8Chairman’s Message You do not need to be reminded that the past months have been difficult for us all but we thought it important to ensure that your parish magazine was produced as normal, as it is important for you all to know that your parish council is still functioning in an albeit (and understandably) restricted service, and is to provide you with as much information and support as possible during these troubled times. Hopefully you will have noticed that we have endeavoured to keep the parish notice boards updated as much as possible, although even this has proved difficult as things change on an almost daily basis. One thing that has struck me is the manner in which you all continued to follow Government guidelines and advice in your observance of social distancing, and in many cases by self-isolating where necessary. There does appear to be a general acceptance (perhaps at times grudgingly) that this in necessary at this time, and I thank you all on behalf of the Parish, City and County councils for acting so responsibly as a community. Latest Government guidelines released this week have relaxed things to a certain extent, but please all heed the advice to ‘stay alert’! I think that anyone reading this will unfortunately know of someone who has suffered due to this awful pandemic, and I unfortunately know firsthand how this feels and can affect even the strongest. My heart genuinely goes out to each and every one of you. One thing that is welcomed however is the resumption of garden waste collections, the cessation of which we had vehemently protested against (and so it appears, we were not alone in doing so!) – Chestfield has been fortunate to avoid the spate of fly tipping instances that other areas have experienced as this also coincided with the closure of the KCC managed rubbish tips. And all at a time when the only place that you were allowed was our gardens! Good to see that they too have now re-opened ... a real case of shutting the stable after the horse had bolted if ever I saw one! Many of you will know that we regularly host quiz evenings in happier times, so we thought that perhaps we should publish some mixed quiz questions within this magazine for a bit of light relief for you all. The answers to all questions are also published, so perhaps the first person to read this magazine should be appointed the quizmaster? We hope you all enjoy ! Earlier this month we learnt of the sad passing of our dear friend and former chairman Len Claisse. Len was so very dearly loved and appreciated for all that he did for the village over the years and he will be greatly missed by all. I asked his family for permission to be able to write a small tribute to Len within this magazine, and you will find this further within this magazine. The History Society are currently working on a reminiscent study, and this

Page | 3 includes a more in-depth interview with Len – this can be found on our website. As you know, Thursday evenings have brought the community together in their ‘appreciation clapping’ for the NHS and carers. But appreciation goes both ways, and I know that my NHS colleagues at my own place of work both appreciate and admire everyone who not only takes the time to clap, but also for those who don’t necessarily show their thoughts in the open but just have ‘a minute’. This new ‘Thursday Phenomenon’ has certainly brought communities all over the country together, and we should also bear in mind those ‘forgotten’ workers (refuse collectors, delivery persons, utility workers, shop assistants, etc) during this time. These are the people behind each clap – the people and services that we should never take for granted. But perhaps the biggest and loudest applause should be reserved for everyone of you reading this magazine – perhaps the next time you all join together in your round of applause (or pot bashing!) you might just like to turn to your neighbours and applaud them – for it is everyone who is playing their part in their own way that are the heroes of our own particular special community. During these very difficult times, we would like to thank all of those selfless volunteers who have been giving their time to help others in so many different ways - this has varied from the running of errands and collecting shoping, dog walking, and even cooking and providing meals for elderly neighbours !

We feel that we should also mention Chestfield Cricket Club which was accepted as a packaging and distribution venue by City Council, although thanks to true community spirit throughout the district this was no longer required.

We also owe thanks to Chestfield Cricket Club volunteers who have helped deliver this edition of the magazine to you, as so many of our usual distributors are shielding or self-isolating.

A TRIBUTE TO LEN CLAISSE

Since first moving to Chestfield in 1996, Len was actively involved in different groups and organisations within the village, not least our own Parish Council. Len joined the Parish Council in the early 2000’s, and typically threw himself into his responsibilities, and within a year or so became first Vice- Chairman, quickly followed by his election to Chairman in 2005. Len stayed in post for two years until he stood down to allow others to accept the Chairman’s role, although this did not deter him from carrying on with his main responsibility on behalf of the Parish Council, that being in the guise of planning – which as many previous applicants’ will testify, was dealt with in the detailed efficiency and knowledge that we came to know so well.

