CAWV ANNUAL REPORT HIGHLIGHTS 2018 ACTIVITIES

The 2018 CAWV Annual Report went in the mail to members this week. The report outlines some of the key issues addressed by the association during the past year. A recent CAWV survey of contractor members shows that 80 percent of contractors believe it will continue or become harder to find construction professionals and nearly 60 percent say it will be harder to find skilled craft workers. “Your CAWV Board of Directors believes these shortages pose a significant risk to future economic growth and is creating a new workforce development plan to address the growing problem,” writes CAWV President Roger Thomas, Kelly Paving, Inc. “Your Board has voted to establish a Workforce Development Task Force to enhance career and technical training programs for construction to put even more West Virginians into high-paying construction careers.”

The President also writes that, “The future is an exciting one for our state, the CAWV and our members. I encourage members to become involved in the many initiatives undertaken by the association in building a better .” Enclosed in the report is just a few successes this year on behalf of CAWV members and the construction industry. GOVERNOR JUSTICE APPOINTS ED GAUNCH AS SECRETARY OF COMMERCE

Governor Justice announced this week that he has appointed C. Edward Gaunch of Kanawha County as Secretary of Commerce for West Virginia. Gaunch will assume his new role in January, after finishing his current term in the . Gaunch, who has been a member of the State Senate representing District 8 since 2014, is a native of Boone County. He chaired the Government Organization Committee and was vice chair for a number of other committees including Finance, Transportation and Infrastructure, and Pensions. He also chaired the interims Committee on Flooding, Government Organization, and Government Operations.

“Ed Gaunch has a wealth of business acumen and knowledge and along with his legislative experience he will help us continue to move West Virginia forward and grow our economy as Secretary of Commerce,” Justice said. “I am extremely pleased that he is joining our team and that he has accepted the challenge of continuing to serve West Virginia and our citizens.” The new secretary was president of the Carson Insurance Agency which was a longtime member of the CAWV.

DEL. HANSHAW RENOMINATED SPEAKER OF THE HOUSE

House of Delegates Speaker of Clay County was renominated this week by House Republicans to the speaker’s post in a private caucus. Hanshaw is essentially assured of re-election as speaker on Jan. 9, as Republicans continue to hold the majority of seats in the House. Hanshaw was first elected speaker on Aug. 29. He replaced Tim Armstead of Kanawha County, who resigned so he could be appointed to the state Supreme Court by Gov. . At the time, Hanshaw acknowledged that the tenure could be short-lived, since the House will hold a new election for speaker when the 84th Legislature convenes on Jan. 9, 2019. Hanshaw’s first order of business will be to name a leadership team, including appointing committee chairpersons. He also will have to pick a new majority leader, since his initial selection, Delegate , R-Jefferson, was defeated in the general election.

NOVEMBER REVENUE FIGURES RELEASED

Governor Justice announced on Tuesday that November’s revenue collections were $18.8 million above estimate pushing the Fiscal Year 2019 collections to $141 million above estimates and 13.2 percent ahead of prior year receipts. It is the eighth consecutive month where collections surpassed estimates. The sharp rise in collections was attributable to very high rates of growth in Severance Tax, Consumer Sales Tax and Personal Income Tax collections. Year- to-date General Fund Severance Tax collections were 45.8% ($51.5 million) ahead of last year. Year-to-date General Fund Consumer Sales Tax collections were 13.6% ($65.5 million) ahead of last year. Year-to-date Personal Income Tax collections were 11.6% ($82.5 million) ahead of last year. CAWV members enjoyed hors d'oeuvres, drinks and conversation during the evening event, making it a great opportunity for members to get to know other members. SLIPS, TRIPS AND FALLS OSHA reports slips, trips, or falls cause almost 20 percent of all workplace injuries. Slips and falls do not constitute a primary cause of fatal occupational injuries, but represent the primary cause of lost days from work. A study by the Bureau of Labor Statistics found that 22% of slip/fall incidents resulted in more than 31 days away from work. According to Workers Compensation statistics from ITT-Hartford Insurance Company, falls account for 16% of all claims and 26% of all costs. This compares to 33% of costs associated with sprains and strains. Nearly all slips or falls have one or more of these factors as a cause: 1. substandard walking surfaces; 2. surface contaminants; 3. footwear; 4. walking style of the person.

Proper housekeeping and lighting of working and walking surfaces can prevent most slips, trips, and falls. Sometimes surface contaminants can be very difficult to recognize as a hazard and once the hazard is noticed, must be cleaned up to prevent any risk of injury. Wearing the proper footwear for current weather conditions, as well as the surfaces being travelled, is important to prevent slips, trips or falls, and reduce fatigue. Incidents that can occur on walking and working surfaces:

Trips occur when an obstruction catches the worker's foot and causes him or her to stumble forward. Tripping hazards include cords, equipment, uneven floor mats, and unseen or unexpected objects. These tripping hazards should be picked up and put away after every use, and when they are in use be aware of the danger they could pose in a walkway, such as an electrical cord strung across a sidewalk.

