SECTION 1: PROGRAM DIP SUMMARY

1.1. Program Description Mundemu ADP is in region located in central part of Tanzania. The ADP covers four wards which together make a population of 31,167 people. 14,804 of the population are male while 16,868 are female. Children under 18 are12, 669. (5,828 are boys and 6841 are girls). The FY 2014 budget is $ 215,000 while in FY 2013, the ADP had a budget of $ 227, 122 with a current child sponsorship of 2,291 RCs. The ADP is in the second phase of LEAP. Evaluation and TDI for the programme were conducted in FY 09.

The programme conducted its designing exercise in the Fiscal year 2010 where various stake holders were involved. Members from the Bahi district council, village government leaders, people with disability, and children were involved. The Programme is expected to conduct the evaluation exercise and redesigning in this FY 14 so that it can have more focus on its implementation. The TDI exercise was conducted in 2009 whereby the child well-being outcomes were measured and it was noted that about 42% of the children in the area were malnourished. Deliberate measures are being taken to include and incorporate appropriate intervention in our plans to improve child well being. FY 14 planning began in June guided by WVT strategic direction for FY 13 to 15 also by going through the organization ministry approach which has also changed from service delivery to empowerment approach. This approach was introduced to community members through the village community leaders and other stakeholders. The ADP committee members went through the guideline for FY 14 DIP development and the examples of activities that are recommended and those which are not. There after the committee went through all planned activities for the current year, member’s prioritized activities to be implemented for the fiscal year as we cannot implement all of them due to a limited budget. All potential stake holders discussed and agreed on different priorities for the current implementation phase. Community members, government officials, FBO leaders and children met for this FY14 plan. Thus, this plan is a product of all potential stakeholders in the operation area.

1.2. Description of the Operating Context The area experiences continuous drought which has results into poor agricultural productivity. This has led to household food insecurity in the area most of the time. Food insecurity causes instability to household heads that have to move from one place to another in search for food. As a result they may have very little time to participate in programmes’ development and other productive activities. In order to mitigate this problem the ADP has been conducting training to farmers’ focus groups and village agricultural facilitators to sensitize the community on proper use of improved agricultural methods practices. The ADP has also been supporting and advising farmers to grow drought tolerant crops which are recommended in the area. This will enable the community members to have enough food for the year. This will also increase the time to engage themselves in productive and development activities, instead of moving from one place to another looking for food. The area has good arable land which in case it receives enough rainfall it gives good harvests.

The ADP has also introduced field learning centers for high value crops, like sunflowers and sesame to farmer so that farmers/commercial producer groups in the area can be able to learn from them. However the ADP collaborates well with Bahi district council and other potential stakeholders working in the operation area such as TAWLA, AFNET, DIAC and FBOs which make it easier for the ADP to get different technical personnel support from the district. Due inadequate knowledge and understanding on World Vision Sponsorship Philosophy to Some of the community members and RCs parents, the programme has been training and sensitizing community volunteers and leaders on sponsorship.

1.3. Summary of FY 2014 plans

Mundemu will implement two projects in FY 2014; this will bring more impact to the community as per budget commitment. The projects to be implemented will be sponsorship and Agriculture and food security (livelihood) while AIM health project (PNS) will be complementing the health project activities in the ADP. Livelihood project will ensure that the child well-being outcomes are obtained through formation, empowering and sensitizing the Commercial Producer Groups (CPGs) on how to access the farm inputs necessary in order to increase food productivity in the house hold. AIM - health project will empower the entire community on food handling/use of the various food classes for optimum nutrition. This will ensure that health status of community members improve by reducing the malnutrition levels reported from TDI exercise. The FY 2014 implementation AIM health project will mainly focus on community empowerment on how to improve maternal and infant survival and maintain good health for children and improve their nutritional status in the area. The main targeted groups are WCBA, pregnant and lactating mothers and under five children. The entire community will be made aware through trainings on infant and young children feeding. VHW will be empowered on collection and utilization of growth monitoring data, they will also identify all pregnant women to ensure that they attend clinic and give safe delivery. This project will also empower the community through trainings and sensitization to protect and manage the available water sources in the area. The monitoring in this area is expected to be done in collaboration with other partners including health practitioners. It will be done on monthly basis and information will be compiled at the end of each quarter, whereby the partners will be analyzing information, drawing lessons and reflecting. The best lessons will be replicated for future sustainability and the challenges will be taken as learning for further development. Sponsorship project will be working to ensure that relationship between sponsor and sponsored children and their families is well maintained. It will also work to ensure that sponsorship standards are maintained in the programme. The two projects namely AIM health and agriculture will be operating in all thirteen villages of the programme while sponsorship project focus area will be in Mundemu, Chilungulu, Kisima cha ndege, Msisi, Zanka and Mayamaya. This is because the six villages are accessible throughout the year hence child monitoring will be possible in all seasons. The programme will use the available human resources and institutions in the area to strengthen monitoring of the registered children. Village health workers and RC volunteers will help in health issues and RC monitoring respectively. Institution like dispensaries, health centre and primary schools will help in providing 3 | Page

