Re: Proposed St. John’s Urban Region Regional Plan Amendment 4, 2020: Map compliance amendment to correspond to the Witless Bay Municipal Plan, 2016

The St. John's Urban Region Regional Plan (“SJURRP”) is a higher level provincial plan for the region, and all municipal plans within the region must be compliant with the SJURRP.

The current Town of Witless Bay Municipal Plan and Development Regulations were brought into legal effect on June 24, 2016. It was subsequently determined that a coinciding amendment was not completed at that time to align the municipal land use designations and zones that were ultimately registered in the Witless Bay plan, with the regional designations on the St. John's Urban Region Regional Plan (“SJURRP”) map. This amendment is now being undertaken to retroactively achieve compliance.

As provided by the Urban and Rural Planning Act, 2000, an amendment of the Regional Plan requires an opportunity for input with the public and the other municipalities that are subject to the SJURRP. For your consideration and response for the purposes of public consultation under the Act, please find attached amendment documents pertaining to changes to the SJURRP map, within the Town of Witless Bay.

Upon completion of the consultation process, the Minister will consider the documents for adoption, and arrange the statutory public hearing, before considering them for approval.
