REPORT OF THE COMMITTEE ON STATUTORY AFFAIRS IN DURBAN

Summary and recommendations

The Committee on Statutory Affairs held an extraordinary meeting on 31 October 2019 in Barcelona, and met again in its ordinary session on 13 November 2019 in Durban, on the occasion of the UCLG World Congress.

The key issues covered in both meetings were the electoral process for 2019, including the nominations to the Governing Bodies, as well as the UCLG meetings to be planned for the period 2020-2022.

This document provides a report on the main questions addressed and decisions taken during the meeting in Durban.

The Committee on Statutory Affairs is invited to:

1. Adopt the report of the meeting.

1. The President of UCLG Parks Tau, chaired the session. He thanked all members for attending the meeting of the Committee on Statutory Affairs, and recalled the importance of the UCLG Congress for the institutional life of our Organization.

Electoral process 2019: updates and pending matters

2. It was recalled that the reference documents for the organization of elections, together with the recommendations of the Committee on Statutory Affairs are:

 The UCLG Constitution  The Electoral Procedure Rules, as amended in Chicago in 2010  The Conduct of Elections, which was amended in Barcelona in October 2019 and shared with the members of UCLG

3. All of these documents were duly distributed to the whole membership, when informing about the electoral process.

Nominations to the UCLG governing bodies

4. The Committee revised the nominations presented by the Sections and checked eligibility on the following criteria:

 The state of payment of membership fees  The holding of a political mandate  Gender and type of member balances

2 5. The Committee agreed on the list of nominations to be distributed to the General Assembly members.

Candidatures to Presidency, Co-Presidency and Treasurer

6. The Committee reminded that the Organization was facing an extraordinary situation, since it had received an unprecedented number of candidatures for each post. The commitment of all the candidates was highlighted. During its deliberations, the Committee recalled the shared values that have shaped the Organization, based on trust, respect and willingness to collaborate. The members of the Committee, and the Presidency in particular, encouraged the candidates to build consensus.

7. The Committee acknowledged that four candidatures received for President were eligible:

8. The Committee also acknowledged that eight candidatures were received to the post of Co-President:

9. Finally, the Committee acknowledged that the four candidatures received for Treasurer were eligible:

 Ms Thembisile Nkadimeng, Mayor of Polokwane and President of SALGA  Mr Tunç Soyer, Mayor of Izmir  Mr Berry Vrbanovic, Mayor of Kitchener  Ms Madelaine Alfelor, Mayor of Iriga

10. The Committee continued to encourage all candidates to reach the highest level of consensus, reflecting the will of the Organization as a whole as well as its diversity. As such, the Committee recommended to maintain the figure of the Deputy Treasurer as well.

Voting procedures

11. As discussed in the extraordinary meeting in Barcelona, the Committee on Statutory Affairs recommended that voting would take place in two rounds.

12. An in depth discussion on the different possible formats and a recollection of the agreements reached in Barcelona took place. There was further a detailed discussion on the possibility to encourage as much as possible deliberations among candidates to reach agreements before the meeting of the Council.

13. The following sequence for the voting process was agreed: Phase 1: Immediately after the General Assembly appoints the World Council on 14th November 2019, a

3 brief session to formally establish the World Council was proposed to be held. During this session, the first round of voting was to be organized for the President of UCLG.

14. The Electoral Oversight Committee is to determine the process to distribute ballots that will take place during the session of the Council previous to casting the votes. Tables by region would be organised. A valid photo ID would need to be presented by the delegates in order to be allowed voting according to the procedures agreed.

15. After counting the votes, the two candidates with the highest numbers of votes would remain for the second round.

16. The candidates selected after the first round would then be invited to compose their ticket, including up to five co-presidents (who could be selected from the list of candidates for the Co-Presidency and for the Presidency), a treasurer and a deputy treasurer.

17. On 15th November, during the formal session of the World Council, the second round of voting was to be organized to elect the President of UCLG. The new President would then present the presidential ticket.

Electoral oversight committee

18. It was suggested that an Electoral oversight committee should be set up by the Committee on Statutory Affairs to take care of the vote counting.

19. It was proposed that this committee includes 5 representatives of at least 3 Sections and members of the World Secretariat staff. The proposal from the Presidency was accepted as proposed. The following composition of the committee would be recommended to the Executive Bureau:

 the two honorary auditors, Maria Julia Reyna and Liu Baochun;  one representative of Durban, as host of the Congress, Adrian Peters  the former Co-President of UCLG, Mauricio Rodas;  a staff member from a Section, Salim Korkmaz; and  two World Secretariat staffers, Carole Morillon and Mehdi Mopin.

20. With this proposal, the criteria of neutrality, knowledge about the Organization and its rules would be met, as well as demonstrated interest in the sound governance and well-being of our network.

21. Voting ballots were designed by the World Secretariat and were to be distributed to each member (principal of substitute) of the World Council upon presentation of their ID. It was proposed to have registration tables organized by continent in order to facilitate distribution. It was recalled that ballots were personal and could not be transferred to other representatives, and that they would be distributed to the previously-appointed World Council members at the end of the General Assembly. Ballot boxes were to be placed in the same room where the two sessions of the World Council meetings would take place.

UCLG meetings 2020-2022

22. The Committee took note of several expressions of interest for the next edition of the Executive Bureau among which, the cities of Rome in Italy and Gwangju in South Korea. As it is traditionally the case, in view of the changes in leadership, the Committee proposed to postpone final decisions on the statutory meetings for 2020, in order to give a say to the newly established Presidency.

4 23. The Committee also received information about the candidatures to host the next UCLG Culture Summit in 2021. After taking note of the report produced by the Culture Committee and acknowledging the high quality of all the candidatures shortlisted, members of the Committee recommended that Izmir be the next host of the Culture Summit.

Membership Issues

24. As per its Terms of Reference, the Committee on Statutory Affairs examined membership requests and related information. Members confirmed that the membership requests were valid and proposed them for recommendation to the Executive Bureau.

UCLG honorary membership

25. Finally, building on the decision of the Executive Bureau of Mexico in 2010 and the creation of the UCLG distinctions, the Committee on Statutory Affairs proposed to award Honorary Membership to some key figures of our Organization, namely members of the Presidency for 2016-2019 who have or will retire from their posts in the Presidency:

UCLG EXTERNAL ASSESSMENT

Summary and recommendations

One of the outcomes of the Presidency meeting, held in Barcelona at the end of January, was a proposal to initiate a process of external assessment of the Organization that will allow us to have a fresh view of the organization and help us shape an organization fit for purpose in the future.

The terms of reference which are attached hereto were presented to the Presidency and to the Secretaries General of Sections, giving them an opportunity to provide feedback which is included in the document presented.

The Committee on Statutory Affairs is invited to:

1. Take note of the proposal and agree next steps. 2. Recommend the Executive Bureau to mandate the World Secretariat to proceed.

1. The objective of the assessment is primarily to provide an independent, external view on UCLG covering three issues:

a. An assessment of the overall health of the organization and its overall performance.

b. UCLG global position as the voice representing local and regional governments and their associations.

c. Analysis of the organizational structure of the UCLG network and its governance mechanisms.

2. Strengths and weaknesses of the organization should be analyzed - and provide guidance for the development of a plan for organizational adjustments and improvements to further enhance the relevance, effectiveness and efficiency of UCLG.

3. The exercise should lead to a shared position on the organizational changes and strategic positioning that the organization must assume to position it for excellence in the implementation of its work plan and global impact.

4. The external evaluators will do both desk work and interviews with members and specific membership and leadership groups in UCLG. They will be invited to attend UCLG meetings both at global and regional levels. They will further invite key partners of the Organization to collaborate.

