REPORT ON THE COLLECTION OF QUOTA CONTRIBUTIONS

The Director has the honor to present a report on the status of quota contributions as of 19 August 1970.

In the Financial Report of the Director (Official Document No. 97), Schedule 2, page 18, there is presented a table showing the status of quota contributions as of 31 December 1969. In Document CE64/5 and Addendum I, the status of contributions through June 1970 was presented to the Executive Committee. To provide the Pan American Sanitary Conference with the latest information, the corresponding table is attached.

The Executive Committee at its 64th Meeting considered the status of quota contributions and approved Resolution V, as quoted below:

THE EXECUTIVE COMMITTEE,

Having considered the report of the Director on the collection of quota contributions (Document CE64/5 and Addendum I);

Having noted that in the first six months of 1970 an unusually high percentage of quotas in arrears was received, which exceeded the amount of the deficit for 1969;

Recognizing, nevertheless, that five countries remain in arrears more than two years; and

Bearing in mind the importance of prompt and full payment of quota contributions to assure financing of the authorized program and budget and to maintain a sound financial condition for the Organization,

RESOLVES:

i. To take note of the Report of the Director on the collection of quota contributions (Document CE64/5 and Addendum I). CSP18/23 (Eng.) Page 2

2. To thank those Governments which already have made payments in 1970, and to urge all Governments to pay remaining balances of arrears and current year quotas as soon as possible.

3. To request Governments whose quotas are two or more years in arrears to endeavor to make arrangements for the payment of those.

4. To request the Director to continue to inform the Governments on any balances due and to report to the XVIII Pan American Sanitary Conference on the status of the collection of quotas.

5. To request the Director to send to the Governments a statement of the present status of its obligations to the Pan American Health Organization and to consult with them on how to pay their outstanding balances.

The above resolution has been distributed to all Governments. The Director also has provided to individual Governments information on the status of their quotas and has urged prompt payment to assure fulfillment of the program of the Organization.

It will be noted that, as of the date of this document, five countries are in arrears in an amount exceeding the sum of their quotas for two full years. The status of each is as follows:

- BOLIVIA: This Government established a financial plan for the payment of outstanding quotas within a definite period (i0 years). Partial payments against quota arrears were made in 1965, 1967, and 1969.

COSTA RICA: A payment of $55,654 was received in 1969 which paid quota arrears through 1966 and partially paid the 1967 quota. The Government has not presented a plan for payment within a definite period.

DOMINICAN REPUBLIC: No contributions have been received in 1966, 1967, 1968, 1969, or 1970 to date. The Government has not presented a plan for payment within a definite period. W

HAITI: The XVII Pan American Sanitary Conference passed a resolution approving a 20-year payment plan which had been submitted by this Member Government. A payment of $4,880.25 was received in 1967 and an equal amount in 1968. Efforts are now being made to update the payment plan.

PARAGUAY: No payments have been received during 1969 or 1970 to date. The Government adopted a plan for bringing its contribution up to date by payment each year of the two earliest outstanding assessments. Efforts are now being made to renew this or an equivalent plan for payment within a definite period.
