RECOMMENDATION: Receive presentation on the draft 2017 SBCAG Rail Study and receive update by Pacific Surfliner Managing Director Jennifer Bergener on planning for peak hour Pacific Surfliner rail service in the US 101 corridor between Ventura and Santa Barbara counties.

DISCUSSION:

In February 2017, to help accelerate the process of identifying the most effective strategy to pursue the objectives of the 101 in Motion plan, the SBCAG board authorized the use of up to $50,000 in Measure A South Coast Rail Program funds for consulting services to assist staff in developing a set of schedule alternatives to implement peak hour rail service between Ventura and Santa Barbara counties. Following an RFP process, the board authorized a contract with WSP (formerly Parsons Brinckerhoff) to conduct the study, which was primarily focused on an evaluation of adjustments to the existing five round trips north of Los Angeles under different equipment assumptions, but also included an evaluation of several different commuter rail scenarios and a cost estimate for commuter rail service development, implementation, and operations. The analysis was done in close coordination with all the stakeholders in the peak hour rail service effort, including the Pacific Surfliner JPA, Union Pacific, and VCTC. During the study period, staff also had the opportunity to conduct a site visit, full-length rail trip, and facility tour of the new Sonoma-Marin Area Rail Transit service (SMART) two weeks before service was launched in late August. SMART is a DMU system, one of the options identified in the rail study.

The WSP principal consultant worked closely with Jennifer Bergener, the Managing Director of the Pacific Surfliner JPA (LOSSAN) throughout the development of the study. Ms. Bergener will be presenting an update of the status of Pacific Surfliner peak hour rail service implementation anticipated in 2018. The Pacific Surfliner schedule was revised in October, which included adjusting train 792 to a 4:20PM southbound departure from Goleta (from 3:57PM previously), along with other train and schedule modifications.

1.0 BACKGROUND

The Santa Barbara County Association of Governments (SBCAG) is one of nine voting members of the Los Angeles-San Diego-San Luis Obispo (LOSSAN) Joint Powers Authority (JPA), which is the administrative agency of the Pacific Surfliner intercity passenger rail service. The Pacific Surfliner service is the continuation of the legacy service, The San Diegan, first operated by the Santa Fe Railroad in 1938. Amtrak assumed operations of the service in 1971. The State of California began subsidizing the service in 1974, and in the process, began a much-needed expansion of the service. Originally operated between Los Angeles and San Diego, the service was extended to Santa Barbara in 1988, and later rebranded as Pacific Surfliner in 2000. Today, there are five daily round trips operating between Los Angeles and Santa Barbara, but none of them operate during times that could provide an alternative to the commuters driving along U.S. Highway 101 (US-101).

US-101 provides the only access during peak commute times between Ventura and Santa Barbara Counties. Pacific Surfliner service currently operates along the Union Pacific Railroad (UPRR) between San Luis Obispo or Goleta and the City of Moorpark (in Ventura County) and continues from Moorpark to Los Angeles on track operated and maintained by the Southern California Regional Rail Authority (Metrolink) (refer to Figure 1). As a voting member of the LOSSAN JPA, SBCAG is interested in the feasibility of the Pacific Surfliner to provide passenger rail service during peak commute times between Ventura and Santa Barbara.

The feasibility of dedicated commuter rail service was evaluated previously in the 2006 Ventura-Santa Barbara Rail Study (Rail Study), the 2006 101 in Motion Plan (Motion Plan), The 2012 LOSSAN Corridorwide Strategic Implementation Plan (SIP), and the 2016 Metrolink 10- Year Strategic Plan (Strategic Plan).

2.0 PURPOSE AND OBJECTIVE

The purpose of this study is to identify and evaluate options for re-scheduling Pacific Surfliner intercity service to operate during peak commute periods between Ventura and Santa Barbara Counties. This study will assess the overall cost between operating re-scheduled Pacific Surfliner service and starting up and operating a dedicated commuter rail service.

The Scope of Work is listed below:

TASK I: EVALUATION OF SERVICE OPTIONS

In close coordination with staff from the Pacific Surfliner Joint Powers Authority, Ventura County Transportation Commission, the California State Transportation Agency, Santa Barbara County Association of Governments and other stakeholders, Consultant will develop and evaluate potential alternatives for implementing peak hour rail service between Ventura and Santa Barbara counties. Potential options include, but are not limited to, modifications to existing Pacific Surfliner service levels north of Los Angeles, including modifications to trip origins and layovers, additional service north of Los Angeles, and implementation of traditional commuter rail service (including DMU service).

TASK 2: STAKEHOLDER COORDINATION

Consultant will assist SBCAG staff with information and data requests and coordinate communication between stakeholders to support development of the plan. Consultant shall schedule an in-person kick off meeting and schedule and host conference calls as needed.

TASK 3: PLAN DEVELOPMENT

Under supervision of SBCAG staff, Consultant will develop detailed descriptions of peak hour rail service alternatives that will include requirements, impacts, and order-of-magnitude cost estimates for each alternative. The plan shall be subject to two rounds of comments by SBCAG staff.

