Andrew invited Nita Sadler, State President to give her report.

PRESIDENT’S ADDRESS – Nita Sadler Nita referred to a very busy year for most, especially the Board and Staff having to deal with the many changes to Government legislation which not only affected the organisation as a whole, but some of the functions of the Aged Care Facility as well. Mention was made of the particularly hard and difficult change in legislation placing the onus on organisation such as RWA, to pay the village maintenance money on units which have been vacated and which were up for sale, somewhat unfair, especially when the proceeds of the eventual sale, are paid back into the estate of the previous resident. Some of the units have been on the market for long periods, costing the organisation thousands of dollars. The other challenge being from a local government, trying to justify why our organisation should pay council rates in spite of us being a not for profit organisation (and have our villages exempt from Council Rates). She said that these unnecessary ratepayers’ funded legal challenges are fruitless and also cost massive amounts of money in the form of legal fees to fight. While RWA have proved that we have won all our cases, we are seeking a review of the regulations on this particular issue, to prevent these costly and unnecessary challenges on all Not For Profit Organisations, like Retirees WA. It has been difficult even selling property, with many wanting to purchase our units but unable to sell their homes.

The organisation faced the prospect of closing its doors due to bad management. It has since come a long way thanks to a professional and fully qualified CEO who dug RWA out of the mire and who lead us into the current position of being the great organisation we are today. Retirees WA have had a couple of branches close due to

the lack of Office Bearers or ageing members but a couple have been set up as well which is called ‘Natural attrition”.

Like all large organisations there are hiccups and especially with villages understanding the changes in legislation, the organisation has crossed a few bridges, dealt with some and addressed most of the issues as and when they occur. Mediation in some difficult cases is a very useful tool, especially in an organisation as large and diverse as Retirees WA. Quote: “We continue to keep abreast of any new legislation, and policies, both at State and Federal level, with all changes that may affect your lifestyle, (and mine) plus, our dedicated Staff and CEO keep the Board up to date and fully informed of all issues which are either of extreme, or minor importance, and which may need Board intervention and/or further decision making. I would like to take this opportunity of giving heartfelt Thanks to all our wonderful volunteers, from those who work at Head Office, to those who run the branches, and the Delegates representing the Branches— You are all much appreciated for your efforts and dedication to others. I can assure you all, that Retirees WA is in good hands and will remain so for years to come.” Unquote

Nita concluded her speech by telling everybody that we get only one chance at life, so live it to the full.

Andrew Murfin thanked Nita and said with a speech like that who wouldn’t sit on the porch and bark. He then welcomed Margaret Thomas to present her report.

CHIEF EXECUTIVE OFFICER’S REPORT– Margaret Thomas Margaret welcomed all to the 84th Congress. She said that we have a steady number of members joining due to the speakers on Curtin Radio. The board and herself know how important it is to be connected for one’s mental and physical wellbeing and have steered the new members towards a branch in the past which make a difference to their lives. While some branches have closed, there are members who are members of a branch, who work very hard to hold the branch together. If branches aren’t working, we need to find what is. She attended a forum recently and one of the speakers said that if your business is not constantly changing, then it is dying.

The organisation made some changes this year. We have a new logo, accounting software package, brochures, discount booklet and are working on the webpage. The Social club outings are in demand and she thanked Brian, and the volunteer bus drivers. She said she was in awe of the generosity of the many Funeral Directors who the organisation partner who offer our members an affordable funeral and that she was grateful for that. The CPI increase was offset with a bonus. Quote: “To give that bonus to our funeral fund members, the Board sought advice from our lawyers some time ago and invested the funeral fund money in the construction of our new villages, a 1st registered mortgage on the building we rent and bank term deposits, all of which pay interest to the funeral fund. That mortgage which paid 7%, (which was 126,000 per year) will be settled in a few days and the loan paid out. As we build new units we are also reducing the investment in construction so that money

is all going back into the bank. We have our bank Manager here Paul Lincoln, and I hope they continue to give good interest.” UnQuote

The old aged care building at Salter Point is rented out to the Genesis Group who provide accommodation for aboriginal students. We have started to look at what can be built out here in the next couple of years and the organisation may only be able to build 22 units based on the criteria for South Perth.

