NON-GOVERNMENT

The Commission continues to engage the non-government sector in the development of policies and programs to assist and address the needs of Victoria’s CALD communities. A number of organisations in the non-government sector have traditionally been strong supporters of Victoria’s multicultural communities and the Commission has continued to work in partnership with these organisations to address their varied needs.

AUSTRALIAN MULTICULTURAL FOUNDATION (AMF) The Commission worked in partnership with the AMF, VOMA, OWP, EOCV, OFY and the Centre for Multicultural Youth Issues on the planning of Multifaith Multicultural Youth Forum.

LA TROBE UNIVERSITY The Commission provided assistance to La Trobe University in the establishment of the Centre for Dialogue and the Chairperson has been appointed a member of the Centre for Dialogue’s Advisory Board.

ADULT MULTICULTURAL EDUCATION SERVICES (AMES) AMES provided $50,000 to the Commission towards the AMES Refugee Youth at Risk program contained within the Commission’s Community Grants Program.

GOVERNMENT – LOCAL

The Commission has continued its collaborative arrangements with the local government sector during the 2005-06 financial year. The local government sector is the first point of contact for many of Victoria’s CALD residents. Therefore it is imperative that councils respond adequately to the diverse needs of all Victorians. The Commission has primarily progressed this agenda through the operation of the Standing Committee on Local Government and Cultural Diversity, outlined in the Major Projects section.

MUNICIPAL ASSOCIATION OF VICTORIA The Commission has worked with the Municipal Association of Victoria in the development of a Councils Interface Workshop for the 11 metropolitan fringe councils: Mornington Peninsula, Frankston, Casey, Cardinia, Yarra Ranges, Nillumbik, Whittlesea, Hume, Melton, Wyndham and Hobsons Bay. The Commission has also assisted in the development of the Association’s Multicultural Framework.

MELBOURNE CITY COUNCIL The Commission worked in partnership with the Melbourne City Council on the Sandridge Bridge project, the Ethnic Precincts Enhancement Project as well as supporting various CALD communities, such as the Turkish community’s planned 40th Anniversary of migration in 2007. + +

COMMUNITY

The Commission has continued to work closely with a number of community organisations during the reporting period to assist Victoria’s multicultural communities. The community organisations below have developed strong relationships with Victoria’s CALD communities, often over an extended period of time, advocating on their behalf. The community sector continues to provide a great deal of support to CALD Victorians and the Commission has continued to work collaboratively with them to ensure that this support not only continues but is enhanced.

ETHNIC COMMUNITIES COUNCIL OF VICTORIA (ECCV) The Commission and the ECCV have continued to work collaboratively during the reporting period on a number of projects including: the development of media workshops for CALD community leaders and on the future directions and programs for multicultural communities throughout the state.

MULTICULTURAL ARTS VICTORIA (MAV) The Commission has worked directly with MAV on the release of the joint report Culturally and Linguistically Diverse (CALD) Community Needs Analysis in the Arts – The Way Forward – Arts in a Multicultural Victoria and, as an outcome, on the Multicultural Arts Advisory Committee. The two organisations have also worked in collaboration on the delivery of the Celebrate our Cultural Diversity Week 2006 Gala Dinner cultural program.

CENTRE FOR MULTICULTURAL YOUTH ISSUES (CMYI) CMYI worked in collaboration with the Commission, VOMA, OWP, OFY, EOCV and the AMF on the Multifaith Multicultural Youth Forum.

REFUGEE COUNCIL OF AUSTRALIA (RCOA) The Commission and RCOA jointly presented the Refugee Week celebrations in October 2005 and are working together towards the 2006 celebrations. RCOA also assisted the Commission in the determination of grants for the Refugee Week grants category.

PROJECT RESPECT The Commission worked with Project Respect in relation to the development of a project proposal so that Project Respect can continue and enhance its activities in assisting women that are trafficked as sex slaves to Victoria.

GOULD LEAGUE OF VICTORIA The Commission continued to assist in the development of the Multicultural School Gardens Project through the Gould League organising committee.

CORPORATE

In the past the corporate sector has often been overlooked in the area of multicultural affairs. During the reporting period, the Commission developed strong partnerships with numerous corporate bodies. As demonstrated through Celebrate our Cultural Diversity Week these partnerships have produced rewarding outcomes for both the organisations involved and Victoria’s CALD communities.

AUSTRALIAN FOOTBALL LEAGUE (AFL) The Commission has worked with the AFL in its advancement of its Multicultural Framework including the development of the Welcome to AFL booklet and hosting an AFL signing of the Community Accord.

SBS RADIO SBS Radio and the Commission have continued to work closely on a number of projects including on the development of media workshops for CALD community leaders.

ANZ BANK The Commission has assisted the ANZ Bank in the development of information for CALD communities from non-English speaking backgrounds and hosted an ANZ Bank Community Accord signing. The ANZ Bank was also one of Celebrate our Cultural Diversity Week’s corporate sponsors.

CRICKET VICTORIA Cricket Victoria and the Commission have worked in partnership in the development of a Multicultural Framework to engage CALD communities.

FOOTBALL FEDERATION VICTORIA (FFV) The FFV, Commission, Victoria Police, South Melbourne Football Club and Preston Lions Football Club worked in partnership to undertake the Harmony Cup and signed the Statement of Harmony. The Commission also sponsored two FFV awards.

VICTORIAN MAJOR EVENTS COMPANY The Commission worked in partnership with the Victorian Major Events Company, DIIRD and Melbourne City Council in relation to the Ethnic Precincts Enhancement Project.

DEPARTMENT OF IMMIGRATION AND MULTICULTURAL AFFAIRS (DIMA) The Commission liaised regularly with DIMA on various issues, particularly pertaining to settlement and community relations issues as well as on projects such as the Multifaith Multicultural Youth Forum and the African Think Tank project. The Commission also provided input into the development of the National Action Plan.

AUSTRALIAN BUREAU OF STATISTICS (ABS) The Commission and the ABS worked collaboratively on raising awareness for the 2006 Census including hosting a consultation for CALD community leaders to inform them and their respective communities of the importance of the Census.

