As Mayor of Miami-Dade County and on behalf of our 2.6 million residents, it is my pleasure to welcome everyone gathered for the Miami World Strategic Forum, 6th edition, hosted by the International Economic Forum of the Americas. This year’s theme is Pioneering for Growth and Prosperity.

Miami-Dade County is home to people from over 156 countries who communicate in more than 64 languages. Diversity is one of the hallmarks that defines us. We draw strength from our diversity and are very much the better for it.

Welcome to the 6th edition of the World Strategic Forum!

We live in a period of profound transformation. Major shifts stemming from rapid technological advances coupled with fluctuating economic, political and social forces are driving our societies into a new era of global development. Amidst these rapid, vertiginous and at times conflicting changes, this year’s theme, Pioneering for Growth and Prosperity, seeks to address the challenges faced by the global economy today, and to shed light on the paths that could lead to progress and prosperity tomorrow. Anant Agarwal Anant Agarwal is Chief Executive Officer of edX, an online learning destination founded by Harvard and MIT. Mr. Agarwal taught the first edX course on circuits and electronics from MIT, attracting 155,000 students from 162 countries. He has served as the director of CSAIL, MIT’s Computer Science and Artificial Intelligence Laboratory, and is a professor of electrical engineering and computer science at MIT. He is a successful serial entrepreneur, having co-founded several companies including Tilera Corporation and Virtual Machine Works. Mr. Agarwal won the Maurice Wilkes prize for computer architecture, and MIT’s Smullin and Jamieson prizes Anant Agarwal for teaching. He holds a Guinness World Record for the largest microphone array, and is an author of the Chief Executive Officer, edX textbook Foundations of Analog and Digital Electronic Circuits. Scientific American selected his work on organic computing as one of 10 World-Changing Ideas for 2011, and he was named in Forbes’ list of top 15 education innovators in 2012. Mr. Agarwal, a pioneer in computer architecture, is a member of the National Academy of Engineering, a fellow of the American Academy of Arts and Sciences, and a fellow of the ACM. He holds a Ph.D. from Stanford and a Bachelor’s degree from IIT Madras.

Luis Almagro Lemes Luis Almagro Lemes was elected Secretary General of the Organization of American States on March 18, 2015. A career diplomat, Mr. Almagro was Uruguay’s Minister of Foreign Affairs from March 2010 to March 1, 2015, and has extensive regional and international experience. In October 2014, he was elected as a Senator in Uruguay’s national elections. Mr. Almagro was also Ambassador to China for five years, after occupying a senior diplomatic post in his country’s Foreign Ministry, and in the Uruguayan embassies in Germany and Iran. In 2014, Foreign Policy magazine named him a Leading Global Thinker, one of ten regional decision-makers granted that Luis Almagro international distinction. Mr. Almagro, a lawyer by profession, is married and has seven children. In addition to Lemes Secretary General, Spanish, he speaks English and French. Organization of American States (OAS)

James Andrus James Andrus is the Investment Manager for Global Governance at CalPERS. It is the largest public pension system in the United States with approximately $281 billion in global assets. Mr. Andrus leads the legal and regulatory financial market reform agenda for Global Governance. He is a member of the Policy and Research Steering Committee for Principles for Responsible Investing (PRI) and the Accounting and Auditing Practices Committee of International Corporate Governance Network. His former professional roles include: Corporate Partner, K&L Gates, LLP; Finance Associate, Mayer Brown; and Quartermaster Captain, United States Army. In James Andrus community service, Mr. Andrus served as President of the Loren Miller Bar Association and the King County Investment Manager, Global Governance, Bar Association, representing the 14,000 lawyers in Seattle/King County. He was also elected to serve on the CalPERS board of the Washington State Bar Association. Mr. Andrus is a graduate of the University of Texas School of Law and the United States Military Academy at West Point.

Shaukat Aziz His Excellency Shaukat Aziz was elected Prime Minister of Pakistan and served from 2004 to 2007, following five years as Finance Minister. Mr. Aziz was the first Prime Minister of Pakistan to complete a full term in office. He restored his country’s credibility at home and abroad and is renowned for his strategic approach, structural reforms, transparency and ability to focus on the best (as opposed to the most politically expedient) approach. His policies were based on the principals of liberalization, deregulation and privatization, and were accompanied by strong regulatory oversight. Mr. Aziz’s tenure was marked by high economic growth, an increase in per Shaukat Aziz capita income, a reduction in poverty, an upsurge in investments and improved debt and economic indicators. Prime Minister of Pakistan He became Finance Minister in 1999 and was named Finance Minister of the Year in 2001 by Euromoney (2004-2007) magazine and The Banker. Having presided over impressive economic growth in his country, Mr. Aziz offers an expert view and is a frequent speaker on the challenges facing the world, including structural reforms, diplomacy, geopolitics and security.