The Geraldton Lighthouse estate’s first stage of 10 units has been completed and we are on the next ten. This project has had to slow down as a lot were subject to sale of the buyers existing houses, and also the economy in general in Geraldton. We have 2 trade in homes, one is rented out and the other is being sold. The organisation may have to look at reverse mortgages in Geraldton.

A large block of land has been purchased in Bindoon. At first when the organisation was doing its research, the Board were a bit reluctant to further the development due to the waste situation. The State Government came to the rescue to allow expansion in Bindoon and the sewerage system will be ready in 2018. Retirees will start building again in stages and driven by the market once this is completed.

Margaret then spoke about the financial part of the business. Quote: “You all have a copy of our General Purpose audited financials. This is the format which is required of us but I thought I would break this down into the 4 sections, to be more meaningful to you.

Administration or membership made a loss of $181,000. This is because with the newsletter and discount booklet, member cards, AGM costs, insurance, Christmas donations and general administration, it costs us a lot more than the $25 we charge our members but we don’t want to put this up as we do not want it to be unaffordable for members. As we only charge a one off fee of $75 when a member sets up a funeral, RWA bears the cost of administering the funeral fund and this year, that cost has been $84,000. Aged Care made a deficit of $117,700 on paper. If you add back depreciation for this segment of $244,500, it is a surplus of $126,800, which is quite extraordinary and due to the skills of Andrew Kruger and his team. It extremely difficult to break even in aged care and getting harder every year. Clearly then we only make money from property development and deferred management fees to support the other segments and to grow, purchase land and do new developments. That surplus this year was $1.7m. You will find these broken down figures on page 14 of your accounts.

We could not do what we do without our volunteers and in Head Office we have Nina, Tony, Helen, Judy and Brian. Thank you for the outstanding job you do.

Finally, thank you to the 9 Members of the Board of Retirees WA, also volunteers with years of life experiences and a wide diversity of knowledge. The Board members are involved in everything and at the head is our State President, Nita Sadler. I could not do this job without Nita’s assistance and also Nita’s sense of humour. The Board Members come from a variety of professions and I value their

experience, their input and their opinions and I feel so privileged to work with them. We don’t always agree on everything but we get to the right decisions in the end.

I finish with thanking Lottery West for their continued support. We were fortunate to get a grant this year to assist us with the construction of a gazebo in the Joseph Banks Aged Care Facility garden. I’m sure our next speaker will tell you more.

Just have a listen to the next speaker and you will understand why we are doing so well with aged care when other groups are struggling with this difficult service. I hope Andrew mentions this in his speech that we did not get any recommendations and passed all the accreditations. I met Andrew Kruger when he was part of the audit team. He is now one of the most knowledgeable and successful aged care facility managers in the state and will be very valuable when we build another facility in the future.” Unquote

Without further ado Margaret Thomas welcomed Andrew Kruger to give his aged care report.

JOSEPH BANKS AGED CARE FACILITY – ADMINISTRATOR - Andrew Kruger Andrew started by saying that “we do not do a lot of barking from where we are” and went on to quote Muhammed Ali “A man who views the world the same at 50 as he did at 20 has wasted 30 years of his life.” The new accommodation wing called ‘Grevillea” is now complete making a well presented facility which also has old equipment replaced and new technology upgrades which is an ongoing process.

In the financial year 2016 Retirees bonds/refundable accommodation deposits totaled $20,603 mil.

The ACFI team maintained the average income of $140 per care recipient per day. The future challenges in Aged Care stems from the announced decreases in government subsidies. He referred to Muhammed Ali again saying that if one is not courageous to take a risk, one will not accomplish anything in life. Because Joseph Banks according to their income module will lose out 9.4% on subsidy, they will be raising it from pain clinics and the care recipient will pay expenses out of their own pockets.

The major cost will always be labour totaling 72% of expenses and JBAC are working hard on the effectiveness of labour by improving productivity. JBAC are also considering outsourcing some services.

The three yearly site visits for Accreditation during April was so successful that JBAC met the 44 outcomes under the 4 accreditation standards with no recommendations. He thanked the CEO, Margaret Thomas for praising them. JBAC was also praised by the agency for the high standard of self-assessments and care provided.

The staff turnover at the facility were in excess of 20% resulting in constant training and monitoring. The Facility has core staff maintaining the level of knowledge required in Aged Care.