DEPARTMENT OF HUMAN SERVICES (DHS) The Commission worked with the DHS State Emergency Recovery Unit to provide assistance to the communities affected by the Tsunami in December 2005. The Commission is also represented on DHS’ Ministerial Advisory Council for Cultural and Linguistic Diversity.

DEPARTMENT OF INNOVATION, INDUSTRY AND REGIONAL DEVELOPMENT (DIIRD) The Commission worked in partnership with DIIRD, Melbourne City Council and Victorian Major Events Company on the Ethnic Precincts Enhancement Project.

EQUAL OPPORTUNITYCOMMISSIONOFVICTORIA (EOCV) The Commission and the EOCV worked together on the Premier’s Multifaith Forum in September 2005 and the planning for the Multifaith Multicultural Youth Forum scheduled for 30 July 2006.

OFFICE OF THE HEALTH SERVICES COMMISSIONER (OHSC) As highlighted in the Major Projects section, the Commission collaborated with the OHSC on a joint project to raise awareness about the right to access accredited interpreters and translated information in a health care setting.

VICTORIAN ELECTORAL COMMISSION (VEC) The Commission facilitated consultations with CALD communities for the VEC in relation to information about the 2006 State election.

PARKS VICTORIA The Commission worked in partnership with Parks Victoria in the development of a multilingual park note (information board), the provision of cross-cultural and telephone interpreting training to call centre staff and the future training of CALD Victorians to act as park group leaders.

VICTORIA POLICE The Commission worked in close partnership with Victoria Police on a large range of projects including the: Police and Community Multicultural Advisory Committee (PACMAC); Victoria Police Multifaith Council, Victoria Police Multicultural Roundtable; Harmony Cup between South Melbourne Football Club and Preston Lions Football Club; New and Emerging Communities grants program; Monash/Police Research Project Advisory Board and Sexual Assault CALD Awareness campaign.

+ OFFICE FOR YOUTH (OFY) OFY worked in partnership with the Commission, VOMA, Equal Opportunity Commission of Victoria, the Australian Multicultural Foundation and youth community representatives in the planning of the Multifaith Multicultural Youth Forum (MMYF).

+ EMPLOYMENT PROGRAMS (EP) The Commission provided advice as required on the Employment Programs’ range of services and grants, with the Chairperson and Deputy Chairperson facilitating or co-facilitating a number of consultations and meetings.

+ CORPORATE COMMUNICATIONS UNIT (CCU) The CCU worked with the Department of Premier and Cabinet on the development of the exceptional Just Like You campaign. The Commission provided support and advice to the CCU throughout the process.

DEPARTMENT FOR PREMIER AND CABINET (DPC) The Commission worked in partnership with DPC on a number of projects including the Premier’s Multifaith Forum, Sandridge Bridge project, All of Us photo project and the Premier’s Reception for Victoria’s Sudanese, Ukranian, Vietnamese and Somalian communities.

+ ARTS VICTORIA The Commission participated with Arts Victoria, Multicultural Arts Victoria and a range of community and arts sector stakeholders on the Multicultural Arts Advisory Committee.

DEPARTMENT OF JUSTICE (DOJ) DOJ has collaborated with the Commission on developing a project proposal for trafficked women and on the Victorian Community Council on Crime and Violence.

+ CHILDREN’S COURT (DOJ) The Commission worked with the Children’s Court as part of the organising committee to host a CALD Children’s Court Youth Forum.

DEPARTMENT OF EDUCATION AND TRAINING (DET) DET has worked in collaboration with the Commission on holding the Celebrate our Cultural Diversity Week 2006 Quest Awards and the Welcome to Victoria Kits. The Commission’s Chairperson was also a member of the Ministerial Advisory Council on LOTE, ESL and Multicultural Education.

GOVERNMENT – STATE AND FEDERAL

During the reporting period the Commission has continued to work extensively with a large number of government departments and agencies to advance the standing of Victoria’s CALD communities. This has taken many forms including: facilitating community consultations to give CALD communities a voice in policy development; assisting departments and agencies in addressing the needs of CALD communities in a culturally appropriate manner; and assisting in the development of multicultural policies to ensure the inclusion of CALD communities in program and service delivery.

DEPARTMENT FOR VICTORIAN COMMUNITIES The Commission collaborated with a number of offices within the Department for Victorian Communities (DVC) during the reporting period including:

+ OFFICE OF WOMEN’S POLICY (OWP) The CALD Women’s Project, Premier’s Women’s Summit Respecting Diversity: Harmony in Practice, Women’s Multicultural Grants and a project proposal for trafficked women were the projects the Commission undertook with OWP.

+ PUBLIC RECORDS OFFICE OF VICTORIA (PROV) The Commission assisted in the development of a multicultural policy for PROV and organised cross-cultural and interpreter use training for staff.

+ LOCAL GOVERNMENT VICTORIA (LGV) LGV were represented on the Standing Committee on LGCD as well as assisting in support for the Interface Councils Workshop being organised at the time of publication.

OFFICE OF THE HEALTH SERVICES COMMISSIONER JOINT PROJECT The Commission, in partnership with the Office of the Health Services Commissioner (OHSC), has continued to promote CALD Victorians’ rights to access interpreters in the health care sector. In March 2006, the Commission and the OHSC launched a pamphlet in 24 (now 26) languages to inform CALD Victorians of their rights to access interpreters and their right to lodge a complaint with the OHSC. Almost 2,000 community organisations have received the pamphlet in their language of choice along with a fact sheet listing the benefits of using accredited interpreters. An English copy of the brochure was also sent to all hospitals and community health centres. The project has received positive coverage in the ethnic media and the Commission is pleased by the number of community organisations and health care institutions requesting further copies of the brochure for community members or CALD clients.

