INITIAL ASSESSMENT OF PROPOSED DEVELOPMENT SITES

November 2012

Introduction

The Angus Main Issues Report (MIR) is a consultation document for the preparation of the new Local Development Plan. It is a key stage in determining the planning policy and guidance that will apply to the majority of the Angus area over the period 2014 – 2024.

As part of this process, the MIR sets out a number of options for how the new Local Development Plan could respond to the main issues raised. The options for where new homes and businesses could be built are consistent with the strategy of the TAYplan Strategic Development Plan and also take into account sites put forward by developers and landowners, including those put forward through the early consultation and awareness raising exercise.

This site assessment document sets out all the sites that have been submitted to Angus Council as part of the earlier consultation process. Sites in the document are as mapped and measured by the Council from the information submitted.

The sites have not been assessed in detail but initially against three key factors:  Does the site accord with the objectives and location priorities of the TAYplan (June 2012);  Does the site accord with the preferred strategy for settlements in the rural area of the Angus MIR; and  Does the site form part of a preferred or reasonable alternative option included in the Angus MIR.

It should be noted that site assessments are a work in progress at November 2012. More detailed assessments will depend on the options that are ultimately taken forward as a result of consultation on the MIR. It should also be noted that sites in the countryside and sites of less than 5 houses within development boundaries would not normally be allocated or identified by a Local Development Plan.

The options themselves have also been subject to an initial assessment against accessibility, natural and built heritage, landscape and visual analysis factors. Further information is presented in the MIR for each town and rural service centre.

The MIR has also been subject to Strategic Environmental Assessment and the Environmental Report provides an initial assessment of the potential environmental impacts of the Options presented for the Main Issues and directions of growth for the principal settlements and 4 main rural service centres. . The Proposed Plan (summer 2013) will set out in detail the proposed land allocations for future development.

Comments This site is partly within and partly outwith the current development boundary for Carnoustie. It does not include land that forms part of any option in the Main Issues Report, because of access difficulties to/from the A92. The southern part of this site is identified as Site C12 : Sports Ground – Shanwell Road in the current local plan and its potential use will be considered in the preparation of the Proposed Plan.

Comments The former poultry units and steading are identified as Site C5: Opportunity Site – Greenlaw Hill in the Angus Local Plan Review. The area to the east is outwith the current development boundary and is not allocated. The future of this site is likely to depend on the option taken forward for Carnoustie in the Proposed Local Development Plan. A masterplanning exercise for the preferred option could include all of proposed site 12S.

Development of this site is therefore potentially contrary to TAYplan Policy Part 2, Part A. Retail development would require to accord with retail policy in the Proposed Local Development Plan. Comments Although this site is located within the development boundary for Carnoustie, it is in active use as public open space. Redevelopment of this site would be dependent on the findings of Angus Council’s forthcoming open space audit and strategy, or an alternative provision being made for the residents of Carnoustie. The Preferred Option of pursuing a masterplanning approach for the town could consider the future of this site and the provision of recreational facilities.
