1. INITIAL REPORT RE FIRE INCIDENT IN SCOUT BORROMEO, QUEZON CITY

SITUATION OVERVIEW: • On or about 12:32 AM, 21 February 2013, a fire incident occurred at Scout Borromeo along Tomas Morato, Quezon City involving some informal settlers. • The cause of fire is still undetermined.

EFFECTS: • The number of families affected and number of houses burned has yet to be determined. • There are no reported casualties as of this time. • The estimated cost of damages is still to be determined.

ACTIONS TAKEN: • Quezon City BFP, other fire trucks from nearby cities and other fire brigade volunteers responded to the fire incident. • OCD NCR coordinated with QCFD for the initial information.

2. MISSING FISHERMAN IN CATANDUANES

SITUATION OVERVIEW: • On or about 10:00 AM, 20 February 2013, a certain Julio Carranza, 54 years old of Danao, Baras, Catanduanes was reported missing • The victim left their house at 3:00AM, 19 February 2013, to go fishing and was not able to return home since then • On or about 6:00 PM, 20 February 2013, PDRRMC Catanduanes reported that subject missing person has been found alive and have been allowed to return home

3. ARMED CONFLICT IN , AND IMPASUG-ONG,

SITUATION OVERVIEW: • On or about 6:45 PM, 19 February 2013, an undetermined number of armed men believed to be members of the NPA blocked a PNP Hilux patrol car at the vicinity of Atugan Bridge at La Fortuna, lmpasug-ong, Bukidnon while proceeding back to Manolo Fortich Police Station from Bukidnon Provincial Police Office • The armed men disarmed the 3 police personnel aboard the patrol car • Youth on board 2 vans disarmed the security guards at Pines hotel in Sitio Bagalanguit, Barangay Kalugmanan boundary of Manolo Fortich and City, Bukidnon, carting away firearms, handheld radios and cellular phones • 20 fully armed NPAs burned the warehouse of Del Monte Phils Inc at Brgy. Vista Villa Sumilao including 2 motorcycles owned by a supervisor and watchman of DMPI • 40 fully armed NPAs disarmed 2 (two) security guards of their shotguns at Agro Farm North Skyland Stanfilco, DOLE Phils Inc National Highway Sitio Kibangan, Brgy La Fortuna, lmpasug-ong. Said NPAs ransacked the office and staffhouse carting away 4 (four) PC monitors. After which said group poured gasoline over the building premises, and fires rounds of M203 grenade launcher but failed to burn the building • Blocking force of the NPA commandeered an RTMI bus, ordered the driver to block the National Highway at Sitio Kibangan Brgy La Fortuna, lmpasug-ong. The PNP patrol car of Manolo Fortich cop PSupt Benbo Jumalon's team that happened to be behind the RTMI was ordered to stop and drop on the ground and then disarmed and get their personal belongings • Fully armed NPAs in fatigue uniforms robbed the Caltex gas station at Sitio Camp Philips, Brgy Agusan Canyon, Manolo Fortich, burned heavy equipment: 2(two) tractors, 2(two) payloaders with backhoes and 1(one) payloader. Also destroyed by the NPAs are property inside the DMPI office: 1(one) unit PC, 1(one) base radio, 3(three) PC monitors, 2(two) Lenovo CPUs and 3 UPS

ACTIONS TAKEN: • Personnel of the PPSC Police Regional Training School proceeded and responded to Camp Philips • PNP personnel are still in pursuit of the armed men and has established check points • 403 IB PA armored car proceeded to clear the area for possible NPA blocking force going to Manalo Fortich • Manalo Fortich MPS has fortified their station after receiving a report that their facility will be harassed 5 • 1 T Platoon of Bukidnon PPSC responded at Sitio Camp Philips ,Manolo Fortich while the robbery was in progress, shooting 2 NPAs in the firefightthatensued • 2nd Platoons of Bukidnon PPO conducted checkpoints and combat patrol operations at La Fortuna, lmpasug-ong and continued the pursuit operations • Joint operation conducted by 1st Platoon BUkidnon PPSC and 52"d Ebde AFP at Brgy Kihare, Manolo Fortich resulted the arrest of Gary Zambales and Roberto Landero, these positively identified suspects now detained at Manolo Fortich MPS. • All injured persons were brought to Capitol University Medical Center (CUMC) and Northern Medical Center (NMMC), all in City

4. COLLAPSED MABULO BAILEY BRIDGE IN ROMBLON

SITUATION OVERVIEW: • On 18 February 2013, Mabulo Bailey Bridge along Sibuyan Circumferential Road had collapsed due to passing of an overloaded public utility vehicle resulting to a temporary closure of the bridge

ACTIONS TAKEN: • Dismantling of collapsed Bailey bridge is in progress by the DPWH • Early warning signs and devices were installed on both approaches to caution commuters of imminent danger • Construction/installation of the detour route on the downstream side of the river is in progress

ACTIONS TAKEN:

• OCD VI in collaboration with the 301 51 Brigade PA, five (5) K-9 sniffing dogs and seven (7) personnel were deployed in the island of Semirara last February 16, 2013 to support the on-going conduct of Search, Rescue and Retrieval Operation. • A Geologist was brought in as part of the team organized by the DOE to aid in the determination of the cause of landslide. • As of 1:00 PM yesterday, 18 February 2013, the Search, Rescue, and Retrieval Operation was resumed. However, the retrieval operation was on and off due to the occurrence of a landslide on the same area forcing the rescuers to pull out and stay on a safer ground. • A Geologist was brought in as part of the team organized by the DOE to aid in the determination of the cause of landslide. • Joint effort of LGU-Caluya, Provincial Government of Antique and DSWD VI conducted Crisis Incident Stress Debriefing activities to wives and relatives of the casualties and distributed twelve (12) sacks of assorted groceries and rice as relief goods. • DSWD VI extended financial assistance amounting to 10,000 PHP each to the families of dead victims and 5,000 PHP each for those hospitalized . Families of missing victims were also extended at 1,000 PHP

4 • On February 19,2013, DSWD VI conducted home visit to families of dead victims • LGU Caluya, Antique extended cash assistance worth Php 20,000.00 each to families of the thirteen (13) victims • LGU Caluya held a special session with the Administrative Manager of SMC to make official commitment of the company by providing livelihood and scholarship program to the families and children of the victims from elementary to college ·
