Executive Summary

Introduction:

The district of Keonjhar, lying between 20° 01’ to 22° 10’ Nlatitudes and 85° 11’ to 86° 22’ E longitudes presents a panorama of millennia, both from the geographical and geological point of view. Spread over an area of 8310 sq. kms. It is as varied as the whole of Odisha with different scheduled tribes, topography and natural resources more specifically the minerals. It is bounded by , district and District to the east, District to the South, district, District and Sundargarh District to the west and West Singhbhum of the state of to the north. The district of Keonjhar is highly rich in mineral resources and has vast deposits of Iron, Manganese, and Chrome Ores. About 30 percent of its total area is covered with tracts of dense forests.But the district, in spite of its immense mineral and forest wealth, still remaining economically backward. As the sequel to the integration of the feudatory states with Odisha on 1st January, 1948, the erstwhile princely state of Keonjhar emerged as one of its districts with its head- quarters at Keonjhargarh and since then it has been continuing as such. i. Background

Location Map of Keonjhar District

The climatic condition of Keonjhar District is generally hot with high humidity during March to July and cold during November to February. The monsoon generally breaks during the month of June. Annual rainfall of the district was 1910.1 mm. in 2011 which is higher than the normal rainfall (1487.7 mm).

The Agro-Climatic Zone of Keonjhar district comprises North Central Plateau and North Eastern Coastal Plains. Major part of Keonjhar except sub-division covers North Central Plateau whereas Anandapur sub-division covers the North Eastern Coastal plains. The climatic condition

ofthis zone is hot and moist sub-humid. Lateritic soils and Red Sandy loam soils are major soils that are found in the district. 51.9% of land is covered by lateritic soils where as 48.1% of the land is covered by Red Sandy loam soils. The agro-climatic condition, altitude and soil type of Keonjhar district provides a congenial atmosphere for growing a wide range of horticultural crops.

The district, being the watershed of river Baitarani and its tributaries, has a total cultivated area of 298000 ha out of which highland constitutes 53% while medium and low land constitute 34% and 13% respectively. Most part of the high land is endowed with deep and well-drained soil. This vast tract of and holds high potential for horticultural crops.During the year 2010-11, the net area sown was 192 thousand hectares against 4681 thousand hectares of the state. The production of paddy was 2910169 quintals biri, 5276 quintals kulthi, and 626 quintals potatoes and 23808 quintal sugarcane. During 2010-11, the total fertilizers used in Keonjhar district is about 18082 MT with a breakage of 9380 MT nitrogenous,5226 MT phosphatic and 3476 MT pottasic and the consumption of fertilizer per hectare is 49 Kg.

During the year 2010-11, it is reported by Dy. Director, agriculture that the irrigation potential created during kharif and Rabi are 75248 hectares and 27281 hectares respectively through different sources in the district. ii. Vision

District Irrigation Plan is prepared with the vision of providing irrigation facilities to all the cultivable areas of the district. This shares the same vision of our Hon’ble Prime Minister Shri Narendra Modi i.e. “Har Khet Ko Pani”. iii. Objectives

a) Achieve convergence of investments in irrigation at the field level (preparation of district level and, if required, sub district level water use plans).

b) Enhance the physical access of water on the farm and expand cultivable area under assured irrigation (Har Khet Ko Pani),

c) Integration of water source, distribution and its efficient use, to make best use of water through appropriate technologies and practices.

d) Improve on-farm water use efficiency to reduce wastage and increase availability both in duration and extent,

e) Enhance the adoption of precision-irrigation and other water saving technologies (More crop per drop).

f) Enhance recharge of aquifers and introduce sustainable water conservation practices

g) Ensure the integrated development of rainfed areas using the watershed approach towards soil and water conservation, regeneration of ground water, arresting runoff, providing livelihood options and other NRM activities.

h) Promote extension activities relating to water harvesting, water management and crop alignment for farmers and grass root level field functionaries.

i) Explore the feasibility of reusing treated municipal waste water for peri-urban agriculture, and

j) Attract greater private investments in irrigation.

