PURPOSE:

The public consultation for the Casano/Loutet Overpass Concept Development began in early 2017 with a series of public engagement opportunities including an open house on March 2, 2017 and workshops with students in January and February at Eastview Elementary, Brooksbank Elementary and Sutherland Secondary. Staff presented a concept for a bike and pedestrian overpass across Highway 1, and the purpose of this report is to provide an update on the feedback received during the initial consultation and next steps.

BACKGROUND:

The Long Term Transportation Plan, North Vancouver Bicycle Master Plan and the Parks and Greenways Plan all identify a necessary multi-use link in the Casano/Loutet area to improve the bicycle and pedestrian connectivity across Highway 1. Highway 1 has been recognized as a significant barrier for residents living in the Cedar Village, Tempe, Grand Boulevard and Loutet neighbourhoods for many decades.

INFORMATION REPORT: Casano/Loutet Pedestrian Cycling Overpass Concept Page 1 of 3 Date: November 2, 2017 Document: 1531998 In 2010, the City completed the Pedestrian/Cyclist Highway 1 Crossing Improvement Study for the /Loutet Area to determine how to improve connectivity between the north and south sides of Highway 1 in the Lynn Valley/Loutet area. This study found that a new, non=motorized crossing would offer convenient sustainable transportation choices for current and future residents and is needed to support the City's sustainable transportation goals. There are a significant number of pedestrians and cyclists (including high proportions of school children) that currently cross Highway 1 to access residential, recreational, commercial, and educational facilities. The 2010 study recommended the Loutet Park/Casano Drive location for the future overpass.

An initial budget of $100,000 was subsequently approved as part of the 2016-2025 Project Plan to prepare an initial concept and complete preliminary public consultation.

DISCUSSION;

Concept Plan

The findings from past work were used to develop a feasibility study and initial concept plan. Staff worked with the District of North Vancouver and the Ministry of Transportation and Infrastructure (MoTI) to ensure the concept would meet current safety considerations and future plans for highway expansion or development.

The south end of the proposed overpass would be located in Loutet Park. The design fits well into the existing park and the existing berm north of the baseball fields. The overpass structure would be connected with accessible ramps to the existing Salop Trail system that extends to Keith Road and Brooksbank Avenue and to the forested area of Loutet Park through to Sutherland Secondary School.

The overpass concept will require the removal of a number of trees from City and MoTI lands with the larger number of trees impacted north of the highway near Casano Drive. The site has been reviewed by an arborist and the majority of the impacted trees are in poor health and several trees have already been removed due to safety concerns. To mitigate the loss of trees, the concept includes the planting of additional conifer trees and a vegetated wall on the north side of the connection near Casano Drive to minimize the impact of highway noise, as well, the addition of sound barrier walls on the south side in Loutet Park.

Public Engagement

There has been strong public interest and support for the proposed crossing for several decades. As part of the conceptual design process, staff developed an extensive public engagement strategy consisting of:

Feedback from the public and students included important suggestions such as the inclusion of stairs to connect with the overpass, lighting to support year round use, and native plantings. Additionally, visual screening and the reduction of highway noise was a noteworthy request from residents adjacent to the Casano Drive site. These suggestions have been included in the concept plan. Overall, the feedback was positive and the public sees the overpass as an important connection for the neighbourhoods. Please see Attachment 2 for a summary of the open house feedback.

The discussions with the advisory committees were positive, and the detailed comments from the Integrated Transportation Committee and North Shore Advisory Committee on Disability Issues are to be carried forward to future project phases. There is also support from the North Vancouver School District to construct the overpass as it will greatly improve access for students and School District staff, particularly for Sutherland Secondary (see Attachments 3 and 4).

The concept plan provides a feasible direction for the overpass location that is well integrated into existing natural areas while creating a safe connection and improved access for existing neighbourhoods that was well received by the public and key stakeholders.

The next step is to engage potential funding partners in the project such as TransLink, and the Provincial and Federal Governments. The work done to date will strengthen the project for potential external funding.

