keen on going ahead with this project and trying to get the Conservatives on their side. The leader of the council is very keen on following this lead but there is great opposition in the ranks of all the major parties particularly from the eastern section of the county. Cabinet agreed to £120k investment in facilitating the project. The confidential report was debated at the Overview and Scrutiny committee, setting out options of how this project can be funded. It has been made quite clear from the majority that they do not want the council to provide any more funding it must be a commercial venture. Negotiations are still going on with Truro & Penwith College, Inox Group and the Cornish Pirates. Olympic Torch Personal friction on the celebrations between the Chairman of the Council (Cllr Pat Harvey) and the Leader (Cllr Alec Robinson) at the Full Council meeting last week which has now resulted in a Torch celebration at Truro Cathedral in the morning of 19th May where all dignitaries are invited particularly those who find it difficult to get to the parade because of their geographical situation. Strategic Planning Consultation We have received a lot of interest and comments over the past month from Saltash Residents together with ….. completed return forms. A lot of the concerns were over the suggested developments around the Latchbrook area and land south of Saltash.Net. The official closing date is 2nd March although I believe this time has now being extended due to the amount of interest there is. Property Devolvement and Sale The council is now actively looking at all property owned by the council throughout Cornwall with an eye to focus on any property that is costing the taxpayer with a view to either devolve or sell off. Two properties have come to light recently in Saltash 1. Toc H – this building is now due to go to auction in the not to distant future. 2. The quarry area at Burraton Coombe. This came out of the blue from the estates office but this was found to be premature as it had not gone through the internal consultee procedure so this has now been returned for this to take place.

3. Toilets - Cornwall Council is now re-looking at the devolution of toilets in Saltash and the Town Council is debating the proposition it wishes to make.

05/11/12 SALTASH GATEWAY COMMUNITY INTEREST COMPANY (CIC) ANNUAL REPORT

Over the past 12 months the CIC has continued to work alongside Councillors, members of the Chamber of Commerce and Traders to develop the Town Centre Projects as part of the Town Centre Improvement Group (STIG) and the S106

Panel. This successful partnership has started to make a real difference to Fore Street, culminating in a very successful article, recently in the Cornish Guardian. Community Transport Project A Transport Needs Survey was carried out by Cornwall Council for Saltash Gateway CIC in 2009, to determine the requirements of persons resident within the Saltash environs - primarily the elderly, the disabled, the young, the vulnerable and especially those persons currently without access to bus services within the PL12 area. The survey indicated needs in line with those identified in Cornwall’s Local Transport Plans (currently LTP3) and therefore the CIC Community Transport Project was set up.

As a first initiative, a 2002 registered 16 seater, or 6 wheelchair carrier , Mercedes Sprinter Minibus, fitted with a 300 kg wheelchair lift, was acquired from Cornwall Council in late 2011. Saltash Gateway CIC members are all unpaid volunteers and the CIC has obtained grants from the Saltash S106 funds & Cornwall Council. The project was also one of the winners of the NatWest Community Force Competition. The minibus is now MoT'd to Public Service Vehicle (PSV) required standards. It is taxed and insured at the required level for its intended purpose. The wheelchair lift was serviced and tested to the required PSV level by DAF Saltash. The Cornwall Council detailing was removed and its new livery applied, "Saltash Hopper" with a grasshopper logo, CIC data & other contact information. Volunteer Cornwall (VC), Truro & Liskeard, are carrying out the major part of volunteer driver recruitment, checking & training. All applicants will be CRB checked and required to undertake Minibus Driver Awareness Scheme (MIDAS) & Safeguarding training (at no cost to the applicant). There is no limit to the maximum number of volunteers who can apply.

A Vehicle and Operator Services Agency (VOSA) Section 19 Permit has been granted and the Permit issued. CIC are in the process of determining routes and timing, expected to start in late March. As such information becomes available, it will be posted on the Saltash & District Minibus website : www.saltash-hopper.co.uk

The CIC Community Transport Project is guided by an Advisory Group made up of the Community Transport leaders within Cornwall Council, Volunteer Cornwall and Age Concern Cornwall. CIC are members of the national Community Transport Association (CTA) which is a valuable source of operational and potential legal assistance.

Saltash Community Health and Social Care Project

The main focus of the project is to review and comment on a draft Health Strategy for the Saltash Area, which is a revision of the existing area Health Strategy.

The Strategy was circulated to the Network in advance of a meeting in November and is still available for download from the Document Library on our website . Its main focus is the potential for further developing services at St. Barnabas Hospital and this became one of the topics for debate at the Network’s recent consultation event.

The session was hosted by the Saltash Gateway CIC team of volunteers who are working together to help increase the influence of the public voice in health and social care planning for our locality.