WELCOME TO VICTORIA KITS In partnership with the Department of Education, the Commission has undertaken a project to provide all children coming to Victoria as migrants or humanitarian entrants and entering the education system with a Welcome to Victoria Kit. The Kits will provide valuable settlement information for the children and their families as well as complimentary tickets and items of enjoyment to assist in their transition to Victoria. The Commission has secured the involvement of 33 government, non-government, corporate and community organisations in the provision of relevant information. The Kits will also contain a welcome letter and a certificate from the Premier welcoming the children to Victoria. This letter and certificate will be translated into 31 languages other than English. The Kits will be provided to all children entering the education system in the 2007 school year.

CALD WOMEN’S REPORT The Commission in partnership with the Victorian Office of Multicultural Affairs (VOMA) and the Office of Women’s Policy (OWP) held 12 community consultations with migrant and refugee women, one of which was held in the reporting period. The extensive consultation allowed migrant and refugee women from throughout Victoria to contribute to a process which would inform government of their needs. The Reference Group that encompasses community and government sector representatives has continued to guide the Report to its final stages during the reporting period. At the end of this reporting period the Report was being finalised with a set of recommendations and proposed actions for consideration by the Victorian Government.

SANDRIDGE BRIDGE The Commission has worked in partnership with the Department of Premier and Cabinet, Melbourne City Council and arts patron Les Erdi over a period of two years on the restoration of the Sandridge Bridge. Sandridge Bridge is the surviving link between Station Pier and Flinders Street Station. The bridge has been fitted with 12 sculptures representing the 12 different periods of immigration to Australia. The Commission was pleased to be a part of the decision to install glass panels on the bridge depicting many of the different countries of origin of Victoria’s population. This will ensure that all Victorians can learn about the vast number of different countries that makes up the people of our State.

STANDING COMMITTEE ON LOCAL GOVERNMENT AND CULTURAL DIVERSITY The Standing Committee on Local Government and Cultural Diversity (LGCD) continued to meet during the reporting period and the Commission produced the second edition of the LGCD’s e-newsletter diversity@grassroots, with the third edition being finalised at the end of the reporting period. The Standing Committee on LGCD members had their terms extended to two years, expiring in January 2007. This will provide the Committee with continuity to pursue existing projects and undertake new projects. The Municipal Association of Victoria (MAV) was successful in securing funding from the Commission for a part-time position within MAV to provide leadership, support and capacity building to enhance the response of the 11 metropolitan fringe councils to their residents’ cultural diversity. At the time of publication a forum had been organised for these 11 metropolitan fringe councils to workshop ideas on responding to cultural diversity. Other issues the Committee addressed during the reporting period were: insufficient credit line allocations to local councils for interpreting and translating services; increased assistance required by ageing CALD residents and the need for accurate information to be provided to migrants looking to move to regional Victoria.

WORKING TOGETHER TO RESPOND TO COMMUNITY NEEDS

The Commission engaged with a wide range of organisations to ensure that, throughout policy development and implementation, consideration is given to the needs and requirements of Victoria’s CALD communities. During the 2005-06 financial year the Commission undertook a large number of projects and initiatives with a wide range of organisations including: government departments, local governments, the corporate sector, non-government organisations and community organisations. This has allowed the Commission to assist Victoria’s multicultural communities in addressing their needs through a variety of avenues. This has ranged from the Commission providing guidance on the establishment of Cultural Diversity Plans to advising an organisation on how to effectively engage CALD communities on a day-to-day basis. The major projects that the Commission has been involved in included: the CALD Artists Project, CALD Women’s Project, Sandridge Bridge, Standing Committee on Local Government and Cultural Diversity, a joint project with the Office of the Health Services Commissioner and the Welcome to Victoria Kits. MAJOR PROJECTS

CALD ARTISTS REPORT The Commission and Multicultural Arts Victoria (MAV) produced the joint report Culturally and Linguistically Diverse (CALD) Community Needs Analysis in the Arts – The Way Forward – Arts in a Multicultural Victoria in late 2005. This report detailed the views of Victoria’s CALD artists and communities who participated in a series of consultations held throughout Victoria. The Report contained a number of findings and recommendations to assist in supporting the CALD arts sector. These were focused in four main areas: Policy, Infrastructure; Partnerships and Funding; and Programming and Sector Development. In response to the report, Arts Victoria established the Multicultural Arts Advisory Committee to review the Report and prioritise its recommendations. The Committee included representatives from the Commission, MAV, VOMA, Arts Victoria, SBS and a large number of other important stakeholders from within the arts and/or multicultural sectors.

MEDIA

Throughout 2005-06, the Commission participated in a myriad of media relations activities both proactively and reactively. The Chairperson and Commissioners participated in media interviews on many occasions throughout the reporting period, including live interviews on SBS Radio, 3ZZZ Ethnic Radio and the ABC. During 2005-06, the Commission continued to play the important role as a conduit between multicultural communities, the Premier and Ministers, State, Federal and Local Government, community agencies and the media. During the reporting period the Commission circulated media releases on issues of importance and interest to multicultural communities, while also responding to negative and/or inaccurate and unbalanced media coverage.

28 VICTORIAN MULTICULTURAL COMMISSION ANNUAL REPORT 2005–06 The Commission received 233 individual and 67 organisation nominations for the Awards which were assessed by the Victorian Awards for Excellence in Multicultural Affairs Sub-Committee. The Police and Community Multicultural Awards and the Victorian Multicultural Education Awards were received and assessed by the respective departments. Awards were presented to 198 successful candidates at Government House on 2 December 2005 by The Lieutenant Governor of Victoria, Lady Southey, and the Premier of Victoria, the Hon Steve Bracks MP. The Hon John Pandazopoulos MP, Minister Assisting the Premier on Multicultural Affairs, the Hon Lynne Kosky, Minister for Education, the Hon Kaye Darveniza, Parliamentary Secretary to the Premier on Multicultural Affairs and Chief Commissioner of Police, Christine Nixon also presented awards to successful candidates. An additional 53 Awards were presented at a second ceremony in 2006. For a full list of Award recipients see (Appendix 2)

VICTORIANREFUGEERECOGNITIONRECORD In October 2005, the Commission presented 17 Victorian refugees with a Victorian Refugee Recognition Record (VRRR) certificate to recognise their contribution to the Victorian community. The VRRR is open to individuals who have arrived in Australia as refugees and is an initiative to officially recognise the remarkable contributions that refugees have made to the political, economic, cultural and social life of the State. For a full list of the recipients see (Appendix 3) COMMUNITY ACCORD

The Community Accord continued to be signed by community groups and organisations during the reporting period. During the past year more than 200 individuals, community groups and organisations committed to the principles of the Community Accord which are outlined in the Multicultural Victoria Act 2004. The principles of the Accord include the following: + Respect all ethnic, cultural, religious and linguistic communities; + Seek opportunities to work together to re-affirm our similarities as human beings and the fundamental principals which unite us as Victorians; + Advocate for the elimination of racial and religious intolerance; and + Reject all forms of racial and religious vilification, violence, harassment and unlawful discrimination.

