Mission SEMCOG’s mission is solving regional planning problems — improving the efficiency and effectiveness of the region’s local governments as well as the quality of life in Southeast Michigan. Essential functions are: • providing a forum for addressing issues which extend beyond individual governmental boundaries by fostering collaborative regional planning and • facilitating intergovernmental relations among local governments and state and federal agencies. As a regional planning partnership in Southeast Michigan, SEMCOG is accountable to local governments who join as members. Membership is open to all counties, cities, villages, townships, intermediate school districts, community colleges and public universities in Livingston, Macomb, Monroe, Oakland, St. Clair, Washtenaw and Wayne Counties. Responsibilities SEMCOG’s principal activities support local planning through use of SEMCOG’s technical, data and intergovernmental resources. In collaboration with local governments, SEMCOG has responsibility for adopting region-wide plans and policies for community and economic development, water and air quality, land use and transportation, including approval of state and federal transportation projects. Funding for SEMCOG is provided by federal and state grants, contracts and membership fees. Policy decision making All SEMCOG policy decisions are made by local elected officials, ensuring that regional policies reflect the interests of member communities. Participants serve on one or both of the policy-making bodies — the General Assembly and the Executive Committee. Prior to policy adoption, technical advisory councils provide the structure for gaining input on transportation, environment, community and economic development, data analysis and education. This deliberative process includes broad-based representation from local governments, the business community, environmental organizations and other special interest citizen groups.

Abstract This report documents new major nonresidential development projects occurring in Southeast Michigan in 1999. It also analyzes the amount and type of development since 1990. It covers newly constructed buildings and additions/expansions to existing facilities for various types of projects such as industrial, warehouse, retail, institutional and office developments. Preface This report documents the amount of major nonresidential construction that occurred throughout Southeast Michigan in 1999. Nonresidential development data that are collected and reported on include the following project types: industrial/research/hi-tech, retail, office, warehouse, entertainment/recreational, institutional, transportation/utility, medical facilities and hotels. Only major nonresidential development projects are included in this report. “Major” is defined as office buildings having a minimum of 18,000 square feet of gross floorspace and all other types having at least 50,000 square feet of gross floorspace. Items measured and calculated in this report include the amount of newly constructed floorspace and additions/expansions of floorspace to existing buildings. Major renovations to existing buildings are documented in Appendix C but are not included in total floorspace calculations. Renovation projects are subject to the same criteria as noted above. The Southeast Michigan region includes the seven counties of Livingston, Macomb, Monroe, Oakland, St. Clair, Washtenaw and Wayne. 1

Major Nonresidential Development at Decade High in 1999

Regional Level Development Riding the wave of a surging economy, Southeast Michigan last year experienced its highest level of major nonresidential development in the 1990s. A total of 47.4 million square feet of floorspace was either completed or under construction in 1999. Some 19.5 million square feet of floorspace was completed and opened in 1999, while 27.9 million started construc- tion in 1999 or was a continuation of construction from previous years. Although 1998 reported in with almost 21 million square feet of floorspace completed, the combination of completed and under construction projects for 1999 places it at the top for the decade. Of 1999 projects, industrial/research/hi-tech projects contributed the largest amount of floorspace with just over 16 million square feet or 34 percent of the total. (Figure 1) Large projects of this type in the region included expansions to existing automotive plants and new buildings for automotive suppliers such as Johnson Controls in Warren. Retail development projects (e.g., Lowe’s Home Improvement and Home Depot) contributed 7.5 million square feet of floorspace. Office building development, consisting mostly of new multi-tenant, class A office space, added 7.1 million square feet. Warehouse facilities added 4.4 million square feet of nonresidential development floorspace; major projects like the Livonia Corporate Center buildings were the major contributors in this category. Entertainment/recreational facilities had 3.9 million square feet of floorspace completed or under construction; large projects such as and Ford Field contributed the majority of floorspace to this category. Institutional-related development, which includes government buildings as well as schools, reported in with 3.1 million square feet. Ten new schools were either completed or under construction in the region during 1999. With the start of construction on the new Midfield Terminal at Detroit Metropolitan Airport, transportation/utility projects had a good showing with 2.3 million square feet of nonresidential development for the year. Medical facilities accounted for just over two million square feet; additions to existing hospitals or medical centers made up a majority of the projects in this category. Major hotel develop- ment added over 880,000 square feet of floorspace and a total of 1,467 rooms in 1999. 2

