ANNEX 1 : Questionnaire for donors

The objectives of the interview approach are as follows: • Be able to identify and differentiate the preferred approaches, philosophies, opinions, and perspectives of WUA development from the major donor entities working in Tajikistan, including from time perspective and how and why these changed over time, if any. • Better understanding of the following three components in WUA development: o Geographical area/community selection in which to establish WUAs o Protocols for establishing WUAs o Structure and operation of WUAs • Collect documentation from donors which detail the project protocols for WUA design and the training manuals that are used for WUA members • Nature of engagement with the government throughout the project implementation on the continuum of simply informing and consulting with the government to partnering with the government for joint implementation to fully empowering the governmnet to implement a project • Use of any best practice exemplars, guidelines, other resources from elsewhere (both locally, regionally and globally)

Sohrob Aslamy conducted the interviews in July-September 2015. We compiled a list of key targeted organizations to interview, which included ADB, AKF, SDC, USAID, WB, Welthungerhilfe/German AgroAction, and government individuals formerly from the Ministry of Reclamation and Water Resources. The protocol for contacting these organizations was by email and phone communication. Mr. Aslamy first introduced himself and the goals of IWMI project, “The Impact of Water Users Associations on Water and Land Productivity, Equity and Food Security in Tajikistan”.

Once interview participants were made aware of the purpose of the research, they were indicated their interest in participation. During the interview, were free to answer as many questions as they wished to and could stop the interview at any time. Mr. Aslamy took notes about the content discussed during the interview and then electronically transcribed them to ensure responses were stored in a secondary format.

Community Selection 1. What were your primary requirements when selecting individual communities for WUA intervention? 2. Do/did you employ any specialists from the region in order to help identify potential WUA intervention areas? 3. Do/did you work with any government authorities at the jamoat or district level to identify WUA intervention areas?

Protocols for establishing WUA 5. How are/were members of selected communities for WUA intervention mobilized? 6. What is/was the role of the local government during the establishment of the WUA? a. Did you have to approach local government (District or Jamoat level) for approval before speaking with selected communities? b. If so, how cooperative were members of the local government? i. Did the local government have any familiarity with WUAs? 7. What is/was the role of existing irrigation entities in the establishment of WUAs? a. Do/did you find any evidence of irrigation or land management structures that originated from before Tajikistan’s independence (mirob/mirab, brigades, sub-units of brigades/zvenya)? b. Women and Agriculture in Southern Tajikistan Focus Group Discussions

Participant Group: Women who work on their own production systems Purpose: Women in Tajikistan have always been active in the production of agriculture on plots owned by their household and over the last two decades many of them have taken on role of managers/leaders of dekhon farms. The following focus group guide sets out to facilitate a discussion with women who work on their own production system, either as dekhon farm managers or laborers, with the goal of gaining a better understanding of the challenges and opportunities women face in accomplishing their agricultural responsibilities. Attention will be placed on exploring how women’s agricultural responsibilities may differ depending on the type of plot on which she is working (kitchen garden, presidential plot and dehkon farm plot) as well as their responsibilities and activities in crop production, the process and division of labor in purchasing and securing inputs, including water, and selling outputs. In areas where the delivery of irrigation water is managed by WUAs, female heads of dehkon farms have also become WUA members. In some areas, women have become very active members of WUAs, even rising to WUA leadership positions. But, outside of these few cases, little is known about the experience of women as WUA members. With this in mind, the focus group will also engage female members of WUAs in a discussion about the nature of their engagement with other members and WUA staff as well as opinions on the services provided by the WUA in order to better understand the opportunities and constraints they face as members.

Purpose: Women make up the majority of the agricultural labor force in Tajikistan, and in rural areas well over half of all women are estimated to be engaged in agricultural labor. Beyond working as unpaid laborers on their own household plots, many women are also employed as wage laborers on dehkon farms not owned by their household. The below focus group guide aims to facilitate discussion about the reasons behind women’s employment as wage laborers and their experiences in seeking employment, working on dehkon farms outside of their household and receiving remuneration. By exploring these topic areas, we seek to understand the activities, opportunities and constraints facing women in this role. Employment Conditions • Does your family own a dehkon farm? If so, do you assist in crop cultivation on this farm?
