Dans ce travail, nous voulons mettre en évidence la mobilité de la population Malagasy. C’est la raison pour laquelle, nous avons choisi d’étudier l’impact de la situation « carrefour » de l’emplacement d’Ihosy. La réalisation de ce mémoire a été une tâche difficile. Nous avons été obligées de faire des enquêtes sur le terrain. Nous avons rencontré beaucoup de problèmes dans la réalisation de ce travail. Par exemple la période où nous avons accompli les missions sur le terrain coïncide avec la saison de pluie. Nous avons également connu la méfiance de la population, les gens montrent beaucoup de réticence pour répondre aux questions posées. Ils ne veulent pas être photographiés. Malgré cela, nous avons pu mener notre enquête grâce à l’autorisation d’enquête délivrée par le Directeur du département de géographie et signée par le rapporteur. Après la présentation de ce document officiel, nos interlocuteurs deviennent plus loquaces, nous avons pu recueillir des renseignements intéressants. Le problème de documents écrits reste une lacune majeure, il n’y en a pas assez et ils sont souvent dépassés par le temps. Ce modeste travail arrive à son terme grâce à l’aide de plusieurs personnes, qui ont contribué de loin ou de près à sa réalisation. - Nous rendons d’abord hommage à Feu Jean¨Louis Rabemanantsoa, Maître de conférence à l’université de Toliara, qui nous a proposé ce thème. Des conseils et encouragements nous ont donné la force de continuer. A vous tous, merci infiniment ! 3 INTRODUCTION La migration est un phénomène de déplacement de la population. A Madagascar, la conséquence de cette migration est l’hétérogénéité de la population dans un lieu. Dans un site donné, la population est constituée des autochtones c'est-à-dire des gens originaires de ce site même, et des migrants, les gens d’ailleurs qui viennent s’y installer. Depuis toujours, plusieurs raisons incitent les gens à migrer : raisons économiques (la recherche de nouvelles terres à cultiver, la recherche de fortune…) ; raisons politico - sociales (la guerre intestine entre les populations locales etc.…) et au niveau politique (la recherche des gens à dominer). A l’heure actuelle, à Madagascar, les mouvements migratoires ne cessent d’augmenter à cause de trois raisons que nous avons citées ci-dessus. Mais chaque migrant a sa propre caractéristique et son propre objectif. C’est pour cette raison que nous allons nous intéresser à ce sujet qui s’intitule : « LE PHENOMENE MIGRATOIRE DANS LE DISTRICT D’IHOSY. ET SES CONSEQUENCES » Pourquoi avons-nous choisi de travailler sur le phénomène migratoire à Madagascar et plus précisément dans le district d’Ihosy ? D’une part, nous faisons partie des migrants d’Ihosy, par la suite nous éprouvons le besoin de présenter les différents groupes de migrants de la zone, ainsi que différentes activités qu’ils exercent même s’ils s’installent temporairement. D’autre part, le district d’Ihosy est favorable à la migration par sa position de carrefour et qu’il présente beaucoup de potentialités (agricole, minière …) Une autre raison qui a attiré notre curiosité est la forte occupation des migrants dans la ville d’Ihosy ; alors que les « Tompontany » n’occupent que la périphérie de la ville ? Et enfin, un autre aspect du district qui nous a beaucoup frappé, c’est la forte affluence qu’il connaît. Pourquoi cette attirance des migrants ? Pour essayer de comprendre ce phénomène de migration, nous allons aborder les trois parties suivantes : I- La description de la zone d’étude II- Les activités de la population dans le district d’Ihosy. III- Les conséquences de la migration et les perspectives d’avenir. 4 Pour réaliser ce mémoire, nous avons procédé par trois étapes : L’étude bibliographique, la phase de recherche sur le terrain et la rédaction. L’étude bibliographique : Elle est indispensable car elle permet de consulter le maximum d’ouvrages qui se rapportent de près ou de loin à la zone d’étude et/ou au thème choisi. Aussi pour trouver les ouvrages appropriés, nous avons effectué des recherches dans des centres de documentation à Toliara ( la bibliothèque Universitaire TSIEBO Calvin, la Bibliothèque du département de Géographie et d’Histoire , celle de l’Aumônerie Catholique, de l’Alliance Française et du Collège Sacré-cœur ) et à Ihosy (la bibliothèque de la Commune, celle du Collège Saint pierre Chanel et les librairies) ainsi que dans des services administratifs publics ou privés ( le service du plan, le service de l’aménagement du territoire , la Direction Régionale du Développement Rural ….. ) La phase de recherche sur le terrain Cette phase de recherche sur le terrain est caractérisée par le contact direct avec la population et les personnes ressources : les responsables des collectivités décentralisées (le chef de district, le Directeur Régional de l’Administration Territoriale, les chefs de lignage, les présidents de Fokontany, les maires…. ). Il ne faut pas négliger le reste de la population qui est d’une aide précieuse pour le recoupement des informations. La phase de rédaction C’est la phase finale, il s’agit de faire le dépouillement des données et informations recueillies puis à en faire l’analyse et le traitement. Cela nécessite un esprit de synthèse, clair, précis et concis. Il faut que tout ce qui est écrit soit compréhensible par tout le monde. 5 LOCALISATION Le district d’Ihosy est situé au centre sud de Madagascar entre les latitudes 21° 61 / et 23° 10 / Sud et les longitudes 44° 95 / et 46° 08 / Est, à 600km de la capitale sur la RN7, à 280 Km de Fianarantsoa ville, à 390 Km de Toliara. Il se trouve administrativement dans la province de Fianarantsoa. Il occupe une grande partie de la région d’Ihorombe : 18.372 Km 2 sur 26.930 Km2 du total de la région, le reste étant représenté par les deux districts d’Ivohibe( 4.258 Km 2 ) et Iakora (4.300 Km 2 ). Le district d’Ihosy est délimité : Au Nord par le district d’Ikalamavony. Au Nord-ouest par le district de Beroroha Au Sud-ouest par le district de Sakaraha et de Benenitra. Au Sud par le district de Betroka Au Sud-est par le district d’Iakora A l’est par le district d’Ivohibe. Il est en liaison direct avec quatre régions par sa position carrefour : - La région Atsimo andrefana vers l’Ouest par la RN7 - La région de Haute Matsiatra vers le Nord par la RN7 - La région Atsimo antsinanana vers l’Est par la RN 27 - Et l a région de l’Anosy vers le Sud par RN 13 Le district est constitué de 19 communes dont Ihosy est la seule Commune Urbaine c’est le chef lieu de district,cette ville joue bien son rôle de carrefour car les routes nationales suivantes RN7, RN13 et RN27 s’y rencontrent d’où l’affluence permanente dans la ville. 6 Tableau n°1 : Les 19 Communes du District d’Ihosy.
