The Alameda-Contra Costa Transit District Board of Directors held a special meeting on Wednesday, July 19, 2004. The meeting was called to order at 11:15 a.m. with President Wallace calling the meeting to order (via teleconference).

Roll Call Upon call of the roll, the following Boardmembers responded with their names: Director Jaquez, President Wallace and Director Peeples (via teleconference)

Directors Absent: Vice President Harper, Bischofberger and Kaplan

Public Comment

Richard Neveln, Alameda resident, addressed the Board.

1 President Wallace turned the meeting over to Director Jaquez to open the Joint Public Hearing held by AC Transit and Rapid Transit District (BART).

The following BART Board members responded with their names: Director Nakadegawa. Director Blalock who arrived at 11:20 a.m..

Public Hearing (See attached summary)

Received public comment on proposed changes to Paratransit Fare Structure (GM Memo No. 04-258).

No action was taken by AC Transit or BART on the proposed changes to the paratransit fare structure until the public hearing process is completed. BART will hold a separate public hearing on Thursday, July 22, 2004 at 9:00 a.m. at BART headquarters. The AC Transit Board will consider the fare increase recommendations at its August 4, 2004 meeting and the BART Board will act on the recommendations on August 12, 2004.

Comments Received at the AC Transit and BART Joint Public Hearing July 19th, 2004 AC Transit Board Room

Claude Ross: paratransit rider. He says that he would support a fare increase under certain conditions. The EBP should stop their money wasting that include: requiring re-certification of riders who permanently disabled, making certification more expensive by using medical contractors, not giving the drivers cross streets on the manifests, not concentrating drivers in specific areas, not training them in their area, hiring actors to do the on-hold messages, not efficiently scheduling group trips from same pick up to same drop off.

Dorothy Emery: visually disabled rider. Stated that her cost was going to increase by $7.50 for a coupon book of 10 rides. Drivers won’t get any of the increase! The current $2.25 fare should be decreased to $2.00

Walter Gauntt: The fare should be related to income. EBPC is hitting hard on us when there are unnecessary costs related to poor handling of group trips. Send 6 buses for 6 people when one would do. Ac fare increase and service cuts are hitting hard. Won’t pay the $20 anymore. Can’t go anywhere after 6pm.

Marvin Dyson: executive director of educational development, SRAC member, and Contra Costa PCC member. Fare increase will create undue financial burden. His constituents would agree to a $.25 increase. SF residents going to his center have to pay $1.65 additional for Muni fare because we go beyond the service area.

Tamara Theines: concerned about he fare increase. Those on fixed income can’t afford it. If you’re trying to get folks off paratransit and onto the bus you better look at the ADA. Only one bus in her area (route #40). Not in favor of the fare increase at all! EBP should put cross streets on the manifest.

Ruth Yamata: sometimes I wait 1.5 hours for the bus to come and get me. Also gets home very late from the CP center.