The event was greatly enhanced by the attendance of Paula Bland, Associate Director of Commissioning, East Cornwall PCT; Peter Wild, Senior Manager, Adult Social Care, Cornwall Council and Dr. Neville Devonport. It was a friendly, informal session offering the chance for the health and social care professionals to join small topic-led discussion groups and listen to the concerns and experiences of the general public.

The findings from the event were presented back to the PCT convened Saltash Health Strategy Group by Peter Thistlethwaite, CIC Director (volunteer role). A short paper is also available for download from our website www.saltashgatewaycic.co.uk

What’s next?

We hope to keep the momentum of public engagement by working closely with the St. Barnabas League of Friends to better understand the public’s view of the potential for community health and social care in the Saltash area.

We have also urged the Health and Social care sector to think of more effective ways of letting more people know about the range of care and services that is available from both voluntary and public sector agents. One thing that has come out very clearly is that a lot of people are missing out because they simply don’t know where to go for information.

Saltash Card Project

In the last year we have sold approximately 400 cards creating a revenue of £800. This revenue has been mostly spent on new card stock, a promotional leaflet and advertising in the Cramleigh magazine and the Saltash Observer. The 2p a litre discount offered at the petrol stations proved popular and boosted card sales when first announced. There are currently 28 businesses participating with a few more interested in joining the scheme. Richard Bickford CIC Director and Town Councillor will be working with the Saltash Town Centre Improvement Group (STIG) to further promote the scheme and Town Centre in general, following the Saltash Town Centre audit carried out by Cornwall Council and some of the recommendations that it contained.

K3

K3 Young People’s Centre This year we K3 has fully embraced the ethos of being a Young People’s Centre. Outside of K3, its youth workers have worked in the school and the college, delivering youth work with young women PE refusers, young people at risk of being NEET and enrichment and personal development sessions.

K3 has opened each day from 9am to either 3pm or 5.30pm, offering a range of drop-in advice and information services, including sexual health, housing, employment, benefits, a café serving healthy, cheap food. It has carried out partnership work with Saltash Children’s Centre staff in their Young Parents Group, become a Cyber School for young people working with YOS, worked with Connexions, Cornwall Counselling service and the BROOK agency.

The work with young people who are NEET has taken off and as a side line K3 has now started a Work Club in partnership with Job Centre Plus once a week where young people can come and get help from youth workers 7

regarding CVs, job search, applications and interview techniques. K3 has targeted young people who need extra support with their after school drop- in sessions as well as opening just to provide an activity or venue for young people who may be going home to an empty house.

In the evenings K3 has maintained 4 open access youth work sessions for young people aged 11 – 20 yrs, 1 evening Boxing class and a Saturday morning class within Saltash Amateur Boxing club which arose from K3 activity. In co-ordination with Saltash Town Council and with the help of several councillors, K3 is running a Saturday night project.

Our biggest success was undoubtedly achieved by the Management Committee in getting the funding from the National Lottery for the K3 climbing wall. It has now been built and is being used by members, community groups, corporate events and families during the week and at weekends. The bid also enabled us to train 12 climbing instructors who deliver the climbing sessions.

The co-ordination of the work has proved even more of a full time office- based function and the delivery of the work has relied heavily on the availability of youth workers to update their skills in line with government requirements. Seeking external funding is becoming even more difficult and yet is a vital function in view of cutbacks and a necessary commodity to continue to fund the work.

Road Safety

Saltash Area Road Safety Committee report from Cllr Derek Holley 01032012

This quarterly meeting is attended by Town Councillors, Cornwall Councillors and Parish Councillors from Botus Fleming, Landulph, Landrake and St Germains. The Police attend as does a representative from Fire and Rescue responsible for Road Safety . We have a secretary, Mrs Helen Moram and Chair, Cllr Derek Holley. Members of the public also invited to attend where necessary to advise the committee but are free to attend anyway. Site meetings are held as necessary with Cornwall Officers. Many issues are dealt with over the year and some which are ongoing include speeding in Carkeel village, Hatt, New Road, Saltash, Long Park Road , Saltash, Beatrice Gardens, Saltash and other areas. Also the provision of safe bus stops at Notter bridge, safety around the approach to Tamar Nurseries, pedestrian islands by the police station and at St Germains, the footbridge at Landrake and the lack of a safe crossing of the A38 at Carkeel. The continual problem of anti-social parental parking at junior schools in Saltash and Landulph remains a cause for concern: this problem takes up much police time.

Saltash Heritage

STC Saltash Heritage Representative report:

Days open over the three summer months have been reduced to one session Wednesday and two sessions Friday & Saturday. Thursdays, the day with the least visitors, has been dropped. (more volunteer stewards needed). The opening of this year's new 'Communications' exhibition is on 7th April 2012. After careful thought and discussion it has been decided to not proceed with asking to use the Toc H building. But thanks to STC for bearing Saltash Heritage in mind as a possible user. And thank you for STC continued support.