County Level Development Wayne County led the region with a total of 20.4 million square feet of floorspace completed or under construction in 1999. (Figure 2) Oakland County followed with 14.4 million square feet. The City of Detroit accounted for 6.1 million square feet of Wayne County’s devel- opment. If Detroit’s numbers are excluded from Wayne County totals, Oakland and Wayne counties each contribute just over 14.3 million square feet of nonresidential development floorspace. Industrial, entertainment/recreational and warehouse projects were the main project types in Wayne County. Oakland County’s development was mostly in office and retail projects. Macomb County followed in third, with 6.6 million square feet of mostly industrial and retail space. Washtenaw County contributed 3.1 million square feet of ma- jor nonresidential floorspace (industrial and retail), Livingston County reported in with 1.5 million square feet, mostly industrial and retail projects. Monroe County and St. Clair County each added over 700,000 square feet of floorspace, mostly in industrial and retail projects and industrial and warehouse projects, respectively. 3

(Table 2) (See Appendix A for development by community and Appendix B for complete project listings.) The City of Detroit led the region with 6.1 mil- lion square feet of nonresidential development floorspace either completed or under construction. Livonia was second with almost three million square feet and was followed by Romulus with 2.4 million. The remaining seven communities that round out the top 10 are listed in Table 1. Together, these 10 communities account for 53 percent of the region’s major nonresidential development floorspace. In addition, it is no coincidence that the top communities in the region have 1999’s largest projects within their boundaries. The larg- est individual project for the year was the new Midfield Terminal at Detroit Metropolitan Airport located in the City of Romulus (two million square feet). A $1.2 billion project sched- uled to open in late 2001, it will be the new main terminal for Northwest Airlines. Comerica Park (Detroit) was the second largest project. Under construction in 1999, it opened in the spring for the Tigers’ 2000 season. The new Detroit Lions stadium, Ford Field, was the third largest project in 1999. Slated to open in 2002, the new stadium is located next to Comerica Park and will have 65,000 seats and 120 luxury suites. 4

Additional 1999 Development Highlights • Millennium Park, a new mixed-use development in Livonia, is being developed on the old Detroit Race Course property at I-96 and Middlebelt Rd. It boasts two of the region’s largest projects (five and six on the top 10 list) — Livonia Corporate Center Buildings 2 & 3. A Home Depot and a Meijer were also under construction on the prop- erty in 1999. Other smaller retailers and warehouse facilities are expected to begin construction in 2000. • Major renovations to existing buildings in 1999 accounted for an additional 15.5 million square feet of nonresidential development, with $2.1 billion worth of investment. (See Appendix C for the complete list of major renovation projects.) • The “Big 3” automakers, DaimlerChrysler, Ford Motor Company and General Motors Corporation, all had significant development projects underway in 1999 — a positive sign for the automotive industry and the region’s economy. DaimlerChrysler’s largest project in the region was the Mack Avenue Engine Plant II in Detroit, a 600,000-square- foot facility still under construction. Ford Motor Company completed the Rouge Paint Shop in Dearborn (600,000 square feet) and General Motors Corporation continued renovation of the , their new world headquarters (approximately 1,000,000 square feet). • Seven industrial/research/technology parks totaling 262 acres opened in 1999. (See Table 3 for the names and locations of these parks.) • Construction was completed on two of Detroit’s temporary casinos — the MGM Grand and MotorCity Casino. The first casino to operate in the City of Detroit, the MGM Grand, opened in July 1999 with 2,351 slot machines and 83 gaming tables. The devel- opment project consisted of the renovation of the former IRS building and a 68,000- square-foot addition. The Motor City Casino opened in December 1999 with 2,600 slots and 136 gaming tables. The casino is a renovation of the old Wonder Bread Bakery building. The temporary Greektown Casino is still under construction. • Cabela’s, which calls itself the World’s Foremost Outfitter® of hunting, fishing and out- door gear is constructing its first store in Michigan in the Village of Dundee. The 260,000-square-foot retail facility is expected to be a top tourist attraction in Michigan and is a significant, positive development for Dundee. The store is slated to have a museum, trout pond and restaurant, plus many other amenities. It is expected to em- ploy 600 people and is part of a 150-acre complex that will include future developments such as hotels, restaurants and service stations. 6