Sundowner programs targeting management of dementia behavior and improved resident’s lifestyle were extended to the weekends.

Andrew thanked his staff for the excellent, demanding, hard and sometimes unappreciated job they do. He ended by quoting Muhammed Ali, “Live everyday as if it were your last because someday you’re going to be right.”

Andrew Murfin thanked Andrew Kruger for his good work and called upon Shane Bradley to give his report.

PROPERTY REPORT – SHANE BRADLEY, PROPERTY MANAGER Shane bid everybody present the time and mentioned that the property department has been extremely busy ensuring that the contracts and procedures meet all the Retirement Villages Regulation changes that have taken place over the last few years.

The vacant block in Denmark and Collie are still in caretaker mode ensuring that firebreak are in place and local shire requirements are met. For the past 20 years or so the Shire of Denmark has been mowing the area and now we have been told that we have to do it ourselves, for which RWA are happy to.

The staff work hard to ensure the smooth running of the department which is not always easy and continue to try and improve how we operate to make us more efficient and to also improve how we communicate with residents of the various villages.

One major change that needs attention is that we need to work closely in line with the contracts. In the past a very flexible approach was adopted which was enjoyed by residents which has not caused a lot of confusion. Once we stick to the contracts that the residents have signed, everyone will understand their responsibilities which in turn will result in a decline in the number of complaints received and result in happier residents.

Quote: “I wouldn’t normally single out a staff member as all of the staff are fantastic. But I would like to make a special mention about our newest team member Clive Woodley. When he started with us he had a challenging job ahead as a site specific village manager and although he has had to endure some negative behavior by a few residents, he has kept an extremely positive outlook and has made fantastic progress with most residents of the village. Clive keep up the good work, you have proven yourself to be a valuable member of the Retirees WA team.” Unquote

He thanked the volunteers, staff at head office and the members for making the organisation what it is today. He wound up his speech by quoting Mitch Anthony, founder of the Financial Life Planning Institute, “Traditional retirement is just an artificial finish line; but the new retirementality says hey this is a new launching pad for you, this is time to reinvent yourself.”

Andrew Murfin thanked Shane for the property report and introduced the guest speaker, Peter Kennedy who has been with the ABC since 1990 and has an outstanding contribution to journalism and invited him to the podium.

Peter Kennedy thanked Andrew for the very generous introduction and thanked Retirees WA for inviting him to speak today. He said that RWA is a big organisation that is growing. When he retired, he got an invitation to join the Seniors Ministerial Advisory Council. He joined the council, became acquainted with issues and got associated with seniors issues and met Margaret Thomas. The Council is a forceable advocate.

He reckons seniors in WA do pretty well as compared to other states. Now that money is tight, it has become a challenge to hold that ground. It is a challenge to present to government things that are sensible and where the government wants to tighten its belt. He hopes the government continues to have the council’s general observance about politics. If 24 hours is long in politics, a week could be an eternity. For example last week it was a challenge to the premier. Then it got resolved. Today they are cheering in the new Ministers. As often said in politics, “the dogs might bark but the caravans move on’.

Today is the 8th Anniversary for the Premier, Collin Barnett which makes him the 5th longest serving Premier. Earlier this week Colin Barnett passed Sir Richard Court. David Brandt was the longest serving Premiere, who served for 12 years. David Brandt left school at grade 7. He wanted to go to High School but the family could not afford it. It really doesn’t matter whether Liberal or Labour rule because there is still a problem with the senate. There are too many small parties. If it’s a problem for Malcolm Turnbull it is a problem for Bill Shorten.

Governments today would love to have an inheritance tax.

There is an election coming up in less than 6 months. Issues are going to boil. Poll stations are not all reliable. Political parties watch polling very closely. Governments are not popular all the time. They have to make tough decisions.

Today we have a changed media. We loved to see what is in the newspaper. Everybody read “The West”. Today politicians delay announcements to go live on air at 6p.m. Today views are changing and the role of influence of newspapers are changing. This is technology change. There are campaign strategies; same sex marriage plebiscite is a strong possibility on 11 Feb 2017. If this happens it will affect the election on March 11th. Parties are concerned about it. Governing has become more complex. Leadership is a challenge on both sides. Politics is a bit like shelf life.

Life Membership Award of the organisation was presented by Peter Kennedy.