secondary data which will help the programme to understand the impact of its operation in education and health projects. In FY 14 the programme has planned activities that will ensure that food security in the area is considered through planting drought tolerant crops and also add value to cash crops grown in the area especially sunflower and sesame. Through special project, the ADP will be able to procure a sunflower pressing machine and other processing machines to support various CPGs in food processing, packaging and marketing so that they can add value in their products. In collaboration with FMNR the programme will continue sensitizing CPGs to conserve water catchment areas by allowing regeneration of natural trees that are to be protected using formulation and enforcement of by-laws. The ADP will use ADP committee members who meet quarterly to evaluate implementations of the interventions in the area. Both ADP committee members and ADP staffs will be collecting information, analyze, reflect and share the findings with other stakeholders for learning, making decisions and redesigning of the programme.

Agriculture and food security is the most important sector in the country and it is one of the priorities of the country strategic plan with a new motto of “big results now”. It takes about 80% of employment in the country, it therefore given a very special attention. The project will be implemented in all thirteen village of this programme. Six villages out of thirteen the project will establish and strengthen the field learning centers for gardening and high values cash crops, and these villages will be Kongogo, Zanka, Babayu, Mchito Mkondai and K/ndege. In collaboration with Agricultural extension officers and Village agriculture facilitators, CPGs will be monitored from time of land preparation to the harvesting. Thus ensuring CPGs observe farming principles, especially in selection of what crop is to be planted in a specific area. In doing this, the ADP expects to achieve the following; Mundemu CPGs with knowledge & skills to increase crop production, Increased accessibility of saving and credit facilities in Mundemu community, Bio- intensive gardening and iron/vitamin / of selected ( Mangoes, green pepper, onions, tomatoes)Horticultural crops promoted in Mundemu community, Increased knowledge and skills to CPGs on food processing, preservation, storage and marketing, Mundemu CPGs have capacity to increase production in selected livestock and Increased community knowledge and skills on environmental conservation .To attain this the programme managed to access extra funds from Electric Aid funds – Ireland and purchased a sun flower processing machine through a small proposal. This has helped the sunflower growers to process, packaging and labeling their sunflower product instead of selling them as raw materials, they will be selling them as finished/processed product, hence add value to their crops.

• Project integration Despite that livelihood is the pivot of the community life, but it cannot stand alone in improving the lives of people; it should be integrated with other sectors such as health which aims at protecting people from diseases for good health to enable them to engage into agricultural activities. Sponsorship management brings together all sectors to culminate the attainment of child well being outcomes

• Monitoring, review and reflection

In collaboration with Agricultural extension officers and Village agriculture facilitators, CPGs will be monitored from time of preparation of their farms to the time of harvesting. This is to ensure that CPGs observe farming principles especially in selection of what crop to be planted and quality farm implements in a specific area. The other major partner in monitoring farming progress in the area is Bahi district council. The main partners in implementing agriculture project are CPGs within the area, Bahi district council and village agricultural facilitators.

Sponsorship will operate in six villages only namely, Mundemu, Chilungulu, and Kisima cha ndege, Msisi, Zanka and Mayamaya where the ADP has recruited RC. This is because the six villages are accessible throughout the year and this makes child monitoring possible. The programme will use the available human resources and institutions in the area to strengthen monitoring. Child monitoring will be done by ADP staffs, RC volunteers and other community institutions which are involved in the development process and child well being. The project aims to achieve improved relations services among customers through improved health status and equity in education to children.

• Project integration Sponsorship is designed in such a way that RC families benefit not as separate individuals but included with other members where sponsorship and other projects will be implemented. It is also to ensure that the relationship between sponsored children in the area and sponsors are transformed. Sponsorship will be integrated into other projects that are health so as to improve children health, education to educate children for life, agriculture and food security so as to nourish children, children protection and rights to protect children from child abuse and

promote their well being. The main partners in this are RC’s parents, sponsors and the entire community of Mundemu.

• Monitoring, review and reflection Monitoring of sponsorship project will be done by world vision staff and community volunteers through child visits in collaboration with RC volunteers in the villages where sponsorship project will be operating. The partners led by ADP committee will conduct quarterly meetings to reflect on sponsorship management and on the process of improving the well being of children. Appendices