5. A task team representing the diversity of the UCLG network will revise the recommendations and reports of the external assessment before presenting it to the governing bodies.

6. As result of the assessment, the external consultants are expected to deliver a first report before the end of the year and a final report in 2021.

Next steps

• June: Publishing the Terms of Reference to kick off the recruitment process of an external consultant to start working in September. • July: Setting up a task team for peer review • July: Special session with the Presidency • September: Special session with the chairs of the consultation mechanisms • September: Special session of Secretaries General • Two reports will be expected from the consultants, one due in November and a final one in the first quarter of 2021 containing concrete recommendations and observations under each of the components, which will be presented to the task team before submission to Committee on Statutory Affairs, which will present to the Executive Bureau final recommendations for approval.

Item 2 – Annex 1

TERMS OF REFERENCE FOR AN INDEPENDENT ASSESSMENT OF THE POSITIONING OF UCLG, ITS ACTIVITIES, AND GOVERNANCE

Objective

The objective of the evaluation is primarily to provide an independent, external view of the World Organization of United Cities and Local Governments (UCLG) around mainly three issues:

I. An assessment of the overall health of the organization and its performance.

II. An analysis of UCLG´s position in the global context.

III. Analysis of the organizational structure of the UCLG network and its governance mechanisms.

The assessment should enable the external expert to make recommendations that will allow UCLG to go to the next stage as an organization.

Background of UCLG

1. UCLG is the heir organization of a municipal movement which first met in 1913 in Ghent, which was constituted as an organization by the establishment of the League of Nations, the predecessor of the UN. The aspirations of the original congress were to create community and to learn to face challenges that went beyond mere local realities (even then). After the world wars, the municipal movement played a very important role in reconciliation and led the dialogue for peace with the establishment of a culture of solidarity that materialized in twin cities within and outside of Europe.

2. The creation of United Cities and Local Governments in 2004 was the result of many years of exchanges between local and regional leaders from around the world, who, despite working from different organizations, had common objectives. They were united by the conviction that the creation of a single world body would facilitate the defense of the interests of local and regional governments in the international arena. This feeling was even endorsed by the UN at the second Habitat Conference held in Istanbul in 1996. During the preparations for the conference, the many existing organizations were directly approached to coordinate and then to start the unification negotiations.

3. The promotion throughout the world of the democratic values that underpinned the movement and that continue to be enshrined in the Preamble of our Constitution has been critical and played a vital role in the decisions to expand. The Preamble remains fully valid today. It contains messages about the importance of unity, about the relevance of representing members of all sizes and types. It calls for diversity and is based on some of the most noble and far-reaching causes advocated by humanity as part of a multilateral system of governance, such as human rights and democracy.

4. Our Constitution anticipates the need to address both the rural and urban dimensions, as well as the role the environment should play in our policies. It recognizes the concept of partnership and dialogue between levels of government. All

8 of the above is a reference for our work today and could serve as a beacon for the next decade.

Scope of and Approach to the Assessment

OBJECTIVE 1: Assessing the health and performance of the Organization

5. UCLG is a membership organization of local and regional governments and their associations. Its aim is to enable links between members around the world, it provides knowledge to promote policies for the benefit of the communities the members represent and it also brings the voices and interest of its membership to the international community and in particular to the United Nations.

6. UCLG can best demonstrate its added value in bringing together the broad base of its membership, and also to attract new partnerships, by demonstrating its capacity to link the global and the local agendas. Implementing the global goals through the application of the Bogotá Commitments and the Durban Declaration is what we call the ‘localization’ of the global development agenda.

a. IMPLEMENTATION: Fostering, identifying and highlighting successful efforts to achieve global agendas at local and territorial levels by the UCLG membership. This also includes raising awareness of the global goals among local and regional governments so that they can implement them.

b. ADVOCACY to amplify the voices of territories internationally, promoting increased national and international support for, and recognition of, local and regional governments in the achievement of the global agendas.

c. MONITORING AND FOLLOW-UP that contribute to local and regional government data and experiences to global fora. This local vision can complement central government reporting and help shape future actions and policies.

d. LEARNING through training, creating a learning culture throughout the organization and promoting decentralized cooperation as a key tool of international cooperation and development programmes.

e. STRENGTHENING THE UCLG NETWORK, enhancing political participation, creating new tools for synchronized action, renewing partnerships with different actors and ensuring shared ownership by the different parts of the membership.

7. The policy areas followed by UCLG are as wide as the priorities of its membership. They can range from transversal areas related to governance, such as decentralization, gender equality and human rights, to more specific issues such as managing migration, public service delivery and the localization of the global agendas.

8. The Annual Work Plan of UCLG is implemented by the World Secretariat in collaboration with Committees and other parts of the network. The plan is adopted by the World Council.

9. UCLG's decentralized structure makes it possible for other parts of the network, in particular the Regional Sections, to develop their individual work plans which they submit for approval to their governing bodies.

10. The evaluation should address both the focus and capacity to influence the international agenda by UCLG as well as the relevance of its work for the membership.

OBJECTIVE 2: Assessing the position of UCLG in the global context

11. Like its members, UCLG exists in a permanent state of evolution to accompany the new needs of the membership. From the reformulation of services, the adaptation of communication channels, the sharing of responsibilities to the consolidation of a decentralized network. UCLG constantly seeks to increase its capacity for political representation in the face of the major issues on the international agendas - ecological transition, democratic renewal and sustainability in the urban era for excellence.

12. The technological and information revolution, the global impact of climate change, the transformation generated by the urban era, the institutional crises and the deficit of governance models that trigger a lack of confidence in institutions and societies around the world marked by inequalities, shape the working logic of global organizations and give territorial spheres of government a new role with new challenges that organizations such as UCLG must accompany.

13. Similarly, significant constraints on public budgets and the corresponding redefinition of tasks between different levels of government have made it more difficult for our membership to justify international action to its electorate. This has also led to processes of recentralization in many countries around the world and to a rethinking of the role of governments and the public sector.

14. Based on the results of the analysis - strengths and weaknesses of the organization - and in a changing context, the challenges and opportunities should be analyzed by articulating a clear plan for organizational adjustments and improvements to further enhance the relevance, effectiveness and efficiency of UCLG.

15. In other words, this component must lead the organization to a clear and shared way forward.

16. The recommendations should be prioritized, synthesized and presented in a way that gives effective and concrete direction to the proposed changes for the governing bodies, the Secretariat and the network as a whole.

17. The analysis should cover the following actors and aspects:

a. Performance and Efficiency [Monitoring and Evaluation]: Analyzing the systems available to the organization to monitor the organization’s performance and take corrective and improvement measures.

b. Sustainability and Funding: The degree to which the organization is sustainable, funding is predictable, and resources are allocated, managed and accounted for in an effective and transparent manner. The extent to which resources are managed efficiently and the organization achieves cost effectiveness in its operations and has appropriate systems and procedures in place to do so. Management of risks by the organization and safeguard and control mechanisms.

c. Identity: Analysis of the brand image and perception of the organization by the international community.

OBJECTIVE 3: Assessing the resilience and effectiveness of the structure

18. Resilience is "the ability of an organization to anticipate change, adapt to events and create lasting value”.

10 19. The added value of UCLG as a network consists of collective learning anchored in the experiences and expectations of members from all over the planet. It is the same value that persists over time, and on which it is built to innovate.

20. UCLG’s overall functionality is managed by a group of members that gather in decision-making entities, as defined by the Constitution of the Organization. These entities are our governing bodies and they are responsible for both internal matters, and international policy and advocacy decisions, guiding and leading the Organization.

