(2) Notes that the University of Sydney decision to end enrolments for Masters degrees in orthoptics will mean 30 fewer qualified orthoptists entering the workforce each year. (3) Notes that no other university in New South Wales will now offer a qualification in orthoptics despite the growing need for orthoptists. (4) Calls on the Minister for Health to meet with Orthoptics Australia with a view to preventing any critical shortfall of orthoptists in New South Wales.

2853 HUNTER ROADS FUNDING MS to move— That this House: (1) Notes the NRMA is calling on the Government to provide adequate funding of $3 billion for road infrastructure in the Hunter. (2) Notes the expanding population of the Hunter has led to the constant evaluation of infrastructure for modifications to make the network safe. (3) Urges the Minister for Roads to commit to road safety in the Hunter and significantly increase funding for infrastructure by funding projects such as the M1 link to Raymond Terrace, stage 5 of the Newcastle inner city bypass and upgrades to roads in the Hunter Valley wine areas.

2855 ASYLUM SEEKERS MR ALEX GREENWICH to move— That this House: (1) Notes the death of Reza Barati, the Iranian man killed at the Australian Government funded Manus Island detention centre. (2) Commends the thousands of New South Wales citizens who took part in the "Light the Dark" vigils following the death of Reza Barati. (3) Notes the contribution made to New South Wales by those who have sought asylum, refugees, and other immigrants including those on 457 visas. (4) Notes that seeking asylum is a human right. (5) Notes that the Sydney electorate has one of the highest numbers of recently arrived immigrants and that they have made a significant contribution to the social fabric, multi-cultural mix and economic activity of Sydney and New South Wales. 2857 HUNTER HOSPITAL EMERGENCY DEPARTMENT TARGETS MS SONIA HORNERY to move— That this House: (1) Notes that in the three months to September 2013, the emergency department of John Hunter Hospital and Maitland Hospital failed to meet the national performance target of seeing 71 per cent of patients within four hours. (2) Notes that both emergency departments are struggling to cope with increased demand on their services. (3) Calls on the Minister for Health to urgently increase funding and staff at these hospitals so that their emergency departments meet the national target.

2860 HUNTER WATER PRIVATISATION MS SONIA HORNERY to move— That this House: (1) Notes that Hunter Water recently took a step towards privatisation by putting out a tender for the complete operations and maintenance of all its water treatment facilities. (2) Notes that Sydney Water has increased its profit by 10 per cent this year against a backdrop of cutting jobs, rising water bills and a 31 per cent increase in billing complaints about meter reading. (3) Calls on the Minister for Resources and the Minister for Primary Industries to ensure standards of quality control at Hunter Water are not compromised like those at Sydney Water, a corporation with an overriding profit motive.

2861 NEWCASTLE CITY COUNCIL PRIORITY PROJECTS MS SONIA HORNERY to move— That this House: (1) Notes that Liberal and Independent Councillors voted for Newcastle City rate payers to contribute $1.5 million towards the Government initiated inner city memorial walkway, despite previous assurances that the Government was making the contribution. (2) Notes that Newcastle City Council is facing a $29 million deficit. (3) Notes the inability of Newcastle City Council to fund priority projects, such as the Minmi Road upgrade, due to its stated deficit. (4) Urges the Minister for Local Government to advise Newcastle City Council that it is must not use priority funding on this project to the detriment of higher priority Newcastle region projects.

2862 ILLAWARRA TAFE HEARING IMPAIRED STUDENTS MS NOREEN HAY to move— That this House: (1) Calls on the Government to stop cuts to education and TAFE, following the decision of Illawarra TAFE to cease providing its hearing-impaired students with essential note-takers. (2) Notes that Illawarra TAFE has cut services, and is no longer providing its students with equal learning opportunities as a consequence of cuts made by the Government. (3) Recognises the unreasonableness of expecting hearing-impaired students to be able to fully participate in TAFE education when services which are essential to their learning and development are no longer available. (4) Demands the Government make education a priority and fund essential educational services.