Staff will continue to work on the detailed design in 2018 and determine the type of bridge design with the following criteria; cost, ease of construction, traffic impacts during construction, environmental impact and functionality. Overall aesthetics and long term maintenance will also be considered as the design progresses. Staff will continue to update Council throughout the design process.

If you like, please explain ; 2-1 bike a lot already. A nice alternative to Lynn Valley Rd. Good Connection city to district. 3-1 am an experienced biker and dread biking to Lynn Valley due to traffic to and from there. If you are not experienced, you drive as it is safer. 5 - to walk more 6- Cedarville area not very walkable. This links to better walking incl. grand blvd as well as bike commute improvement. 7- opens up all that area to central Lonsdale 8- already a walker/cyclist - always looking for safer and more enjoyable routes to use. 10- biking less in traffic, short walk to visit family 13 - gym from home 14 - maybe 15-1 work at 13th + Lonsdale + often walk when it's not pouring. I HATE walking under the highway at 6am in the dark. This route would be faster for me + I could get an extra 15min sleep! Ha ha. 18 - it would make my work route shorter by bike 28- 0?P would not add much incentive. I am comfortable riding on Lynn valley Rd. 30- the hwy crossing isn't conducive to foot traffic. 35-1 would walk or run more often to Cedar Village/senior care home because it is a nicer and shorter connection than going through the highway underpass. Not sure about biking because the route doesn't connect well with Lynn Valley beyond 27th St. At 27th it's necessary to use Lynn Valley Road and there is no benefit to using the overpass vs simply staying on Lynn Valley Rd. The route through Kirkstone Park isn't well suited for biking right now, path is too narrow, people walking, curbs, etc. 36- More convenient and far safer than using Lynn Valley Road. 37- We live in the Cedar Village neighbourhood and our kids go to Sutherland Secondary. This would cut their commute down so much! It would be fantastic. 38-Safety for my children 40- It would be safer cycling than crossing under Lynn Valley underpass as it is today. It would be also be nice if the overpass would connect safely to Second Narrows cycling routes. 42- This overpass provides a safer alternative to riding on Lynn Valley road and passes by some beautiful scenery...! can't wait to get on my bike to cross this thing! 43- The overpass is an excellent idea however it is not on my work route, I would use it for leisure purposes only. 46- Easy access to neighbourhoods south of highway without having to go to Lynn Valley Road and the highway interchange where it's busy and noisy. In terms of kids going to Sutherland, it would allow for a safer trip to school too, especially due to bypassing the highway interchange. 47-1 would bike more because riding toward Lynn Valley on Boulevard Crescent can be tricky with cars crossing the painted bike lane, going toward Hwy 1 eastbound. Then, hoping that the cars coming south on Lynn Valley Road, to turn left at 21 st St., toward Hwy 1 eastbound, take the time to look for cyclists crossing the intersection at 21st, where there isn't any marked bike lane. Also, the bike lanes planned for the Hwy 1 interchange won't be separated from cars and pedestrians. Cyclists will have to share a multi-use path with pedestrians. 48- i live near the Jones Street overpass and use it almost every day. The Loutet overpass would provide a nice running and bicycling route for me and my children. 49- The overpass would not lead to areas I would be interested in using anymore than the areas to which I already have easy access. 50- It would not encourage us to walk or bike more, because it is downhill south of the Highway. 51 - Currently I walk or bike under the highway at the Lynn Valley Rd. interchange, which is much less safe (although more direct) than this proposed overpass. 52- If the overpass were to be lit and away from the heavy traffic of Lynn Valley road it would allow me and my family safer access to and from Lynn Valley. Currently the underpass and off ramp are quite busy. I can and do use this route but would not feel comfortable riding through with my children. 53- Easy access from our house to grandma's house. 54-1 could take my daughter (2 and half) on my bike or bike trailer. Right now, I will only to Lynn Valley with her in the car. We could go to Karen Magnussen. If I was traveling on my own it would encourage me to bike more to Lynn Valley for errands. 55-We need the overpass. 69-Doesn't shorten any routes I would bike or walk 70- It is unsafe Biking from our house on Drayton St the Lynn Valley library with our 2 young boys. A bike path and bridge with an alternative route would be awesome. Same for trying to get to Inter River park. Keith Road is too steep and busy for the boys 72-The other two main options for getting between CNV and Lynn Valley are Lynn Valley Road and Mountain Highway -- which are busy roads. Being able to go through quieter neighbourhoods to get between parks and shopping areas and other facilities (rec centre, library, etc.) seems like a much more enticing option.

