This is to inform your good office that we have filed House Bill 56 or "An Act lncreasing the Minimum Monthly Salaries and the Personnel Economic Relief Allowance of Government Employees" last June 30, 2016. fhe said Bill aims to raise public school teachers'salary in elementary ancJ secondary schools from P79, O77 to P25,000; regular employees shall be raised from P9,478 to p15, 000 a month and public higher education teaching personnel from P20, 651 to P27, OOO. This bill also aims to augment the Personnel Economic Relief Allowance from P2,000 to P5, 000. This is one of the priorities of the ACT Teachers Party-list, included in our legislative agenda for the 17th Congress, to alleviate the sad plight of teachers and government employees by increasing their monthly salary, At present, the salary of an entry-level teacher is still inadequate to meet the standard family cost of living. lncreasing teachers, salarief will certainly help encourage and motivate highly-qualified teachers to enter and excel in the profession and continue teaching in the country rather than seek jobs abroad. We passionately believe in their invaluable contributions to the developrnent of the youth and society. Therefore, teachers deserve commensurate compensation, in addition to benefits, in exchange for their sacrifices.

Another one of our priorities is informing teachers as to their rights regarding Public Sector Unionism as implemented by DepEd Order No. 51, s. 2003 "Teacher Orientation to Public Unionism" mandates that "all public school teachers and non-teaching personnel must be provided with relevant and adequate information on the legal bases of public sector unionism" and "all school principals and schools superintendents shall allow teachers and even non- teaching personnel to participate in any public employees' organization sponsored seminar".

ln view of the above, this Representation would like to seek your assistance as we plan to conduct a consultative assembly on these topics by issuing a regional memorandum encouraging the attendance on official business the Officers of Public School Techer Association in the different division under your Region, We would appreciate it if you could provide us a venue for said consultation. Attached hereto are the proposed schedules with lists of participants for the different division and our reguest venue. AIsq a draft program is attached to be faciltated by the host division.
