AB 77 (Fong) Regulations: effective dates and legislative review Authorizes the Legislature to override the effective date of a regulation by enacting a statute to override the regulation and requires the Office of Administrative Law to forward a copy of each major regulation submitted to the Secretary of State to the Legislature for review. AB 92 (Bonta) Public contracts: payment Extends from January 1, 2018, to January 1, 2023, the sunset date on existing statutes governing the amount of money a public agency can retain from a contractor prior to completion of a public works project. Last Action: Chapter 37, Statutes of 2017

AB 262 (Bonta & Eggman) Public contracts: lowest responsive bidder: eligible materials Requires the Department of General Services to establish standards used in the bid process related to greenhouse gas emissions when certain eligible materials are used in state public works projects. AB 434 (Baker) State Web accessibility: standard and reports Requires the director and chief information officer of each state agency to post on the home page of the state agency’s web site a signed certification that the site is in compliance with specified accessibility standards. AB 510 (Quirk-Silva) State property acquisition: West Coyote Hills project site Appropriates an unspecified amount for the 2018-19 fiscal year from the General Fund to the Wildlife Conservation Board to be used for the purchase of the remainder of the West Coyote Hills project site in the City of Fullerton. AB 547 (Chávez) California Prompt Payment Act: disabled veteran business enterprises Requires state agencies to pay properly submitted, undisputed invoices from a disabled veteran business enterprise that is also a small business (DVBE/SB) within 30 days of receiving the invoice and makes invoices from dually-certified DVBE/SBs that are not paid within 30 days subject to penalty rates similar to those already paid to SBs. AB 632 (Acosta) Small Business Procurement and Contract Act: disabled veteran business enterprise Increases the maximum amount for which a state agency can directly contract with a DVBE from $250,000 to $500,000. Last Action: Held in Assembly Appropriations Committee

AB 639 (Obernolte) Department of General Services: contracts: electronic submission Requires the Department of General Services to develop procedures authorizing the submittal of electronic signatures and documents by all parties on contracts covered by the State Contracting Manual. AB 677 (Chiu) Data collection: Lesbian, Gay, Bisexual, and Transgender Disparities Reduction Act Expands the list of state entities currently required to collect voluntary self-identification information on sexual orientation and gender identity to include various education and employment-related state agencies. AB 739 (Chau) State vehicle fleet: purchases Requires at least 15% of specified heavy-duty vehicles newly purchased by state agencies to be zero-emission (ZEV) beginning in 2025, and at least 30% of those vehicles to be ZEV beginning in 2030. Last Action: Chapter 639, Statutes of 2017

AB 816 (Kiley) California Environmental Protection Agency: Natural Resources Agency: Web casts of public meetings and workshops Requires the California Environmental Protection Agency and the Natural Resources Agency to web cast on-site public meetings. AB 822 (Caballero) Institutional purchasers: sale of California produce Provides bid preferences for the state's purchases of California-grown or California-packed or processed agricultural products. Last Action: Chapter 785, Statutes of 2017

AB 1080 (Gonzalez Fletcher) Public contracts: bid preferences: employee health care expenditures Requires a state agency awarding specified contracts to provide a 5% bid preference to a bidder or subcontractor that provides credible health care coverage, as defined, to employees during the 12-month period immediately preceding submission of the bid. AB 1223 (Caballero) Construction contract payments: Internet Web site posting Requires state agencies that maintain an Internet Web site to post specified information about construction contract payments valued at $25,000 or more on their Internet Web sites within 10 days of making the payment. Allen) State Contract Act: suspension of contractors: contempt of Congress Allows a state agency to prohibit contracting for as long as three years with a person who fails to appear to provide testimony or produce papers when summoned by the United States Congress. AB 1635 (Quirk-Silva) Public contracts: small business participation Requires state agencies to establish and achieve a goal of 25% small business participation in their procurement activities. Last Action: Held in Assembly Appropriations Committee

AB 1658 (Frazier) State agencies: accountability Requires each Secretary of the eight agencies in the executive branch of state government to annually review all programs under his or her jurisdiction by January 1, 2019, and establish specified program metrics and ongoing evaluation requirements. AB 1709 (Committee on Veterans Affairs) Armories: sales: local agency Requires that an armory be offered for sale to a local agency, as defined, prior to being offered for sale to private entities or individuals. Last Action: Chapter 304, Statutes of 2017