21. Beyond the Presidency, UCLG counts on three main governing bodies: the Executive Bureau, the World Council and the General Assembly.

22. Additionally, UCLG counts with two committees dealing with the financial and administrative functionality of the Organization, and one standing committee dedicated to gender equality.

23. The operation structure of the Organization is a decentralized one, counting on 7 regional sections, 1 metropolitan section and 1 section dedicated to regional governments. These sections establish their own constitutions and governing bodies and may be set up as independent legal entities. They are part of the World Organization’s operating structure. Regional sections coordinate and facilitate membership and provide the World Organization with institutional support to pursue its mission and objectives within their agreed geographical or thematic area.

24. This objective should be focused on the analysis and the proposals of improvement regarding the structure of the UCLG network. The evaluation should cover the Governance of the network, including the relations of the Regional Sections with the World Secretariat and the Governing Bodies of UCLG, the positioning of the Political Councils, the Committees, the Working Groups and other instruments available to the network for the delivery of activities.

25. In particular:

a. Analysis of the decentralized structure: evaluation of how issues are addressed in a decentralized way by the network and how functional areas maintain coherence and coordination by the different actors in the network.

b. Political Leadership: Roles of the different governing bodies: in the area of network governance, the analysis should reflect the strengths and weaknesses in the coordination instruments that exist within the framework of the network. Analysis of the effectiveness of leadership and governance structures for the purpose of the network.

c. Positioning of the World Secretariat and the Regional Secretariats: the relations between the different secretariats within the network as a fundamental instrument to be able to carry out the mission and mandate of UCLG as a network.

Methodology

26. The World Secretariat will provide the consulting firm with the full set of information and documentation to be used in the course of the evaluation.

27. The consulting firm is also expected to examine, analyze and evaluate international development and its current trends that may be relevant in the international sphere.

In addition to the review of the documentation provided, the consulting firm is expected to conduct interviews and contacts with relevant parties, partners, members, allies, sections, commissions, etc. Members are expected to participate in the different stages of the evaluation process, providing information/documentation as appropriate, commenting on the draft reports and approving the final reports.

29. A working group with chairpersons will be appointed to establish dialogue and refine recommendations.

30. The phases of the consultancy should be:

a. Analysis b. Presentation of an inception report to the working group c. Presentation of revised results to the Presidency d. Final report with proposals for improvements to be submitted to the Statutory Affairs Committee in 2021

31. It is essential that the proposed methodology involves - for quality purposes control, validation and ultimately approval - UCLG's governance structures.

32. Given the specific nature of each of the components and the corporate prominence of the assignment, the proposed team is expected to show the right mix and levels of experience, expertise and seniority.

UCLG AWARDS

Summary and recommendations

The UCLG Awards are collaborative initiatives of members that aim to draw public attention to the achievements of local and regional governments on different topics and are traditionally managed by UCLG Committees, Working Groups or Communities of Practice.

The Awards allow the policy and communication efforts of UCLG’s core activities to be concentrated in a single key event and provide the opportunity to emulate and stimulate exchanges of best practices among the UCLG network, and lead to the creation, collection and development of case studies and platforms that foster innovation and learning.

They aim to help local and regional governments achieve international acknowledgement and play the role of catalysts to find new ways and means to meet the social, economic, environmental and governance challenges that local and regional authorities face.

Through these awards, UCLG makes available and celebrates its knowledge of and expertise on local initiatives to its members and the wider public.

During the UCLG Retreat that was held in February this year, members and partners of the network stressed that connecting knowledge and ideas to cities and territories is key to UCLG’s learning strategy. The Awards are part of this learning agenda, since they are collaborative initiatives of members. Participants highlighted that looking at these awards together is very inspiring because they all offer the organization an incredible wealth of knowledge, practices and stories. They are a means to share the knowledge and practices generated by cities. As such, it was suggested to enhance the links between the policy debates at the Policy Councils with the award-winning practices of cities, as well as to hold special sessions to showcase the experiences of the award-winning cities, to be organized during trainings and statutory meetings. In the vein of sharing knowledge, participants also suggested that a sharing mechanism among the secretariats of the different Awards be explored.

This item aims to present a comprehensive update on the four awards: the International Award UCLG – Mexico City – Culture 21, the UCLG Peace Prize, the Guangzhou International Award for Urban Innovation and the IOPD Award on Best Practice in Citizen Participation.

The Committee on Statutory Affairs is invited to:

1. Take note of the progress made on the development of the four awards. 2. Encourage members to participate.

13 International Award UCLG – Mexico City – Culture 21

1. The main aim of this Award is to recognize leading cities and individuals that have distinguished themselves through their contribution to culture as a key dimension of sustainable development.

2. The objectives of the Award include:

a) Promoting greater visibility for the relationship between cities, culture and sustainable development at the international level;

b) Inviting cities around the world to adopt the principles included in the toolkit “Culture 21: Actions”, thus promoting the collection and exchange of good practices on cities, culture and sustainable development;

c) Connecting local cultural policies and programmes within the scope of the international agenda for sustainable development, namely the UN 2030 Agenda, the SDGs and promotion of cultural rights.

3. The Award has two categories: “Cities or local/regional governments” and “Individuals”. The first category recognizes a city, local or regional government whose cultural policy has significantly contributed to linking the values of culture (heritage, diversity, creativity and transmission of knowledge) to democratic governance, citizen participation and sustainable development. The action awarded should count on at least two years of implementation and have documented proof of the impact and successes achieved. The second category recognizes an internationally-renowned individual who has made a fundamental contribution to the relationship between culture and sustainable development.

4. The call for the 4th edition (2019-2020) of the Award was open from 11 November 2019 to 18 March 2020 the Secretariat of the Culture Committee received 81 applications from all continents (the abstracts of these 81 candidacies are available on the website of the Committee).

5. The international jury of the Award examined all candidacies in the course of April and May 2020 and the winners will be announced on the occasion of this Executive Bureau.

6. The Ceremony of the 4th edition of the Award will be held in Mexico City on 13 May 2021.

UCLG Peace Prize

7. The role of local governments worldwide in preventing and resolving violence and conflicts remains all too often underexposed, underestimated and unknown. International attention on conflict situations is increasing, though little attention is given to the local context of such conflicts. Meanwhile, local governments are at the centre of conflicts and deal with the consequences directly and on a daily basis. They can play an important role in stabilizing a situation, preventing escalation and promoting a culture of peace.

8. For the above reasons, the UCLG Peace Prize was launched with the following main objectives:

a) Achieve increased recognition and visibility for the role of local governments in peacebuilding, conflict resolution and reconstruction. b) Foster and facilitate exchange and learning on innovative approaches in peacebuilding, conflict resolution and reconstruction.

14 9. The general scope of the Prize is to award innovative activities and initiatives that support conflict prevention, peace-building, post-conflict reconstruction and reconciliation. It is intended to relate to situations of actual or likely armed conflict, and is not intended to cover activities aimed at social inclusion alone.

10. The partners of the UCLG Peace Prize are the Provincial Councils of Barcelona and Gipuzkoa; the Municipality of Tromso; PAX; the Dutch National Fund for Peace, Freedom and Veteran Care (vfonds); and VNG International.

11. The second edition of the UCLG Peace Prize (2019) has been awarded at the UCLG World Congress in Durban to the Municipality of Arsal in Lebanon for its great efforts in promoting co-existence and preventing conflict. The local government does this through facilitating dialogue and mediation sessions to prevent conflicts between Syrian refugees and the host population from escalating.

