Priority - To deal with environmental pollution in Ely Road, Objective To work with partners to reduce environmental pollution in the area. Lead Agency ECDC, Env. Services (and any other agencies required to support) Action Taken Sanctuary-Housing ASB issue in Stretham prioritised at a Neighbourhood Panel – tenancy action underway by Housing Officer prior to Panel meeting including Notice of Seeking Possession for the ASB, legal case not strong though because no witnesses willing to come forward. Local residents raised the case as an issue at the West Panel meeting, as a result action on the ASB became one of the Panel priorities. Housing Officer, ASB Coordinator (funded by the East Cambs Community Safety Partnership – that we contribute financially to) and Police arranged meeting with residents to talk through the ASB issues; included 2 tenants of another Social Landlord talking about their experience in Court as witnesses of ASB and how helped achieve a successful outcome. This persuaded residents living close to our perpetrators to agree to be witnesses. Witnesses statements have now been taken from them, diary sheets are now being received, the ASB is continuing and the Housing Officer is working with Wragges on pulling the legal case together. Nuisance parking provision under the Clean neighbourhoods and Environment Act 2005, deals with Exposing vehicles for sale on a road

Section 3(1) sets out the particulars of the offence. A person commits an offence if: a) he leaves 2 or more motor vehicles parked within 500m of each other on a road or roads where they are exposed or advertised for sale b) he causes 2 or more motor vehicles to be so left.

Fly Tipping Enforcement Options

Investigation Inspection of fly tip for evidence that could lead to enforcement action being taken, together with related enquiries. Warning letter Used where formal enforcement action is not considered appropriate as a warning of the potential consequences of further infringements. Statutary Notice A legal requirement to provide information that will assist with investigation of an offence. Fixed Penalty Notice Agreement to accept a standard penalty fee as an alternative to formal legal action. Duty of Care Inspection Check that a business has correct arrangements in place for the storage, transport and disposal of its waste. Stop & Search Check on vehicle carrying waste for waste carriers licence and waste disposal documentation. Officers of the County Council’s Locality Team are aware of the group which socialises in the bus shelter; they are a group of 17/18 + year olds.

Apart from the perception that they are causing anti-social behaviour because sometimes there is a large group of them, there appear to be no problems apart from the litter.

The Parish Council pays a retired gentlemen to clean all of the shelters on a regular basis, which seems to keep the litter issue under control. It is understood that he does this on a Saturday morning.

The shelter has a light - a request from young people some time ago to have one fitted - and generally they respect the Locality Team’s request not to graffiti the shelter. Because of their age, it is believed that these young people purchase the alcohol legally.

It is suspected that the complaint about bottles etc being left in the shelter comes from an observation on a Friday evening before the Saturday clear up. Due to their age, these young people are not within the age range for youth provision in the village.

It is understood that the Parish Council did receive a complaint about bottles etc in the bus shelter at the end of September, on the occasion of when there was a wedding reception in the nearby public house. East Cambridgeshire Local Policing Team – Action Updates:

Priority Drugs Activity in Haddenham Objective Tackle the use of controlled drugs within the village of Haddenham Action Taken During this Panel Period we have focused our efforts on the consumption of Cannabis on the recreational ground within the village. We conducted plain clothes patrols in the area gathering information and intelligence. On one such occasion we identified two of the males that were suspected of supplying the Cannabis to the other Young Persons at the location. Both males were detained and found in possession of Cannabis and appropriately prosecuted at a later date. During the same Operation two more offenders were found in possession of Cannabis and were again prosecuted. Due to their previous convictions no other option was available other than to Charge them and put them before the Court. Patrols in plain clothes and in marked vehicles have continued in the area and there has been a significant reduction in such offences. This is also supported by the organisers of the Youth Club held weekly on the Recreation Ground.

A search Warrant was executed at an address in Haddenham where it was suspected Cannabis was being consumed and sold. No drugs were found at the location although the occupant admitted to being a frequent consumer. No evidence of supply identified.

A male wanted for a local theft of a charity box was located and arrested. He later appeared at Court for the offence. Also found at the address was a young child who in the opinion of the Police attending was living in inadequate living conditions. The result of which was a multi agency investigation with support and direction being given to the family. The child was removed from the address and is living with family members until such time it is deemed appropriate for the child to be returned. The occupiers of the address is well known to Police and all information was shared with the Housing association who will take their own action with regards to the tenancy.

