AN ORDINANCE AMENDING ARTICLE II, SECTION 2.02 OF THE BOROUGH CHARTER TITLED ASSEMBLY COMPOSITION.

Section 1. Classification. This ordinance is of a general and permanent nature.

Section 2. Purpose. The purpose of this ordinance is to amend the Denali Borough Charter Article II, Section 2.02 in its entirety as follows:

ARTICLE II: THE ASSEMBLY

Section 2.02 Composition

1. The Assembly elected by the qualified voters of the Denali Borough shall consist of nine (9) Assembly members. The districts are composed of the following:

District [5] 1. South – 1 seat – [I] A

Cantwell South to southern boundary of Denali Borough.

Generally described as: The remaining population of the Cantwell CDP south to the southern Boundary of the Denali Borough.

Specifically described as including residents of the Cantwell CDP excluding persons assigned to District 4 residing in populated census blocks 2389 (9) and 2385 (4).

District [4] 2. South Central - 1 seat – [H] B

McKinley Park, Deneki Lakes, Carlo Creek and North and East Cantwell CDP.

Generally described as: Residents of the McKinley CDP plus residents of areas of the Cantwell CDP blocks 2385 and 2389, north of the Denali Highway and East of the Old Parks Highway and , and census block 2423 bordered on the south by the Jack River, on the west by the Alaska Railroad, on the north by Windy Creek and on the East by the George Parks Highway.

Specifically described as including residents of the 2010 U.S. Census blocks in the McKinley Park CDP, population (185). Plus census blocks; 2389 (9), 2385 (4), in the Cantwell CDP, population (13).

Total population: (198) Ideal: 203 Variance: -2.4%.

District 3. Central – 4 seats – C, D, E & F [, & G]

Residents of Healy, Waugaman Village and Otto Lake.

Generally described as: the remaining Healy CDP residents living north of Coyote Creek (Windy Bridge) and including residents living north of Hines Creek/Riley Creek and south of Dry Creek west of the in Denali National Park.

Specifically described as including remaining residents of the Healy CDP plus residents of Denali National Park Headquarters Area (unassigned census blocks 2188, 2167 and 2241) Population (32).

District [2] 4. North Central – 1 seat – [C] G

Residents of Panguingue Subdivision, Lignite Road and Ferry CDP

Generally described as: residents of Healy CDP located south of the waterway Rock Creek and north of Dry Creek west of the Parks Highway and residents of Ferry CDP and Healy CDP located South of Chicken Creek to include Ferry.

Specifically described as: Residents of Ferry CDP (33), plus residents of Healy CDP located within the following census blocks: 2043 (1), 2047 (1), 2068 (3), 2070 (5), 2196 (84), 2207 (52) and 2048 (16).

Total population: (195) Ideal: 203, Variance: -3.9%

District [1] 5. North - 2 seats – [A & B] H & I

Residents of Anderson and the Parks Highway north of Denali National Park and Preserve, north of the waterways Rock Creek and Chicken Creek, west of the Ferry CDP and north of Cody Creek and the West Fork of the Little .

Generally described as: The city of Anderson including Clear AFS. Person residing in portions of the Healy Census Designated Place (CDP) north of Rock Creek/ Chicken Creek and the northernmost border of Ferry, and including unassigned persons residing north of Denali Park and Preserve and on the east side of the Nenana River north of Cody Creek/ West Fork of the Little Delta River.

Specifically described as residents of populated 2010 U.S. Census Blocks in the city of Anderson /Clear AFS, Population (246). Unassigned blocks; 1001, 1057, 1063, 1118, 1123, 1124, 1125, 1127, 2000, 2521, 2523 - Population (90). Healy “north” CDP blocks; 2012, 2015, 2016, 2020, 2025, 2026, 2049, 2050, 2051, 2053, 2054, 2056, 2058, 2060, 2061, Population (92)

Total population: (428) Ideal: 406, Variance of +5%

As the need arises, reapportionment and redistricting changes will take place by Assembly ordinance and approved by a majority vote of the voters.

Section 3. Effective Date. This ordinance becomes effective upon adoption by the Denali Borough Assembly, signature of the mayor and approved by a majority vote at the regular election to be held November 8, 2011.