This will in turn increase agricultural production and productivity and enhance farm incomeHolistic irrigation plan, in keeping needs of the community for overall development.

iv. Strategy /approach

To achieve above objectives, PMKSY with strategize by focusing on end to end solution in irrigation supply chain, viz. water resources, distribution network, efficient farm level applications, extension services on new technology & information etc., PMKSY will focus on:- a) Creation of new water sources; repair, restoration, and renovation of defunct water sources; construction of water harvesting structures, secondary and micro storage, ground water development, enhancing potential of traditional water bodies at village level; b) Developing/ augmenting distribution network where irrigation sources (both assured and protective) are available or created; c) Promotion of scientific moisture conservation and run off control measures to improve ground water recharge so as to create opportunity for farmer to access recharged water through shallow tube/ dug wells; d) Promoting efficient water conveyance and field application devices within the farm viz. underground piping system, Drip & Sprinklers, pivots, rain-guns and other application devices etc.; e) Encouraging community irrigation through registered user group/ farmer producers’ organizations/ NGOs; and f) Farmer oriented activities like capacity building, training and exposure visits, demonstrations, farm school, skill development in efficient water and crop management practices (crop alignment) including large scale awareness on more crop per drop of water through mass media campaign, exhibition, field days, and extension activities through short animation films etc. The aforesaid areas only outlines the broad contours of PMKSY; combination of interventions may be required depending on locations specific condition and requirements, which will be

identified through District and State Irrigation Plans. More focus on irrigation development will be given to deficient states in terms of irrigation coverage. v. Rationale/ Justification Statement: In reference to the status and need of irrigation

In present scenario the Gross Cropped Area of the district is383437 ha and the average cropping intensity is 140.49 per cent. Through assured irrigation, the present level of crop yield and acreage in the district can be multiplied. The natural source of needs to be utilized in an optimal manner in future in the district. There is a feasibility that the uplands can be made more productive through use of pressure irrigation and futuristic plans need to be formulated. The fracture zones in the district can also be exploited for deep bore wells based irrigation. The district can be made a good example of Watershed based micro irrigation if scientific plans are formulated and executed in an integrated manner. The 13906 Ha of lands under protective irrigated areas need to be brought under irrigated conditions through a strategic short term/five year plan.

CHAPTER-I GENERAL INFORMATION OF THE DISTRICT

DISTRICT PROFILE:

The district has an area of 8310 sq. km and 15.88 lakhs of population as per 2011 census. The density of population of the district is 191 per sq. km as against 270 person per sq. km of the state. It has 2122 villages (including 53 un-inhabited villages) covering 13 blocks, 13 Tahasils and 3 Subdivisions. As per 2011 census, the scheduled caste population is 177377 and scheduled tribe population is 771410. The literacy percentage of the district is 68.20 against 72.90 of the state. The Administrative headquarters of the Keonjhar District is located at Keonjhargarh. There are 16 nos. of tourist centre such as Badaghagara, Deogarh, Ghatagaon, Kanjhipani, Khandadhar and Kelanikunda as identified by Department of Tourisim and Culture, Odisha. Keonjhar has the distinction of containing one of the oldest rocks of the world, approximately 3800 million years old covering an area of 100 sq. kms at Asanpat. It has also the oldest stone inscription of Odisha paleologically belonging to the Gupta period.in sitabinj, one finds the fresco paintings in the cave shelter of Ravana Chhaya dating back to 5th century A.D.

During 2010-11, 287 Km. of National Highways, 79 Km of Major district roads, 359 Km of other district roads, 1210 Km of rural roads, 2923 Km. Of Gram Panchayat roads and 246 Km. of forest roads are operating in the district. Besides, 164.82 Kms. Of Railway lines with 16 nos. of railway stations including passenger halts exist in the district.