Q7. Are there any other comments you wish to share with us? 1 -1 think it is a great idea. 2-hope grades are reasonable, the paths are wide enough (2IVI) to avoid pedestrians/bike conflicts. A route like this will help get more people out of their cars. The upper levels hwy split communities. Hopefully this will repair some of the damage. 3- Just do it! This would be great. I tried biking from Lynn Valley back to the City on Saturday and it was a nightmare. More traffic is only coming. Get the developers to kick in for this as they are creating more congestion. You need to put these events in the newspaper or on a billboard on grand blvd. Every person I know didn't know about this and I live on 700 el 5th and not everyone is elderly! 4- Our neighbours filled out a survey about this 22 years ago. Let's just build it already ©. All other neighbourhoods have an overpass - it's been too long with increasing population + traffic so it's time to make it easier to move around on foot + on a bike. Build build build. 6- Nighttime security will need addressing. 7- excellent idea. Will use it a lot. would connect this part of the City to the main section of the city, would encourage students to walk and a lot more safely. Could be an architectural feature to view on foot and from the hwy. it is a very dangerous section now to cross under the hwy. 8- please more forward w/ this proposal - it is very exciting and would link communities together with infrastructure other than roads - we need more of that. Fantastic for school kids. Thank you for having this information session and for asking for our feedback. 9- the current pedestrian + bike access via the Lynn valley hwy is very dangerous. This provides much safer access. Will likely save lives (I have seen multiple cyclist/motor vehicle accidents on north side of hwy underpass. 10- for students who need to cross the hwy on-off interchange this would be a great improvement. I've been biking to Lynn valley mall since I was in elementary school (I'm in my 20's now) and the hwy interchange has always been a great deterrent. Would be great to see a route that would b safe for families to ride along. 11- great idea! 12 - the 2 freeway junctions that this would eliminate are most dangerous part of my daily commute (generally SeaBus via Spirit Trail)The junctions also inhibit cycling more widely with my daughter. This would put u into Loutet Park in 5-1Omins from cedar village. Additionally, this would open up the 210 bus to people on the southside. 15- I've heard neighbours in the Mountain View estates complex express concern about increased foot/bike traffic because the path will come out close to our driveway. We've already noticed a increase with trespassing + theft in the last few months, and some of them are afraid this will have a negative impact. I love the idea. It needs to be wide enough to safely manage 2way traffic of cyclists + walkers (including baby strollers, scooters etc) I assume it will be lit? Please can we get it sooner? 18- any sound reduction to the north side would be fantastic. Particularly where the hwy rises above the neighbourhood. Quite loud with truck brakes etc. 19- I'm hoping that the end of the ramp is close to the hwy edge and the exit onto Casano is an all weather trail surface like the trail/ramps in Kirkstone park. 20-1 live in Lynn valley and commute to work downtown by bike, this overpass would help me avoid the busy and dangerous commute on Lynn Valley Road. Looking forward to it! 21-1 like the interesting design and lighting idea. Full support. Hope this will give more profile to walking + biking to xxx drivers. 22 - let's get this done! 25- we live right across from the proposed access point at the northside. Nosie from freeway =significant concern. Additional bike/ped traffic may be too much for this neighbourhood @ rush hour. Teenager traffic from Loutet + kirkstone at night. Theft - increased opportunity due to easy escape route. 26- -1 love this idea! 27 - my suggestions may be a bit more extensive than envisioned. The overpass earthquake proof so it won't collapse on the hwy. the overpass strong enough to allow one lane for emergency vehicles only (fire, police, etc), nexus chlorine leak, oil train fire 28- The feasibility study will be interesting. I cannot imagine enough use to justify it. Would rather see funds spent improving other areas of the bicycle network. In reality the CNV has done quite well as the problem areas are now in the DNV e.g. 2nd narrows bridge head area. 30-1 don't wish to sound rude. I am really grateful that this overpass is being considered. I cycled to Brooksbank and I cycled to Sutherland almost everyday for the entirety of high school. I hope this overpass gets built before my sister has to cross the grand blvd highway crosswalk on a twice daily basis. 