12. This year, the UCLG Peace Prize network will make several efforts to celebrate successful initiatives undertaken by local governments and stimulate others to follow suit. This will be done through several speaking opportunities for the UCLG Peace Prize network to generate international public attention for the role local governments play in ensuring sustainable and peaceful development.

13. Examples are events at the World Urban Forum in February 2020, the organization of thematic webinars, and pending developments surrounding COVID-19 also in- person events such as those in the framework of the Geneva Peace Week.

14. Currently, the partners of the UCLG Peace Prize are working on a publication highlighting successful initiatives undertaken by local governments to promote a culture of peace. With this publication we ensure the recognition of local governments as actors for peace and hope to encourage local governments around the world to make efforts in order to overcome violence and build peace. The next edition of the UCLG Peace Prize is scheduled to be awarded during the UCLG World Congress in 2022.

Guangzhou International Award for Urban Innovation

15. In recent years, the Guangzhou Award has been dedicated to serve as an open global knowledge platform for the sharing and exchange of innovative practices in the local implementation of the SDGs and New Urban Agenda.

16. During the period of 2019 to early 2020, the Guangzhou Award Secretariat and Guangzhou Institute for Urban Innovation (GIUI), together with UCLG, Metropolis and other major partners, have organized 4 workshops/side events under the frameworks of the 7th Asia-Pacific Urban Forum, the 6th UCLG Congress, the 10th Session of the World Urban Forum (WUF 10), and the 3rd Workshop for Thought Leaders. To better capture and disseminate innovative solutions by winning, shortlisted and deserving cities of the last cycle, the Summaries of 45 initiatives from the 2018 Guangzhou Award was released earlier this year. Plans have also been made to further publish 3 more studies later this year: one research on lessons learnt from the 15 shortlisted cities of the 2018 Guangzhou Award; one systemic review of all 4 past cycles of the Award; and one comprehensive index on urban innovation.

17. To fully align with the Global Agendas and to mainstream local governments’ role in implementation, the Rules and Procedures of the Guangzhou Award, together with other fundamental documents, were revised in late 2019 on the basis of international consultations conducted by experts from UCLG, Metropolis, UNDP, UNICEF, UN-Habitat, GIUI, Brookings Institution, Penn Institute for Urban Research, ICLEI, and other partner organizations.

15 18. The Guangzhou Award is entering its 5th cycle in 2020. The call for submissions is now open to global cities and local governments, including members of UCLG, Metropolis, ICLEI and C40. The deadline for submission is 1st July 2020, and applications submitted before 1st June 2020 will have the opportunity to receive early feedback and advice for further improvement.

19. An independent Technical Committee, responsible for the first screening, is intended to meet in July 2020 and select 15 shortlisted initiatives and 30 deserving initiatives from all submissions.

20. Those 15 shortlisted will be handed over to an independent Jury Committee for final assessment. Five winning cities will be selected and the Award Ceremony will be launched during the “Global Mayors Forum 2020, XIII METROPOLIS World Congress 2020, UCLG 2020 World Council & 2020 Guangzhou Award”, which is tentatively scheduled to take place in October 2020. During the Award Ceremony, the 5 winning cities, 10 shortlisted cities and 1 “Online Popular City” will all be recognized.

IOPD Award on Best Practice in Citizen Participation

21. The Award on Best Practice in Citizen Participation is issued by the International Observatory on Participatory Democracy (IOPD) to recognize innovation initiatives that local governments implement in the field of local democracy. It also increases visibility of these practices in a more direct way, by sharing them with other local governments and making them available for replicability, thus enhancing working networks.

22. Its main objective is to encourage participatory public policies in the local sphere and to disseminate such practices, both in the design process and during their implementation.

23. This year, the Award celebrates its 14th edition with a noteworthy increase in members’ engagement with respect to the previous edition: 39 candidacies (an increase from 28 in 2019), 449 participants in the assessment process (versus 122 in 2019), and 340 comments (versus 179 in 2019). Upon completion of the voting and commenting phase - enabling feedback and giving visibility to every proposal - applications will be evaluated by a jury of experts.

UCLG POLICY COUNCILS AND CONSULTATION MECHANISMS: TOWARDS RENEWAL FOR THE 2020-2022 PERIOD

Summary and recommendations

In 2005, one year after the formal creation of our World Organization, United Cities and Local Governments, the World Council gathered in Beijing agreed to create Committees and Working Groups within the framework of the Organization’s work programme, at the recommendation of the Executive Bureau.

The Committees participated in the preparation of UCLG policies and their implementation within the sphere defined by the Executive Bureau. Each Committee could establish one or various working groups.

The Working Groups contributed to the development of proposals with the aim of enriching the discussion with a Committee and/or developing cooperation initiatives between local governments and their associations.

It was agreed that each Committee would nominate a Chair and at least one Vice-Chair with a political mandate from among its local government members. Local government members of Working Groups could be represented by advisors, with or without a political mandate.

Since their creation, the work developed by Committees and Working Groups has always significantly contributed to the work of the UCLG network as a whole. The achievements seen since their inception have been great, and those same achievements and lessons learnt allow us to move ahead and reflect on the progress made in fostering the upscaling of practices, and to define a strategy that lead us to develop a new narrative for our movement.

The Consultation mechanisms, including their composition, leadership and focus are renewed by the World Council. In view of the renewed leadership of the World Organization and updated work plan following the Durban Congress a process of renewal will kick off in June until the end of the year.

This document aims at providing a historical overview of the evolution of the mechanisms and a current state of affairs. It further sets out some action points for leadership and thematic renewal.

The Committee on Statutory Affairs is invited to:

1. Take note of the work developed by the Consultation Mechanisms; 2. Recommend to the Executive Bureau that a renewal process is started under the leadership of the Presidency.

17 Current structure

1. Consultations among the membership demonstrated that political leadership needed to be strengthened and that efforts should be focused to make optimal use of the resources the Organization has available. In this sense, it was noted that the work of some Committees and Working Groups was not integrated in the most adequate way in the general work plan of the Organization and the World Secretariat was mandated to look for renewal options for these mechanisms.

2. In 2016, options were explored to expand work and enhance relations between the World Secretariat and specific strategic Committees, as well as relationships between the political leadership and the Committees.

3. In 2017, after the debates that took place in 2016, a reform of said mechanisms was proposed, and their renewed structure was ratified by the Executive Bureau in Madrid, integrating new mechanisms whose aim was to renew the involvement of a broader group of political leaders in the active life of the Organization, beyond the Presidency: the Policy Councils.

4. It was also agreed that besides the existing Committees dealing with institutional aspects (Financial Management Committee, Committee on Statutory Affairs and Standing Committee on Gender Equality), a number of consultation mechanisms would be active: Committees, Working Groups, Fora and Communities of Practice.

5. The final structure was formally agreed by the World Council in Hangzhou in 2017, as follows:

a) Four thematic Committees:  Culture  Local Economic and Social Development  Social Inclusion, Participatory Democracy and Human Rights  Urban Strategic Planning

b) Two Permanent Working Groups:  Capacity and Institution Building  Territorial Prevention and Management of Crises

c) Three UCLG Fora:  Intermediary Cities  Peripheral Cities  CEOs of Associations of Local Governments

d) Six Communities of Practice:  Digital Cities  Food Security  Mobility  Social Economy  Transparency and accountability  Urban Innovation

Policy Councils

6. The UCLG Policy Councils are a group of officials with a political mandate that represent members of UCLG, who provide inputs that are used by the organization as a basis for making decisions. The Councils provide an opportunity for political representatives to participate in policymaking and to have their views raised before the organization’s governing bodies. Members of the Policy Councils can function as UCLG spokespersons in the relevant areas before the international community.

