The Board of City Commission met in special session on December 11, 2018 at the hour of 4:00 p.m. in the Large Conference Meeting Room, Public Works Building, 601 South 26th Street, Bismarck, . There were present: Commissioners Marquardt, Guy, Zenker, Oban, and President Bakken.

The purpose of the special City Commission meeting was to meet with Bismarck legislators to discuss the City of Bismarck’s legislative agenda for 2019. Legislators present included Sen. (Dist. 7), Rep. (Dist. 30), Sen. (Dist. 30), Sen. (Dist. 32), Rep. (Dist. 35), Rep. (Dist. 35), Sen. Erin Oban (Dist. 35), Rep. (Dist. 47), Rep. (Dist. 47) and Sen. Mike Dwyer (Dist. 47).

The City of Bismarck legislative agenda topics include Infrastructure Funding, Emergency Communications and Public Safety, State Aid Distribution Fund, Tax Exemptions, Behavioral and Mental Health Services, Bank of North Dakota Business Development and Infrastructure Loan Programs, Tax Relief/Reform, Housing Programs, Home Rule Authority, Extraterritorial Zoning Authority, Arts and Cultural Funding and Human Rights. Topics discussed also included social detox, the proposed Prairie Dog infrastructure funding bill, City utility rates, changes to the utility fund model for the Public Works Utility Operations Department, future roadway projects for the City of Bismarck, including 43rd Avenue and South Washington Street improvements, and Property Tax Relief/Reform coupled with cities’ abilities to create local tax collections to support city-initiated maintenance or construction projects.

It was recommended that a member list of the various legislative committees be developed to help with more direct communication between the City of Bismarck and appropriate State leaders throughout the 66th legislative assembly. Contact information for the Mayor and Commissioners will be provided to the representatives and senators along with a list of specific dollar amounts for Bismarck’s infrastructure needs that could be supported by State funding.

Having completed the items on the agenda, the meeting was declared adjourned at 5:17 p.m.