Summary of Development from 1990-1999 Since 1990, the Southeast Michigan region has experienced over 143 million square feet of major nonresidential development. (Figure 3) (See Appendix D for figures by year.) This floorspace was either completed or started construction in the 1990s. At the end of the decade, 27.9 million square feet of this floorspace was still under construction, promising a good year for nonresidential development in 2000. From 1990-1999, industrial/research/hi-tech projects accounted for 43 million square feet of floorspace, or 30 percent of total development space. (Table 4) Office building devel- opment had the second highest total for the decade with 34 million square feet (24 percent), with retail development projects following close behind with 33 million square feet (23 percent). Wayne and Oakland Counties combined for 74 percent of the major nonresiden- tial development in the region. Wayne County, including the City of Detroit, led with 41 percent, followed by Oakland County at 33 percent. The rest of the counties are: Macomb County (11 percent), Washtenaw County (six percent), St. Clair County ( three percent), Livingston County (three percent) and Monroe County (two percent). The City of Detroit by itself had 14 percent of the total major nonresidential development for the decade. As the decade progressed, several development trends appeared in the region, as shown in the nonresidential development numbers. With Michigan’s continued role as the North American research and development center for the global automotive industry, industrial/ research/hi-tech projects, office buildings and, to some extent, warehouse facilities were the top development types. New automotive plants are being built, additions to existing plants are under construction and numerous renovations are being done for existing com- panies in the region. New automotive suppliers and other manufacturing companies are locating in Southeast Michigan and building headquarters and plants to be close to their primary customers and take advantage of Michigan’s attractive business climate. Retail development is strong in Southeast Michigan, with its own internal trends such as “big box” development (e.g. Lowe’s, ), speciality lifestyle retail, supermarket- anchored neighborhood shopping centers and redevelopment of area downtowns and vil- lages. With the opening of the Great Lakes Crossing mall, it is unlikely the region will soon see any more large malls developed in the region. Other retail-type projects will continue though as the market is very healthy. Entertainment/recreational projects were extremely popular in the decade, with the new casinos, new stadiums for the Detroit Tigers and Detroit Lions, numerous new large multi- screen movie theaters with restaurants such as the Loeks Star Theater in Southfield, and new fitness and recreational facilities for families. A related development of the above trends is the increase in the number of hotels in the region to support visitors to the region and from county to county for business and plea- sure. Southeast Michigan added over 5,200 rooms during the 1990s. 8

And finally, institutional-related development — mainly schools — had a significant impact on the region. Many communities in Southeast Michigan built new elementary and high schools, and colleges throughout the region constructed new buildings and expanded their existing facilities. Institutional buildings added six million square feet of major nonresidential floorspace to the region in the 1990s.

Conclusion Supported by a strong economy, low employment rates and a strong workforce, major nonresidential development was very healthy in the 1990s, especially in the latter half of the decade. With a significant amount of floorspace still under construction in the region, the new decade looks just as promising. 9