18 7. The World Secretariat functions as the Secretariat of the Policy Councils, which aim to improve the links among Committees and Communities of Practice, as well as between these groups and the governing bodies of the organization.

8. Four Policy Councils are currently active:

a) Right to the city and inclusive territories, co-chaired by Patrick Braouezec, President of Plaine Commune, and Ada Colau, Mayor of Barcelona. b) Opportunities for all, culture and city diplomacy: keys to sustainable development and peace, co-chaired by Juan Mari Aburto, Mayor of Bilbao, Jan van Zanen, Mayor of Utrecht, and José Alfonso Suárez del Real, Secretary of Culture of Mexico City. c) Territorial, multilevel governance and sustainable financing, co-chaired by Mónica Fein, Mayor of Rosario (no longer elected), and Núria Marín, President of Barcelona Provincial Council. d) Safer, resilient and sustainable cities, capable of facing crises, co-chaired by Fatimetou Abdel Malick, President of Nouakchott Regional Council, and Roland Ries, Mayor of Strasbourg.

9. The above themes are the result of the priority axes contained in the Bogotá Commitment, but also reflect key issues covered by the global agendas for development.

10. The Policy Council are composed of up to 15 members coming from different parts of the organization. Members of the Presidency are requested to actively participate in one of the Policy Councils.

11. The work of the above Councils remains very relevant. A round of contacts with the different Chairs (which are not part of the Presidency) has started to assess their interest to continue active and to start defining the focus for the coming period. It is clear that all of the Councils will need to adapt their focus to the post COVID reality.

12. The membership has expressed the need to develop a Policy Council dedicated to the implementation of the New Urban Agenda. This Policy Council will debate, in depth the different aspects of the NUA as key pre-requisite for localization. It could pay special attention to the work of local government associations in the country wide implementation plans.

13. The following steps are proposed to enhance the work of the Councils for the coming period:

 Establish a yearly meeting of the co-chair of the Policy Councils to enhance exchanges. Specifically, for 2020 and 2021 it is suggested that these meeting will focus on facilitating the discussion on the Post COVID transformation.  Renewal of composition of the Policy Councils: members will be invited to express their interest in participation.  Expressions of interest will be put to the consideration of the Presidency  The Chairs will be invited to present their focus to the World Council at the end of the year.

Committees

14. The Committees are organized groups of local government members represented by politicians that get together to work on a specific policy area. They have a dedicated Secretariat and a group of members coming from all Sections of the

19 organization. They report to the World Council, in close coordination with the Policy Councils.

15. The Committees develop background on specific policy areas that can serve as bases for formal policy positions to be adopted by the governing bodies of the World Organization. These policies must be embedded in the thematic areas defined by the Executive Bureau and the framework of the strategic priorities for the period in progress. Committees are further able to convene meetings among members and promote the implementation of programmes related to their policy area. The results of their work shall be presented to the UCLG Policy Councils for further recommendation to the UCLG Governing Bodies.

 It is proposed that the current committees continue their work and make proposals on renewal of their governance if needed  Given the international context and in view of requests of members, it is suggested that a Health Committee is established building on the community that has been shaped in the past months during the pandemic.

Working Groups

16. The Working Groups gather practitioners with specific skills and expertise that are mobilized around specific topics and projects.

17. Working Groups aim to implement joint actions and support the implementation of specific parts of UCLG’s core programme. Their activities and reporting are included in the general UCLG work plan and reporting to the World Council.

18. The local government members of Working Groups may be represented by advisors – with or without a political mandate. The activities of the Working Groups shall be monitored by a political representative member of the Policy Council.

 It is proposed that the existing working groups continue their work and make proposals on renewal of their governance if needed.

Fora

19. The Fora are consultation and policy development processes that culminate in an event every two years. They focus on a specific constituency or topic.

20. Fora aim to gather political representatives of a specific constituency of the membership. Fora may also gather political representatives around a specific topic of critical importance for the agenda of the organization. The Fora should produce policy guidance related to the constituency represented therein and should foster visibility for the issue concerned.

21. Fora processes are led by a member and supported by a reduced group of members from different regions. Fora-related activities will be included in the annual general UCLG work plan presented to the World Council.

 It is proposed that the existing Fora continue their work and make proposals on renewal of their governance if needed.

Communities of practice

22. The Communities of Practice are groups of local government members of UCLG represented by technical staff and practitioners convened at the initiative of a UCLG member around a specific topic.

20 23. Communities of Practice call learning meetings, suggest studies or programmes and contribute to the different parts of the UCLG network, informing on specific topics. Communities of Practice can develop groundwork for Committees or Policy Councils in close collaboration with the World Secretariat. They report annually to the Policy Councils.

Current situation and work of the UCLG consultation mechanisms

Committee on Culture

24. The key goals of the Committee on Culture is to be a platform to learn, cooperate and launch policies and programmes on the role of culture in sustainable development. Further, it also aims to promote culture as the fourth pillar of sustainable development through the international dissemination and the local implementation of Agenda 21 for culture.

Creation: 2005

Leadership:  Co-chairs: Enrique Avogadro, Minister of Culture of the government of the city of Buenos Aires; Catarina Vaz-Pinto, Councillor for culture of Lisboa; and José Alfonso Suárez del Real, Secretary of Culture of Mexico City.  Vice-chairs: Joan Subirats, Commissioner of Culture of Barcelona; Nekane Alonso, Commissioner of Culture of Bilbao; María Claudia López, Secretary of Culture of Bogotá; Wonn Hee-ryong, Governor of Jeju; Christophe Girard, Deputy Mayor for Culture of Paris; Luciano Alabarse, Secretary of Culture of Porto Alegre; and Luca Bergamo, Vice-Mayor in charge of Cultural Development of Rome.

Key milestones:  Creation and organization, jointly with the World Secretariat, of the UCLG Culture Summit. The 3rd edition of the Summit was successfully held in Buenos Aires in April 2019.  Launch of the International Award “UCLG – Mexico City – Culture 21”, an award that recognizes leading cities and individuals that have distinguished themselves through their contribution to culture as a key dimension in sustainable cities.  Key role in the development and promotion of the documents Culture: fourth pillar of sustainable development and Culture 21: actions.

Committee on Local Economic and Social Development

25. The main goals of the Committee on Local Economic and Social Development are to contribute to the development of proposals and initiatives for collaboration and cooperation between local governments and associations in relation to local economic development, and to carry out advocacy work for the role of LED as a public necessity and a part of public policy in local and national government agendas.

Creation: 2012, as a Working Group on Local Economic Development. In 2017, it was agreed to transform the Working Group in a Committee.

Leadership:  Chair: Francisco Toajas, Mayor of Las Cabezas de San Juan.  Vice-chair: Federation of Canadian Municipalities.

Key milestones:  Active participation in the World Forums on local economic development.

21  Production of a UCLG policy paper on “The role of local governments in territorial economic development”.  Involvement in the learning activities of UCLG and in the production of the GOLD report on SDG8.

Committee on Social Inclusion, Participatory Democracy and Human Rights

26. The Committee on Social Inclusion strives to bring together local governments from across the world to improve the global advance and articulate a common local voice on social inclusion, participatory democracy and human rights. It also promotes the right to the city and human rights in the city, based on concrete local policies and cooperation between local governments, civil society, researchers and UN organizations, and has endeavoured to change the narrative in the World Organization regarding migration, housing, and equal rights to the city through its manifesto.

Creation: 2005

Leadership:  Co-chairs: Patrick Braouezec, President of Plaine Commune; Stéphane Troussel, President of Seine-Saint-Denis Council; Lee Yong-Seop, Mayor of Gwangju; and a political representative from Mexico City.

