Crawley Growth Programme The programme will: • Transform the business and living environment in the town centre and Manor Royal • Deliver much needed new Grade A office space • Unlock private funds for new railway station • Enable delivery of 1,000 new town centre homes, plus 135,000 sqm of commercial floorspace and 7,000 new jobs • Grow new retail investment • Improve sustainable transport infrastructure in the town centre, Manor Royal and at three railway stations. Business “X” in Fleming Way (Zone 2) “We are extremely concerned with the parking on Fleming Way…This is becoming a serious safety issue to us for our staff and customers, we are very concerned there will be an accident due to a complete lack of visibility when leaving the junction to join Fleming Way”

Business “Y” in Crompton Way (Zone 3) “Thanks for your response. I understand the issues, geographical area that you have to cover and the lack of resource but unfortunately this does not solve the problem which is access by our vehicles to our premises without hindrance.”

Business “Z”in Gatwick Road (Parade) (Zone 5) “I’m nearly in tears I’m so fed up with fighting with everyone every morning... I’m beside myself and just want to pack it all in… Please help I’m gonna have to go and really don’t want to.” Parking Management Plan (PMP)

What is it? A method of controlling/managing parking that could be introduced primarily to assist people working in the area where they experience difficulty in parking and make it easier for workers and visitors to park, enhance road safety, and remove obstructions to accesses by eliminating indiscriminate parking.

Rationale: • Parking issues are among the top three issues affecting confidence in Manor Royal. • Made worse by the increase in businesses and (subjectively) the increase in Gatwick passenger numbers. • Parking orders in Manor Royal are out of date. • Existing orders either prohibit any parking or allow indiscriminate and uncontrolled parking.

What would it involve? In essence it’s a business parking permit scheme. Those parking on the highway would need a permit to park or risk receiving a Fixed Penalty Notice (FPN / fine). The permits would cost. Funds raised would be used to administer the scheme, improve enforcement and re-invest in transport schemes.