Len was indeed a stickler for detail and, despite his failing health, Len made a point of physically visiting the location of every planning application, irrelevant of size or complexity, and in doing so provided detailed comment and advice to assist in our deputation to the City Council. This dedication stayed at the forefront of his thinking until he left the Parish Council in 2017.

Many of you will have noticed the Spring flowers that each year suddenly appear on the grass verges along Chestfield Road. You may be surprised to learn that until he left the Parish Council, Len was responsible for these too! Even when into his late 80’s, Len insisted on taking on this duty – and when Len made his mind up – you didn’t argue!

Right up until last year, Len would attend the annual carol service outside St. Joseph’s Church - and, as would befit a retired music teacher – always sang with great enjoyment and gusto!

Len was a very wise and extremely astute man, always willing to assist or advise when asked. He never shirked on either his responsibilities nor in making his feelings felt – safe to say that he was nobody’s fool!

In memory of Len Claisse

Photos kindly provided by his daughter Katherine Gladstone – she says “this is one of a few pictures of which I am very fond. On his 90th birthday the family met up and Dad had the opportunity to get in one of BMWs prestigious sports cars.”

Len was almost 90 when he stood down from the Council.

He was 93 when Chris Ellis conducted an interview with him in November 2019 as part of the Chestfield History Society’s ‘reminisences project’ which may be read on the front page of our website.

Len had great respect from all who worked with him.

He was awarded the Neighbourhood Watch Turner Prize.

Len died on 29 March of this year, thankfully not from COVID-19).

A TASTE OF THE HERB GARDEN GOES DOWN A BIT TOO WELL

Many of you will have seen (and most definitely heard!) the Police helicopter hovering over the village a couple of weeks ago as police searched for burglars that had broken into ‘Johnsons’ – apparently having taken a fancy to some hot tubs – the thieves were subsequently caught, and all goods retrieved.

However, we feel that we should report another (unreported) theft in the village – one that remains unsolved with the booty as yet un- retrieved. This concerns the theft and removal of an entire curly parsley plant from the community herb garden...in fact, the perpetrators of this heinous crime returned the following night to help themselves to more soil from the planter!!

Launch of New Mental Wellbeing Support Info Hub

Health partners and providers, local authorities and emergency services across Kent and Medway are working together to provide information on local support services to help people’s mental wellbeing during the ongoing Coronavirus (Covid-19) pandemic crisis.

Information is available at www.kent.gov.uk/wellbeing for people experiencing bereavement and loss, debt and financial difficulties, pregnant women and new mums needing extra support, families looking for help with young children or teenagers. There is support for those who might already have pre-existing mental health conditions, are victims of domestic abuse or are people in the shielded community.

The site also offers help for people with learning disabilities, people who don’t use English as a first language, carers and NHS staff, care staff and other key workers.

Kent County Council Director of Public Health, Andrew Scott-Clark said: “The challenging reality of lockdown is creating uncertainty and anxiety for many. The constant news can feel overwhelming and you may be adjusting to a different way of life, with children off school, many people not working or working from home, as well as not seeing family, friends and colleagues. “This anxiety is natural, and we are all feeling it. Fortunately, there are things that we can do to protect our mental health and to support the wellbeing of our friends and family. At www.kent.gov.uk/wellbeing you can find information, advice and signposting to other great sites which can help, whatever your situation and need. This is #kenttogether.”

As part of the Release the Pressure campaign, a new text service is now available - by texting the word “Kent” or “Medway” to 85258, you will start a conversation with one of the many trained and experienced volunteers who can give support at any time, wherever you are. It’s a place to go if you’re struggling to cope and you need immediate help. Texts are free on all major mobile networks and the service is provided by SHOUT and the Crisis Text Line. The service will run in addition to the current 24/7 freephone helpline and is funded by the Kent and Medway Sustainability and Transformation Partnership (STP) which is a collaboration between Kent County Council, Medway Council, Kent and Medway NHS and Social Care Partnership Trust and all the NHS organisations across Kent and Medway.