AB 1967 (Patterson) Zero net energy project budget requests Requires a state entity to include a cost-benefit analysis when submitting a request to build or retrofit a state-owned building as zero net energy. Last Action: Held in Accountability and Administrative Review Committee

AB 1977 (Committee on Accountability and Administrative Review) State real property: surplus Authorizes the Director of the Department of General Services to dispose of various specified state-owned surplus properties. Last Action: Chapter 430, Statutes of 2018

AB 2087 (Waldron) State government operations: technology modernization Requires each state agency, and the Legislature, to establish technology modernization goals that will improve the efficiency of the agency by January 1, 2020. Last Action: Held in Senate Appropriations Committee

AB 2192 () State-funded research: grant requirements Expands an open access requirement for state-funded research that currently applies only to the California Department of Public Health to include other specified state agencies. Last Action: Chapter 296, Statutes of 2018

AB 2198 (Obernolte) State government: FI$Cal: transparency Expands the type of expenditure data required to be available on the Financial Information System for California's public transparency website to include data from special funds. Last Action: Chapter 186, Statutes of 2018

AB 2199 (Irwin) State budget Requires the Director of the Department of Finance (DOF) to notify the author of enacted legislation when DOF proposes during the budget process to delay or modify the effective date of the enacted legislation. AB 2251 (Melendez) State agencies: audits Directs the California State Auditor to evaluate state programs for duplication with federal programs and requires specified performance reviews of state employees. Last Action: Held in Accountability and Administrative Review Committee

AB 2252 (Limón) State grants: state grant administrator Requires the California State Library, by July 1, 2020, to create an online funding opportunity portal that provides grant seekers a central location for state grant information. Last Action: Chapter 318, Statutes of 2018

AB 2361 (Weber) University of California: outsource contracts Requests that the University of California post on a publicly available website specified types of contracts, contract information, and information about contractors' employees and their wages and benefits. Last Action: Vetoed 9/30/18

AB 2475 (Ting) State-owned property: sustainable landscaping Requires the Department of General Services, at least every five years, to review regulations and practices for sustainability, energy efficiency, and water efficiency for landscapes on state- owned property to ensure they reflect the most current standards. AB 2506 (Burke) State vehicle fleet: near-zero-emission vehicles Requires at least 15% of specified new heavy-duty vehicles purchased by state agencies to be fueled by renewable natural gas beginning on January 1, 2022. Last Action: Held in Assembly Appropriations Committee

AB 2543 (Eggman) State agencies: infrastructure project budget and schedule: Internet Web site information Directs state agencies and departments to post specified information about changes in the cost or schedule of large infrastructure projects on their websites. AB 2671 (Fong) Regulations: legislative review: regulatory reform Requires the Office of Administrative Law to forward a copy of each major regulation to the Legislature for review; allows the Legislature to enact a statute to override the effective date of a regulation; and requires every state agency to conduct a one-time review of its regulations and take specified action on those identified as duplicative, overlapping, inconsistent, or out of date. AB 2729 (Muratsuchi & Gipson) California State Auditor Sets approval requirements for audits and related work under the California State Auditor's high- risk local government agency audit program and allows the Auditor to limit or discontinue audit work. AB 2734 (Frazier) California Transportation Commission Removes the California Transportation Commission from the California State Transportation Agency and establishes it as an independent entity in state government. Last Action: Vetoed 9/14/18

AB 2749 (Bonta) State agencies: state entities: Internet Web site accessibility: standards: mobile-friendly: requirements Makes a public website maintained by a state agency or entity operational only if it is mobile friendly and accessible by persons with disabilities and requires the agency or entity to certify that its website is accessible on a mobile device. SB 498 (Skinner) Vehicle fleets: zero-emission vehicles Directs the Department of General Services to ensure that at least 50% of the state's light-duty vehicle fleet purchases each fiscal year (FY) are zero-emission vehicles (ZEVs), beginning no later than the 2024-25 FY, and requires the Air Resources Board to review its ZEV programs and make specified recommendations to the Legislature by July 1, 2019. SB 574 (Lara) University of California: contracts: bidding Modifies the requirements to qualify as a lowest responsible bidder or best value awardee for certain types of contracts at the University of California by requiring a bidder to certify in writing that its employees are compensated at a level that does not undercut, by more than five percent, the average per-employee value of total compensation for UC employees who perform comparable work at a campus, medical center, or laboratory.