3.0 SERVICE DESIGN ASSUMPTIONS

Service design assumptions help establish parameters in the development of a service plan. The service design assumptions for this analysis were established based on the objective of this study and the legal and physical limitations of the corridor study area, as presented by SBCAG and the LOSSAN JPA, to ensure both existing and future operating practices and requirements were considered.

The service design assumptions incorporated into the service plans included:

• No expansion of existing layover or maintenance facilities is required

• No additional slots are available along the UPRR

• Rescheduling of Metrolink or COASTER commuter trains is minimal

• Schedule changes to Pacific Surfliner service south of Los Angeles is minimal

• Peak commuter service times focused between the Cities of Moorpark and Goleta

• Talgo trainsets will be available in 2018 for some options

• Through service (in Los Angeles) and split service north and south of Los Angeles is evaluated

• At least one option that aligns with previous LOSSAN efforts to support rescheduling is included

4.0 SERVICE OPTIONS

Using the Service Design Assumptions as a guide, two overall service options were identified for implementation in the short-term. These options consist of conceptual high-level schedule that were reviewed by SBCAG and the LOSSAN JPA and present possible solutions for achieving the desired service.

There was a total of four scenarios developed between the two service options; 1) Re- scheduled Pacific Surfliner service using existing equipment, and 2) Re-scheduled Pacific Surfliner service using additional Talgo equipment.

Options 1 & 2 were developed assuming the service was rescheduled using existing equipment and continued to provide service through Los Angeles without the need to transfer between trains.

Options 3 & 4 were developed assuming the service was rescheduled using additional Talgo equipment and that the service was split between service south of Los Angeles (LOSSAN South) and service north of Los Angeles (LOSSAN North). The conceptual schedules developed for this study are included in the Appendix.

These scenarios are presented below in this section for reference.

4.1 RESCHEDULING USING EXISTING EQUIPMENT

The initial service scenarios developed and evaluated focused on the feasibility of rescheduling the service to accommodate the desire for peak period service between Ventura and Santa Barbara Counties, but assuming only available equipment. While several concepts were considered, only two were identified as feasible given the service design assumptions constraints.

4.1.1 Service Option 1

For service option 1, a new early morning train (A759) replaces train A761 north of Los Angeles to San Luis Obispo. A759 will depart out of Los Angeles at 4:27AM and arrive into Goleta at 7:05AM and San Luis Obispo at 9:43AM.

A790 will shift approximately 35 minutes later and be renumbered as A1792. A1792 will depart San Luis Obispo at 2:10PM and Goleta at 4:28PM. It will arrive into Los Angeles at 7:39PM. The equipment set would then be used for A592, departing Los Angeles at 8:25PM.

Metrolink Ventura County line trains 106 and 117 will be shortened to originate and terminate in Moorpark. New Metrolink mid-day service will be added between Los Angeles and East Ventura to make meets during the peak easier. This is consistent with concept already identified as a potential service modification by Metrolink operations.

4.1.2 Service Option 2

Under service option 2, a new early morning train (A759) replaces train A763 north of Los Angeles to San Luis Obispo. A759 will depart out of Los Angeles at 4:50AM and arrive into Goleta at 7:35AM.

A790 will shift approximately 60 minutes later and be renumbered as A792. A792 will depart San Luis Obispo at 2:30PM and Goleta at 4:52PM. It will arrive into Los Angeles at 8:05PM.

A new morning train (A772) replaces train A784. A772 will depart out of Goleta at 8:00AM and arrive into Los Angeles at 11:00AM.

4.2 RESCHEDULING USING ADDITIONAL TALGO EQUIPMENT

To provide some additional flexibility in scheduling the peak period service on the northern corridor, service options were also developed that assumed the use of Talgo1 equipment that would be used in addition to the existing Pacific Surfliner fleet. Due to the lower passenger capacity of the Talgo sets as compared to the existing Pacific Surfliner equipment, the Talgo equipment was assumed to be limited to use in the north portion of the corridor. Service options that considered use of additional equipment with comparable passenger capacity to the existing Pacific Surfliner cars were not developed as part of this study.

4.2.1 Service Option 3

For service option 3, a new early morning train (A759) replaces train A763 north of Los Angeles to San Luis Obispo. A759 will depart out of Los Angeles at 4:27AM and arrive into Goleta at 7:05AM.

A790 will shift approximately 35 minutes later and be renumbered as A1792. A1792 will depart San Luis Obispo at 2:10PM and Goleta at 4:28PM. It will arrive into Los Angeles at 7:39PM.

A new morning train (A770) replaces train A784. A770 will depart out of Goleta at 7:50AM and arrive into Los Angeles at 10:50AM.

4.2.2 Service Option 4

For service option 4, A new early morning train (A759) replaces train A763 north of Los Angeles to San Luis Obispo. A759 will depart out of Los Angeles at 5:02AM and arrive into Goleta at 7:38AM.