Vulnerable people in Kent who need urgent help, supplies or medication are also reminded of the helpline – called Kent Together – which provides a single, convenient point of contact for anyone in the county who is in urgent need of help during the Coronavirus outbreak. It is a collaboration between KCC, central Government, District, Borough and local councils, the voluntary and community sector, the NHS and other partners to ensure help is at hand for vulnerable people. If you are vulnerable and have an urgent need that cannot be met through existing support networks, you can contact the Kent Together helpline at www.kent.gov.uk/KentTogether or by calling on 03000 41 92 92. It is a 24-hour service.

Neighbourhood Watch makes it easier for everyone to connect with their communities and prevent crime. www.ourwatch.org.uk

It’s now easier to access information on crime prevention and ways of connecting with your community through the revamped website (www.ourwatch.org.uk.) for the millions of Neighbourhood Watch supporters across England and Wales. Neighbourhood Watch groups have been in the vanguard of community responses to the COVID-19 crisis, through their own efforts and by working with others in their communities.

John Hayward-Cripps, CEO of Neighbourhood Watch, said: “Neighbours looking out for each other is key to building strong and resilient communities which help to prevent crime, and the COVID-19 emergency has highlighted this more than ever. Our members have been testing the new website for several weeks and report that it has helped them focus on actions that make a difference locally by sharing learning and resources”.

The new website provides toolkits on domestic abuse and scams that have increased in prevalence during the pandemic, as well as information on preventing and reporting burglary, child sexual exploitation, serious violence and terrorism. There are also guides to tackling loneliness and vulnerability, and advice on CCTV usage, disability crime, vehicle crime and hate crime. An ‘Inspiration’ section demonstrates the wide variety of work undertaken by Neighbourhood Watch volunteers, including running awareness campaigns; organising litter picks; establishing community cafés; responding to floods; and delivering presentations in schools.

Neighbourhood Watch is a grassroots movement with over two million supporters across England and Wales. The movement works in partnership with the Police, the Home Office, corporate partners and other voluntary organisations to prevent crime, strengthen local community links and keep people safe.

Kent’s Household Waste & Recycling Centres to reopen

From 15 May 2020 Kent County Council’s 18 Household Waste Recycling Centres (HWRCs) will open to the public for essential use, which closed on March 23 as a result of the Covid-19 lockdown. You need to book a slot to use one - book a slot either online or by phone. The website details can be found at https://www.kent.gov.uk/waste-planning-and-land/rubbish-and- recycling/visiting-a-hwrc-during-coronavirus

The booking system, developed by Medway Council, is to ensure visitor numbers are at a level where social distancing can be maintained and queuing minimised.

The sites will be open to the public between 9am-3pm rather than the usual opening hours in order to allow for enhanced cleaning. Most sites will be open seven days a week and will accept all types of waste including chargeable items. Government advice is that residents should continue temporarily storing their waste at home, if they can do so in a way that doesn’t pose a risk to their health.

Residents can only book one trip in any four-week period to allow all residents to have access to sites, and must follow social distancing guidelines. Social distancing proved impossible to maintain prior to closure as visitor numbers topped 800 visits a day.

The number of bookings for each site will vary depending on the size of each site. You can only access the sites by booking an appointment. The quickest way to book is online.

You can only book one trip in any four-week period. If you want to drive a restricted vehicle to a Kent council site you’ll still need to apply for a vehicle voucher. https://www.kent.gov.uk/waste-planning-and-land/rubbish- andrecycling/vehicle-restrictions-and-vouchers Restricted vehicles are not allowed to tow a trailer.

Bookings will only be accepted from residents in Kent/Medway. You should not try to book a visit if you have symptoms of Covid-19, if you are part of a household undertaking 14-day isolation or if you are someone who is in the shielded category. Page | 11

Arriving at the site: If you booked online you must bring your proof of booking email, either a printed copy or displayed on your phone. If you booked over the phone, bring the booking reference number given when you made your booking. To reduce infection risk, your car windows should remain closed when showing proof to staff.

You must attend the site within your booking slot. If you miss your slot, you may not be allowed to use the site. We suggest you stagger your entry times within your booked slot, as we are expecting a high demand for the service.

