AGENDATinkering, gamesmanship won’t fix public housing. Here’s what will

ever change a winning game; always change a losing one. Tennis legend Bill Tilden’s famous quote is apropos of the Housing Authority, which has been failing for decades and only recently has been sampling new strategies. NFor the most part it operates under the same model that has been breaking down like an old car since at least the 1980s, when the federal government began slashing funding for public housing. Of course, the cost of main- taining the authority’s 325 aging developments has only risen since then. is is the denition of unsustainable. But wait! Here comes Gov. Cuomo’s money is welcome, but he’s using public housing as function better socially than concentrated-poverty projects and generate a political football. FINE PRINT Women are half of the city’s workforce but take home only 40% of its pay, the city comptroller reported. But as is typical, the pay-disparity analysis could not isolate sex as a factor, because data on seniority and employment history were unavailable. Those might be factors why, for example, white male nancial managers’ average pay is $224,000, compared with about $94,000 for their female minority counterparts.