Key milestones:  Production of documents such as the Global Charter-Agenda for human rights in the city.  Promotion of World Forums of Cities for Human Rights and of the Inclusive Cities Observatory.  Key role in the advocacy work on the right to the city in global agendas for sustainable urban development and involvement in the Global Platform for the right to the city.

Committee on Urban Strategic Planning

27. The Committee on Urban Strategic Planning aims to integrate urban strategic planning to local policy processes of economic and social development. It also creates spaces for discussion, exchange, dissemination of lessons-learned and technical exchange and develop advocacy work towards the implementation of the New Urban Agenda and the localization of the SDGs, with a focus on urban planning as a crucial tool to achieve sustainable development.

Creation: 2007

Leadership:  Co-chairs: Mxolisi Kaunda, Mayor of Durban; and a representative from the city of Buenos Aires (to be confirmed).

Key milestones:  Support to the learning agenda of UCLG and successful organization of training modules on SDG localization.  Involvement in the UCLG wave of action on public space.

Working Group on Capacity and Institution Building

28. As a technical platform, the working group aims to gather professionals from LGAs and individual local governments, active the field of capacity development and local government development cooperation. It also works to advance the effectiveness

22 and quality of international policies and programmes of LRGs and their associations. The CIB Working Group also promotes exchanges of knowledge and information, and enables cooperation among members and within UCLG.

Creation: 2005. In 2017, it was agreed to transform CIB into a permanent working group

Leadership:  Chair: Peter Knip, Director of VNG International.  Vice-chair: Sebastien Hamel, Executive Director of the Federation of Canadian Municipalities.

Key milestones:  Partnerships between cities to enhance capacities of local practitioners  Work to advance local elected women’s rights and capacities, through joint work with institutions such as the African Local Governments Academy (ALGA)  Involvement in UCLG’s decentralized cooperation and learning agenda

Working Group on Territorial Prevention and Management of Crises

29. The Working Group aims to facilitate exchange of knowledge and expertise on disaster management between local governments, to improve and increase the availability of LGs expertise to disaster-affected municipalities, as well as to highlight and develop the role of LGs on the international disaster management, resilience and response.

Creation: 2014, as the Taskforce on Local Government Disaster Response. In 2017, it was agreed to transform the Taskforce into a Permanent Working Group on Territorial Prevention and Management of Crises.

Leadership:  Chair: a representative of Geneva.  Vice-chair: a representative of the Union of Municipalities of Turkey.  Technical chair: Cités Unies France

Key milestones:  Ensure interlocution with the Global Alliance for Urban Crises and the Global Platform for Disaster Risk Reduction.  Field work in response to crises (in Indonesia, Mozambique, among others).  Policy documents on resilience and on the role of local authorities in preventing and responding to crises.

Community of Practice on Digital Cities

30. The Community of Practice promotes an inclusive information society that reduces the digital divide and implement the digital local agenda as a mean to improve the quality of life of citizens in decentralized governments. One of its goals is to pursue competitive excellence through knowledge management and innovation in cities. Finally, the Community creates an efficient network of cooperation with a view to seizing the opportunities offered by ICT, innovation and knowledge, and shares these opportunities to adapt them to local needs.

Creation: 2005, as the Committee on Digital and Knowledge-Based Cities. In 2017, it was agreed to transform the Committee into the Community of Practice on Digital Cities.

Leadership:  Chair: Juan Mari Aburto, Mayor of Bilbao.

23 Key milestones:  Regular updates of the “Smart Cities Study”, which has a comprehensive and cross-cutting approach to the various levers for a city0s potential for growth and transformation.  Collaboration with other international institutions working on Smart Cities, like UN-Habitat, Uraía Platform, etc.

Community of Practice on Food Security

31. The Community of Practice aims to carry out a territorial approach to food security can lead to a world of active local democracy, in which many small producers, and small processors respectful of the environment. Key to this end is to raise awareness towards citizens as actors that are ultimately responsible for what they consume.

Creation: 2016; at the UCLG World Assembly in Bogota in October 2016, the Association of French Regions launched the community of practice on “Territorial governance, food security and nutrition transition”, with the UCLG World Forum of Regions. Adopted as community of practice in 2017.

Leadership:  Chair: Val de Loire Region, French Association of Regions.

Key milestones:  At the UCLG Retreat 2019, setting food democracy at the core of the priorities of the World Organization.  Shift in the narrative on nutrition transition and the territorialization of the governance of food policies.  Interlocution with UNDP and FAO.

Community of Practice on Housing

32. The Community of Practice aims to take part in the joint discussion on how to implement the "Cities for Housing" Declaration and realize the Right to Housing in different contexts, as well as to identify main obstacles for access to adequate housing faced by cities across the world and to exchange, disseminate and assess policies and practices aimed at implementing the Declaration.

Creation: Launch of the "Cities for Adequate Housing" Declaration. First meeting held on the occasion of the UCLG World Council of 2018 (Madrid)

Leadership:  Chair: Barcelona and other local authorities in the CSIPDHR (like Plaine Commune and Montevideo) took a leading role in raising attention and building joint action on housing-related issues in the UCLG agenda before 2018. Local leaders from these territories, as well as from Montreal, Berlin, New York, Madrid and Strasbourg, took part in the launch of the Declaration.

Key milestones:  Strengthened partnership with the UN Special Rapporteur on the Right to Adequate Housing.  Coordination with other relevant stakeholders: CIDOB (meeting held in 2019), Global Platform for the Right to the City, Urbamonde, Eurocities, FEANTSA.  Coordination with the UCLG GOLD team: Report "Rethinking Housing Policies" and joint contribution to Leilani Farha's next annual report on the implementation of the Right to Housing.  More than 40 local authorities have signed the "Cities for Housing" Declaration.

24 Community of Practice on Local Finance

33. The Community aims to define renewed UCLG positions and commitments on the location of funding, as formulated and adopted in Strasbourg at the Executive Bureau in May 2018. It also responds to the necessary political alignment between UCLG and the FMDV on these issues. It also aims to structure finance to meet the needs of local and regional governments, and has contributed to the development of the UCLG narrative and strategy on local finance through the manifesto it developed in Durban.

Creation: 2018

Leadership:  Chair: Paris

Key milestones  Development, together with UNCDF, of a framework to build capacities for local governments, in particular in cities that cannot access financing instruments.  Creation of the Malaga Coalition, advocating for solving the challenge of municipal finance to achieve the SDGs.

Community of Practice on Migration

34. The Community of Practice on Migration aims to amplify our work on migration, beyond the Mediterranean sphere by exchanging on practices and policies, peer- learning, mutual influence, as well as providing inputs to the UCLG Policy Council on the Right to the City to build common ground for a UCLG joint position on migration. Building on the above, it also aims to influence the global agendas, particularly the Global Compact on Migration.

Creation: 2018

Leadership:  Chair: The core group of cities that were in the pilot MC2CM project

Key milestones:

 Development of the “Call to Local Action on Migration: Together we can Make the Difference”.  Provide inputs to the UCLG Policy Council on the Right to the City to build common ground for a UCLG joint position on migration.  Interlocution with and active role in the Global Compact for Migration and its tool, the Mayoral Forum.

Community of Practice on Mobility

35. The Community of Practice on mobility aims to develop an effective platform to strengthen global advocacy for sustainable mobility and to promote the key factors for medium- and long-term improvement, for the benefit of its members. It also aims to link the main global agendas (NUA, 2030 Agenda, Paris Agreement) by strengthening decentralized cooperation around mobility to disseminate best practices and to play a role on the definition of sustainable mobility.