Slips occur when an individual slides along smoothly causing a loss of balance. Slipping hazards include wet, icy, greasy, or soiled ground or floors. People need to wear the proper foot apparel appropriate for the job, such as steel toed and slip resistant. Use absorbents to clean up any spills, especially oily material and corrosive materials. Falls occur from an individual descending freely by the force of gravity. A fall can happen from any surface higher than four inches such as ladders, hydraulic lifts, large equipment, elevated walkways, ramps, or platforms. Falls may also occur into or through a hole. The majority of falls occur from heights less than 10 feet, so safety precautions need to be taken, even at lower heights.

Safe practices for individuals

• Utilize handrails or grab bars in areas where there are stairs or changes in elevation. • Use 3 points of contact when mounting or dismounting equipment (1 hand/2 feet) or (2 hands/1 foot). • In wet or icy conditions, take smaller steps and try to ensure your torso stays balanced over your feet. • Use slip-resistant matting or provide textured surfaces in potentially wet areas. • Minimize distractions to remain alert to hazards and avoid carrying bulky items that block your view. • Remove obstructions from travel areas, such as extension cords, power cords, hoses, boxes, or tools. • Stay alert to parts projecting from machines or equipment.

$1.2 BILLION INVESTED IN RURAL WATER INFRASTRUCTURE IN 46 STATES

The USDA has announced its plans to invest $1.2 billion to help improve and renovate water infrastructure in rural areas of 46 states, a move that is expected to benefit 936,000 people across the nation. USDA is providing financing for 234 water and environmental infrastructure projects through the Water and Waste Disposal Loan and Grant program. The funding will be used for drinking water, stormwater drainage and waste disposal systems for rural communities with 10,000 or fewer residents. See below two projects in West Virginia that will be funded by the grants.

Milton Municipal Utilities Commission Loans $5,800,000 - Grants $2,100,000 Sanitary sewer collection system improvements to reduce infiltration and inflow, reroute force mains, add another lift station to pump to Salt Rock PSD, eliminate the need for the SSO and create capacity for future growth within and around Milton, and construct an extension of the existing collection system roughly one mile east along Route 60.

Midland Public Service District Loans $600,000 - Grants $520,000 Makes public water service available to about 132 households in areas that have poor, undependable water wells.

GOV. JUSTICE ANNOUNCES $40 MILLION IN GRANT FUNDING FOR ROAD CONSTRUCTION IN TUCKER, MORGAN COUNTIES

Governor Jim Justice announced this week that West Virginia will receive $40 million through the U.S. Department of Transportation’s Better Utilizing Investment to Leverage Development (BUILD) Grants. These grants are designated by the Federal Government for use by the West Virginia Department of Transportation on two major projects: a bypass around Berkeley Springs in Morgan County, and construction of approximately 10 miles of Corridor H, a four-lane expressway in Tucker County that is part of the Appalachian Development Highway System. Each project will receive $20 million. The West Virginia Department of Transportation, with approval from Gov. Justice, advocated for eight BUILD grants this year including the two that were awarded, the New River Parkway in Summers County, Culloden Interchange, U.S. 52 Expansion, Wheeling Complete Street Project, I-70 Interchange in Triadelphia, and a widening project in Berkeley County. Gov. Justice is scheduled to attend a press conference on Tuesday, December 11, in Washington, D.C. to accept the grant award.

CAWV JOINT CONCRETE COMMITTEE RESOLVES CONCRETE SPEC ISSUE

The CAWV Joint Concrete Committee met on Thursday, December 6, at the CAWV headquarters. The committee received an update on the Mass Concrete Study that is being conducted at WVU and discussed several proposed changes in specifications. One of the proposed changes, Adding Water After Superplasticizer (601.7), would have affected a supplier’s ability to add water to the mix on the project site. Co-Chair Mike Mance, cement and concrete supervisor for the WVDOH Materials Division, noted that the intent of the specification was not to limit the ability of the supplier to add water at the project and agreed that the wording of the proposed specification change should be changed to reflect the intent. Phil Browne, CAWV Joint Concrete Committee chair, said this shows why the work of CAWV committees are so important. “Without this meeting today, the proposed specification language would have been passed and every supplier in the state would have to comply with a specification that was not the intent of the state,” Chairman Browne stated. “By meeting face to face, we were able to resolve the issue and have language in the specification that clearly defines the intent of the change.” Co-Chair Mance also reported on the status of several issues that committee members brought to their attention.