1.1 Demography:

Keonjhar district has 15.88 lakhs of population which constitutes 50.1 % male population and 49.9% female population as per 2011 census. The geographical area of the district is 8310 sq.km and thus population density is191 persons per sq. km. The sex ratio (females per 1000 males) works out to be

1004 considering the total population of each sex and that for population of children is 1030 indicating relative increase of females at younger ages. The total population of children is 2.31 lakhs which constitutes 50.7% male children and 49.3% female children. As per 2011 Census, the total Schedule Caste (SC) population is 1.77 lakhs which comprises of49.90% male population and 50.10% female population. In the district the SC population is11% of the total population whereas the Schedule Tribes (ST) population is 7.71 lakhs which comprises 49.53% male population and 50.47% female population. The ST population is 48.56% out of the total population. The information shows that the district is highly distributed with ST population. The literacy rate of the district is 68.2 %.

Hatadihi block has the highest population i.e 1.64 lakhs, among all the 13 blocks. Kendujhar Sadar and Ghaipura comprises 1.61 lakhs and 1.48 lakhs population. Interestingly, Jhumpura, Banspal, Telkoi, Ghatgaon, Patana and Saharapada blocks have the higher female populationin comparison to male population.

1.3 Agro-Ecology, Climate, Hydrology and Topography:

The agro-climatic condition, altitude and soil type of Keonjhar district provides a congenial atmosphere for growing a wide range of horticultural crops. Average annual rainfall of Keonjhar district is 1910.1 mm, out of which 80% rainfall occurs in monsoon season (June to September). The climate of the district is characterized by an oppressively hot summer with high humidity. Summer generally commences in the month of March. Temperature begins to rise rapidly attaining the maximum in the month of May. During the Summer maximum temperature is 380C. The weather becomes more pleasant with the advent of the monsoon in June and remains as such up to the end of October. The temperature in the month of December is lowest i.e. average 14.330C. Sometimes it even drops down to 70C.

The district consists of a compact area and its extreme length north to south is nearly 145km. The average breadth from East to West is about 65km. It is divided into two widely dissimilar tracts-the lower Kendujhar and the upper Kendujhar. The former is a region of valleys and low lands, while the latter includes mountainous highlands with a general slope from North to South. The highlands consisting of clusters of rugged crags afford a safe retreat to its inhabitants in troubled time. The mountaintops appear from the low lands to be sharply ridged or peaked, but reality they have extensive tablelands on their summits, fit both for pasture and for tillage. Due to hard terrain and sloppy areas, maximum amount of rainfall goes as runoff; hence rain water conservation and ground water recharge should be given priority while preparing district irrigation plan (DIP). 1.4 Soil Profile :

The soil type of the districtis dominated by Mixed Grey Soil (Inceptisols) which covers 503203.26ha i.e 61%of the total area (831000 ha). Unaltered Soils with Coarse Parent Materials (Entisols) cover an area about 226138.45ha i.e. 27%of the total area. Matured, -Red &Lateritic Soil (Alfisols) cover an area about 60834.84 ha i.e. 7% of the total area.

DISTRICT WATER PROFILE

2.1 Area Wise& Crop Wise irrigation Status:

The area wise, crop wise irrigation status of thirteen blocks for Keonjhar district are given in Table 2.1.Generally the crops are well produced during the kharif season in the district. During kharif season, in the irrigated areas, cereals cover 64720 ha where as in the rainfed it covers 108720 ha. Similarly the coarse cereals cover a total of 24870 ha in the Keonjhar district during kharif season. Besides that, the pulses 27900 ha, oil seeds 14950 ha and fibre 3615 ha are also produced during kharif season. The pulses are largely produced during rabi season which covers 46960 ha and it is followed by oil seeds which is 16820 ha. Generally there are no crops found during summer season inthe district. The total crop area of Keonjhar district is 370598 ha out of which the rainfed covers 249795 ha and irrigated area covers 120803 ha. Apart from that horticultural plantation crops are also seen in Keonjhar district.

