Utah lawmakers Winter Links to debate open records policy by Jesse Fruhwirth STAFF WRITER A legislative task force created to review Utah’s open records law has concluded. The proposed changes would make written commu- nications between legislators and constituents - as well as lobbyists - private information that could not be requested by the public. Task force members repeatedly said the revi- sions were necessary to address new tech- nologies that did not exist when the law was originally written. E-mail, voice mail, and text messaging were discussed at length. Utah’s Government Records Access and Management Act (GRAMA) was enacted in 1992, and except for small revisions last year, the act has never been amended. “The intent of this task force is not to take government into a secret hiding place,” Rep. Ann Hardy (R-Bountiful) said at the last meeting of the task force. “It is to update the existing GRAMA laws so that they cover modern tech- nology that is not addressed in the present code . . . We do not want our citizenry and our con- stituents to think we are operating in secrecy or behind a curtain.” Curiously, the word “e-mail” never appears in the revisions recommended by the task force. Large metal vehicles moving at 60 mph are life threatening if not exercised with skill and good judgment. That said, medicated, drunk, distracted or drowsy drivers are obligated to set down the keys rather than risk their own and others’ lives on the road. That’s true even if it’s inconvenient. The most commonly talked about cause of crashes are alchol-related. With New Year’s parties on the horizon, take note. Those who drink are responsible to choose a designated driver. But, less talked about causes of accidents are just as deadly, and more frequent. This weekend also take care before driving home tired or after taking prescription medications. In 2005, 42 percent of fatal accidents in Tooele County have been the result of drowsy driving. Nearly 20 percent of the injury accidents were caused by drowsy drivers. Those numbers compare to 16 percent of fatalities, 11 percent of injuries caused by driving under the influence of drugs or alcohol. That’s far too many preventable deaths of sisters, daughters, fathers and grandfathers. Prevention starts with the individual driver, but also extends to friends and family. In addition to telling a friend to put down the keys after drinking, don’t be afraid to warn tired or medicated drivers of the deadly consequences of their poor choices. After preventive measures, accountability should be enforced. More research should be funded to create a test for sleepiness.