Creation: 2017

Leadership:  Chair: Roland Ries, Mayor of Strasbourg / Sutanto Soehodho, Deputy Governor of Jakarta.

25 Key milestones:  Creation of the mobility champions community.  Collaboration with the International Association of Public Transport (UITP).  Production of the Municipalist declaration on the right to move (Durban Manifesto).

Community of Practice on Social and Solidarity Economy

36. The Community of Practice seeks to identify how local and regional governments achieve, through social and solidarity economy, public policies to respond to the needs of their citizens via a participatory approach. It also focuses on the implementation of the 2030 Agenda and the New Urban Agenda via SEE, by monitoring activities and concrete outcomes achieved by its members.

Creation: 2017, at the World Council in Hangzhou, under the Committee on Social Inclusion, Participatory Democracy and Human Rights.

Leadership:  Chair: Park Won-soon, Mayor of Seoul.

Key milestones:  Involvement in the Global Social Economy Forum and the Local Economic Development Forum.

Community of Practice on Transparency and Open Government

37. The Community of Practice guarantees interlocution between our World Organization and the Open Government Partnership, as well as supporting peer-to- peer learning, networking, awareness-raising and capacity building on open governance and public integrity at local level. It focuses on the role of local and regional governments in the development and promotion of practices of transparency, participation and accountability for the achievement of sustainable cities and territories. It also strives to promote the principles of Open Government among its members, encouraging their inclusion and articulation in local, national and international political agendas.

Creation: 2017

Leadership:  Coordination: Spanish Federation of Municipalities and Provinces, supported by the Open Government Partnership and UN-Habitat

Key milestones:  Development of the White Paper on Transparency and Open Government for Urban 20 and generation of local knowledge about open government.  Ensuring representation of UCLG within the Open Government Partnership: this collaboration allows to promote the work and role of local governments on national and global open government strategies, as well as promote the development of local capacities.  Promotion of synergies and common narratives about the values and practices of open government at local and regional level.

Community of Practice on Urban Innovation

38. The Community serves as a platform to share ideas and practices on urban innovation, by establishing a network of members consisting of cities and local governments, as well as partners in academia, specialized institutions, professional associations, international organizations and the media. The Community of Practice

26 aims to ensure that all of the candidates to the award are constituted into a community that strengthens collective learning.

Creation: 2014

Leadership:  Chair: Wen Guohui, Mayor of Guangzhou.

Key milestones:  Linking the Guangzhou Award to the SDGs by ensuring that the cases celebrated by the Award feed our reports on Localization: positioning of the Award as a tool for identifying, documenting and disseminating examples of local implementation of the SDGs.  Guarantee that all candidates shortlisted for the Award can nurture the work and collective learning of the Community.

Forum on Intermediary Cities

39. The Forum on Intermediary Cities aims to achieve recognition of the contribution of intermediary cities to the realization of the Agenda 2030 and the New Urban Agenda. It also aims to redefine national urban policies to support intermediary cities in fostering balanced and inclusive urban and territorial development.

Creation: 2015, as a Working Group under the Committee on Urban Strategic Planning. In 2017, it was agreed to transform the Working Group into the Forum on Intermediary Cities.

Key milestones:  Declaration-Charter of the Intermediary Cities of the World  Facilitating dialogues -including among national governments- at the Working Session on Intermediary Cities in Soria and contributing to develop a joint agenda and strategy for intermediary cities  Organization every two year of the gathering of the Forum on Intermediary Cities.

Forum on Peripheral Cities

40. The Forum aims to facilitate the exchange of experience and practices, and develop a common approach by peripheral cities, and to recognise the social and political situations of peripheral cities within their conurbations and within the world of cities.

Creation: 2005, as a Committee. In 2017, it was agreed to transform the Committee into the Forum on Peripheral Cities.

Leadership:  Chair: Patrick Jarry, Mayor of Nanterre.

Key milestones:  The Forum has guaranteed, together with the Committee on Social Inclusion, a bridge between the World Social Forum and the work of UCLG.  Its work includes a strong stance on housing, the rights of migrations and human rights in the city, adapted to peripheral cities as part of a polycentrism vision of territories.

Forum on Local Governments Associations

41. The LGA forum tries to enhance attention for the important role of local government associations in addressing societal challenges, as well as within the world organization.

Creation: 2017

Leadership:  Coordination: FCM, VNG and VVSG

Key milestones:  The Forum has only recently launched its work and organized a first Forum on the occasion of the World Congress in Durban.

International Observatory on Participatory Democracy

42. The mission of the International Observatory on Participatory Democracy (IOPD) is to be the reference point within UCLG regarding the democratic quality of local governments. It works as an international network, open to all cities, organizations and research centres interested in learning about, exchanging and applying experiences of participatory democracy at local level.

Creation: 2001, in the framework of the European Commission’s URB-AL programme for decentralization cooperation. Since 2006, IODP has worked together with UCLG.

Leadership:  Chair: City of Barcelona

Key milestones:  The annual IODP conference has become a meeting point between experts and political leaders, as well as an opportunity to boost cooperation between cities and international organizations in the field of democratic innovation.  The Award “Best Practice in Citizen Participation” acknowledges innovative experiences in the field of participatory democracy at local level.  IODP is consolidating its position as a benchmark space to find information related to participatory democracy and citizens’ initiatives.

Global Fund for Cities Development (FMDV)

43. Initiated by Metropolis and UCLG, FMDV is the international alliance of local and regional governments and aims to design operation strategies and solutions to finance urban territories, create a shared culture of financing and subnational economic development, and contribute to the political and institutional debates on localizing finance.

Creation: 2010, with Metropolis and UCLG as founding members. In 2018, FMDV has been integrated in UCLG as a special mechanism to provide support in the elaboration and implementation of a renewed strategy to localize finance, led by UCLG.

Leadership:  Coordination: FMDV team

Key milestones:  Development and promotion of a renewed advocacy work on localizing finance in the international agenda, together with UCLG and the Global Taskforce.  Contribution to multi-stakeholder canalisations, such as the UCLG-UNCDF Coalition on Finance, the Cities Climate Finance Leadership Alliance, the Uraia Smart Cities Platform, and the Coalition on Financial, Social and Solidarity Economy.

Item 5  For approval UPDATES IN GOVERNING BODIES

Summary and recommendations

The lists of members of the UCLG governing bodies continue to suffer changes since their renewal on the occasion of the 6th UCLG World Congress in Durban in November 2019. These changes are due to diverse factors such as local elections, national changes and regional elections within the Sections.

Some changes have occurred since the last meeting of the Committee in Durban. Members are requested to consider the following information that has reached the Secretariat and to inform of any further changes to the Governing Bodies.

This document reflects information as received by the Secretariat. Sections will be able to provide additional information if required.

The Committee on Statutory Affairs is invited to:

1. Take note and consider info provided; 2. Provide information on changes that might not have reached the Secretariat.

Vice-Presidency

1. The European Section informed of an update in the Vice-Presidency for Europe:

 Ms Carola Gunnarsson, Mayor of Sala and Vice-President of the Swedish Association of Local Authorities and Regions (SALAR) is proposed to be appointed as Vice-President of UCLG for Europe, replacing thus Mr Carlos Martínez, Mayor of Soria.