2.2 Production and Productivity of Major Crops Generally majority of crops are produced during the kharif and rabi season in Keonjhar district. Cereals like paddy, maize, wheat, mung, biri, kulthi and other millets, pulses, oilseeds such as groundnut, till sunflower, mustard and other crops are grown in the district. Potatoes and Sugarcane are another two crops which are largely produced at Keonjhar district. The total production of the crops at Keonjhar district is 22119010 qtn/yr. Similarly the productivity at Keonjhar district is 2296506 kgs/ha.The total cost of the cultivation is Rs 4515000 per ha. The block wise area covered under various crops is given in Table 2.2.

2.3Irrigation based classification

The irrigation based classification of the crop land in the district is given in Table 2.3. The irrigated area is classified in to two groups such as gross irrigated area and net irrigated area. The gross irrigated area covers 125529 ha and the net irrigated area covers 71746 ha in Keonjhar district. Similarly the rainfed area are classified in to two groups such as partially irrigated/ protective irrigated and un-irrigated or totally rainfed. The partly irrigated or protective irrigation covers 13096 ha and un-irrigated area or totally rainfed area covers 198617 ha.

3.4: Existing Type of Irrigation In the district, the irrigation type constitutes51344 Ha of surface irrigation (68%), ground water based irrigation of 5073 Ha (7%) and other sources in 18732 Ha (25%) irrigation. In surface irrigation, the sources of irrigation are canal, tanks, ponds and reservoirs. The ground water irrigations are from tube wells, open tube wells, borewells, etc. The block wise details of this is given in Table 3.4.

It is necessary to estimate the water demand from all sources (domestic, livestock, irrigation and industry) for comparison with the potential of available resources both from surface and groundwater resources to develop a robust, reality based andgood irrigation plan. The domestic, livestock, irrigation and industrial requirement of the district is estimated as detailed in the following sections. 4.1 Domestic Water Demand

From the population figures of 2011 census, the present population (as per Year 2015) and projected population for 2020 has been estimated considering the prevailing growth rate. The domestic water demand has been then estimated considering 100 liters of consumption per person per day basis. A demand of 0.05018 BCM of water is estimated as the domestic demand during 2020.

4.2: Crop Water Demand

The block wise and crop wise area sown and the corresponding area under irrigation are given in Table 4.2. The volumetric water demand was then estimated by multiplying the crop water requirement for the particular crop to arrive at total water demand for irrigation for the present cropping area. For the present cropping area of 125529 ha, a total of 2238.86 mm of water is required for irrigation on annual basis. Deducting the availability of 0.404 BCM from the existing potential created in the district a potential to provide 1.071 BCM is required to meet the irrigation demand of the crops being grown at the present level. This gap may increase to 0.667 BCM during 2020.

4.4: Industrial Water Demand

Present Industrial draft was collected from the Groundwater Survey report. It was also noted that growth rate of industry is 2-3% in Odisha, so this has been considered while calculating the water demand from the industrial sector. In Keonjhar district the existing water potential is 0.13 BCM, and the water demand for industrial purpose is 0.007457 BCM. In projected year 2020 the water demand comes to be 0.0111855 BCM, so the water potential to be created is 0.195 BCM.

4.6: Total Water Demand of the District for Various sectors The water demand for various sectors for various blocks has been added up to find out the overall water demand for the different blocks and finally for the district for the present period. It is worked out that 1.1861 BCM of water is required for the district to meet the domestic, crop, livestock and industrial requirements as given in Table 4.5. From that the water demand is more for cropping sector i.e. 1.071 BCM.

4.7: Water Budget

Basically in Keonjhar district the Surface Water availability is more than Ground water availability. The total existing water is 5.578 BCM. The Present Water Demand Is 1.129 BCM and the Projected Water Demand for 2020 Comes to be 1.449 BCM.