Social distancing and safety: You will need to observe the social distancing measures when visiting the sites. Site staff will not be able to offer their usual assistance to help unload and dispose of waste.

A maximum of two people can leave each vehicle to dispose of bulky items without site staff help. However, if you do not have bulky items to dispose of, only one person can leave the vehicle to dispose of waste.

Traffic management will be in place at all sites. Some sites may also block off every other parking bay so that customers and staff can keep to social distancing guidelines. Site staff will direct you.

You will not be allowed onto the compactor platforms when a member of staff is operating the machines. You will need to follow site guidance, and this may include wearing gloves and masks. If you wear either gloves or masks, you’ll need to take them home for disposal to avoid the risk of cross contamination.

If you need to dispose of waste contaminated with coronavirus this should be carried out at kerbside. If this is not possible then you need to double bag the material and store this securely for 72 hours before bringing it to the site.

Land to rent or buy as an exercise paddock for dogs?

I know we are living in very worrying times but walking our dogs is one of the simple pleasures we can still enjoy (albeit only once a day!) The unexpected loss of Grasmere Pasture came as a real blow as it is a great place to exercise and socialise dogs and being well away from busy roads (unlike Church Street playing field) it is pretty safe. We are lucky to have the Radfall Rec but that is on a busy road where drivers often don’t obey the speed limit and the part nearest the road feels particularly unsafe for dogs to have a run with its wide entrance for car access and carpark with just a low rail around it. The part of the rec furthest from the road is a much better bet of course but even so, this part is shared with a cricket square loosely roped off with ropes left dangling dangerously low for running dogs.

This brings me to looking for a piece of land within the parish to rent, or possibly buy for use as an exercise paddock for our dogs. Ideally it would need to be around 1-2 acres and ultimately would have to be fenced securely (i.e. not barbed wire or the like). Maybe other Chestfield dog owners might be interested too if such a piece of land was available, who knows.

I don’t expect anything much could be achieved at this time of Coronavirus lock-down but maybe some preliminary enquiries could be made by phone or e-mail if anything turns up.

VE Day Pop-Up Display

An impromptu display for the 75th Anniversary of VE Day popped up in Chestfield Park early on the morning of May 8th.

The word flew round the local telegraph as neighbours mentioned to neighbours and it soon became the destination for the daily Corona Virus exercise.

Possibly half the village turned out to view the exhibits presented by Military Vehicle enthusiasts Dave and Audrey Lee of Ellison Close. These included a WWII Willys Jeep, into which several of the local children clambered to be photographed – all part of the Home Schooling no doubt. Also on display was a 1940 Austin Tilly which was the type of vehicle Her Majesty the Queen drove and tinkered with when as Princess Elizabeth she joined the ATS. Page | 14

Bunting was strung across poles which supported two models of wartime aircraft: the Spitfire and Hurricaine. These planes were crafted by David as a project when he retired. He then progressed to build the small Field Gun in the picture, which is towed behind the Jeep. None of these items had plans – they were built “by Eye”.

The biggest crowd puller was undoubtedly the 15ft Warship, “HMS Clearance”, which, as the name suggests was built entirely from unwanted rubbish, and again with no plans or instruction. Villagers were invited to see what items they could recognise on the deck, and folk found scartleads, rawal plugs, coke can ring pulls, bits of refrigerator shelves, plastic pipes, screws, and knobs to mention just a few.

Totally unplanned and with Social Distancing observed at all times, at 11am a large group gathered spilling into the road and blocking the traffic to observe the two minutes silence, made all the more poignant being un-premeditated.

Along with a commemmorative banner for VE Day was another which read:

Free Christmas Decorations Art Outreach Session Following excellent feedback from those who attended the last session, we have provisionally booked Espression Arts CIC to run another free workshop for the community at Chestfield Cricket Club in Grasmere Road on Saturday 21 November 2020 from 11.30am to 2.30pm. This is ideal for families or individual residents to come along and make and paint their own ceramic Christmas decorations etc.

