ABSTRACT This document, which is intended to assist aspiring entrepreneurs wishing to establish a microenterprise, describes the federal programs that are available to assist entrepreneurs. The introduction provides an overview of the Interagency Workgroup on Microenterprise Development, which was formed by seven federal agencies to encourage continued development of microenterprise in the United States through policymaking, support, technical assistance, and funding for microenterprise programs. The next section presents overviews of 13 programs offered by the following federal agencies: (1) Department of Agriculture;(2) Department of Commerce (3) Department of Health and Human Services;(4) Department of Housing and Urban Development; (5) Department of Labor;(6) Department of the Treasury; and (7) Small Business Administration. The programs profiled in the overview include programs targeted toward the following groups: residents of rural areas; minority group members; low-income individuals; refugees; and women. Next, services available from six regulatory agencies are detailed. The final section presents case studies of programs offered by eight federal agencies. Each case study includes the following items: program contact information; program overview; program results; key players and their contributions; funding sources and uses; and special considerations. A primer of microenterprise terms and list of regional and local contacts are appended. (MN)
