DATOS GENERALES DEL PROYECTO, DEL PROMOVENTE Y DEL RESPONSABLE DEL ESTUDIO DE IMPACTO AMBIENTAL I.1 PROYECTO. I.1.1 NOMBRE DEL PROYECTO. Residencial Mirador Chahué, en Huatulco, Oaxaca. I.1.2 UBICACION DEL PROYECTO. El predio para este proyecto, se localiza en la Bahía de Chahué que forma parte del Centro Integralmente Planeado de Huatulco, municipio de Santa María Huatulco, Región Costa, en el Estado de Oaxaca. Dado que se trata de la urbanización de un predio para su ocupación con usos habitacionales y turísticos, no se prevé caducidad; aunque las construcciones podrán ser modificadas con el tiempo, persistirán los usos urbanos. 2 CAPITULO I. DATOS GENERALES. Manifestación de Impacto Ambiental en su Modalidad Particular del Proyecto “Residencial Mirador Chahué, en Huatulco, Oaxaca”. I.1.4 ETAPAS QUE COMPRENDE EL ESTUDIO DE IMPACTO AMBIENTAL. La Manifestación de Impacto Ambiental que se somete a evaluación, comprende las etapas de preparación del sitio, construcción y operación de las obras de infraestructura que construirá FONATUR y las que se lleven a cabo en cada lote, los particulares que los adquieran, de acuerdo a la modalidad de uso del suelo y la reglamentación definida para esta zona. I.1.5 DOCUMENTACION LEGAL. El predio es propiedad de FONATUR; el área en estudio forma parte de los terrenos comunales expropiados al Municipio de Santa María Huatulco, Oaxaca, para poder destinar una superficie de 21,000 Ha al desarrollo urbano y turístico del proyecto Bahías de Huatulco. La expropiación fue a favor de la entonces Secretaria de Desarrollo Urbano y Ecología (SEDUE), para que esta la pusiera a disposición de FONATUR, según consta en el decreto emitido por el entonces presidente de la República Mexicana, Miguel de la Madrid Hurtado; el cual se publicó en el Diario Oficial de la Federación el 18 de junio de 1984. En el apartado VIII.2.1, se presenta copia del Decreto de expropiación del territorio para el Desarrollo Turístico Bahías de Huatulco. I.2 PROMOVENTE. I.2.1 NOMBRE O RAZON SOCIAL. El promovente es el Fondo Nacional de Fomento al Turismo (FONATUR), Fideicomiso de Gobierno Federal creado con el objeto de desarrollar y financiar planes y programas de fomento al turismo en: Cancún, Q. Roo; Bahías de Huatulco, Oaxaca; Ixtapa, Guerrero; Loreto y Los Cabos en B.C.S.; según quedó establecido en la Ley Federal de Fomento al Turismo del 28 de enero de 1974 y posteriormente en el Contrato de Fideicomiso celebrado entre la Secretaría de Hacienda y Crédito Público y Nacional Financiera, S.A., el 29 de marzo de 1974 (apartado VIII.2.2). 3 CAPITULO I. II.1 INFORMACION GENERAL DEL PROYECTO. El proyecto de urbanización “Residencial Mirador Chahué”, forma parte del conjunto de proyectos con los que se está consolidando el Centro Turístico Integralmente Planeado de Huatulco, que en esta zona cuenta con los proyectos autorizados en materia de impacto ambiental de Playa Esperanza, Chahué, Sector C, Sector N, O y el área adjunta al Campo de Golf, entre los más cercanos. Todo lo anterior en correspondencia con lo establecido en la Ley General del Equilibrio Ecológico y la Protección al Ambiente, así como en el Plan Maestro del Desarrollo Bahías de Huatulco. De acuerdo al Sistema de Clasificación Industrial de América del Norte (INEGI, 1997) el proyecto se encuentra clasificado como: Sector: 23 Construcción. Subsector: 236, Edificación. Rama: 23611, Edificación residencial. II.1.1 NATURALEZA DEL PROYECTO. El proyecto Residencial Mirador Chahué, consiste en la urbanización de una superficie de 503,526.51 m2 (50.35 Ha), en la Bahía de Chahué entre las áreas correspondientes a los proyectos Playa Esperanza y El Arrocito (véase Figura II.1) Al igual que otros proyectos de urbanización que llevará a cabo FONATUR, además de la construcción de 79,057.62 m2 (7.90 Ha) de vialidades repartidos en diez segmentos (véase Figura II.2 y Plano II.3), se introducirán los servicios de agua potable, drenaje sanitario y pluvial, energía eléctrica y alumbrado, así como telefonía. 