COMMUNITY RECOGNITION

In acknowledging the achievements and outstanding contributions made by migrants and refugees, the Commission hopes to encourage greater awareness and respect for our cultural diversity.

VICTORIA’S AWARDS FOR EXCELLENCE IN MULTICULTURAL AFFAIRS Victoria’s Awards for Excellence in Multicultural Affairs were held during the 2005-06 reporting period for the fourth consecutive year. The Awards program was established by the Commission in 2002 to recognise and reward the contribution of individuals and organisations in the promotion of Victoria’s multicultural harmony. In this reporting period there were nine categories for nomination of an award with the inclusion of an award to recognise excellence in local government. The Award categories were as follows: + Award for Meritorious Service in the Community recognising the outstanding achievement of an individual or community group. + Premier’s Award for Community Harmony recognising the outstanding achievement of an individual or organisation that has developed programs, strategies or activities, which furthered cross-cultural harmony in Victoria. + Business Corporate Award recognising inclusive practices and or initiatives by a business or corporation that utilises and promotes Victoria’s multicultural advantage. + Service Delivery to Multicultural Victoria Awards recognising excellence in service delivery in the specified portfolio areas; Aged Care, Arts, Community Services, Education, Emergency Services, Employment, Health, Local Government, Planning, Regional Development and Tourism. + Victorian Multicultural Commission Ambassador Award recognising achievements in multicultural affairs by an organisation, an individual or a young person. + Victorian Multicultural Commission Media Award recognising excellence in the reporting of multicultural affairs in the print media. + Police and Community Multicultural Awards Advisory Committee (PACMAC) acknowledging police members who have demonstrated exemplary commitment to the development and enhancement of harmonious relations between police and Victoria’s culturally and linguistically diverse communities. + Victorian Multicultural Education Award recognising initiatives and practices for the promotion of multiculturalism in school communities. + Local Government Award recognising major improvements made, or initiatives developed, by a local municipal council that promotes and strengthens multiculturalism and meets the identified needs of that municipality’s culturally and linguistically diverse communities.

During the reporting period the Commission produced a number of high quality publications and used online communications to keep stakeholders informed of events, provided updates on projects and promoted community news.

ONLINE The VMC website www.multicultural.vic.gov.au remained an important communication tool during 2005-06, providing regular updates on issues of importance to multicultural communities and providing a medium for the promotion of government and community events and activities. The website also provides links to approximately 30 multicultural community and peak organisations. In collaboration with Glen Waverley Secondary College, the Commission undertook further development of the dedicated website for Celebrate our Cultural Diversity Week – www.culturaldiversity.vic.gov.au. The website provides information about the United Nations International Day for the Elimination of Racism, recognised on 21 March annually as well as a full calendar of events outlining activities and events occurring across Victoria. The website offers a place for schools, community groups and other organisations to register their own Celebrate our Cultural Diversity Week activities and events.

This year, the Commission worked closely with the Office of Commonwealth Games Coordination and Melbourne 2006 to promote the Week. The Commonwealth Games provided a unique opportunity to promote the success of our culturally diverse community with visitors, athletes and millions of people around the world. Commonwealth Games activities were used as a platform for the promotion of Celebrate our Cultural Diversity Week and provided maximum exposure for messages of inclusiveness and community harmony. The VMC worked closely with Games organisers to coordinate the multicultural segment of the Commonwealth Games closing ceremony – watched by more than three million people across Australia – which highlighted Victoria’s diversity and migrant history. In excess of 400,000 orange ribbons – the symbol of the Week – were distributed at Commonwealth Games venues in Melbourne and at the regional live sites across the State. It is estimated that just through the distribution of orange ribbons, the Week touched more than 1 million Victorians. Since the first Celebrate our Cultural Diversity Week was held in 2003 the Week has grown considerably each year – from 50 events in 2003 to more than 300 events in 2006. This exceptional growth is not surprising and was largely anticipated because of the positive experiences in previous years as well as the increased support and significant sponsorships received. This year was the first in which Celebrate our Cultural Diversity Week received, corporate sector support. In 2006, the Commission successfully sought sponsorship from around 30 organisations including the Grollo Group, Crazy John’s, ANZ, National Australia Bank, McDonalds, AFL, Channel 31 and the Herald Sun. The Commission will build upon the success of Celebrate our Cultural Diversity Week 2006 and will strive to develop programs and activities that directly engage a greater number of Victorians each year.

PREMIER’S COMMUNITY RECEPTIONS The Commission coordinated or contributed to the coordination of the following community receptions that were hosted by the Premier: + Somalia National Day held on 5 July 2005; + Ukrainian National Day held on 24 August 2005; + A reception to celebrate 30 years of settlement in Australia for the Vietnamese community held on 4 October 2005; and + Sudanese National Day Reception held on 13 June 2006. + +

The Commission is committed to promoting the benefits of our rich cultural, linguistic and religious diversity to all Victorians. Through its publications, websites, mail-outs, community engagements and advocacy roles, the Commission facilitated dialogue across government and multicultural communities, and assisted community groups and organisations with a range of forums and information sessions. Through communications activities the Commission: + kept multicultural communities informed and up-to-date with government developments; + celebrated Victoria’s cultural, linguistic and religious diversity; and + acknowledged the substantial contribution that people from all over the world have made to the social, cultural and economic development of our State. EVENTS

Functions and events hosted by the Commission provided opportunities for Victorians from all walks of life, language, faith and heritage to gather together and acknowledge their cultural differences as something positive.