Grasmere Pasture Appeal Ref W/19/3229319 for application ref: CA/17/00469/OUT - Grasmere Gardens, Land South of The Ridgeway, Outline application for a mixed use development of up to 300 residential dwellings and 3,500 sqm of employment floorspace You already know this application was GRANTED planning permission after the Appeal in October 2019. Soil investigation work started in February/March 2020 but we don’t have any update on this development, detail or timeframe for you at the moment. We will continue to keep you informed going forward.

Viewing planning applications – residents need to view plans online, although CCC will continue to advertise of applications / write to affected residents. You need the application reference number. Each application is made up of a reference, such as CA/20/10001/FUL – where the CA prefix stands for Canterbury (as the planning authority), the 20 is the year the application is registered, the next 5 digits denote the unique sequential application number in that relevant year, and then the last three letters are an abbreviation for the type of application, for example FUL is a Full application, OUT is Outline and LB is a listed building type application. Did you know that there is an assisted collection for dustbins if you are unable to put your bins out for collection yourself? Call 0800 0319 091 and you will be sent a sticker to put on your bins that says an assisted collection is required.

The unadopted section of Grasmere Road Did you know that the unadopted section of Grasmere Road (from the wooden bridge to Blackberry Way) is actually a Bridleway and not a public highway? This section of road is not meant for through traffic using the road as a rat run or short cut. The road is not maintained by KCC Highways – its upkeep (and that of the wooden bridge) has to be paid for by the residents of Grasmere Road, and the damage that thoughtless and illegal drivers do to the road surface has to be paid for by the residents. Please be considerate and don’t break the law.

Swalecliffe Library Please NOTE the closure of all Kent libraries from 20 March 2020 due to coronavirus: Under the exceptional circumstances caused by COVID-19, KCC implemented the following temporary changes:

• All 99 libraries were closed to the public, including the mobile library service, from 20 March 2020 until further notice. • All loan periods are extended for all customers until the end of June. Mini bus service and local volunteer transport schemes 1. Red Zebra volunteer car service – Red Zebra based in Whitstable, has been set up in Whitstable through the city council. See http://www.redzebra.org.uk/volunteer-car-scheme/ The scheme is for people who find it difficult to use public transport either through age or a need for special assistance. It is aimed at helping people get to essential health appointments and where resources permit, shopping and social trips may also be possible. The scheme offers a return journey and you will not be charged for waiting time, which is up to a maximum of two hours. A longer wait e.g. a drop-off in the morning and collection in the afternoon, will mean a double charge. Page | 21

There are charges to cover the cost of running the scheme and petrol mileage, these are: o annual subscription of £10 (or £15 for a couple) o £2 administration charge per trip o 45p per mile All volunteer drivers are DBS checked and insured, and a driver who is able to carry and assist with a wheelchair etc can be arranged. 2. Kent Karrier dial-a-ride service - will take you from your home to set locations, such as the nearest town centre or supermarket. You are eligible to join if: o you have a medical condition that makes travelling on public transport difficult OR you live in a rural area more than 500 metres from a bus route or railway station o you are aged 85+. You must join the scheme to be able to use it. It costs £5 per year and a small fare for each journey. Concessionary fare passes are not valid for travel on Kent Karrier services. Carers or companions can also travel. They don't need to be members but companions will need to pay the journey fare and carers can travel for free.

PARISH COUNCIL MEETINGS and SURGERIES Parish Council formal meetings are usually held bi-monthly and in person at the WI Hll, Chestfield Road. However due to coronavirus and the government instruction on public gatherings these have been suspended in person. Regulations enabling town and parish councils to lawfully conduct virtual meetings by video and telephone conferencing until May 2021 have been published. The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 came into force on 4 April.

Chestfield Parish Council is planning its first virtual meeting using Zoom as a virtual hosting platform.

Members of the public may still “attend” the meeting either online or by telephone but to do so will need to contact the Clerk for details of the meeting link or phone number and the PIN code for access to enter.

If there are members of the public “present” at the meeting there will be an adjournment of the meeting. This is the only opportunity during the meeting for residents to speak.

Councillor surgeries for residents The parish council used to hold monthly informal residents’ surgeries to enable any residents to speak informally to a parish councillor and/or the Clerk but again due to COVID-19 these have had to be suspended.