Africa

2. The Secretariat of UCLG-Africa informed the World Secretariat of some updates in the nomination lists to the Governing Bodies, mostly due to elections. Five main representatives to the World Council have changed since the World Congress in Durban:

 Ms Yvonne Evidi replaces Ms Elise Henriette Mboula Essame as Mayor of Nkongsamba 3 (Cameroon).  Mr Luc Messi Antagana replaces Mr Gilbert Tsimi Evouna as Mayor of the Urban Community of Yaoundé (Cameroon).  Ms Sahondramalala Esther Ratsimbazafy replaces Ms Irma Juliandres Harilalaina as Mayor of the Commune of Fianarantsoa (Madagascar).  Mr Jeffrey Sibisibi replaces Mr Mpho Moruakgomo as President of the Botswana Association of Local Autorities (BALA, Bostwana).  Ms Gertrude Chirambo replaces Ms Patricia Nkhono as Councillor of the District Council of Lilongwe (Malawi).

30 3. The Mayor of Brazzaville is no longer Mr Christian Roger Okémba and the name of the new representative to the World Council remains to be confirmed.

4. In the list of substitutes, the substitute for BALA would change, as Ms Florah Mpetsane replaces Ms Sylvia Muzila as Deputy President of BALA. The substitute for Fianarantsoa would also change but the name of the representative remains to be confirmed.

ASPAC

5. The Secretariat of UCLG-ASPAC informed the World Secretariat of some updates in the nomination lists from the Chinese delegation. Two main representatives to the World Council have changed since the World Congress in Durban:

 Mr Zheng Jianxin replaces Mr Hu Zhongxiong as Mayor of Changsha.  Mr Lin Songtian replaces Ms Xiaolin Li as President of the Chinese People’s Association for Friendship with Foreign Countries (CPAFFC).

6. The Mayor of Changchun is no longer Mr Liu Xin and the name of the new representative to the World Council remains to be confirmed.

7. The other updates shared by the Secretariat of UCLG-ASPAC affect the list of Chinese substitutes to the Governing Bodies. Three vacant seats are proposed to be assigned, and six other substitutes would change. However, the Secretariat of UCLG-ASPAC and the Chinese People’s Association for Friendship with Foreign Countries (CPAFFC) informed the World Secretariat that, due to local elections being postponed in China in view of the COVID crisis, these substitutes would be confirmed at a later stage.

Eurasia

8. The Secretariat of UCLG-Eurasia informed the World Secretariat of one change to be brought to the nomination list, due to the passing of Mr Andrey Dhatdoev, Mayor of Stavropol, who was also a member of the Executive Bureau. The Secretariat of UCLG-Eurasia puts forward the nomination of Mr Sainbuyan Amarsaikhan, Mayor of Ulaanbaatar and Governor of Capital City of Mongolia, for this seat. The substitute would remain unchanged.

9. The Mayor of Ulaanbaatar already has a seat in the World Council. As he holds two political mandates, representing thus two different members (the municipality of Ulaanbaatar and the Mongolian Association of Local Authorities), a double nomination at the World Council would be constitutionally possible.

Europe

10. The Secretariat of CEMR informed the World Secretariat of a number of changes in the nomination list, mainly due to local elections in different countries.

11. In Belgium, two main representatives have changed:

 Ms Christine Poulin would replace Mr Jacques Gobert both in the Council and Bureau.  Mr Marc Loewenstein would replace Mr Marc Cools.

12. In Bulgaria, one substitute is being confirmed:

 Mr Plamen Chernev.

31 13. In Croatia, both the main representative and substitute have changed:

 Mr Igor Andrović would replace Mr Matija Posavec as main representative.  Mr Miran Janečić would replace Mr Nicolae Barbu as substitute.

14. In France, the Secretariat of CEMR has informed that there would be changes to the list of substitutes, both to the Council and Bureau, but that due to municipal elections having been postponed because of the COVID-19 crisis, the list of substitutes would be confirmed at a later stage.

15. In Germany, one substitute has changed:

 Mr Markus Lewe would replace Mr Martin Margulies.

16. In Moldova, both the main representative and substitute are to be confirmed.

17. In Portugal, two substitutes are being confirmed:

 Mr Carlos Castro is proposed as substitute of Mr Fernando Medina, Mayor of Lisbon.  Ms Maria Idalina Trindade would replace Mr Antonio Pinto.

18. In Slovakia, one substitute has changed:

 Mr Jaroslav Hlinka would replace Ms Ausma Miškinienė.

19. In Spain, several changes were notified:

 Ms Milagros Tolon Jaime would replace Mr Gabriel Cruz Santana as main representative.  Mr Pedro del Cura Sanchez would replace Mr José Manuel Baltar Blanco as main representative.  Ms Amparo Marco Gual would replace Mr Carlos Martínez Minguez as substitute.  Ms Ana Gonzalez Rodriguez would replace Mr Augusto Hidalgo Macarioas as substitute.  Mr Isaac Albert would replace Ms Pilar Díaz Romero as substitute.  Mr Francisco Javier Ayala Ortega is proposed as main representative to fill a vacant seat.  Ms Maria Concepción Brito Nuñez is proposed as substitute to fill a vacant seat.

Changes to the Executive Bureau remain to be confirmed for the Spanish delegation.

20. In the United Kingdom, one substitute has changed:

 Ms Izzi Seccombe would replace Mr Nick Forbes.

MEWA

21. The Secretariat of UCLG-MEWA confirmed the allocation of a vacant seat to the World Council and Executive Bureau to Mr Musa Hadid, President of the Association of Palestinian Local Authorities (APLA).

22. The other update shared by the Secretariat is a change of Mayor in Turkey that would call for an update in the list of substitutes to the Executive Bureau: Mr Önder Can, Acting Mayor of Urla, is put forward in replacement of Mr Burak Oğuz.

32 Latin America

23. The Secretariat of Mercociudades informed the World Secretariat of some updates in the nomination lists, mostly due to elections. Three main representatives to the World Council have changed since the World Congress in Durban:

 Mr Emilio Jatón replaces Mr José Corral as Mayor of Santa Fe.  Mr Omar Perotti replaces Mr Miguel Lifschitz as Governor of the Province of Santa Fe.  Mr Alexandre Kalil is proposed to fill in a vacant seat, which would increase the delegation of Brazil to 4, instead of 3.

24. In the list of substitutes, Mr Francisco Ratto would replace Mr Francisco Durañona, and two other substitutes are confirmed to fill in vacant seats: Mr Dionisio Scarpin and Mr Paulo Serra.

NORAM

25. The Secretariat of UCLG-NORAM informed the World Secretariat that the list of nominations approved in Durban has suffered no changes since the World Congress.

Metropolis

26. The Secretariat of Metropolis informed the World Secretariat that the list of nominations approved in Durban has suffered no changes since the World Congress.

RECALLING THE CONSTITUTION OF UCLG

Article 42 Composition

The World Council shall comprise the following members: a. the President, the Co-Presidents and the Treasurer; b. the Vice-Presidents; c. 340 local government members appointed by the General Assembly after elections held in each region on the basis of two colleges representing the two types of local government members, for the term between two ordinary sessions of the General Assembly; d. a political representative of the city which hosts the seat of the World Secretariat; e. the Secretary General (non-voting and ex officio); f. designated representatives of international local government organisations and associate members (both non-voting);

The Mayors or Deputy Mayors and Presidents or Vice-Presidents of regional authorities (or those holding equivalent office) and the Presidents and Vice-Presidents of associations, representing members of UCLG, may participate in the World Council (non-voting).

The members of the World Council fulfil their function without remuneration.

Article 43 Representatives in the World Council must hold a political mandate from a local government.

Article 44 Substitutes Each member of the World Council may have one duly appointed standing substitute. The latter may only attend meetings as voting member in the absence of the full member. The substitute should hold a political mandate.

Article 52 Composition

The Executive Bureau may co-opt up to 3 non-voting members for different purposes, which may include the representative of the host of the next congress of the World Organisation.