6 CAPITULO II. DESCRIPCION DEL PROYECTO. Manifestación de Impacto Ambiental en su Modalidad Particular del Proyecto “Residencial Mirador Chahué, en Huatulco, Oaxaca”. Estos servicios están disponibles a lo largo del Blvd. Tangolunda que es la avenida principal, así como en la que limita el predio para este proyecto con la zona de El Arrocito. De allí se harán las derivaciones necesarias para poder dotar de agua potable, drenaje sanitario y pluvial, energía eléctrica y alumbrado así como telefonía, a los diferentes lotes con usos habitacional, turístico hotelero, comercial y de servicios que conforman el proyecto, los cuales se encuentran organizados en seis manzanas. En la Tabla II.1, se presenta el desglose de manzanas, lotes y usos que conforman al proyecto “Residencial Mirador Chahué”; en los planos II.1 a II.4 del apartado VIII.1.1, se pueden observar detalles de las características del proyecto de urbanización.     BAHÍA DE HUATULCO, OAXACA I. DATOS GENERALES DEL PUERTO 1. Nombre del Puerto (BAHÍAS DE HUATULCO) El litoral de la costa es una estrecha llanura costera disectada por cerros de baja altura que forman a su vez pequeñas bahías y caletas, en las tierras bajas. Las bahías más importantes son: Conejos, Tangolunda, Chahué, Santa Cruz, El Maguey, El Órgano, Cacaluta, Chachacual y San Agustín. Así como la vía marítima que ofrece el Océano Pacífico comunica a los puertos de Santa Cruz Huatulco y Puerto Escondido con toda la costa mexicana y demás países del continente americano, permitiendo el atraque de cruceros en el muelle de la Bahía Santa Cruz. 2. Ubicación y Límites geográficos del puerto Santa Cruz Huatulco, cuenta con una superficie de 579.22 km² que representa el 0.615% con relación al Estado, colinda al E-NE con el municipio de San Miguel del Puerto y el río Copalita; al N con los municipios de Santiago Xanica y San Mateo Piñas; por el NW-W con San pedro Pochutla y al S-SE con el Océano Pacífico. Se encuentra separado de la Santa María Huatulco por una península de 46 m de altura. Se ubica en situación geográfica Lat. 15° 45’ 17.39” N, Long. 096° 7’ 52.29” W 3. Tipo de Puerto. La Bahía de Santa Cruz, cuenta con un muelle de 300 mts; de longitud, de concreto con señalización, con calados de 10 a 12 mts; usado principalmente por buques del tipo crucero y también por buques de guerra de la Armada de México y de la Marina y Guardia Costera Estadounidense cuando hacen visita a éste puerto.

    HUATULCO FACT SHEET Geographic Location Huatulco is located on the southern Pacific coast of Mexico 900 km/550 miles south of Mexico City 280 km/170 miles south of Oaxaca City 495 km/300 miles down the coast from Acapulco Weather Huatulco is blessed with a wonderful climate. We enjoy more than 330 sunny days a year, and when it rains, it’s usually during the night or before sunrise, and never between November and April. The annual average temperature is 28°C/80°F, and the extremes are 20°C/68°F on a cool winter night and up to 38°C/96°F on a hot July day. How to get there By road Huatulco is connected to the federal highway net through FH 175 to Oaxaca City and FH 200 to Acapulco, and from there to Mexico City and north. Blount) ABSTRACT It has been argued that a promising opportunity to reduce Mexico’s internal pressures influencing out-migration remains in targeted development initiatives. By focusing development within economically depressed regions, it is possible to equalize some relative differences between Mexico and the United States. Overtime this would reduce Mexico’s domestic push-factors associated with Mexico-U.S. migration. For the past few decades the Mexican government explored tourism development as one means to strengthen locally depressed economies and meet regional development initiatives. This dissertation explores the outcome of one such development site in Huatulco, Oaxaca, Mexico. In this dissertation I explore how tourism development on the Oaxacan coast, implemented through the Mexican agency FONATUR, created, rather than eliminated, local conditions in the region that produced and sustained out-migration and undocumented migration into the U.S. Central to these local conditions affecting migration are the restrictions placed on local resource access, most notably the contentious issue of land. This dissertation tests three related propositions. First, that local Huatulco residents perceive tourism as reducing the availability of local resources due to the redirection of capital and natural resources to the tourist infrastructure. Second, the redirection of resources towards tourism development and the growing tourist presence has changed the actual or the expected standard of living for local residents. Third, local residents that perceive their standards of living cannot be raised in the context of tourism development decide to out-migrate to the U.S.