A790 will shift approximately 80 minutes later and be renumbered as A1792. A1792 will not depart from San Luis Obispo. A769 turns as A1792 and will depart from Goleta at 5:17PM and arrive into Los Angeles at 8:25PM.

A796 will extend to originate from San Luis Obispo, departing at 4:30PM and arriving into Los Angeles at 9:45PM.

1 Talgo equipment sets were assumed for this study based on the requirements set forth in the Transit and Intercity Rail Capital Program (TIRCP) grant awarded to the JPA from State of California that stated that two Talgo equipment sets would be purchased from the State of Wisconsin to improve the service quality through trip time reduction as well as increased service level.

5.0 OBSERVATIONS AND ANALYSIS

With each of the service options identified, an analysis was conducted to identify the pros and cons and compare each option against the objective of the study. A summary of the results of the analysis are presented below.

Service Option 1

. Service Option 1 is beneficial for a typical 8-hour work schedule, with the arrival time of 7:05AM and departure at 4:28PM.

Peak afternoon service is limited by train A11 (Coast Starlight), which currently operates in this prime timeslot. Meet locations north of Goleta are also limited due to manual switches for sidings. This could affect the recoverability of the service if a train is late.

Service Option 2

. Service Option 2 is beneficial for a typical 8-hour work schedule, with the arrival time of 7:35AM and departure at 4:52PM.

This service option has some limitations. Peak afternoon service is limited by train A11 (Coast Starlight), which currently operates in this prime timeslot. Adjustment to schedule for A777 is required, but causes cascading impacts all the way from San Diego. Scheduling of A772 will not allow for sufficient turnaround time at Goleta from A759.

Service Option 3

. Service Option 3 essentially maintains existing schedule to Goleta. It is beneficial for a typical 8-hour work schedule, with the arrival time of 7:05AM and departure at 4:28PM.

This option has equipment flexibility to provide for timed connections in Los Angeles from a Talgo set that can remain isolated to LOSSAN North, and an additional roundtrip between Los Angeles and San Diego.

Peak afternoon service is limited by train A11 (Coast Starlight), which currently operates in this prime timeslot.

Service Option 4

. Service Option 4 essentially maintains existing schedule to Goleta. It is beneficial for a typical 8-hour work schedule, with the arrival time of 7:38AM and departure at 5:17PM.

Peak afternoon service is limited by train A11 (Coast Starlight), which currently operates in this prime timeslot.

6.0 IMPLEMENTATION OF TRADITIONAL COMMUTER RAIL SERVICE

6.1 BACKGROUND

In considering the feasibility of rescheduling the Pacific Surfliner service to address peak commute needs in Santa Barbara and Ventura Counties, it is important to consider and revisit the feasibility of implementing a more traditional commuter focused rail service. While a dedicated commuter rail service has been evaluated previously in several studies, it is always worth reviewing the cost-effectiveness periodically to assess whether demographics, land uses, or circumstances have changed in such a way as to warrant reconsideration of a more traditional service.

This section of the report reviews the costs associated with starting up and maintaining both a locomotive hauled commuter rail service and a Diesel Multiple Unit (DMU) service. DMUs are gaining popularity nationally as a more cost-effective service to operate and maintain and are currently being implemented or are in operation already in Texas, northern California, and San Diego. DMUs are also under consideration for use locally by Metrolink to provide more cost-effective midday and submarket service.

6.2 COST ASSUMPTIONS

In evaluating the costs for starting up and maintaining a more traditional commuter rail service, four vehicle options were considered based on available manufacturer data.

• Locomotive Hauled Coach (EMD F-125 Locomotives)

o Fuel Economy: 2.2 gallons/mile

o Fleet size: Eight vehicles (three locomotives, two cab cars, four coach cars) • Stadler DMU with two-person crew

o Fuel Economy: 1.5 gallons/mile

o Fleet size: Four DMUs • Stadler DMU with one-person crew

o Fuel Economy: 1.5 gallons/mile

o Fleet size: Eight DMUs In addition to fleet options considered, additional service assumptions were necessary to calculate long-term operations costs for the service. These include:

• Agency costs are equal for each vehicle type.

• Crew requirements are equal for each vehicle under Federal Railroad Administration (FRA) regulations.

• Potential exists for single DMU consists to be crewed by one operator. This requires a waiver from the FRA to regulation 49CFR Part 239.

• Maintenance costs vary by vehicle type and number required to provide service.

• DMU fuel costs vary by vehicle type, but average of $3.00/gal diesel was assumed.

• Assumed 150,000 annual train miles.

6.3 COMMUTER SERVICE START-UP COSTS

Based on the available information and the assumptions presented above, Table 1 summarizes the estimated startup costs of a traditional commuter rail service assuming both traditional locomotive hauled equipment and DMU technology (based on the manufacturers today).

Tables 2 summarizes the additional facility requirements needed to implement a traditional commuter service and Table 3 presents the longer term operating costs based on the technology options available today.