Previously booked for Thursday 24th May 2012, this has now been altered to Thursday 31st May, 2012.

Livewire

Councillor Riches reported it had been a difficult year but the club was thriving with 250 – 300 visits a week.

There had been a number of notable and excellent performances this year and the centre had released its own single in aid of the Haiti appeal.

The centre continues to provide an excellent musical, social and health education service to the community going from strength to strength.

Youth Council

Saltash Youth Council is an excellent platform in support of young people and youth organisations.

The Youth Council meets quarterly and has a wide range of membership – including uniformed organisations – youth organisation – schools etc;

The Youth Council acts as the catalyst for the Saltash Town Council for funding opportunities for groups and young individuals – and to that effect has distributed many hundreds of pounds to worthy organisations/individuals.

It also works closely with Cornwall Youth Sports Development officers to provide facilities for young people during school holidays in Saltash (again on behalf of the Saltash Town Council).

Organisations can attend meetings to convey information on their work and what they provide and achieve.

A very worthy organisation and appreciative of the support of the Saltash Town Council and the work, facilities and funding provided.

SALTASH LIONS MAY FAIR 2012

Following the last Saltash May Fair in 2011 a new Committee was formed under the flag of the Saltash Lions Club, under the Chairmanship of Neil Challen.

One of the first of many changes this year is the move of the Fair from Saltash Fore Street to Warfelton Playing Fields where it is expected to have a more Village Green atmosphere and to also have the advantage of working alongside the Football Club.

The Fair will take place on Saturday 5th & Sunday 6th May.

There will be a Centre Arena with a 100 plus stalls laid out in a square around the playing field. A full programme of entertainment is at this time in the final stages of planning, the details of which will appear on the all new Website at: www.saltashlionsmayfair.co

The Saltash Half Marathon & The Saltash Fun Run will also now start and finish at Warfelton Playing Fields on Sunday 6th May.

Cornwall Association of Local Councils & Larger Local Councils

CALC REPORT FOR SALTASH TOWN COUNCIL – MARCH 2012

Cornwall Councillor Ray Tovey has been the guest speaker at a few of our meetings and was able to clarify various matters for the members present.

Councillor Tovey stressed that enquiries that he could not help with at the meeting then Parish/Town Councils should make a list and email to him for action accordingly.

DEVOLUTION Following a question from the floor regarding devolution - Councillor Tovey said that time lines would be Town/Parish led and that there should be budgets from Cornwall for Capital programmes for local Councils and therefore if Councils wished to plan for Capital programmes they should do so as soon as practical.

TOILETS There were several questions from the floor (including from me for Saltash) regarding taking over of Toilets in Towns/Parishes and if funding would lead/follow – the answer was a little unclear but Steve Foster was pretty sure that funding from Cornwall should be available for repairs/ replacement of vintage underground utilities (my question) before adoption. Councillor Tovey informed the meeting that a town (he thought may have been in Wiltshire – he was not sure) – engaged a contractor who undertook/ran the toilet scheme in that particular town which was working most satisfactorily – he wondered if a similar scheme for our Cornish Towns/Parishes may be a consideration.

PARISH/NEIGHBOUR HOOD/MASTER PLANS After much debate about grave concerns regarding various planning issues (particularly housing development on Green Sites) - Councillor Tovey/Steve Foster suggested that Parish Plans should have suitable clauses regarding planning if they are to be defended if controversial applications come in to their Councils – and agreed (my question) that pre- planning discussions with applicants/Councillors/Planning Officers on major planning issues should be encouraged – the meeting was also mindful that members of the public should be engaged at some stage. ( and Councils seemed to be well prepared with their Town Plans). I think it was Councillor Tovey (but it may have been Steve Foster) – stressed that if plans due to be discussed at local planning meetings were not on Cornwall’s Web site it would not be appropriate to deliberate at their planning meetings. 11

SAFE PLACES SCHEME – Chairman of the meeting Councillor Sue Swift () encouraged the meeting to sign up to make their Towns/Parishes a SAFE PLACE SCHEME COUNCIL – I asked if she would send STC details (agreed).

LOCALISM – Is discussed very often and issues are ongoing in association with our Cornwall Councillors reporting back to our local meetings.

OTHER ITEMS DISCUSSED – One Stop Shops (becoming better used now), planning and Core Strategy and how to consult with our local communities on large applications and openness and transparency.

CIC Report to Saltash Town Council 1st March 2012

As there is a full report on the CIC’s activities available, I will limit myself to a few headline comments:

Much has been said in the press recently about how the national decline in High Streets can be reversed. I think we should take great pride in the fact that the vast majority of the ideas promoted are things that have been planned or underway in Saltash for some time. The key to all of this is cooperation such as that described in the CIC report between the CIC, the Chamber of Commerce, Traders and STIG, the Saltash Town Centre Improvement Group together with ideas such as the Saltash card.

