ABOUT INTERNATIONAL FILM FESTIVAL ROTTERDAM

International Film Festival Rotterdam (IFFR) offers a high-quality line-up of carefully selected fiction and documentary feature films, short films and media art. The festival's focus is on recent work by talented new filmmakers. However, within the four sections the Festival presents, there is also room for retrospectives and themed programmes. IFFR actively supports new and adventurous filmmaking talent through its co-production market CineMart, its Hubert Bals Fund, Rotterdam Lab and other Industry activities.

IFFR is one of the largest audience and industry-driven film festivals in the world. During twelve festival days, hundreds of filmmakers and other artists present their work to a large audience (2016: 305.000 admissions) and 2.538 film professionals. The festival's Official Selection includes some 247 feature films and 237 short films out of 50 countries. It aims to organise and stimulate film-related activities in Rotterdam.

SHORT HISTORIC PROFILE

Famously, seventeen people attended the opening night of the first Film International Rotterdam on 28 June 1972. An initiative of the Rotterdam Arts Foundation, Film International (later: International Film Festival Rotterdam) showcased films purchased for distribution to the newly established circuit of art house cinemas in the . A driving force, famous figurehead and inspirational director until his early death in 1988, Hubert Bals gave the festival its solid reputation of commitment to and active support of independent cinema as well as of a welcoming meeting place for filmmakers, audiences, film professionals and film critics. Under the subsequent directorships of Anne Head (1989), Marco Müller (1990-1991), Emile Fallaux (1992-1996), Simon Field (1996-2004), Sandra den Hamer (2000-2007), Rutger Wolfson (2008-2015) and Bero Beyer (2015 - Present) IFFR grew to become one of the largest audience and industry-driven film festivals in the world, while maintaining its focus on innovative filmmaking by talented newcomers and established auteurs as well as on presenting cutting edge media art.

THEME FOR 2017: PARALLAX VIEWS

Every year, International Film Festival Rotterdam examines relevant societal themes with films, debates, special guests and side programmes. This year, the themed programmes for 2017 have been combined into the Perspectives section. With Parallax Views the festival will present an up-to-the- minute programme that will study polarisation in contemporary society.

At the tipping point of multiple political shifts, the world seems more divided and polarised than ever. The growing visibility of fault-lines in our societies, as well as the increasingly toxic discourse that plagues the 24-hour media cycles, inspired IFFR to highlight works that address these issues with urgency, creating new lines of sight and engagement. These films can be found throughout IFFR’s 2017 programme. Everyone views the same situation from different perspectives. Parallax Views is IFFR's agenda-setting platform where filmmakers, artists, thinkers, journalists and the public are invited to discuss the current shifts and fractures, as they are represented in films featured throughout the festival programme. The programme will also feature masterclasses and talks.

3 IFFR PRESS KIT 2017

Alongside the Parallax Views programme, the Perspectives section will bring together four different programmes that were developed to highlight and examine current fault lines irrevocably linked to IFFR 2017’s theme: A Band Apart, Black Rebels, Criss-Cross and Picture Palestine.

NUTS & BOLTS

IFFR opens up the filmmaker’s laboratory in Nuts & Bolts and presents a series of unique machines from the studios of independent filmmakers and artists. Through an exhibition, film screenings and live performances, Nuts & Bolts reveals just how wide-ranging the diversity of techniques used is: from digital and high-tech to analogue and deliberately anachronistic. The programme consists of works by the likes of Quay Brothers, Wim Janssen and Dušica Dražić, Guy Maddin and Mika Taanila. The

21 IFFR PRESS KIT 2017 legendary radical filmmaker Peter Kubelka will daily present his vision on the relationship between bread, butter and cinema.

PERSPECTIVES

The IFFR likes to put things into perspective, with themed programmes shedding light on social and political hot topics. The main theme of IFFR 2017 that is being dissected in the Perspectives section is called Parallax Views. Because no two people experience exactly the same film or reality, and only by exchanging views and opinions one can appreciate their full depth.

PARALLAX VIEWS

A platform where filmmakers, artists, thinkers, journalists, and the audience are invited to discuss polarization in contemporary society, as it is represented in films featured throughout the festival programme. This programme will also feature masterclasses and talks.

SHORT AND MID-LENGTH FILMS

As a central part of International Film Festival Rotterdam 2017, IFFR Short Film is a unique showcase of artists’ moving image and experimental film for works under 60 minutes. Shown on a variety of formats from 3D to 35mm film, it is a celebration of all forms of film and video. These short films span all four of our main sections (Bright Future, Voices, Deep Focus and Perspectives).

The 2017 edition of IFFR Short Film presents 23 films in the Tiger Competition for Short Films, now in its 12th year, including new works by Laure Prouvost, Rosa Barba, Lawrence Abu Hamdan, Basim Magdy, Simon Fujiwara, Gao Yuan, Cécile B. Evans, Laura Kraning, Manuela de Laborde, Esther Urlus, Serge Onnen, Lois Patiño, Su Hui-yu, Makino Takashi, Sebastian Diaz Morales and a 3D film by Omer Fast.