31-1 like the concept. 34- good idea! 35- The approaches to the overpass should be paved and lit. I like the stairs option. Better than being forced to walk lengthy pathways like on the Jones overpass or the Kennard greenway between Shavington and Heywood. 36-This has been recommended for years and taking way too long to complete. 37 - Is there any way you could get it built sooner than 2020? 42- make the design say something bold! 43-1 saw "Wifi" in the brochure, please don't, it is not necessary! Also I don't think it needs to have a roof. This will add unnecessary expense and anyone using this bridge will already be outside. 44- As a parent of children who attend Sutherland and have to cross both the highway on ramp and off ramp every day to get to school, I am very much in favor of this. This will save my children time but, more importantly, will make their daily walk to school much safer. 46 - This has been proposed in the past and not gone proceeded to our disappointment. We are very hopeful it WILL GO AHEAD this time for all sorts of good reasons, and if it could be built before 2020, all the better! 47 -1 hope that there will be a cover ("roof") over the bridge - not necessarily with closed sides -­ to protect against snow and ice, if water is allowed to collect on the surface. I would also like to see a painted line down the middle of the path to separate eastbound from westbound, with directional pedestrian/bike logos on each side. I would like the "corners" of the ramps to be less acute/sharp for cyclists to ride around, and for the sight lines around those corners to be clear to a distance well beyond the actual ramp's end. Please don't plant deciduous trees near the ramps, as falling/fallen leaves create problems for cyclists turning corners on the ramp. The path following the ramps should be pressed gravel. 49 - I'm very concerned that the planning to date does not adequately take into account the impact of the proposed overpass on residents of Casano and Rufus Drives. During the open house, staff were unable to reassure me that thought had been given to ways in which the City would address noise concerns (I was told that sound fencing was not being considered). Additionally, the removal of trees from the greenbelt reduces the visual barrier between my home and the highway. The removal of trees has seemingly already begun. When asked what security measures (lights, etc) would be in place to mitigate a potential increase in petty crime with increased foot traffic, the city employee told me to call the police if there was a problem. That was not a reassuring answer and suggests that much more thought is needed before this plan could proceed. My car had been vandalized and broken into in the past and I am concerned that this plan will impact the safety of my property. Finally, I am told that the survey of local residents upon which this plan is being based is approximately ten years old. This seems far too out of date to be useful. I am happy to discuss further please contact me at 50- This seems like a waste of tax dollars when there is a major bike path under construction right now. Loutet Park has always been known as a party park for underage drinking and this will only bring the problem to Lynn Valley. Families living in the Casano/Rufus area will be affected by the ever increasing Highway noise. 51 - It's important to upgrade the trail in Loutet Park from 18th St./Sutherland School to the overpass to a standard like the Spirit Trail, to make people feel safe using it, including paving it, lighting it, and creating a wider right-of-way and good sight lines. Similarly, upgrading walking/biking connections on the Casano/Lynn Valley side, and connecting them well with destinations in Lynn Valley (Eastview school, Karen Magnussen Rec Centre, Lynn Valley Centre, etc.) is important to make this overpass useful enough to justify the cost. 52- Stop wasting taxpayer's money? Do you have any traffic usage numbers to justify the costs of the Blvd Crescent "upgrade"? Is there sufficient volume using Blvd Cres. that would switch to make this a benefit? Do you have ANY statistics to justify the demand for an overpass? Does the per capita cost benefit outweigh putting that money into upgrade of Harryjerome Rec Center? 