Community Transport Project

Other important work the CIC has done includes the setting up of the CIC Community Transport Project, “The Hopper”, which has been set up to improve bus services by filling in the gaps in public transport provision within the PL12 area. I would urge people to get in touch with the organisers, via the CIC or the Town Council, either to become volunteers or with suggestions on where such services are needed.

Saltash Community Health and Social Care Project

This project was set up originally to comment on the Draft Health Strategy for the Saltash Area. It is aimed at involving the public in health and social care planning in this area. The more we all get involved the greater chance there is of us getting the health and Social care we need and deserve.

Saltash Gateway CNA

There are 19 CNA’s in Cornwall. Saltash is connected to the Gateway CAN and covers the area from to St Germans, Landrake, St Mellion, Botus Fleming.

There is a second section to the community network where just the eight councillors meet again on a quarterly frequency in between the full meeting.

Consists of eight Cornwall Councillors the Mayors & Deputies for Saltash & Torpoint and Parish Chairman. We meet @ Tideford quarterly.

Discussion points concerning all towns & parishes concerns that are common in the Community network.

Section 106 Steering Group

This committee was set up to control the contribution to the public purse via large commercial planning applications known as planning gain. These monies are an agreed amount between the applicants of the planning application, Cornwall Council and the Town or parish councils. The amount of which depends on what the town would loose when the application is completed eg as in the case of Waitrose there is a definitive loss to the footfall of the town centre so this contribution goes some way to mitigate the situation. Our Saltash 106 committee is made up of 9 representatives 2 town councillors, 4 Cornwall councillors, 2 CIC reps and Cornwall Council officer.

The committee meet on an as required basis. The current income from Saltash applications is Waitrose & Lidl The expenditure from these incomes are mainly being used for Town regeneration, cleaning up of Fore street, flag pole, planting flower baskets. Some on transport eg the new Saltash hopper.

Saltash Town Centre Improvement Group

Saltash Town Centre Improvement Group – report from Cllr Adam Killeya 01032012

"STIG has been meeting on a roughly monthly basis and has proved to be a constructive and useful forum – originally it was hard to get many traders in particular involved, but we now have several new trader members (particularly following the Christmas Parking scheme). Projects we have delivered this year include i) Free Christmas Parking ii) Professional street clean iii) Hanging baskets

The parking in particular was a tremendous successful both in terms of impact (over 2/3 of traders surveyed said that it had made an appreciable difference to their business) and publicity (coverage on both ITV West-country and BBC Spotlight and good local newspaper coverage). We also got as lot of positive feedback from traders and residents. We have recently begun to work with Guy Thomas, Town Centre Manager with Cornwall Council, who has done a (free) audit providing several ideas for ways forward. A number of these have been forwarded to STC committees for consideration. Our main foci at the moment are: 14

i) Follow up to / building on all three above projects, including a trial scheme for free parking on Saturday ii) Signage (both to the centre and in the centre) iii) Publicity and marketing iv) In the medium to long term, street coverings

07/11/12 QUESTIONS FROM THE PUBLIC

Mr Prynn enquired what the councils view was with regard to the Core Strategy option for three and half thousand homes.

Councillor A Killeya confirmed that the council was opposed to the option and supported the option for one thousand homes.

He also informed the meeting that the council was opposed to specific area development as detailed in the strategy.

Various councillors went onto explain the consultation process and action taken by the council including the official response sent by the council.

Mr Prynn also raised the issues of marketing and public awareness of the consultation to the public by the council members noted his concerns and recommendations.

Mr Percil stated if the development goes ahead it will have an effect of urbanising the town and that any development should be focused on the Broadwater Farm site and does the council support his view.

Councillors confirmed his concern and referred to the council’s official response which highlighted opposition to this and support for the use of Broadwater Farm.

Councillors further advised the residents of Latchbrook present at the meeting it would be in their best interests to establish themselves as a residents association and work together.

Mr Burden enquired if Councillor A Killeya’s assurance from Cornwall Council that if the consultation decreed against the development of three and a half thousand homes it would not proceed was in writing.

Councillor A Killeya informed the meeting that the assurance was a Cornwall Council Officers verbal understanding of the consultation but the verbal assurance had been highlighted in the official response.

Mr Gore expressed his thanks for the council’s official response to the consultation.

Mr Pettit enquired who was on the steering group. 15

Councillor A Killeya informed him that it consisted of councillor’s and CIC members.

He also enquired when would the consultation result in a recommendation.

Councillor Holley advised that it would probably be in a year’s time.

Mr Pettit further enquired what the current situation was with regard to the adoption of Yellow Tor Lane.

Councillor Clements responded stating that the policy format was being followed by Cornwall Council.

Councillor Holley also advised that the application was a category C application and that the process is a long drawn out legal process.