IFFR Short Film will also present two Short Profiles: a tribute to Taiwanese artist Su Hui-yu and a retrospective on Dutch artist Joost Rekveld. He will present his new film and installation, and with a performance he will be part of sound//vision – a four-night programme at club WORM in Rotterdam featuring live A/V performances. Turkish artist belit sağ and American filmmaker Jesse McLean will give presentations on their work.

With a selection of 10 mid-length films, all with a running time between 40 and 65 minutes, IFFR also spotlights the mid-length format, one of the most interesting, vibrant formats in current cinema. The programme Bright Future Mid-length is non-competitive, and the films are presented in solo- screenings – not as part of a combined programme – highlighting the idea that sometimes a film just takes as long as it takes.

For brevity’s sake, we have opted not to include the full list of all of the short films at IFFR, except for the Tiger Competition for Short Films and the Bright Future Mid-length section. For a full list of all the short films, please visit: https://iffr.com/en/professionals/short-film-2017

INDUSTRY ACTIVITIES AT IFFR

CINEMART

CineMart runs from 29 January to 1 February 2017 as part of IFFR PRO Days, which take place from 28 January to 3 February 2017. CineMart was the first platform of its kind to offer filmmakers the opportunity to launch their projects to the international film industry and connect with industry executives to secure financing. Launching 26 new projects in need of additional finance, CineMart also heralds an important start to the film year. Every year, CineMart invites a select number of directors/producers to present their film projects to co-producers, bankers, funds, sales agents, distributors, TV stations and other potential financiers.

This year, the CineMart selection is expanded with the BoostNL projects, which have been presented at the Holland Film Meeting during the Dutch Film Festival this fall. In addition, a first selection of Virtual Reality projects will be presented as part of the new collaboration with VR days.

HUBERT BALS FUND

The Hubert Bals Fund (HBF) is designed to help remarkable or urgent feature films by innovative and talented filmmakers from Africa, Asia, Latin America, the Middle East and parts of Eastern Europe on their road to completion. It provides grants that often turn out to play a crucial role in enabling these filmmakers to realise their projects.

Although the fund looks closely at the financial aspects of a project, the decisive factors to grant support remain the content and artistic value. Since the founding of the fund in 1989, more than 1,000 projects of independent filmmakers from Asia, the Middle East, Eastern Europe, Africa and Latin America have received support.

The Hubert Bals Fund has funding schemes in several stages of completion: early on for script and project development or after shooting for post-production. With the support of the Creative Europe MEDIA programme of the European Union, production and distribution support is offered to European co-producers and exhibitors. Dutch producers are eligible for NFF+HBF, in collaboration with the Netherlands Film Fund.

The Hubert Bals Fund is supported by the Creative Europe MEDIA programme of the European Union. the Dutch Ministry of Foreign Affairs, Dutch non-governmental development organisation Hivos, the Dioraphte Foundation and Lions Club L'Esprit du Temps.

IFFR UNLEASHED

IFFR Unleashed helps selected festival films to find audiences through key Video On Demand (VOD) platforms around the world. It is a long-term commitment to help navigate the still confusing, and occasionally exasperating, on-demand landscape.

Filmmakers, producers and rights holders will be offered the tools to take control of their VOD release strategies, with the considerable benefit of being able to use the IFFR brand to boost their profile and bargaining power.

IFFR believes that the scheme will add to its overarching focus of being a year-round brand, using its expertise, resources and profile to create strong partnerships with filmmakers, platforms and a year- round link to film lovers.

Simultaneously, IFFR aims to provide insight into its exploration of the world of (alternative/do-it- yourself) distribution, sharing its expanding knowledge and setting out to provide filmmakers, producers and rights holders with new skills their future work could benefit from.

The key benefits of IFFR UNLEASHED: - Offers filmmakers and rights holders access and delivery to established VOD distribution platforms, starting with iTunes and Google Play, possibly adding more platforms at a later stage. - Provides rights holders with full control over the release of your film: they decide when, where and on which platform to release their film. - Offers marketing support through an IFFR branded iTunes store. We will also promote released films on our social media pages and website. - IFFR’s dedicated impact producer will work with rights holders in developing a marketing plan and finding audiences for their film. - Highest net revenue ensured as IFFR takes no share. Only platforms and aggregation partner may share, ensuring 50% net revenue and up. - No upfront expenses; IFFR Unleashed pre-finances the upload costs. These costs (a reduced partner rate of €375 for a feature film) will be recouped from first revenues. - Subtitles in the language of the country or territory in which you want release your film are offered at competitive rates.

FUNDERS AND BUSINESS PARTNERS

International Film Festival Rotterdam is subsidized by Dutch national and Rotterdam’s local governments. An organisation of IFFR's size would not shine as bright without the support from trade and industry, organisations, individuals and entrepreneurs in Rotterdam. For theme sections, collaborations with other Rotterdam cultural institutions and special projects, the festival receives donations from private funds. The festival would not be possible without its large festival audience, hundreds of volunteers and support from its main business partners de Volkskrant, United Foundation, Hivos, BankGiro Loterij as well as our Tiger Friends, benefactors and many other partners and suppliers.

IFFR believes in active partner relations. A good relevant match is a condition, as well as shared goals and a joint appeal - it's not about just financial transactions. IFFR seeks out those partners that are both strong and innovative, and not just want to support with financial means, but also fit its desire for innovation and its programme profile.