54- Is this the city's highest priority to dump millions of dollars to serve a tiny section of the community? Why don't you fund upgrading Harryjerome first? 55-1 love your city. 56- User groups (cyclists, pedestrians, dog-walkers, handicapped-scooters, etc) will need to share multi use overpass, but will be able to spread-out on north/south approach roads, sidewalks, trials. This is good. Proposed ramp designs for overpass address the speed differentials issue and bunching/congregating issues, well by providing separate stairways and wheel-ramps. Design-speed for cyclists on Overpass-multi-use sections should be 'jogging' speed. Consider placing 'traffic-circle-median ' for added ped-bike-traffic-separation and speed-parity at south-intersections (both stairway/18th Street Trail intersection & intersection of Loutet Park Trail and Rufus Ave. Connector path. Further, for north connector ramp, consider a larger landing at ramp-switch-back, and include intersection with an additional pathway that aligns with Casano Drive north-south alignment. Also consider something to prevent gravity-assisted-run-outs from ramp into roadway intersection of Rufus Drive & Casano Drive. Thinking of run-away stroller, tyke-on-bike, skate boarder, etc.. I liked the artistic graphic showing the ball diamond approach. A Casano Drive Rufus Drive artistic graphic would be nice too. Thanks for conducting great good process with school students, frontage owners and public! 58- Consider a covered or roofed overpass it may encourage more students to walk. Keep up the great work CNV because you are leading the way in active transportation infrastructure. 60- Casino money is a very bad idea in North Van 61 - Everytime I see Loutet Casano, I see the word casino. Can we come up with a better name for it? It really links the City and District, and maybe could use a better 'brand-name'. 62-lt would be most useful if this were connected to a path system leading through the parks and to Lynn Valley Centre. 64- This is a fabulous connection across the highway and I am so excited to see this happen. Congrats to city staff and council for pursuing this project. 65-1 HATE walking by the Highway intersection, and I would definitely never ever cycle it. Road is too narrow, cars moving lanes to position themselves on Lynn Valley Road. Cycle and pedestrian hell. Eastview kids are currently driven to Sutherland school (which is such a waste of time, money) due to parental anxiety. 66-1 am concerned about safety in this area. What safety measures will be put in place? Is there a plan to fix the sidewalk near the current overpass at L V road and highway 1 ? This Loutet overpass doesn't help the kids who live south of the highway who need to access Boundary Elementary 69- Great idea. 70-1 think this is a great idea, and I will definitely be using it for running/walking, and perhaps even cycling. If there are concerns about garbage accumulating, I think it would be great idea to see if Sutherland can "adopt" the overpass as a keep-clean project, which would involve the students and give them a sense of responsibility over the structure. Re: Support for Loutet Casano Pedestrian/Cycling Overpass Project

The North Vancouver Board of Education supports the concept plan for the Loutet Casano Pedestrian/Cycling Overpass Project. We believe that the proposed overpass over Highway 1 will provide a safe and convenient route to several school sites and community destinations for students, parents and staff.

In April of 2014, the North Vancouver Board of Education signed a Memorandum of Understanding (MOU) with the City of North Vancouver to "work together to make school travel safer, to reduce transportation- related greenhouse gas emissions, and to promote active transportation toward Improving the health of children and youth and fostering long-lasting sustainable travel behaviours". The concept plan proposed by the City of North Vancouver directly supports the mandate outlined in the MOU to increase shared objectives and focus on the key areas of safe routes to school while reducing vehicle trips. The North Vancouver School District appreciates the action that the City has taken improving safe routes to our City schools and for funding crossing guards. We know that this has helped parents feel more comfortable with letting their children walk or ride to school.

We believe that the proposed Loutet Casano Pedestrian/Cycling overpass will greatly benefit North Vancouver School District students, staff and the larger community. We look forward to updates on how the project moves forward.