Alberto Bacó Bagué Alberto Bacó Bagué is an attorney, CPA, and entrepreneur with over 35 years of experience. From 1998 to 2011, he worked as President and Chief Executive Officer of Marvel International and Bohio International, a diversified food manufacturer, marketer and distributor of branded products. During his career, Mr. Bagué has been an active supporter in the development of the venture capital industry in Puerto Rico and co-invested in a number of projects. He serves or has served on the board of directors of several companies including W. Holding and Westernbank (2009-2010), Economic Development Bank (2001-2009) and PRASC Holding Corp (2009 to present). Alberto Bacó Bagué He is also a member of the board and Chairman of the Young Presidents Organization, Chapter of Puerto Rico. Bertrand Badré As Managing Director and World Bank Group Chief Financial Officer, Bertrand Badré was responsible for the financial and risk management strategies of the Bank Group. He contributes to international dialogue on financial standards and practices through his representation of the Group at the Financial Stability Board, as Chair of the World Economic Forum Global Action Council on Sustainable Development and participation in meetings of the G7 and Heads of Multilateral Development Banks. Previously, Mr. Badré was Group Chief Financial Officer at Société Générale and Crédit Agricole, and Managing Director of Lazard. During the 2003 Evian G8 summit, Bertrand Badré Mr. Badré served as President Chirac’s Deputy Personal Representative for Africa and as a spokesperson on Former Managing Director and Chief new international financial contributions to fund development. Ana Bailão First elected in 2010, Ana Bailão is the Toronto City Councillor for Ward 18, Davenport, a member of the Mayor’s Executive Committee, and Toronto’s Housing Advocate. When she was first asked to chair the Affordable Housing Committee, it was during a time when external housing funding was shrinking. Marek Belka From May 2004 to October 2005, Marek Belka served as Prime Minister of Poland. He also held numerous high ranking positions within the international community. In 2003, he served as Chairman of the Council for International Coordination for Iraq, and as Director of Economic Policy in the Coalition Provisional Authority (2003-2004), where he was responsible for the currency reform, the development of a new banking system and monitoring the Iraqi economy. In January 2009, he assumed the position of Director of the European Department at the International Monetary Fund. On June 10, 2010, Professor Belka was approved by the Marek Belka Parliament of the Republic of Poland as President of Narodowy Bank Polski. In January 2011, he was elected Governor, Central Bank of Poland for a 3-year term of office to the Steering Committee of the European Systemic Risk Board. In January 2014 he was re-elected for another 3-year term of office. Mario Bergara Mario Bergara is the Governor of the Central Bank of Uruguay, a position he also held from 2008 to 2013. He is former Head of the Department of Economic Studies at the Central Bank of Uruguay; former Member of the Board of the Communication Services Regulatory Agency; former Vice Minister of Economy and Finance (2005-2008); and a former Minister of Economy and Finance of Uruguay (2013-2015). Gina Burkhardt Gina Burkhardt is the Chief Executive Officer of Jobs for the Future, a national non-profit working to ensure educational and economic opportunity for all. It does so by developing innovative educational and career pathways, resources, and public policies to increase college readiness and career success. Prior to joining JFF, Ms. Burkhardt served as the Executive Vice-President and Director of Education at the American Institutes for Research and was also Chief Executive Officer of Learning Point Associates, a non-profit education reform organization. She serves on multiple boards, has authored several publications, co wrote a book on Gina Burkhardt organizational change in schools, and presents nationally and internationally. Carlos A. Giménez Carlos A. Giménez was re-elected as Miami-Dade County’s Mayor on August 14, 2012. He practices in the areas of cross-border investment and financings, mergers and acquisitions, international arbitration and project finance. Mr. Gómez-Pinzón currently divides his time between Bogotá and Washington, D.C. Mr. Gómez-Pinzón has participated in some of the most important financings and privatizations in Colombia in the last 20 years and has been an arbitrator in several investment arbitrations under the ICSID rules. He is the sole founder and former head of one of the leading law firms in Colombia. He was Co-Founder and Director of the Colombian-Japanese Enrique Gómez- Chamber of Commerce and Director of the Bogotá Stock Exchange, as well as a board member of several public Pinzón