HOLLIER COMMITTEE MEETING MINUTES October 23, 2019 A meeting of the Senate Committee on Transportation and Infrastructure was scheduled for Wednesday, October 23, 2019, at 12:30 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 516 (Sen. Barrett). 2. Testimony regarding SB 522 (Sen. Zorn). 3. Testimony regarding SB 521 (Sen. Victory). The Chair called the meeting to order at 12:32 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier, a quorum was present. The Chair entertained a motion by Sen. McBroom to adopt the meeting minutes from October 16, 2019. Without objection, the minutes were adopted. The Chair summarized SB 516. The Chair invited the following individuals to present testimony regarding SB 516: John LaMacchia, Michigan Municipal League – Oppose The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 516: Troy Hagon, Michigan Department of Transportation – No Position Ed Noyola, County Road Association – Support The Chair invited Sen. Zorn to summarize SB 522.     SMARTER on crime BETTER for communities Senate Majority Leader Mike Shirkey and Speaker Lee Chatfield are joined today by a bipartisan group of seventeen Michigan Senators and Representatives sponsoring bills based on recommendations from the Michigan Joint Task Force on Jail and Pretrial Incarceration. The package aims to focus jail use and related taxpayer costs and collateral consequences on cases that involve a danger to the public. The bills address decision points throughout the justice system that contribute to Michigan’s county jail populations, balancing the goals of protecting the public and safeguarding the rights of all people. The Task Force found that Michigan’s jail population had tripled in just 35 years, that most admissions were for misdemeanors and low-level offenses, and that changes to state law could safely reduce jail populations, protect and support crime victims, and prioritize law enforcement and judicial resources for immediate threats to public safety. The artist is unknown. The drawing predates the placement of the statue of Austin T. Blair on the capitol grounds in 1898. (Michigan State Archives) PAGE GRAPHICS Capitol Dome: The architectural rendering of the Michigan State Capitol’s dome is the work of Elijah E. Myers, the building’s renowned architect. Myers inked the rendering on linen in late 1871 or early 1872. Myers’ fine draftsmanship, the hallmark of his work, is clearly evident. Because of their size, few architectural renderings of the 19th century have survived. Michigan is fortunate that many of Myers’ designs for the Capitol were found in the building’s attic in the 1950’s. As part of the state’s 1987 sesquicentennial celebration, they were conserved and deposited in the Michigan State Archives. (Michigan State Archives) East Elevation of the Michigan State Capitol: When Myers’ drawings were discovered in the 1950’s, this view of the Capitol – the one most familiar to Michigan citizens – was missing. During the building’s recent restoration (1989-1992), this drawing was commissioned to recreate the architect’s original rendering of the east (front) elevation.