CELEBRATE OUR CULTURAL DIVERSITY WEEK Celebrate our Cultural Diversity Week is the Victorian Government’s flagship event for the promotion of cultural, linguistic and religious diversity and community harmony. Each year Celebrate our Cultural Diversity Week provides an opportunity for government, community and business leaders to stand together and actively demonstrate their commitment to harmony and tolerance. The Commission was again pleased to lead the coordination and delivery of the fourth Celebrate our Cultural Diversity Week in 2006 between 17–23 March. In partnership with the organising committee (consisting of the Department of Education and Training, the Equal Opportunity Commission Victoria, the Immigration Museum, Multicultural Arts Victoria and SBS Radio Melbourne) and a whole-of-government steering committee, a state-wide campaign was implemented targeting cultural and faith community groups, primary and secondary school students, their families and school communities, and the wider Victorian community. A broad community relations and media strategy was rolled out to further the reach of Celebrate our Cultural Diversity Week and the recognition of its messages of respecting all Victorians of diverse cultural, religious and linguistic backgrounds.

RESPONSE TO THE EVENTS IN CRONULLA Following the conflict in Cronulla (Sydney) on 11 December 2005 the Commission liaised with community leaders and agencies to ensure the Cronulla conflict did not spill over into the Victorian community. Specifically, in partnership with Victoria Police, the Commission met with community leaders and agencies from the Lebanese, Arabic and Islamic communities to address any concerns as well as to ensure that communication channels between these communities and the Government were maintained. The feedback received from the community leaders was certainly heartening from the perspective that while there were issues of concern, the community leaders felt that overall, the environment in Victoria was one of greater cohesiveness and harmony and one in which key relationships, for instance between community leaders, the Government and Victoria Police, are strong and positive.

OTHER COMMUNITY CONSULTATIONS AND COMMUNITY ENGAGEMENTS The Commission continued to work in partnership with Government departments and agencies to facilitate consultation with Victoria’s multicultural communities. Continuing on from the end of the previous financial year, the Commission hosted one further community consultation with migrant and refugee women in collaboration with the Victorian Office of Multicultural Affairs (VOMA) and the Office of Women’s Policy (OWP). This consultation was held in Wangaratta on 4 July. In April 2006, the Commission assisted in the facilitation of a consultation with African communities in Flemington with Victoria Police. This consultation provided African communities with the opportunity to raise issues in relation to their local area. In February 2006, the Commission facilitated a community consultation with the Australian Bureau of Statistics to inform CALD community leaders about the 2006 Census and to recruit Victorians with CALD backgrounds as Census collectors. During the 2005-06 reporting period, the Commission was represented by individual Commissioners in a range of community consultations and engagements, including: + the Premier’s Multifaith Summit, which the Commission’s Chairperson facilitated (22 September 2005); + a Post Disaster Planning Strategy Forum with the Islamic Council of Victoria (15 October 2005); and + a Public Forum on research into the coverage of Islam in The Age and the Herald Sun (6 December 2005). + +

COMMUNITY ENGAGEMENT AND CONSULTATION

The Commission believes that effective policy development and implementation can only be achieved through extensive and genuine community consultation, thus ensuring an informed process and downstream outcomes such as resource allocation and service delivery that addresses the community’s needs. Such a process also facilitates greater understanding and ownership by the community and relevant stakeholders. The Commission reinforced this belief by holding in excess of fifty community consultations across metropolitan and regional Victoria to address the needs and concerns of multicultural communities state-wide, some of which are highlighted within this section of the Annual Report. In order to provide easy access for all multicultural communities the Commission maintained its ‘Open Door’ policy to community representatives, meeting with representatives from more than 200 community organisations individually during the reporting period to address their specific needs and concerns. Ethno-specific consultations were held with communities ranging from the smaller and newly emerging communities such as with Sudanese community leaders in May 2006 to the relatively established communities such as with Macedonian seniors in April 2006.

WHOLE-OF-GOVERNMENT ACHIEVEMENTS IN MULTICULTURAL AFFAIRS The Commission hosted ten Whole-of-Government (W-of-G) consultations on the Victorian Government Achievements in Multicultural Affairs report produced by the Victorian Office of Multicultural Affairs (VOMA) for the 2003-04 year. The ten consultations were held in: Ballarat, Box Hill, Broadmeadows, Carlton, Footscray, Geelong, Mildura, Morwell, Shepparton and Springvale. These consultations were attended by a broad cross-section of Victoria’s CALD communities and the wider community with approximately 700 people in attendance. The key issues raised were in relation to accessing interpreter services, in particular in rural and regional areas, the need for increased funding for community organisations and the need for further community space and transport, particularly in rural and regional areas.

+ Multicultural Arts Victoria for Project Connect to encourage refugee youth participation in the arts; + National Council of Jewish Women of Australia to facilitate an interfaith gathering of Jewish, Muslim and Christian children, parents and grandparents to discuss and experience the traditions and customs of each faith; + The Nuer Womens’ Group to provide a state wide life-skills mentoring support program for Nuer women from South Sudan through a series of information sessions on practical day-to-day life skills and issues; + Project Respect to provide support, accommodation, legal and financial assistance to trafficked women working as prostitutes; + The Refugee Council of Australia to coordinate Refugee Week 2006 and in collaboration with the VMC to offer a small grants program; + Sunraysia Ethnic Communities’ Council to facilitate a program of activities for the successful and harmonious settlement of new and emerging communities in the Mildura area; + The Sports Without Borders program to assist young people from newly arrived refugee and first and second generation migrant backgrounds to integrate into their local communities by facilitating their participation in sport; + The Tongan Australian Association to undertake research to identify the unmet needs of the Tongan community in Victoria; + Western Region Ethnic Communities’ Council to undertake advocacy on behalf of and in partnership with ethnic communities living in Melbourne’s western suburbs; and + Whittlesea Multicultural Communities’ Council to develop the capacity of the new and established CALD communities in Whittlesea to actively engage in community life. + +

SUMMARY OF COMMUNITY GRANTS PROGRAM +The Commission allocated a total of approximately $3 million in grants to support multicultural communities during the reporting period; + Ongoing partnerships with the Department of Education and Training and Adult Multicultural Education Services provided additional funding to support the Commission’s Community Grants program; and +A record number of grant applications were received with 145 more organisations funded than the previous year.