Executive Partner, companies and banks in Colombia and the United States. Emilio T. González Emilio González is the Director of the Miami-Dade Aviation Department. He directs the operations at Miami International Airport (MIA) and four general aviation (GA) airports in the Miami area. MIA handles more than 41 million passengers and two million tons of cargo annually, and is among the nation’s busiest international passenger and cargo airports. Dr. González is overseeing the completion of one of the largest airport expansion programs in the U.S., a $6.5-billion capital improvement program that has added new terminals, roadways and other infrastructure to MIA and the County’s GA airports. Juan Kuryla In 2014, Juan Kuryla was appointed by Miami-Dade County Mayor Carlos A. Giménez to the position of PortMiami Director and Chief Executive Officer, where he oversees operations and capital development for the so-called “cruise capital of the world” and “cargo global gateway”. From February 2001 through February 2007, Mr. Kuryla held the positions of Assistant Port Director for Intergovernmental Affairs and Assistant Port Director for Intergovernmental Affairs and Promotions. Quijano Jorge Quijano is the Chief Executive Officer of the Panama Canal Authority, the autonomous agency that manages the Panama Canal, the leading interoceanic waterway that serves world maritime commerce. Mr. Quijano began his professional career as a process engineer and product forecaster in TEXACO, in the Republic of Panama. In 1975, he commenced his career with the Panama Canal as a maintenance engineer and was promoted up the professional and managerial ladder until 1999, when he obtained the position of Maritime Operations Director. In September 2006, he was appointed Executive Vice-President of the Engineering Jorge L. During this period, Mr. Rhodes progressed from lead engineer on multi-disciplinary development programs to Senior Partner, and Co-Leader of the global firm’s Health and Life Science business, Ian Rhodes responsible for turnover of approximately £100M. Nicholas Sargen Nicholas Sargen is the Senior Vice-President and Chief Economist of the Western & Southern Financial Group. From 2003 to 2014, he was the Chief Investment Officer at Fort Washington Investment Advisors, Inc. Prior to joining Fort Washington, Mr. Sargen’s experience included many years as an international economist and global money manager. He served as Managing Director for JPMorgan Chase, where he was Chief Investment Strategist for J.P. Morgan Private Bank. He has also served as Managing Director for Prudential Insurance Company, where he was Chief Investment Officer for Global Fixed Income Advisors. Richard J. Shea Richard Shea was named President and Chief Executive Officer of Atlantic Broadband in early 2015. Talbert III William Talbert III has served as President and Chief Executive Officer of the Greater Miami Convention & Visitors Bureau (GMCVB) for the past sixteen years, and Chief Operating Officer for the previous nine. Major accomplishments include assisting with the passage of the Travel Promotion Act of 2010; negotiating interlocal government funding agreements; and preparing four successful Super Bowl bids and three Pow Wow bids. Under Mr. Talbert’s leadership, the GMCVB was awarded a prestigious accreditation from the Destination Marketing Accreditation Program in November 2007. Mr. Talbert is a current member of the following bodies: William D. Douglas E. Turnbull Douglas E. Turnbull is Vice-Chairman and Country Head, Canada at DBRS and has occupied that position since January 2016. In his role, Mr. Turnbull is responsible for overseeing all of DBRS’s day-to-day operations in Canada. As part of the global management team, he also focuses on the strategic development of DBRS’s rating business and senior outreach activities for the company. Matey H. Veissi Matey Veissi, broker and co-owner, Veissi & Associates, is the 2016 President of Florida Realtors. A leader in regional, state and national real estate organizations, Veissi was named Realtor of the Year in 1996. She was the creator and charter member of the association’s International Council and a founding member of its Honor Society. In 2005, she received a Lifetime Achievement Award from the Miami association. Víctor Villalobos Víctor Villalobos is a Mexican professional specializing in the fields of agriculture, natural resources and genetics. He is also a public servant who took office as the tenth Director General of IICA on January 15, 2010 in Costa Rica. John Yearwood Award-winning journalist John Yearwood is the Former World Editor of the Miami Herald and a Vice-Chairman of the Vienna-based International Press Institute (IPI), the world’s oldest press-freedom organization. Under his leadership, the World Desk has won numerous awards, including the Arthur Ross Award for best coverage of Latin America.