AWARDS LIFE MEMBERSHIP  Norm Carter –The Board of Retirees WA takes awarding Life Membership very seriously and yet there was no hesitation in granting this to one of their own.

Norm Carter became a Member of Retirees WA on 18th June 1999. That was 17 years ago. 15 years ago, Retirees WA was asked to sponsor a Kids Breakfast Club at Dawson Park Primary School and this club was the catalyst for over 430 school breakfast clubs now operating. Norm volunteered his time and was there from day one, serving the children and he is still serving childrens breakfast at Dawson Park Primary School today. Norm is also involved in numerous community committees, has been a Retirees WA Funeral Fund representative at his branch for many years and has served 6 years as a Board Member. Norm, please come forward to receive the honour of Life Membership of Retirees WA Peter Kennedy gave the microphone over to Norm Carter to say a few words. Norm said that he was very happy and proud to be given this. He served on the board for 6 years and wishes the organisation every success in the future.

Andrew Murfin thanked Peter Kennedy for sharing some of his political thoughts with the floor. A minutes silence was observed as a token of respect to those members who have passed on to eternal rest.

Andrew Murfin called Lois Jones to the microphone.

Lois Jones addressed all and gave a vote of thanks to the guest speaker Peter Kennedy and Master of ceremonies, Andrew Murfin. To Andrew, it gets more difficult to say something, thank you for your repertoire of jokes and making all laugh and see you again next year. She asked the floor to show their appreciation for Andrew Kruger.

The members of the Board were delighted when Peter Kennedy confirmed that he would be our guest speaker. What a sad day it must have been when you retired as a political voice in 2010 of the ABC. She commended him on his memory of the Premiers and thanked him for parting his wealth of knowledge with the congress. She then presented Peter Kennedy with a token of appreciation.

Nita called upon Andrew Murfin, who was appointed the returning Officer to conduct the Elections of RWA Board Members 2016.

 RETURNING OFFICER:

Andrew said that he was asked by the Board to conduct the elections of the office bearers for the next 3 years. He received the following nominations for Board Members: On 19 July from Jill Pugliese, on 20 July from David Sadler, on 25 July from Judith Edwards and Candessa Ashbury, on 26 July from John Thomson and on 18 August from Nita Hart. Andrew Murfin received only 6 nominations which were the number required for the board.

Andrew received only one nomination for the position of Vice President on 29 July 2016 from Lois Jones, only one nomination for the position of President from Nita Sadler on 2 August 2016 and only one nomination for the position of Deputy Vice President from Brian Mathlin on 28 July 2016.

He informed the floor that he checked the constitution and his observations are that because there were equal number of positions to equal number of nominations, RWA did not have to hold an election. His spreadsheet would be left behind if anybody wanted to have a look at it. With careful consideration all nominations were accepted as all members were members for two years.

Andrew Murfin declared : “As there was only one nomination for the position of President, Nita Sadler is declared President for a period of three years, Since there was only one nomination for Vice President, Lois Jones is declared Vice President for a period of three years and since there was only one nomination for the position of Deputy Vice President, Brian Mathlin is declared Deputy Vice President for a period of 3 years. Also the Board members be as follows: Jill Pugliese, David Sadler, Judith Edwards, Candessa Ashbury, John Thomson and Nita Hart.

The Ballot was held legally according to the constitution and the Electoral Commission of WA.”

Nita Sadler asked the floor whether we keep the membership fees the same or do we put them up. The general consensus was that it stays at $25 for the year.

The members of the Board were asked to stand and were congratulated.

The President said that she tried to get around to the various tables and tried to have a quick chat with all. It has been a very difficult year for all of us. Some have given great hope. She thanked the Canning Vale Branch and said it was great to see you here. She said she knew that the village at Duncraig had a very big problem out there, we concur with your problem, but great to see you again. She thanked Tony MLA. She thanked the Bindoon, Forrestfield, Carlisle, Riverton/Rossmoyne, Tuart Hill and Dianella branches, the drivers, staff and volunteers.

Nita said that she was pleased to be RWAs President, to serve on the Board again for another 3 year term. She is approachable and that can talk amicably.

Today, she was told is World Peace Day and that is why the meeting was so happy she reckoned.

Nita Sadler ended by saying ‘God Bless you all and a safe journey to your homes’.
