AUDIT COMMISSION NEAREST NEIGHBOUR HEADLINE COMPARISONS APPENDIX O

The charts shown here are taken directly from the Audit Commission analysis of spend by statistical ‘nearest neighbours’ to Luton – that is, those authorities the Commission and CIPFA regard as being closest to Luton in make up. They are as follows. Blackburn with Darwen Borough Council Bolton Council Borough of Telford and Wrekin Council Metropolitan District Council City Council Derby City Council Luton Borough Council Medway Council Milton Keynes Council Oldham Metropolitan Borough Council Peterborough City Council Rochdale Metropolitan Borough Council Metropolitan Borough Council Stockton-on-Tees Borough Council Walsall Metropolitan Borough Council City Council

The spend figures are from each authority’s 2004/5 estimates. They do not reflect budget reprioritisations that have happened since then. Also a number of the comparator authorities are in lower cost areas, according to the Government’s area cost analysis. However, the figures are a useful basis for analysis and challenge. In the bar charts showing ‘rank out of 100’, if Luton is the most expensive of the nearest neighbour authorities the bar will be at 100, if it is at the average spend level the bar will be at 50, and so on.