2867 RAIL CLEANING STAFF OUTSOURCING MS NOREEN HAY to move— That this House: (1) Condemns the Government for attempting to privatise Sydney's public transport by moving to outsource 35 per cent of the cleaning staff on the rail network. (2) Notes that under the current Government more than 60 per cent of staff have applied for redundancies with more to be expected following further restructuring of train and bus services across the region. (3) Recognises that this decision will result in large numbers of further job losses which will extend to other divisions within the public transport network. (4) Acknowledges that the outsourcing of public transport services is evidence of the Government's campaign to privatise public assets without regard to job losses or impacts on local economies.

2869 RESIDENTIAL DISABILITY OPTIONS MS SONIA HORNERY to move— That this House: (1) Notes that the Stockley Center in Georgetown, Delaware, a large residential disability care facility, faced similar issues to the Stockton Centre in the Hunter with pressure for it to be closed. (2) Notes that in Georgetown they found a way to open the Stockley Center to the community, to have more interaction between the Stockley residents and the people living nearby, with half the residents living in a medical facility and half in cottages on the redesigned campus. (3) Urges the Minister for Disability to provide flexible options to the residents of the Stockton Centre and assist those who wish to continue living there to do so.

(2) Demands the State Government make up the short fall and ensures that contracts signed prior to the last Federal election are honoured. (3) Recognises the importance multicultural community grants are to groups such as the Italian Social Welfare Organisation, SCARF Inc., the Association of Illawarra Community Language schools, the Macedonian Welfare Association and the George Cross Falcons Club, in assisting those from non-English speaking backgrounds.

MS SONIA HORNERY to move— That this House: (1) Notes that the educational outlook for both poor and indigenous students in the Hunter is bleak, with wide gaps in equity a major issue. (2) Notes that the Education for All Global Monitoring Report by UNESCO shows 84 per cent of the poorest year 8 students in Australia are achieving minimum benchmarks in maths, compared with 96 per cent of the richest students. (3) Urges the Minister for Education to increase funding for public schools to employ more teachers and better resources to support disadvantaged students.

2873 TAFE SYSTEM MR ADAM MARSHALL to move— That this House: (1) Condemns Dr John Kaye MLC for his scaremongering, misinformation and political rhetoric in relation to TAFE. (3) Supports TAFE, its hardworking staff and the role they play along with other training providers in regional New South Wales.

2874 PUBLIC SCHOOL SECURITY INCIDENTS MS NOREEN HAY to move— That this House: (1) Calls on the Government to take urgent action to ensure that the State's public schools provide a safer environment to learn and work. (2) Notes that an incident report released recently showed that 386 incidents occurred in schools during terms one and two in 2013, with 59 of these involving the possession of a weapon. (3) Demands the Government take action and review its continuous cuts in the education portfolio as a matter of urgency. (4) Recognises the ongoing campaign by Lake Heights Public School staff, parents and the local community to have appropriate security fencing installed to protect the school from graffiti and anti-social behaviour taking place on school grounds outside of school hours.

(2) Notes the decision, and the consequential loss of 30 jobs should food production for the Illawarra hospitals be transferred to Sydney's Royal Prince Alfred Hospital, as an example of the Government's lack of regard for investment in Wollongong and the Illawarra. (5) Wishes the squad further success at upcoming training camps and race meetings such as the Queensland State Championships in August 2014 and the National Championships in March 2015.

3078 UNIVERSITY FEE DEREGULATION AND APPRENTICESHIP FUNDING MS NOREEN HAY to move— That this House: (1) Condemns the Federal Government for its attack on education through its proposal to deregulate university fees which will result in an increase in costs for students. (2) Recognises that the potential changes to interest rates and the salary threshold at which students would be required to pay back university loans will deter many people from undertaking university courses. (3) Calls on the Federal Government to increase public investment in universities rather than pass more costs on to students. (4) Notes that the Federal Budget proposes to also cut funding to apprenticeships and abolish the Australian Apprenticeships Incentives program with nearly $1 billion cuts in funding.
