The Board of Regents of Morehead State University met in the United Nations Room of the Adron Doran University Center on Tuesday, April 6, 1976, at 10:OO a.m., (EST).
The meeting was called. to order by the Chairman, Dr. W. H. Cartmell.
The invocation was given by Mr. Elmer Anderson, Director of Stud.ent Financial Aid.
The oath of office was administered. by Notary Public Elmer Anderson to Dr. W. H. Cartmell and Mr. Jerry F. Howell who were reappointed for four- year terms beginning April 1, 197 6, and ending March 31, 1980, by Governor Julian Me Carroll.
On roll call, the following members answered present:

Bids were opened on February 20, 1976, and the contract was awarded to Tucker and Associates Construction Company at a cost of $1,520,000.
B. Johnson Camden Library Tower
Programming authorized by the Council on Public Higher Education, included in the Executive Budget, approved by the General Assembly, and signed into law by Governor Julian Carroll.
Architects Louie Hugg and. Associates have completed program designs and estimations are $2,656,000 for construction.
C. Renovation and Expansion of Lawrence Wetherby Health, Physical Education, Recreation and Athletic Complex
Programming authorized by the Council on Public Higher Education, included in the Executive Budget, approved by the General Assembly, and signed into law by Governor Julian Carroll.
Architects Wilson Bond and Associates have completed program designs and estimations are $5,500,000 for construction.

V. LIVESTOCK PAVILION
Morehead State University is rapidly developing an outstanding program in animal science, including cattle, hogs, chickens, and horses. A significant part of this program is the provision for a minor in Horsemanship and an associate degree in Veterinary Technology.
The 1976 session of the General Assembly passed SB 145 which the Governor has signed into law. The act strengthens the practice of veterinary medicine and provides for the licensing of "Animal Technicians" who have completed approved programs of preparation. The University is the only institution of higher education in Kentucky offering a program in Veterinary Technology which will qualify for approval by the Kentucky Association of Veterinarians. The facilities at the Charles Derrickson Agricultural Complex are adequate to guarantee a quality program and laboratory facilities for intensive farming.
The livestock pavilion will be used by University and community groups for cattle shows, livestock auctions, Future Farmer activities, 4-H Club field days, and horse shows sponsored by the Agriculture Club, the Central Kentucky Horse Show Association, the Kentucky Walking Horse Association and the Jaycees. Plans are being developed and specifications written to construct an indoor running track for boys and girls in track and field events.
James M. Richardson has been a driving force behind all of these efforts and has donated animals to the farm as well as persuaded others to make donations, He has served as announcer at all nine of the shows sponsored by the University Agriculture Club.

GRAND TOTAL AUXILIARY ENTERPRISES Tenure
Morehead State University has the policy of granting tenure to all members of the faculty above the rank of instructor after a probationary period of not more than five years of continuous service to the University and subject to the following conditions.
1. The length of the probationary period may be reduced, but in no instance shall the probationary period be less than one full academic year.
2. If it appears that a period in excess of five years is necessary to determine granting of tenure, the probationary period may be extended for a maximum of two additional years. If tenure is not granted after the probational period, notice of termination shall be given in writing not later than September 1, of the academic year of termination.
3. Recvmmendation for tenure is made by the division or department head to the dean of the school, then to the Vice President for Academic Affairs and to the President for final approval.
4. The faculty member being granted tenure shall be notified in writing at the time he receives this employment status from the Board of Regents.
5. Time spent on leave without pay will not count toward tenure; however, when granted a leave with pay the time will be cre&ted toward tenure requirement.
6. Administrative staff members who hold academic degrees and qualificatiorrs equal to those held by faculty members with faculty rank may be granted tenure under the provisions by which faculty mernbers are granted tenure. Exhibit IV

Preamble
Income for the operation of the Student Government Association is derived primarily from the Special Events Fee which was voted by the students upon themselves on May 7, 1968, and approved by the Board of Regents on
Septeder 12, 1968. The initial Special Events Fee was $2.00 per semester for each full-time, undergraduate student. On June 2, 1969, the Board of
Regents at the request of the Student Government Association approved an increase in the Special Events Fee to $5.00 per semester which the students had voted upon themselves on May 22, 1969. On May 8, 1971, the Board of
Regents at the request of the Student Government Association approved another increase in the Special Events Fee to $10.00 per semester which the students had voted upon themselves on April 13, 1971. This is the current Special Events Fee for all full-time, undergraduate students, and is optional for all other students.
The Special Events Fee, as other University fees, is collected at the tic,? of registration. The income generated from this fee, according to University policy, is deposited in a club account in the University Business Office, and this account is audited annually as a portion of the annual University audit. Each expenditure from this account must be approved by the Studerrt
Government Association and the Dean of Students as authorized by the Board of Regents. Each request for an expenditure from these funds is submitted on an official club fund voucher signed by the Student Government Association
Treasurer and the Dean of Students to the University Business Office. A check is prepared for each expenditure by the University Business Office and a record of every financial transaction is maintained by the University Business

Motion by Mr. Justice that the Personnel Changes he approved as presented in Exhibit I and that the members of the faculty who are retiring be granted emeritus status with the University. Motion was seconded by Dr. Pelfrey and unanimously approved.
Motion by Mr. Cassity that the Board authorize the President to proceed to (1) notify all present employees of their reemployment, (2) with the advice of the Vice Presidents, Deans, and Department Heads, determine salaries according to the percentage of increases proposed within the suggested spreads, (3) determine increments on the basis of successful teaching, meaningful research and significant public service, and (4) develop a coqlete roster which will be presented to the Board on Mav 3, 1976, for formal approval. Mr. Cassity further moved that the Board approve the Budget for the 1976-77 fiscal year as presented in Exhibit 11. Mr. Howell seconded the motion and the motion was adopted by the following roll call vote:

Butts, Presid.ent of Kentucky State University, Frankfort, to be the speaker at the 1976 Spring Commencement and that the Board approve granting Dr. Butts an Honorary DoctorTs Degree. Motion by Mr. Richardson that the Board authorize the President to write a letter on behalf of the Board of Regents to Dr. Robert R. Martin on his retirement as President of Eastern Kentucky University. Motion was seconded by Mr. Justice and unanimously approved.

The next meeting of the Board of Regents will be on Monday, May 3, 1976, at 200 p.m., (EDT) . The members of the Board of Regents joined former members of the Board, past presidents of the Alumni Association, former and present Government Officials, representatives of the news media and other distinguished guests of President and Mrs. Doran for a luncheon in the Ballroom of the University Center. April 6, 1976, marks twenty-two years that Dr. Doran has served as President of Morehead State University. Following the luncheon, ground breaking ceremonies were held for three capital construction projects : (1) Wetherby Athletic-Academic Complex, (2) Johnson Camden Library Tower, and (3) Allie Young Hall Renovation and Conversion.