NEW PROGRAMS AND PARTNERSHIPS During the 2005-06 reporting period, the Commission was pleased to support a number of new and innovative projects. Among the funded groups and projects were: + The Ballarat Regional Multicultural Council to provide a range of multicultural services to meet the needs of migrants and CALD communities in the Grampians region; + The Bosnian ‘”Sevdalinka” Choir to support a state-wide musical tour and for performing arts development within the Bosnian community; + A Chinese Community Social Services Centre project aimed at organising activities for Mandarin-speaking men and consolidating the development of the Jing Song Men’s Club, which is the only club for the Mandarin-speaking men in Victoria, and to support Chinese-speaking parents of children with special needs and a disability; + The City of Kingston’s Emerging Soccer Stars Program to target youth from new and emerging communities to develop relationships with registered Soccer Clubs to further enhance their soccer skills and develop ongoing relationships leading to participation in formalised organised sport; + Dinka (Jieng) Community Council of Australia to provide access to driver training programs for those with little or no English skills; + The Eritrean Women’s Association of Victoria for a project focussing on the development of an integrated and accessible sporting and recreational activities for young Eritrean women across metropolitan Melbourne; + The Ethiopian Community Association in Victoria to provide 55 newly arrived Ethiopian refugees with information and support on work readiness training and positive parenting skills; + A restoration program by the Eurofest Choir Bendigo to restore a large framed photo from the 1880s of the members of the Bendigo Liedertafel choir; + Gippsland Multicultural Services to provide an outreach service for women from refugee/humanitarian backgrounds in Gippsland, and to assist the newly emerging Sudanese community in Gippsland; + Hotham Mission (Asylum Seekers Program) to strengthen existing asylum seeker specific volunteer programs, such as the Support Programs, including Link Up, Asylum Seeker Men’s Groups and Asylum Seeker Support Networks; + The Islamic Girls and Women’s Group to continue to provide an environment for new and emerging multicultural communities to participate in community life by providing tuition and vocational assistance; and + Kastellozorian Association of Victoria to publish an 80th Anniversary Commemorative Celebrations book.

In the reporting period, the Commission received 2,993 applications across the six grant categories from which and more than 1,615 multicultural community organisations, schools and councils received grants. The Community Grants programs included three funding rounds: + Round One Multicultural Festivals and Events, for activities being held between July 2005 and January 2006; + Round Two Multicultural Festivals and Events, for activities being held between January and July 2006; and + Major funding round including the Organisational Support program, the Building and Facilities program and the Strengthening Multicultural Communities program.

ASSESSMENT PROCESS The Funding Sub-committee (Commissioners Caputo, Mitsos, Mougharbel, Nguyen, Petkovic, Pinskier and Sharma) met to consider and make recommendations for the Strengthening Multicultural Community grants. The Funding Sub-committee examined each application and rated them in terms of the quality of the expected outcomes and relevance to the program guidelines. The VMC’s decision-making process for community grants remains a transparent and equitable one. The recommendations were then presented to the Minister Assisting the Premier on Multicultural Affairs and the Premier for approval. INFORMATION SESSIONS To ensure that all communities have been provided with the opportunity to access the Community Grants programs, information sessions were conducted throughout Victoria. These sessions enabled the Commission to inform communities of funding opportunities. The guidelines and application process were explained to participants attending these information sessions. The guidelines and application forms were also made available to all organisations registered with the Commission by post, through the local offices of State Members of Parliament, and online from the Commission’s website. + +

COMMUNITY GRANTS PROGRAM

The Victorian Multicultural Commission continued to fund programs to assist multicultural and community-based organisations with programs and activities that respond to the needs of Victoria’s culturally and linguistically diverse communities.

GRANT CATEGORIES In 2005-06, the Victorian Government allocated approximately $3 million to VMC’s Community Grants program. This funding was allocated through the following categories: + Organisational Support Grants – provides financial assistance for the general costs associated with running community organisations (appendix 1a); + Senior Citizens Grants – supports ethnic senior citizens clubs to hold regular social and community strengthening activities (appendix 1b); + Buildings and Facilities Improvement Grants – assists ethnic community organisations to undertake minor upgrades to buildings that they own (appendix 1c); + Educational Program Grants – assists after hours ethnic schools to deliver activities and programs for which there were three sub-categories; – the after hours ethnic schools category, which provides school-based professional development programs for teachers; – the Materials Development grant category, which supports the development of classroom teaching materials in a language where there are few readily available resources suitable for Victorian students; and – the Refugee Youth at Risk program category, which supports youth at risk of dropping out of mainstream education (appendix 1d) The Commission was pleased to receive the ongoing support of the Department of Education and Training and Adult Multicultural Education Service (AMES) to deliver this program. + Multicultural Festivals and Events Grants – supports major festivals, conferences and special ethnic community events that encourage the participation of the broader community in celebrating and valuing cultural diversity. Grants are also provided to support activities addressing a major issue through a conference or special event (appendix 1e); + Strengthening Multicultural Communities Grants – supports community organisations to undertake projects that address the unmet needs of Victoria’s CALD communities. Priority was given to projects that: – develop the capacity of new and emerging communities and multicultural networks to self-manage and fully engage in community life; – provide assistance to migrant and refugee women and/or young people; – support local heritage that acknowledge and document the contribution of migrants and refugees in Victoria; and – enable organisations to develop partnerships with other community and government agencies that address community needs (appendix 1f); + +

MINISTERIAL COUNCIL ON IMMIGRATION AND MULTICULTURAL AFFAIRS (MCIMA) & STANDING COMMITTEE ON IMMIGRATION AND MULTICULTURAL AFFAIRS (SCIMA) The Commission continued to participate in or contribute to SCIMA’s and MCIMA’s deliberations. These national cross-jurisdictional forums provide an important opportunity to raise and address issues relating to immigration and multicultural affairs. Issues put forward for MCIMA’s and SCIMA’s consideration by the Commission included: + Use of ethnic descriptors in the Justice and Police Systems; + The future of the Commonwealth’s Council for a Multicultural Australia; + Progress report on the Commonwealth’s 2003 Report on Settlement Services; + Department of Immigration and Multicultural Affairs new Settlement Grants Program; + Celebrate our Cultural Diversity Week; + Cultural Diversity / Harmony Day celebrations national stocktake; + Victoria’s Refugee Week; + War Heritage Project; and + Community Accord.