A search Warrant was executed at an address in Witchford where a Cannabis plant was recovered along with some suspected Class A drugs. During the plain clothes Operations we also identified a well known Young Person to Police from the Stretham area riding around on a Motorbike without all the required documentation, helmet and Number Plates. He was also stopped and prosecuted for the offences and the bike in question was seized. It has become apparent that riders and bikes of this nature are being used between Stretham, Haddenham and Little Thetford. We are in contact with those affected and continue to increase patrols in the affected areas while keeping the informants updated. We continue to receive reports of this nature however we have noticed a distinct decrease in such reports in the last few weeks.

Persons handling, collecting and selling metal remain of great interest to the Neighbourhood Policing Team with increasing pressure on them and the Scrap Dealers. Scrap Dealers are receiving almost daily visits with intrusive searches of their books to gather intelligence on who is passing what material and how frequently. This is in response to local and national increases in such theft related offences.

Intelligence would suggest that Cannabis is still being consumed within the Panel area (West) although due to the focussed patrols in the village of Haddenham it is not being consumed openly or within the recreational ground specifically. Those prosecuted have responded well to the intervention claiming this was a ‘wake up call’ and a turning point in their lives. This will of course remain to be seen. We will continue to patrol the area as normal daily business.

There have been no incidents for the Police to deal with during this period.

We will continue to monitor re the situation, deal with any reports accordingly and continue to work closely with the local Housing association along the way. Emerging Issues:

During the last Panel Period we have seen an increase in theft related offences across the Panel area. Crimes relating to theft of and from motor vehicles continue to affect this and other areas across the County. Metal prices remain incredibly high which supports the fact that we have seen an increase in theft offences surrounding metal such as theft of lead and scrap metal.

East Cambs West Area Neighbourhood trends

Total crime in East Cambs West area has increased compared to both the previous period and the same period last year.

Total ASB has decreased compared to the previous period but increased on the same period last year.

Downham Villages (Coveney, Little Downham, Mepal, Oxlade, Pymoor, Wardy Hill, Witcham) Crime  Total crime in Downham Villages has decreased from 47 offences in the previous period to 40 offences in this period. This is a marginal increase compared to the same period last year (37 offences).  Violent crime offences have seen a good decrease from previously high figures (one offence vs. nine offences) and the same period last year (12 offences).  Three dwellings were targeted in Little Downham for burglaries. One of these offences has subsequently been detected.  All other offence types have remained relatively stable. ASB  Total ASB has increased to 18 incidents in this period compared to 13 incidents in the previous period and 11 incidents the same period last year.  There were three incidents in Churchill Court, Little Downham. These all occurred at the different locations and relate to noise complaints.

Sutton (Sutton, Sutton Gault) Crime  Total crime in Sutton has increased compared to both the previous period (57 offences vs. 49 offences) and the same period last year (30 offences).  Criminal damage offences have seen an increase from 17 to 27 offences (eight the previous year). There were ten instances of objects being thrown at house windows causing damage, with a hotspot during the middle of October, premises in the Brook being mainly targeted. ASB  ASB levels have decreased compared to the previous period (27 incidents vs. 39 incidents) but remain stable compared to the same period last year (29 incidents).  There have been two incidents of youths throwing stones at parked vehicles in Brookside, Sutton.  5 calls relate to Vehicles driving through the village of Sutton at speed causing a nuisance.

Haddenham (Aldreth, Haddenham, Wentworth) Crime  There has been a good decrease in total crime in Haddenham compared to previously high figures. (57 offences v 81 offences). In same period last year there were 39 offences.  Thefts from vehicles were concentrated in Haddenham itself with hotspots in Church Lane and Lode Way. Some of these vehicles were entered as a result of insecurities  Most of the Other burglaries occurred in Witchford and were sheds/garages entered, however on two occasions a construction site was targeted. ASB  ASB levels have decreased compared to the previous period (36 incidents v 37 incidents) but have increased on the same period last year (14 incidents).  No patterns or trends in incidents from this period were observed

Stretham (Little Thetford, Stretham, Wilburton) Crime  Total crime in Stretham Ward has seen an increase compared to the previously low figures for this period (59 offences vs. 31 offences). There were 53 offences in the same period last year.  Other burglary saw a marked increase from one offence in the previous three months to eleven in the reporting period. There were four offences in the same period last year. There was a hotspot in Stretham Rd, Wilburton which accounts for this increase. One farm premise was targeted on three occasions, resulting in five crimes being raised. ASB  Total ASB has increased compared to the previous period (38 incidents vs. 28 incidents) and the same period last year (26 incidents).  There were 7 calls in relation to the High Street in Stretham with 4 of these relating to youths riding mini motorcycles down this road.
