Confirmation of Minutes – 25 November 2014 Resolved THAT the Consents and Regulatory Committee of the Taranaki Regional Council 1. takes as read and confirms the minutes of the Consents and Regulatory Committee meeting of the Taranaki Regional Council held in the Taranaki Regional Council chambers, 47 Cloten Road, Stratford, on Tuesday 25 November 2014 at 10.30 am Doc# 1462389-v1 3 2. notes that the recommendations therein were adopted by the Taranaki Regional Council on 16 December 2014. Cloke/Horton Matters Arising There were no matters arising. 2. Resource consents issued under delegated authority Councillor M G Davey declared an interest in item 2 (Resource consents issued under delegated authority), in particular matters pertaining to Ravensdown Fertiliser Co-operative Limited, and took no part in the discussion or recommendations. 2.1 The Committee considered and discussed the memorandum advising of consents granted and of consent processing actions since the last meeting of the Committee. 2.2 It was noted that a resource consent had been issued for discharge of emissions into the air from the burning of pallets, paper and cardboard. The Committee noted that the Council’s Waste Minimisation Officer could provide advice on waste packaging reduction and recycling to the consent holder. Recommended THAT the Taranaki Regional Council 1. receives the schedule of resource consents granted under delegated authority. Irving/Horton 3. EPA Decision on Maari Development Drilling Marine Consent Applications 3.1 Mr A D McLay, Director-Resource Management, spoke to the memorandum presenting to the Committee the EPA Decision Making Committee’s decision on marine consent applications in the exclusive economic zone mady by OMV for development drilling associated with the off-shore Maari field off the South Taranaki coast. Recommended THAT the Taranaki Regional Council 1. receives the memorandum on the EPA Maari Development Drilling marine consent applications Consents and Regulatory Committee Meeting Tuesday 3 February 2015 4 2. notes the conclusions reached about the minor environmental effects from drilling activities confirm the policy and regulatory approach in the Regional Coastal Plan, where drilling is a permitted activity, with the exception of certain sensitive areas. Consent monitoring annual reports Councillor M G Davey declared an interest in item 4 (Consent monitoring annual reports), in particular matters pertaining to Ravensdown Fertiliser Co-operative Limited and took no part in the discussion or recommendations associated with the Waiwhakaiho Airshed Monitoring Programme Annual Report 2013-2014. 4.1 Mrs V McKay, Science Manager, spoke to the memorandum outlining 16 tailored compliance monitoring programme reports covering (variously) the monitoring periods 2011-2014, and provided an overview on environmental performance and consent compliance from each report. 4.2 The Committee discussed the reported environmental performance of Downer EDI Works Limited (Waiwhakaiho Airshed Monitoring Programme Annual Report), noting that, for the seventh consecutive year, there was a failure by Downer to demonstrate compliance with their resource consent, in a timely manner, arising from a delay in particulate emission monitoring. It was requested the Council continue to monitor and undertake enforcement or remedial action where required. 4.3 The Committee noted, in general, the overall improvement in environmental performance and consent compliance in recent years by consent holders in the meat processing industry in Taranaki.
