PRESIDENT’S ADDRESS – Nita Sadler Nita referred to a very busy year for most, especially the Board and Staff having to deal with the many changes to Government legislation which not only affected the organisation as a whole, but some of the functions of the Aged Care Facility as well. Mention was made of the particularly hard and difficult change in legislation placing the onus on organisation such as RWA, to pay the village maintenance money on units which have been vacated and which were up for sale, somewhat unfair, especially when the proceeds of the eventual sale, are paid back into the estate of the previous resident. Some of the units have been on the market for long periods, costing the organisation thousands of dollars. The other challenge being from a local government, trying to justify why our organisation should pay council rates in spite of us being a not for profit organisation (and have our villages exempt from Council Rates). She said that these unnecessary ratepayers’ funded legal challenges are fruitless and also cost massive amounts of money in the form of legal fees to fight. While RWA have proved that we have won all our cases, we are seeking a review of the regulations on this particular issue, to prevent these costly and unnecessary challenges on all Not For Profit Organisations, like Retirees WA. It has been difficult even selling property, with many wanting to purchase our units but unable to sell their homes. The organisation faced the prospect of closing its doors due to bad management. It has since come a long way thanks to a professional and fully qualified CEO who dug RWA out of the mire and who lead us into the current position of being the great organisation we are today. Retirees WA have had a couple of branches close due to 7 the lack of Office Bearers or ageing members but a couple have been set up as well which is called ‘Natural attrition”. Like all large organisations there are hiccups and especially with villages understanding the changes in legislation, the organisation has crossed a few bridges, dealt with some and addressed most of the issues as and when they occur. Mediation in some difficult cases is a very useful tool, especially in an organisation as large and diverse as Retirees WA. Quote: “We continue to keep abreast of any new legislation, and policies, both at State and Federal level, with all changes that may affect your lifestyle, (and mine) plus, our dedicated Staff and CEO keep the Board up to date and fully informed of all issues which are either of extreme, or minor importance, and which may need Board intervention and/or further decision making. I would like to take this opportunity of giving heartfelt Thanks to all our wonderful volunteers, from those who work at Head Office, to those who run the branches, and the Delegates representing the Branches— You are all much appreciated for your efforts and dedication to others. I can assure you all, that Retirees WA is in good hands and will remain so for years to come.” Unquote Nita concluded her speech by telling everybody that we get only one chance at life, so live it to the full.

HON JIM CHOWN (Agricultural — Parliamentary Secretary) [5.03 pm]: I think Mr Wandel needs be extremely serious about conducting an unbiased and open discussion with grower shareholders about the best direction and structure that would serve the Agricultural Region, and especially grain growers, well into the future. As I have already discussed, corporatisation of the entity was attempted at the turn of the century, and a fair bit of work was done on that matter. For the information of members, if 75 per cent of the grower shareholders were to decide that the best way forward for the entity would be for it to be corporatised, a bit of work would need to be done within the Parliament. In fact, section 35A(e) of the Bulk Handling Act 1967 would need to be repealed.

  • 2005 State General Election Results and Statistics Report
    Foreword This report gives the results and statistics for the State general election held on Saturday 26 February 2006 to elect the 37th Western Australian Parliament. It is intended to provide a comprehensive record of polling results for reference and research purposes. A record number of candidates nominated for this election, with 14 new members elected to the Legislative Assembly. Two of the new members are from the Australian Labor; ten are members of the Liberal Party and two are members of THE NATIONALS. The composition of the Assembly is: Australian Labor Party 32 members Liberal Party 18 members National Party 5 members Independents 2 members As the above table indicates, the Australian Labor Party was elected to power, winning 32 seats. The Liberal Party gained three seats while the Independents lost three seats. While 88% of successful Legislative Assembly candidates were elected with margins of over 3%, in 7 districts the margins were less than 3%. Results for the candidates in the most closely contested seats of Bunbury, Murray and Vasse were decided by margins of 103, 198 and 209 votes respectively. Of the 57 candidates elected, 25 (44%) candidates received greater than the absolute majority on first preferences. Both the Australian Labor Party and the Liberals gained further support in the Upper House with each winning 3 additional seats, whilst Greens (WA) and Independents (formerly Pauline Hanson's One Nation) lost 3 seats each. Thirteen new members were elected to the Legislative Council. The composition of the Council is: Australian Labor Party 16 members Liberal Party 15 members The Greens (WA) 2 members National Party 1 member This report contains information about candidates and elected members, results by polling place, and an analysis of types of votes as well as comparisons with previous general elections.

Electoral reform removing rural malapportionment in 2005 prompted changes in strategic direction, including abandoning coalition with the Liberal Party and creating a discrete image, branding and policy approach. Holding the balance of power after the 2008 election, the Party adopted a post-election bargaining strategy to secure Ministries and funding for its ‘Royalties for Regions’ policy. This ‘WA approach’ is distinctive from amalgamation and coalition arrangements embraced elsewhere in Australia.

INFRASTRUCTURE — LONG-TERM PLANNING Notice of Motion Hon Ken Travers gave notice that at the next sitting of the house he would move — (a) that this Council expresses its concern at the failure of the Liberal–National government to develop a long-term state infrastructure plan for Western Australia; (b) this Council notes that the lack of long-term planning can lead to poor investment decisions being made in the expenditure of scarce government funds; and (c) therefore, we call upon the government to immediately commence the development of a long- term state infrastructure plan and to ensure that its development involves — (i) wide community consultation to identify priority infrastructure projects; (ii) the inclusion of major infrastructure projects based on a comprehensive assessment of their relative benefit to cost ratios; and (iii) the plan is developed in an open and transparent process.