OUR COMMISSIONERS The VMC is comprised of twelve dedicated Commissioners who advocate the values of the MVA and act as a conduit between the community and the Commission. This report highlights the Commission’s achievements in the 2005-06 period within the context of the objectives and functions listed below. The VMC’s objectives and functions, as specified in the Multicultural Victoria Act (MVA) 2004 are:

OBJECTIVES • to promote access by Victoria's culturally and linguistically diverse communities to services made available by governments and other bodies; • to encourage all of Victoria's culturally and linguistically diverse communities to retain and express their social identity and cultural inheritance; • to promote co-operation between bodies concerned with multicultural affairs; • to promote unity among Victoria's culturally and linguistically diverse communities; and • to promote a better understanding within Victoria of Victoria's culturally and linguistically diverse communities.

FUNCTIONS • to ensure that the objectives of the Commission are met to the maximum extent that is practicable; • to investigate, report and make recommendations to the Minister on any aspect of multicultural affairs referred to it by the Minister; • to advise the Minister on factors inhibiting the development of harmonious community relations and on barriers to the participation of Victoria's culturally and linguistically diverse communities in the social, cultural, economic and political life of Victoria; • to consult with relevant bodies and people to determine the needs of Victoria's culturally and linguistically diverse communities, including needs in relation to matters covered by any report prepared by the Minister under section 21 (of the MVA); and • to maintain and further develop harmonious community relations between all relevant groups in the context of Victoria's culturally and linguistically diverse society.

ABOUT THE COMMISSION

OUR ROLE The Victorian Multicultural Commission (VMC) is an independent statutory authority that was originally established in 1983 under the name of the Victorian Ethnic Affairs Commission. Since then, the Commission has provided independent advice to the Victorian Government to inform the development of legislative and policy frameworks as well as the delivery of services to our culturally, linguistically and religiously diverse society. The VMC is the main link between Victoria’s culturally and linguistically diverse (CALD) communities and the Government, conducting more than 50 community consultations each year. The Commission now operates under the Multicultural Victoria Act (2004) which conveys the Victorian Government’s commitment to recognise the social, cultural and economic contribution of cultural and linguistic diversity to Victoria and enhances the accountability of government departments to all Victorians.

ABOUT THE MULTICULTURAL VICTORIA ACT (2004) The Multicultural Victoria Act 2004 (MVA) enshrines in legislation a preamble and a set of principles that respects one of the State’s greatest assets – its cultural, religious and linguistic diversity. In effect, it declares that Victorians value community harmony and commits all of us to work together towards a prosperous and united future in which diversity is respected, cultural heritage preserved, all individuals are equally entitled to access opportunities and participate in and contribute to the State. These commitments are made within the overarching framework of abiding by the State’s laws and respecting the democratic processes under which those laws are made. The MVA has made it a legislative requirement for all Victorian Government departments to report annually to the Minister for Multicultural Affairs on their activities and achievements in relation to multicultural affairs, including their use of interpreting and translating services, their communication in languages other than English and the appointment of people from diverse backgrounds on government boards and committees. The MVA also re-established the Commission, setting out its objectives and functions around promoting the full participation of Victoria’s culturally and linguistically diverse communities in the social, cultural, economic and political life of the State.

However, as per any area of human endeavour and achievement, whether it be at the individual level, family unit, local community, State or nation, maintaining or enhancing an achievement requires ongoing attention and commitment. We cannot afford complacency. Complacency combined with external pressures, such as overseas conflicts and tensions as well as the ever-changing or evolving society, whether it be in technological, scientific, political, environmental or social terms, means that we cannot rest on our laurels. It is also of paramount importance that individuals, particularly those wielding power or influence, use their privileged positions for the long-term betterment of our society – to facilitate informed dialogue, understanding and acceptance, rather than playing on anxieties, fears, ignorance and misconceptions for short-term personal, ideological or political gain. For racism, discrimination and disenfranchisement arises from such anxieties, fears, ignorance and misconceptions. Fuelling such sentiments will undermine our relative successes to date and potentially risks placing future generations in a much less cohesive and harmonious society. As such, the Commission will continue to do everything it can to foster goodwill and understanding between Victorians from all walks of life, language, culture and faith. Most importantly though, we must do this collectively. Rather than focusing on perceptions or misperceptions of difference or identity, community leaders at all levels must focus on the mutual advantage of maintaining our cohesive and harmonious society. Fortunately, this is precisely the sort of socially inclusive goal actively pursued, developed and promoted by this Commission in its advice to a receptive Victorian Government, and for that matter, most community leaders from all walks of life and from across the spectrum of communities in Victoria. This Commission will therefore continue to: + promote Victoria’s cultural, linguistic and religious diversity as a defining feature and one of the state’s greatest assets; and + highlight the fact that all Victorians have a role to play in creating a society free of racism and one which is built on mutual respect and acceptance. In this way we will directly address issues of intolerance and misinformation and sustain our generally peaceful multicultural way of life. This Annual Report will amply illustrate the many positive steps that we have taken in this direction during the 2005-06 reporting period.

5 Through these engagements, the Commission has facilitated dialogue, understanding and cooperation between Victoria’s culturally and linguistically diverse community groups and the broader Victorian population. This will remain as one of the Commission’s top priorities. Complementary to this, the Commission organised numerous functions and events throughout the year to promote, enhance or otherwise celebrate our cultural, linguistic and religious diversity. Highlights of the year included: + the annual Celebrate our Cultural Diversity Week, which centres around the United Nations International Day for the Elimination of Racism, and which has exponentially expanded since its inaugural year in 2003 with approximately 50 events across the State to more than 300 events in March 2006. Furthermore, in close collaboration with the organisers of Melbourne’s Commonwealth Games as well as public and corporate sector support, more than 400,000 orange ribbons were distributed; + the annual Awards for Excellence in Multicultural Affairs, which recognises achievements by Victorians in supporting and promoting our diversity. Again, there was a record number of deserving recipients; + the Victorian Refugee Recognition Record, which provides due and important acknowledgment of the contributions made by refugees to Victoria; + the Community Accord, which the Commission continued to promote and which has now been embraced by an even larger number of organisations and individuals, including the AFL, the ANZ Bank, St Vincent’s Health, Victoria University, a number of local governments and a myriad of other community organisations; and + the community grants program aimed at strengthening local community groups, including faith networks so that they are better able to support their communities and assist their members to more effectively participate within and engage with the broader Victorian community. These endeavours have maintained Victoria’s benchmark status, not only nationally but globally. We have in effect created a stable, harmonious and progressive society which embraces its diversity and is open to the world. We have a society which acknowledges everyone’s right to participate in society, to have a say in how we are governed, to have access to information and vital social services, and to free speech. A society which facilitates respect and consequently encourages a sense of belonging. It recognises the need for targeted government programs to help Australians overcome barriers that prevent them from fully engaging and participating in society.

4 VICTORIAN MULTICULTURAL COMMISSION ANNUAL REPORT 2005–06 appreciative of mutual respect, thereby creating a sense of belonging and therefore commitment from new arrivals. In the neighbourhoods where we live, in our local schools, our shopping precincts and workplaces, we can see our cultural and linguistic diversity and its success demonstrated on a daily basis. The Commission is determined to promote the need for pro-active government initiatives that highlight and augment multiculturalism with strong legislative and policy frameworks, as well as appropriately targeted programs that protect and enhance our cultural, linguistic and religious diversity. Such programs are not about special treatment – they are about ensuring equality of opportunity. The provision of, for example, an interpreter, whether it be for a newly arrived refugee or an elderly person who arrived in the 1950s, is about ensuring equal access to a critical service. Obviously, the Commission cannot fulfil its legislated functions and objectives in isolation. As such, and we regard this as crucial, we have continued to develop partnerships and undertake joint projects with government departments, non-government organisations, the corporate sector and multicultural stakeholders. I would particularly like to thank Chief Commissioner Christine Nixon and Victoria Police for their excellent leadership and proactive community engagement initiatives which sets us so far ahead of not only other jurisdictions in Australia but globally as well. I’d also like to extend the Commission’s appreciation to all those individuals and organisations who have worked closely with us and without whom our achievements would not have been nearly as great. In particular, I’d like to acknowledge the various State departments that we worked closely with, such as Premier & Cabinet, Education and Training and Victorian Communities. Much appreciation also to the many sponsors and supporters of Celebrate our Cultural Diversity Week, particularly for the first time, the corporate sector sponsors. Real policy development or effective service delivery to those in need cannot develop in isolation either. So that we are all able to move forward together, policies and services must be developed through the genuine engagement of the community in order to address their genuine concerns and their genuine aspirations. With this in mind, the Commission increased its engagement with the public during 2005-06, for example: + through 50 community consultations, including 10 whole-of-government consultations conducted throughout metropolitan and regional Victoria, which were attended by more than 700 Victorians; + through the Commission’s inclusive ‘open door’ policy we met individually with the representatives of more than 200 community groups; and + Commissioners attended more than 390 community events and functions.

CHAIRPERSON’S REPORT

Welcome to the Victorian Multicultural Commission’s 2005-06 Annual Report; a report which endeavours to succinctly capture another eventful year. Of course it would be impossible to capture all of the issues and emotions presented by the many Victorians who outlined their difficult experiences; encounters ranging from racist taunts to isolation and from difficulties in accessing basic support services to actually knowing where to turn to for help. Nor can words capture the sheer delight of members of a community receiving even the smallest of financial assistance towards a community project or for the purposes of providing support for their volunteers; for that assistance, relatively small though it might be, symbolically represents an acceptance by the society that they have consciously chosen as their new home. Nevertheless, this Annual Report does summarise the Commission’s considerable efforts in endeavouring to ensure that not only our migrants and refugees have equality of opportunity within all aspects of our society, but also that our society as a whole and that all Victorians are able to reap the benefits that our cultural, linguistic and religious diversity provides so naturally. As the Commission makes clear at every opportunity, Victoria is an incredibly diverse society. A diversity that we sometimes take for granted and one which only hits home when you’re travelling beyond our borders and realise how fortunate we are to have such a tapestry. Victorians come from more than 230 nations, speak more than 180 languages and dialects and follow more than 110 faiths – in fact, of the approximate 4.6 million Victorians (2001 census), 43% were either born overseas or had at least one parent who was born overseas. An incredibly multicultural, multilingual and multifaith diversity. Yet despite some of the past prophecies, from ill-informed or perhaps fearful doomsayers, we live in one of the most cohesive and stable societies in the world – a society which can genuinely be cited as providing an exceptional role model for the rest of the world. However, this success hasn’t been due to good luck. Managed differently, as some politicians and social commentators from the past and present have advocated, the social, cultural and economic consequences would be cataclysmic. Their suggestions of what would essentially be a return to assimilationism, or in some instances the White Australian Policy in all but name, would actually deliver the very thing that they are supposedly in fear of. Our relative cohesiveness has been achieved through a combination of good governance, the commitment by migrants and refugees to their new home and the good will of Victorians from all walks of life. This is underpinned by the basic humanitarian and universal tenets of a fair go and equality. Our general acceptance of our multiculturalism has contributed favourably towards our aspiration for an egalitarian Australian way of life. It has led to a society mostly +
